My hon. Friend makes a valid and important point. I completely agree: the arguments that apply to access to superfast broadband also apply to mobile phone coverage. The two are now indistinguishable. People do the same things on their mobile networks as they do over broadband. They use both for the same thing, whether that is work or keeping in contact with friends and family. Of course, many people now do not have a landline; they simply rely on their mobile.

With your permission, Mr Davies, I want to leave a couple of minutes for my hon. Friend the Member for Beverley and Holderness to comment. I have some questions about the electronic communications code, on which the Government consulted earlier in the year. The networks have expressed concerns that the code has not been meaningfully updated since it was introduced in 1984, and the Law Commission called it “complex and confusing”. According to the mobile providers, reforming the code is the single most important step that the Government can take to reduce the costs of network extension and improve mobile coverage. Before this debate, the operators told me that they can build a new site and put in new kit in about three months, but, because of the complexities of the code, it takes a year to 18 months to complete that work.

I hope that there will be a response to the consultation, but I have a couple of questions for the Minister now. On fair site payments, we need to end the practice of landowners being able to demand ransom rents because the lack of alternative sites locally means a lack of competition. That is a particular problem for rural roll-out.

I suspect that the situation changes from site to site. The problem with many of the rural masts is getting access at particular times of the year, perhaps because the harvest is on. With landowners in rural areas, it can be more complicated and difficult to get access. The average punter expects an outage in the network to be fixed within four hours. At the moment, it takes about 48 hours, and sometimes a lot longer, for the companies to negotiate access.

We want the fair site payment, and we want the sharing and upgrading of sites to be reflected in the new code. Under the current code, mobile operators have to renegotiate rental terms when they wish to make a change, such as to deploy new technology or reduce the number of masts. That is patently ridiculous.

We need quicker access to sites. It is nonsense that it takes 48 hours to gain access. There is a problem with the EE signal in Burton-upon-Stather at the moment, and the landowner has held up access for weeks. It is partly due to the harvest, so there may be legitimate reasons, but it is clearly not good enough that the companies are unable to access the sites when there is an outage. In fairness to the operators, it means that they cannot deliver the service they wish to deliver.

We want better dispute resolution in the new code. There is a disconnect between the main networks and the independent mast operators on the issue of whether they should be covered by the code. I do not plan to get involved in that dispute; it is one for the Minister. [Interruption.] He is nodding away—I can see that he already has the solution.

This is an important issue for my constituents. There have been improvements, but we want the roll-out and the improvements that the networks have promised to happen much more quickly. With your permission, Mr Davies, I will hand over to my colleague.

Indeed. The standard for many housing associations is to provide two bedrooms—there is a programme in my constituency to renew such properties at the moment. In a few years’ time, we could end up with a lot of people who, through no fault of their own, are under-occupying homes because the standard has changed.

Is that not the argument? There is a lack of family accommodation and we need to house families who are in temporary accommodation, especially for the children.

We need to address the failure to provide adequate housing stock in this country. However, I say to my hon. Friend and near neighbour that the Government’s proposal is not a way to do so. It is not a simple problem to solve.

The crux of the amendment is that if there is suitable accommodation to go into, people should go into it, but just as there is an insufficient number of bigger homes for families, there is an insufficient number of smaller, one-bedroom properties for those groups of people to go into. If we apply the argument that there is no suitable housing for one group of people and we must therefore do something about them, we should also argue that we should not penalise people who are under-occupying if there is no suitable accommodation for them.

The sensible element of the Lords amendment is that the penalty kicks in only if people refuse a suitable property. That is eminently fair. Hon. Members must come to their own conclusions, but I will vote accordingly. I look forward to hearing other contributions to the debate.

I will be coming on to talk about that exact point. As with the wave and tidal technologies, where we have the skills base and the R and D, the same applies to bioethanol. I seek those commitments in relation to wave and tidal. My hon. Friend’s intervention moves me beautifully on to bioethanol.

The question, of course, is why bioethanol and why the Humber? My hon. Friend made the comments that I would have made about the petrochemical skills heritage in this country, so I shall not repeat them. We also have mandated targets for biofuels, so whatever people’s individual views about biofuels are, the reality is that if we do not produce them locally in the UK, and specifically in the Humber, they will be produced elsewhere, and the jobs will be elsewhere.

As with wind—and, potentially, wave and tide, if we are not careful—the UK has been lagging behind. In 2008, France had 15 operational plants, Germany had nine and the UK had one large and one small plant. There is huge potential: as with wave and tidal technologies, the predictions for the industry are impressive. It could be worth as much as £3.25 billion to the UK by 2020, and could employ some 14,500 people. There is huge potential, in the Humber in particular, for the reasons that I have outlined in respect of infrastructure.

Two plants are coming to the Humber: Vireol will be running an industrial-scale wheat-based production plant in Grimsby from 2013, which should produce about 44 million gallons of bioethanol a year. I am told that that is the equivalent—my science was never very good—

I congratulate my hon. Friend on securing this important debate. I add my support to his campaign for the Humber, especially as I am a big supporter of wave and tidal. He makes a key point about bioethanol: it will be a huge economic driver for our region if we get it right. However, I add a note of caution, and would like to know what he thinks about it. Commodity prices are growing rapidly at present—

It is an important point, and I will come to it. It is one of the criticisms—a misunderstanding, in my view—of what is actually happening. I shall first finish with the plants that are coming to the Humber. The effects of Vireol’s production of bioethanol will be the equivalent of taking 60,000 cars off the road, and Vivergo will produce at a plant in Saltend.

My hon. Friend knows that we have not only in the Humber region but across North Yorkshire—on his patch—some of the most productive agricultural land in the country, so there is huge potential locally to benefit from bioethanol production. The concern he raises is one that many people raise, which is that we are taking land that could be used to produce food to feed our cars instead. However, the process that will be used at the Vireol plant will produce as a by-product a high-quality animal feed, and there is a difference between biodiesel and bioethanol.

The global annual production of the big four oil seeds that are used for biodiesel is about 120 million tonnes. To meet our 2020 target, 24 million tonnes would have to be used for biodiesel. For bioethanol, it is 1.7 billion tonnes of the big three grains, of which only 60 million are needed to produce bioethanol. There is a prediction that the UK could increase its production volumes up to about 20 million tonnes. That could be done while ensuring food security, and, as I said, the wheat-based process that will be coming to the Humber produces a high-quality animal feed by-product, so it is a win-win situation. We already export wheat for animal feed or bioethanol production overseas.

I have two quick questions for the Minister on bioethanol—I am conscious of the time. What in particular will he do to continue to support this important sector, which has the potential to bring many jobs to our region? And when, specifically, will the Government renew the 2020 targets, which are for 10% of our fuel production, so that the bioethanol industry can continue to secure investment?

The one thing that I have grown to dislike since I came to this place is the entrenchment that always appears in debates on this subject, and the previous speaker gave an example of that. Nobody comes into politics to target the weak or the poor deliberately; we may have disagreements about how we assist those who need support and in what form it is given, but nobody comes into this place with those aims and those desires. The one thing that I gave really grown to dislike about this Chamber since my election is the constant view that everybody on one side is elitist and determined to attack the poor, and everybody on the other side is virtuous and has only the best interests of their constituents at heart. I like to think that most people come here with the best of intentions for their constituents, even if we disagree about the way in which we get there. That is how I approach this debate.

I am not interested in the politics of this debate in the slightest. I know that there will be people on both sides who will try to hit each other across the head with the politics, but that is not of any interest to me. All I want from this debate are some answers on what we will replace EMA with and what support will be in place for the young people who most need it. I have read both the motion, much of which is perfectly reasonable, and the amendment, which I have no problem with because it talks about supporting young people who are most in need of this help. It is a shame that we have had to get into such a divisive debate.

My view on EMA has changed over the years. The trials started three years after I left sixth-form college, and I recall thinking when EMA was introduced that I had funded my way through sixth-form college by getting a job at McDonald’s. That was my approach to begin with, and I believe that many Members still think like that. However, I then got into the teaching profession and started to see the impact of some of the support. Over time, I started to realise that doing as I had done is not a sustainable way for many people to fund their further education from 16 to 18, and that it is not a possibility for many people—it certainly is not since the changes in employment legislation. Although those changes have advantaged part-time workers, they have in some ways made it harder for teenagers to get part-time jobs.

EMA has therefore been positive in many ways. There have been a lot of problems with it, but it has been positive and has certainly raised participation. I personally never agreed with the raising of the compulsory participation age to 18.

My hon. Friend is making some good points. Surely the key component to any post-16 education should be a focus on accessibility and choice, which he has already mentioned, but is not the best way to improve accessibility and choice through targeted funding, which is what we are talking about? If we get better targeted funding, we can get better accessibility.

My hon. Friend makes a sensible point, with which I would not disagree, but it is also about what size of pot is available to provide that targeted supply. I have no problem with targeted support—so long as the pot is big enough.

I was mentioning some of the advantages of EMA. It has certainly raised participation and it has also raised attendance. I do not believe the figure of 90%. “Dead-weight” is an unfortunate word to use. We are saying not in any way that young people are the dead-weight, but that there might be some dead-weight in the system.

I do. As it happens, I was in a different Red Lion this past weekend, in Epworth—it is wonderful. There is an opportunity for pubs and other organisations to be used for outreach services. In fact, I was planning to speak about outreach in a couple of minutes.

The impact of post office closures, particularly on rural communities, cannot be overestimated. I do not believe that the previous Government fully appreciated the impact of losing services such as the village post office and shop.

My hon. Friend makes a good point about losing the local post office and shop. We had a similar case in Fulford in my constituency: the post office and shop were not viable, but together they are a viable concern and an important community facility. Once the post office goes, the local shop goes, and that is something that we have to remember.

I absolutely agree. I remember reading in local newspapers that my hon. Friend ran a campaign for the Fulford post office and delivered a petition to No. 10 Downing street. I know that he worked incredibly hard on that.

I want to say a couple of things about what local authorities can do to support the post office network. The hon. Member for Ynys Môn (Albert Owen) made a point about that. One of my local councils in north Lincolnshire attempted two or three years ago to put into the council budget and local council policy the establishment of council terminals in every sub-post office so that residents could pay their bills and access council services and essential advice. All of that was costed and put into the budget proposals but, sadly, it was rejected by the Labour-run council, which missed a huge opportunity. I am sure there are plenty of examples around the country of missed opportunities to engage local authorities in doing what they should be doing, which is standing up for their rural areas as much as their urban areas, and supporting what we all accept is important. Everyone has fine words. They say that they support post offices, but actually doing something is a little harder sometimes.

Another point that I want to pick up on is rural broadband, where post offices could have a role. Several of my villages have no access to broadband and are unlikely to get it any time soon. I welcome the announcement about the additional funding that will be coming our way. There is the potential in some of our villages for post offices to help roll out a mobile broadband or satellite broadband network, but there must be structures in place to manage a local solution such as that. Perhaps the Government could give some consideration to it.
