Well, Madam Deputy Speaker, Sherwood Forest and a local country park—I am really up for that. When I was in the Lake district over the bank holiday weekend, though, I managed to fall halfway down a mountain—that is why my legs are not used to bouncing up and down at the moment, because my knees are not so good—so I am hoping that the park will be a bit flatter and that the gradient will be a little better for me. My hon. Friend asks if we can meet, and I am sure that the relevant Minister will be happy to meet her to discuss how we can progress, ensuring that her area, including Sherwood Forest, benefits from devolution and local government.

Large numbers of my constituents took part in the Government’s consultation on proposed boundaries for the East Sussex unitary authority in good faith. They were appalled by Brighton and Hove city council’s attempted land grab in our area, and together, we resisted it. Can the Secretary of State be crystal clear for my constituents on whether she intends to reopen the discussion over East Sussex’s local government boundaries as part of this review?

Again, at the moment I can give the hon. Member an assurance that I am looking at the areas, and that I will look to ensure that all the consultation, information and advice is correct and that we are making robust decisions. I want to ensure that I do that. I am happy for him to be in contact with the relevant Minister or myself to ensure that we hear what he is saying about that process, but I have heard him today.

I completely agree with my hon. Friend that the Conservatives left a trail of devastation across education and youth services. [Interruption.] Given half the chance, judging by their moans, they would do it all over again. We are making different choices—working with young people to draw up a landmark new national youth strategy, investing £145 million this year to provide stability to the youth sector, rolling out youth future hubs to expand access opportunities and reduce crime, and extending access to mental health support to nearly 1 million more children this year.

Q3.   The Government’s expansion of funded childcare from September is welcome, but early years settings face a critical staffing crisis that could make expanded provision practically impossible. Not enough applicants, a lack of qualifications, low salaries and high turnover mean that many nurseries are operating well below capacity. Many now find themselves operating at a loss, due to increased national insurance contributions. Can the Deputy Prime Minister outline what clear steps the Government are taking to address the crisis in early years staffing to ensure that all our children get the best possible start in life?

First of all, I will out one of my kids in the Gallery, because he has just completed his studies on early years, so hopefully that will add a little help. We inherited a depleted early years sector, but we are determined to make sure that all children have the best possible start in life. That is why we are delivering the largest ever uplift to the early years pupil premium, boosting family hubs and Start for Life, funded by £126 million this year, and investing £370 million to create tens of thousands of places in new and expanded school-based nurseries.

English Devolution and Local Government

I am happy to facilitate a meeting and, as I said before, the Minister for Local Government is happy to meet with local leaders. We want to see more devolution. I appreciate my hon. Friend’s disappointment on skills. We want to push forward with devolution, unlocking the potential and pushing power down from Whitehall into local areas, and I am sure that his meeting with the Minister will be fruitful.

I refer Members to my entry in the Register of Members’ Financial Interests. As the Member of Parliament for Lewes, I put on record my outrage and the outrage of many local people who have written to me about the cancellation of elections in East Sussex in May. As a county councillor, I was present in the chamber last month when we debated the matter, and every single non-Conservative member, including Labour members, voted against it, so to suggest that this has widespread support in East Sussex is just not true. What is the Secretary of State’s justification for giving a Conservative administration that has lost its overall majority and hangs on by the chair’s casting vote a mandate to negotiate a generation-defining deal on behalf of the residents of East Sussex against their will?

Again, we are working with local areas to deliver devolution. This is about pushing power down to local areas and about reorganisation, and we are working with local authorities to deliver for their local area. I have been clear on the terms to which there was a 12-month delay to those elections to facilitate reorganisation and devolution in those areas. This is not a new phenomenon; it happened under the previous Government. We are turbocharging devolution so that we can deliver for local areas.

I thank my hon. Friend for his question. I cannot wait to join him at Bubbles in the Park on a future date, as Burnley is not that far away from my constituency. He is absolutely right to celebrate the work of volunteers in communities and public servants, who give their time and energy to strengthen our local areas and bring people together.

T8. Talland Parade is an abandoned and dilapidated row of shops in Seaford, in my constituency. It has stood empty for 12 years, despite having planning permission in place for much-needed flats. The council had to take the developer to the High Court just to get some scaffolding removed at the site. Will the Minister meet me to discuss the site, and will the Government consider expanding compulsory purchase powers for councils to allow them to acquire such key sites?

Q13.   Last month, a widely reported study from Aston Business School showed that UK goods exports to the EU are 27% down, and imports are 32% lower than they would otherwise have been, thanks to the Conservatives’ failed Brexit deal. Will the Deputy Prime Minister tell me what steps the Government are taking as part of their reset with the EU to cut Brexit red tape for small businesses, to help our economy get growing again?

I welcome the hon. Member to his place. He is right to advocate for small businesses, which are the backbone of our economy. This Government are turning the page on the relationship with Europe, reinvigorating alliances and forging new partnerships rather than reopening the divisions of the past. We will improve the UK’s trade and investment relationship with the EU, tearing down unnecessary barriers to trade. That will not involve rejoining the single market and customs union or introducing freedom of movement, but we will make that relationship better.
