As ever, I thank the hon. Gentleman for announcing some important forthcoming debates. I shall do my best to give as much advance notice as possible on the opportunities coming up in September.

The hon. Gentleman raised the really important issue of freedom of religious expression or belief—it normally comes up later in this session, but I am really glad he is also raising it today. The hon. Gentleman will know that we are in constant dialogue with the interim Bangladesh Government, and we have made very clear the importance of upholding freedom of religious beliefs and of protecting all communities. We will continue that engagement, and I will ensure that the House is kept updated on those conversations.

I cannot help but note that the news of the defection of my predecessor, Jake Berry, has generally been greeted in Rossendale and Darwen as bad news for Reform. It has been suggested that the party should re-establish its vetting procedures.

On further Reform news, I was informed this week that the Reform-led Lancashire county council plans to cut £3 million from the education budget by significantly reducing support for nurseries. That is despite increased childcare funding from this Labour Government. I have been contacted by several Rossendale nursery managers who have made it clear that this will result in increased costs for parents and even closures. If these are the sort of efficiencies that Reform is pursuing, increasing costs and stress for young families, we should all be deeply concerned. I and fellow MPs have written to the leader of the county council opposing the cuts in the strongest possible terms and asking him to think again. Does the Leader of the House share our concerns and will she agree to hold a debate on this subject?

Having visited a number of nursery schools in Rossendale over the years, I know of the amazing work that they do to provide children in my hon. Friend’s constituency with the very best start in life. This Government are absolutely committed to supporting and increasing that work and to ensuring that all young people get that best start in life.

I am shocked to hear that the Reform-led county council is planning on closing nurseries. That is a retrograde step and something that it should rethink. My hon. Friend is right to point out that his predecessor, the former Member for Rossendale and Darwen, is now a member of Reform. I think that that former Member might have ambitions to put himself forward as a candidate for the Mayor of Lancashire in the forthcoming elections. I also remember him joining me in the former all-party group on nursery schools in wanting to keep the Rossendale nurseries open. Perhaps he might his start his new career in Reform by telling the party straightaway not to make this decision.

Every day in my constituency, we are faced with poorly organised and overrunning street works clogging up our roads. A lane rental scheme through which companies pay for the time the works take would reduce such delays on our busiest roads. However, I remain frustrated that, so far, Lancashire county council has refused to introduce one. I welcomed the announcement last year by the Secretary of State for Transport that the authority for lane rental schemes would be devolved to regional mayors. However, it was notably absent from the English Devolution White Paper, so I am concerned that it may fall by the wayside. Will the Leader of the House agree to a debate in Government time on this important subject?

My hon. Friend is always a good candidate to call early, because he asks good questions about his constituency. He is absolutely right that poorly managed roadworks are a blight on our communities; I hear about that many times in these sessions. We are giving local areas more powers in that regard and are doubling fines and applying charges of up to £10,000 a day for utility works that overrun. He can be assured that the devolution Bill will be coming before this House imminently.

I pay tribute to John Gillespie, the former chairman of Unite Scotland. He sounds like someone who did a great deal to fight for people’s rights and for social justice, and a great, trusted leader for his union and the wider workforce.

In Rossendale and Darwen we have real concerns about rural crime and its impact on our farms and village communities. We have excellent, hard-working rural crime teams, but they cover vast areas with limited resources. One team with a single vehicle between six officers covers three local authority areas. Will the Leader of the House agree to a debate on the rural crime strategy, and the resources required to deliver it?

I am not quite sure that I understand what that race is, but it sounds very unique to Knaresborough, and I will take an interest now that the hon. Gentleman has raised it with me. That would make a good topic for a debate.

Yesterday’s spending review saw this Government investing in national renewal. To truly deliver on that, it is vital that small towns such as those in my constituency fully feel the benefits. We need local investment strategies to address the things that hold our areas back, such as a lack of a commuter rail link in Rossendale or overreliance on a single road in Darwen. These solutions are inevitably unique to an area, requiring investment plans that are locally led but nationally backed. Small towns like mine need to be at the heart of our national renewal, so will the Leader of the House agree to a debate in Government time on that vital subject?

My hon. Friend is absolutely right. As I said earlier, the lack of investment in many of our northern towns and cities has really held those communities back. I am well aware of the challenges in Rossendale and Darwen and how much his constituency could flourish if it had better rail and road connectivity, and I look forward to working with him on that.

I pay tribute to the hon. Gentleman for all the work he has done in supporting steel and British Steel in his constituency, and for his attendance at the recall. He makes a really good point about MS Awareness Week and the real challenges faced by people living with chronic diseases. Given that it will be MS Awareness Week, I will certainly bear in mind his request for a statement.

To get to school, William Cartwright, who is in year 6 at Thorn primary school in Bacup, has to cross the very busy Burnley Road at a point where there is no lollipop service, 20 mph zone or zebra crossing. That is his daily experience. He said:

“Cars travel very fast. We often run across the road, and I’ve nearly been hit several times.”

William has launched a petition calling for Lancashire county council to install a safe crossing. He says:

“We should not have to wait for an accident to happen before something is done.”

I could tell a similar story about the safety of roads around almost every other primary school in Rossendale and Darwen. Will the Leader of the House join me in congratulating William on his initiative? Given how oversubscribed Westminster Hall and Adjournment debates on this subject have been, will she agree to a debate in Government time?

I certainly join my hon. Friend in congratulating William on highlighting the issues of road safety in Bacup and across Rossendale and Darwen. He is absolutely right: road safety matters attract a great deal of interest in this House. We will soon deliver an updated strategic framework for road safety. I will ensure that that is brought to this House, and I will consider his request for a debate.

I thank the hon. Member for raising these matters with me. First, I concur with what she says on World Book Day and school libraries. I am sure that, as Members of Parliament, we have opened a library in a school. I recently opened a library at a school in one of the poorest parts of my constituency, and the young children, many of whom were not even wearing proper footwear, were queuing outside to get their hands on their first book�it was such a fantastic achievement. I am sorry to hear that she has not had the responses and replies she has asked for from Ministers, and I do take these matters incredibly seriously. I will ensure that she does get a reply.

The hon. Member has raised the issue of community pharmacies with me on a number of occasions, and rightly so. They are a vital part of our national health service, and they have been left on their knees, with many closing in recent years. We are turning that around, because getting services back into communities via pharmacies and other means is critical to delivering our health mission. I will ensure she gets a reply.

This is on flooding again, I am afraid. My constituency has suffered greatly from flooding in recent years. Our steep valleys and wide moorland catchments make us particularly vulnerable. I massively welcome the Government�s commitment to a record �2.65 billion of funding for flood defences. We have a number of key schemes in Rossendale and Darwen that urgently need that funding, and I am in communication with the Department about that. Will the Leader of the House agree to a debate in Government time on flood resilience and support for communities affected so badly by flooding?

My hon. Friend is a great advocate for his constituency on this and other matters. Flooding affects his area, as it does many others. As I have said, this Government are finally turning the oil tanker around when it comes to our flood resilience. I will ensure that the relevant Minister hears his call today. We have had regular statements and debates on flooding, but I will ensure that we continue to have them.

Culture and Holmfirth go hand in hand. Many of us of a certain age will remember “Last of the Summer Wine”, filmed in Holmfirth. I recently went to Compo’s chippy, and I can say that it does great fish and chips. West Yorkshire is one of the priority areas for our creative industries sector plan, and we are working closely with the fantastic Mayor of West Yorkshire, Tracy Brabin, who is a real leader in this regard.

This week, I met a constituent, Bradley Price, who has recently taken up a degree apprenticeship with Nuclear Transport Solutions. We talked about the excellent transferable skills he is gaining and the great career options open to him. There is no doubt that high-quality apprenticeships like that can be the right route for so many school leavers, yet it seems from talking to pupils in Rossendale and Darwen that awareness of the range and quality of such opportunities is remarkably low. I welcome the announcement of a Backbench Business debate on apprenticeships, but would the Leader of the House agree to a debate in Government time on raising awareness in schools about apprenticeships?

I wish Bradley good luck with his degree apprenticeship. My hon. Friend is absolutely right that degree apprenticeships offer a real career opportunity for many of our young people, and they are still not as widely known about as they should be through careers advice in schools. He raises a really important point, with which this Government wholeheartedly agree.

I thank the hon. Lady for all the brilliant work she does on behalf of our creative industries as Chair of the Culture, Media and Sport Committee. I know that AI and copyright are to the fore among the issues about which the creative industries are concerned.

I am happy to apologise on behalf of any Minister who may have inadvertently not used the appropriate tone. I know that the Secretary of State for Science, Innovation and Technology respects the hon. Lady greatly, and I am sure he did not mean to cause any offence. I am sure it was meant humorously, which is obviously not how it has been taken. I will ensure that the hon. Lady’s comments are passed back.

Seemingly unending roadworks in Rossendale and Darwen are causing massive disruption to residents and businesses. Lane rental schemes, in which companies are charged for the time that their works occupy the road, can be a game changer, yet highways authorities such as Lancashire seem to be unwilling to use the powers available to them. Will the Leader of the House agree to a debate in Government time on how we can get the action that we need to free up our roads?

I think we can all identify with the plight of constituents who are experiencing unnecessary and badly co-ordinated roadworks, and all the congestion and disruption they cause. The Government want to see more local authorities introduce lane rental schemes, and I will ensure that the relevant Minister supports my hon. Friend’s call for such a scheme in his constituency.

Friend join me in congratulating my friend and constituent Barry Hyde on being awarded the British empire medal for his exceptional voluntary contribution to our community in Rossendale and Darwen? Barry, and thousands of volunteers like him, are at the heart of our community. Will my right hon. Friend agree to a general debate on the value of the voluntary sector to our society?

The Government are trying to ensure that we have early intervention, and that the power to take action on that is in the hands of local authorities and others. We will introduce the children’s wellbeing Bill imminently, to tackle some of those issues at their core.

Small businesses are at the heart of our local economies, and they are crucial to our ambition to deliver sustained growth. Last weekend, it was great to meet so many inspiring small businesses in Rossendale and Darwen during Small Business Weekend.

I was also privileged to attend the Rossendale business awards, which was a great celebration of entrepreneurial and community spirit. I wish the song “Love is Enough” from the young carers choir every success in its attempts to get in the charts. I have to say that I am not quite sure what is worse, or better: the leader of the Liberal Democrats in a wetsuit or in a Christmas jumper. I will leave that for the House to decide.

I very much welcome the Government’s recent introduction of respect orders, which are much needed. Indeed, in my constituency of Rossendale and Darwen, we have recently seen a big increase in antisocial behaviour, with a spike in places such as Rawtenstall bus station and Bacup town centre. Does my right hon. Friend agree that co-operation is key in such situations? On the one hand, it is vital that all incidents are properly reported to police, but, on the other hand, police should be proactively communicating with town centre businesses and residents, responding visibly to what they are experiencing and not just relying on arm’s length data. With that in mind, will she agree to a debate on effective town centre policing?

Knowsley music festival sounds like it will be a really good night out, and I am sure that my hon. Friend will have a great evening. As she knows, this Government continue to support the grassroots music fund, which helps festivals like the one that she mentions. I am glad that she shared that with the rest of us.

I wish to associate myself with all the warm tributes paid to John Prescott today. He really was an inspiration to so many of us.

A great many residents in my constituency rely on bus services, so I very much welcome this week’s statement by the Secretary of State for Transport announcing an additional £1 billion of bus funding. This new funding represents a great opportunity for our local authority to address long-standing gaps in our bus networks. In Rossendale and Darwen, these gaps often occur where routes cross local authority boundaries. In the past, a lack of joined-up thinking has meant that those routes have been the first to be restricted or cut. In my constituency, that has seriously impacted the residents of Edgeworth, Bacup and Whitworth. Does my right hon. Friend agree that to make the most of this new funding, we need transport authorities to work together, think beyond their boundaries, and recognise the wider benefits of connecting people? If necessary, can she give us time to debate this?

Yet again, my hon. Friend raises the important issue of transport connectivity in his constituency, which, as I well know, desperately needs more funding. He will remember that over the 14 years of the previous Government, vital bus services all but disappeared. This new funding is really welcome, but as he says, it needs to come alongside reform, so that areas can work together. We will imminently bring forward the bus reform Bill; he might want to raise those issues in debates on it.

Businesses and commuters in Rossendale and Darwen are hampered daily by seemingly never-ending disruptive roadworks. This is not just an annoyance; it is actively holding back growth in the constituency, with major employers considering relocation. Yesterday, I attended an excellent Westminster Hall debate on this subject and was pleased to see strong cross-party consensus on the need for action. Does my right hon. Friend agree that now is the time to properly address poorly planned and overrunning roadworks? Will she provide time for further debate, if needed?

As ever, my hon. Friend raises a topical matter, and I know that it frustrates many constituents and Members alike when roadworks are seemingly endless and not co-ordinated. In yesterday’s Budget, the Government provided a huge boost to road maintenance budgets, which I hope will help. Additionally, we are consulting on proposals to increase penalties, and even apply charges, when works overrun.

Thank you, Madam Deputy Speaker. After last week, I shall heed your request for speed.

Rossendale is the only local authority area in the north without any sort of rail station or commuter link, as I may have mentioned in the House before. That cuts my constituents off from opportunity and constrains the growth of east Lancashire, despite years of hard work by the borough council—with the support of the county council and myself—on its excellent and deliverable plans for a city valley rail link. Will the Leader of the House agree to grant a debate on the delivery of that link in the context of a northern rail strategy?

As the MP for a nearby constituency, I know all too well how poorly served Rossendale and Rawtenstall are by transport links. I support my hon. Friend’s calls to get better transport links to his constituency. The Government are currently reviewing all that, but we are absolutely committed to supporting better northern rail links.

I will try to be equally fast, Mr Speaker.

My constituents face dangerous speeding on the roads past their homes and schools every single day. When they raise deep concerns with the police or the council, they are too often told that not enough people have been killed or seriously injured. They rightly feel that that makes no sense. They know the risks—they see the close calls every day—so why should they wait for a neighbour to be killed before action is taken? Will the Leader of the House agree to a debate in Government time on the subject of prevention in road safety, using international best practice and new technologies?

My hon. Friend is a great champion for Rossendale and Darwen, and for road safety issues in his constituency. We will soon deliver an updated strategic framework for road safety—the first in over a decade—and I will ensure that a Transport Minister comes to the House to update hon. Members.
