Lady suggests is that, because so much of the information and documentation would have to remain secret for good security reasons, that could not provide such reassurance. It is the independence of the commissioner and the Committee that is the best and most compelling assurance we can give people.
If matters are escalated to Ministers, will they be prohibited from authorising action that carries a real risk of torture?
I cannot see any circumstance in which a Minister of the United Kingdom would authorise action that was contrary to the law.
