On that specific point, will the Foreign Secretary confirm what support is being given to Kurdish peshmerga fighters?

The UK has already supplied non-lethal aid to the peshmerga. We have transported ammunition from eastern Europe for the Soviet-era weapons that the peshmerga have. Yesterday my right hon. Friend the Defence Secretary laid a departmental minute before the House announcing the initial gifting of lethal aid to the peshmerga in the form of a supply of heavy machine guns, which should be delivered with the accompanying ammunition to Irbil today.

For Israelis and Palestinians, the outlook for economic ties with the whole of the European Union would be very bright indeed if a two-state solution could be agreed. We have been clear that an unprecedented offer of close economic ties is available for Israelis and Palestinians. That is part of the great prize of settling these issues and a further incentive to do so.

4. What reports he has received on human rights abuses in Honduras; and if he will make a statement.

We receive regular reports from human rights organisations on the treatment of vulnerable groups and the risks faced by human rights defenders in Honduras. Since December, Her Majesty’s ambassador has made three official statements highlighting our specific concerns, and has raised individual cases of reported abuses with the Honduran human rights ombudsman and the Attorney-General.

I thank the Minister for his response, but in a recent meeting arranged through Amnesty International a Honduran journalist told me that attacks on human rights defenders and journalists such as her are actually increasing. What further urgent steps will the Government take to press the Honduran Government to implement a proper national plan to protect human rights defenders and journalists, and to safeguard their human rights?

I am aware of the call by Amnesty International for a human rights action plan. Tomorrow, I shall travel to Geneva and meet the deputy United Nations High Commissioner for Human Rights. I will call on the UN to do more in Honduras, much along the lines recommended by Amnesty International.

Yes, I do agree. My hon. Friend made some important reflections on the visit that he and other hon. Members made and which, as I said earlier, was very welcome. Those oligarchs can play an important role and I have spoken to some of them myself to urge them to play a strongly positive role in the future of their country.

When we were in Ukraine it was clear that what the Ukrainians call “little green men” are agitating in the east. Will the Foreign Secretary work with our international allies to step up our intelligence so that we can affirm what is known to everyone but not yet clearly evidenced in the international community and the public eye—that those are indeed Russian agitators in the east?

Again, I do not comment on our intelligence, but I can say that we are very confident that those personnel are Russian operatives—not exclusively so. When one considers how they are armed and equipped, how well trained and co-ordinated they are, and how well what they have done in eastern Ukraine mirrors some of what happened in Crimea, it would defy common sense to think them anything other than Russian personnel.
