Yes. I would expect all competitive areas to make a bid for these places. The University of Cambridge and Anglia Ruskin University in Cambridgeshire, and other institutions more broadly across the country, will be in a good position to benefit from that.

21. The aerospace sector is of vital importance to the economy in the north-west of England. In December, I was delighted to take part in a ground-breaking ceremony at Rolls-Royce in Barnoldswick ahead of its £50 million expansion of its Pendle site. How can the Government’s industrial strategy help to further the growth of our aerospace sector?

My hon. Friend is absolutely right. This is an important sector, as has been evident from our discussions this morning. That reflects the track record of working together that will continue and be reinforced. I think that all Members across the House will have been as delighted as I was that Boeing made its commitment to its first ever UK plant in Sheffield, showing how attractive we are to advanced manufacturing businesses such as that.

On Friday, I visited Graham Engineering, in Nelson. It is an excellent company in the nuclear supply chain that currently has 30 new vacancies, which will be on offer at my seventh annual Pendle jobs fair on 24 March. What more can we do to support the nuclear supply chain?

One of the things that we have done to support the nuclear supply chain is to have a continuing commitment to nuclear power in this country, and that will benefit my hon. Friend’s constituents. Through our network of training colleges, we will make sure that we grow the nuclear skills that we need for this industry.

What I would say to the hon. Lady is, first, that the reason we have a successful record in this country is that our car plants and their workforces are highly efficient, and we should not forget that. Secondly, the commitments given—they have been shared with the trade unions—are to honour agreements that include the trade unions, which I think she will welcome. In the long term, we want to expand the industry. We want to take every opportunity to work with the automotive sector to increase the number of good jobs available to her constituents and people across the country.

I welcome PSA’s assurances that it will continue to respect the commitments made by General Motors to Vauxhall’s employees and, very importantly, Vauxhall’s pensioners. Can the Secretary of State assure us that he will continue to engage and work with PSA in the weeks and months to come to ensure not only that any assurances are kept, but that PSA will continue to build on the success of both plants for the long term?

I will indeed. As soon as we heard about these proposals, my colleagues and I engaged immediately with the management and the unions of this country and with our counterparts. My engagement in our activity will not let up in the weeks ahead. These assurances are welcome, as everyone has noted, but we need to make sure that they are implemented in practice.

We have implemented faithfully and speedily a clear manifesto commitment that wind development should go ahead only with the consent of the local community. We have not hesitated in doing that, and it was one of the things we enacted over the summer.

T4. Residents in Barrowford and Colne are keen to create neighbourhood plans for their area. Will my right hon. Friend say more about the support the Government are providing to local communities to ensure that their voices are heard in the completion of neighbourhood and local plans?

Neighbourhood plans have been a huge success since they were introduced in the Localism Act 2011. They give local people more power to control the shape of development in their area but sometimes, across the country, local councils seem inclined to be tardy in giving the support that is required. In the forthcoming Bill, we will place a clearer responsibility on councils to support neighbourhoods in producing their plans.

Indeed. That just underlines the point that no two places are alike. They may be close geographically, but they have different histories, different traditions, often different industries and different politics. If we try to subsume them all into an approach that gets them to fit in with a central Government view of how the world should be, we will suppress the very individuality and difference that gives them their energy and creative spark, so one thing that we have tried to do—with success, I think—is to work through, first, the city deals and then the growth deals, and we have replaced the regional development agencies, in which great cities such as Manchester and Liverpool lost their identity, as did counties such as Cumbria and Lancashire. By taking the RDAs away and giving voice to representatives of real places rather than administratively concocted places, we have begun to empower those places and, in addition, the various deals that we have done have all been proposed and made in the areas that they represent, and they gather strength from that.

This is the beginning of a process that will continue. My hon. Friend the Member for Pendle (Andrew Stephenson) has displayed his tenacity in the number of Ministers he has lured to his constituency. I need to declare in the Register of Members’ Financial Interests that a pint of Pride of Pendle might be waiting for me when I make—

Indeed. I look forward to visiting my hon. Friend. His tenacity and commitment to his constituency are shared by Members right across the Chamber. I have set out what we are trying to do. I think that it does enjoy some cross-party consensus, and that is all to the good. The relationships between authorities have crossed party lines, and we have enjoyed in this debate a fair degree of political consensus. I hope that we will continue to do so.

I end by congratulating my hon. Friend the Member for Macclesfield on bringing us together to affirm, in ringing tones, our commitment to continuing the revival of the north that is proceeding apace under this Government.

The difference between this Government and the previous one is that we have got on with devolution whereas they just talked about it. The Labour leader of Greater Manchester said that this Government have achieved more in their four years in office than the previous Government did in 13 years, so this should not be kicked into the long grass; we should continue with the programme on which we have embarked.

3. What discussions he has had with Lancashire local enterprise partnership on the second phase of local growth deals.

The Lancashire growth deal agreed in July transferred £230 million from central Government to investments in Lancashire. I have met the chairman of the Lancashire local enterprise partnership to underline the importance of encouraging growth in every part of Lancashire in the next round of growth deals, which are being negotiated at the moment.

The second phase of local growth deals proposed by Lancashire local enterprise partnership includes a scheme to regenerate the largest redundant mill complex in the county, Brierfield Mill. That scheme is in my constituency and I have raised and discussed it in detail with the Minister. Although I appreciate that he will be receiving many invitations from colleagues across the House to visit their constituencies, may I encourage him to visit Brierfield Mill at the earliest opportunity to see the exciting plans we have?

2. What discussions he has had with Lancashire local enterprise partnership on the timing and size of the second phase of local growth deals.

The first round of growth deals gave a major boost to local economies by investing in transport, skills and housing, and by helping businesses to create thousands of new jobs. I am determined to build on the momentum of the growth deals, so I have invited local businesses and civic leaders from across England to propose the next set of projects to be funded from the local growth fund.

On 15 October, I met representatives of the Lancashire LEP, and I have since made my views known to them about the importance of Brierfield mill and other projects in my constituency. I have also made my views known to the Minister. How does Lancashire fit into the Deputy Prime Minister’s Northern Futures project and the Chancellor’s northern powerhouse project?

Lancashire is absolutely fundamental to the northern powerhouse. For our country to prosper at its optimal level, every part of it needs to be firing on all cylinders, and that certainly includes Lancashire. My hon. Friend has made a powerful case for the Brierfield mill development. I look forward to having the chance to see it in person before long. I encourage him and all Members of the House to engage with their local enterprise partnerships. In my view, Members of Parliament have a pretty good idea of what the most important economic priorities are, so they should feed those priorities into the LEPs.

It is too early to make that assessment, but we should know in the next few days and I will, of course, update the House when the situation is clear.

Having visited our sovereign bases on Cyprus and seen the training facilities and some of the excellent decompression facilities for our troops returning from theatre, I am very concerned about the effect this proposal could have on our bases. Although I welcome what my right hon. Friend has said about compensating service personnel, will that include family members who have relocated to Cyprus with servicemen and women during their overseas posting?

Yes, that is the intention. Clearly, if the family of a serving member of the armed forces has to relocate to Cyprus and maintain a bank account for everyday living expenses, it seems reasonable to include that in the proposed compensation arrangements. That seems to be the just thing to do.
