There have been prosecutions and perhaps I can enlighten the right hon. Gentleman about them later in my speech. Clearly, we all want to see prosecutions for criminal activity and the hon. Member for South Antrim rightly highlighted the introduction of the NCA into Northern Ireland, which everybody in this House would welcome, I hope. We are doing that to drive down further organised criminal activity in Northern Ireland and to get the convictions that the right hon. Gentleman seeks.

Does the Minister not realise that the community finds it absolutely abhorrent that filling stations that sell illegal fuel are not only not prosecuted but open the following week to sell fuel again? In many cases, the community has seen such filling stations closed down on a number of occasions without any court case following.
Dr Murrison
I would certainly share the hon. Gentleman’s frustration if there has been criminality without prosecution. Of course, these matters do not rest with me but when crime exists we want it to be expunged and dealt with. I would start to part company with the hon. Gentleman, however, on the suggestion that there has been some complicity or a deal done. I have seen no evidence to suggest that that is the case. I can understand his suspicion, of course, but I would like to downplay some of his suggestions that in some way agencies have been allowing things to go on or have not been prosecuting or pursuing cases when, of course, the law would require them to do so. That is a very serious charge and were there to be substance in it I would expect it to be reported to the appropriate authorities and investigated.

I am very pleased that my hon. Friend has met Senator Gary Hart, who is very much part of the current talks process. Apropos my remarks earlier about foreign direct investment, I am pleased to say that it is going up dramatically, although clearly it is not enough, and we would like to see far more in Northern Ireland from America and elsewhere. I would certainly welcome such a proposition.

4. What recent assessment she has made of the security situation in Northern Ireland.
The Parliamentary Under-Secretary of State for Northern Ireland (Dr Andrew Murrison)
The safety of people and communities remains the Government’s top priority in Northern Ireland. Although the threat level in Northern Ireland remains at severe, excellent co-operation between the Police Service of Northern Ireland and its partners has put violent dissident republicans under strain in recent months. There have been a number of significant arrests, charges and convictions, which are helping to suppress the threat.
Dr McCrea
I thank the Minister for his update on the serious nature of the security threat from republican terrorists and the absolute necessity of defeating them.
Does the Minister also accept that there are those who violate the sanctity of the homes of elderly people living in our community, threatening and terrorising them? Should not those criminals get custodial sentences of at least seven years, irrespective of how little or how much they actually steal through their criminal activity?

I will not be drawn on matters that are outside my sphere of competence, and I would certainly defer to the Department of Justice for action on many of the issues that the hon. Gentleman raises. I know that the PSNI takes these matters extremely seriously, as do the Government, and appropriate action must be taken.

My hon. Friend is absolutely right to say that it is important that we move towards shared and integrated education where the parents wish that that should happen. He will know from the pact, and from the update that is to be published shortly, that £100 million of additional borrowing has been made available as part of that pact for shared education and shared housing, both of which will be of help.

When the Secretary of State meets and has further discussions with the Minister for Education in Northern Ireland, will she ask him to expedite the digging of the first sod of the Parkhall integrated college in Antrim as soon as possible, because that new build has been announced for some time, and the staff, pupils and community are anxious for the work to commence right away?

Through the noise I think I just about made that out, Mr Speaker. I am sure that Hansard will record it accurately and that my right hon. Friend the Secretary of State will take note of it for her next meeting with the Minister for Education.
