Commons ChamberI congratulate my right hon. Friend on his statement. Its value for both business and consumers is plain. Does he agree that it underpins the importance of ensuring that we do not have a forever customs union of the sort that has been highlighted as a very bad thing, inter alia, by the Leader of the Opposition?
Were we to have a customs union, we would forever have to apply to the UK the trade remedies decided by the European Union, which might apply remedies to areas where there is no production in the United Kingdom, carrying a cost for our consumers but no benefit to our producers. That would seem to me to be one of the strongest arguments for leaving in the first place.

Commons ChamberI congratulate my right hon. Friend on his statement. What reassurance is he able to offer those who say that the inclusion of agri-food in the common rulebook is a sop to farmers in southern Europe and a snub to potential partners in places such as north Africa and Latin America?
One of the most recent comments I have read is that this would stop Britain being able to import food of a standard that we do not currently find acceptable. I have said at the Dispatch Box many times that the Government have no interest whatsoever in reducing the quality of the food that we have in the United Kingdom nor the standards by which it is produced. In any case, if we reduced our standards, that would undermine the reputation of the goods that we sell abroad. It is because of our high standards that, according to Barclays, 57% of Chinese consumers, for example, are willing to pay more for goods made or produced in the UK.

Commons ChamberIt has been the Government’s clear aim to ensure that there is tariff and barrier-free access once we have left the European Union, and that is exactly what we intend to negotiate—and, of course, the Scottish aerospace industry will be all the stronger for being represented by the whole United Kingdom.
Does my right hon. Friend agree that company registration with the use of a Companies House-type model is important to promoting the economies of developing countries that seek foreign direct investment, and is also good news for the UK’s financial services sector?
My right hon. Friend has been extremely generous in giving way. As I sense that he is winding up, I wanted to ask him another difficult question. Has he spotted in the Budget resolution statement that £1.5 billion will be going to intelligence and security services? Does he welcome that, particularly as we in the south-west have a large number of constituents who are engaged in that vital enterprise?
I am extremely grateful to my hon. Friend for making that point. That concentrates our minds in the south-west, but it should concentrate the minds of the whole country because the threats that we face as a nation are increasing. It is therefore vital that we increase the funds available to the intelligence services, but probably and more controversially we will have to give them the powers they require to be able to deal with the threats that we face. That will be a very different argument that we will have in the House in time to come.
At the recent general election a blue tide swept through the south-west, and now every constituency between Bristol and Land’s End, with the exception of Exeter—next time—is in Conservative hands. We understand the responsibility and the duties placed upon us by what was a landslide in that election, but we are thrilled at the opportunity it brings to speak as one to our own Government about the issues facing the south-west, and we have seen that unity of purpose tonight. There may be 56 Scottish National party MPs speaking for Scotland, but there are now 51 Conservative MPs speaking for the south-west. If we are the south-west powerhouse, perhaps we are also politically the new Scotland.
We will be constructive and supportive, giving the Government the time and the space to deliver on their promises, but we will not hesitate to hold Ministers to account when those promises do not materialise. This is a once-in-a-generation opportunity and we are collectively determined to take full advantage of it.

Commons ChamberAgain, the hon. Gentleman misses the point. What we are talking about is the deployability of the Army. I want to see the reserves increased so that they can be more deployable. We have such a low level of deployability at present—about 14,000—and I want the numbers to be built up so that the deployable level of the Army is maintained. Perhaps he should look at the experiences of other countries and ask why they are able to have a regular-reserve balance that is quite different from the United Kingdom’s and yet maintain their deployability.
The 2009 TA funding debacle, the ill-effects of which are still being felt, was a result of Labour accepting the easy expedient of cutting reserve forces when cash is tight. Given that our armed forces in the future will have an even greater proportion of reservists, which I welcome, clearly the dangers are enhanced. What will my right hon. Friend do to guard against the TA being cut, as it is relatively easy to cut it, rather than regulars, when funds are tight?
I have set out that funding today— £400 million in this Parliament and £1.5 billion by 2020. One of the ways in which we can do it is to challenge the Opposition to say whether they would match that funding in the unfortunate event for the country that they ever came back to power.

Commons ChamberI have made it very clear that I accept the recommendation and that change will follow. We will review all current procedures. There is no doubt that that procedure was dangerous and wrong, to the detriment of this country’s security. We saw a similar phenomenon recently with the Polish Government. It does not make sense for any country to allow that amount of its national investment to be in any one vehicle, be it on the ground or in the air.
The military covenant was betrayed in this case, and I congratulate my right hon. Friend on bringing some redress. What will he do to ensure that the quality of legal advice, which is still relevant in Iraq and Afghanistan where there have been issues over such advice, is improved so that we do not see a repeat of this sort of thing?
It is impossible to guarantee that the advice from any one human being will be perfect. We therefore need to look constantly at the quality of advice and at the sources of that advice, and to ensure that it is spread widely enough to minimise the inevitable risk of human error.

Commons ChamberThe hon. Lady makes two valuable points. As regards the first, on IVF, it is bad enough that we often deny mobility and life chances to individuals, but to deny them the chance of producing another generation is worse, particularly when it is something that we can avoid. We should avoid it, and doing so sends out an important signal about the pastoral care that we are willing to give to our armed forces. Today’s announcement is a key one, which I think will be welcomed across the whole country.
On the hon. Lady’s second point, I think many of us will celebrate the fact that the care we give our armed forces is so much better than others might receive in the NHS that parity is being demanded. That is not a bad position for a country to be in, in terms of the care it gives to service people. The work we are undertaking with the Department of Health will set out to see what lessons the NHS can learn from the treatment of those who have been injured in military action and I believe that that is a very proud moment for the country.
I congratulate my right hon. Friend on making his statement and on its contents, and Professor Hew Strachan on his excellent work. Does my right hon. Friend agree that the “no disadvantage” enjoinder within the military covenant establishes a floor and not a ceiling, and that the men and women of our armed forces will particularly welcome the special provisions that he has announced even more than the commitment to establish the covenant and its principles on a firmer footing, which has so exercised the Opposition?
May I take this opportunity—I hope on behalf of the whole House—to thank my hon. Friend and congratulate him on the work he has done, particularly on mental health and prosthetics, which the hon. Member for Birmingham, Edgbaston (Ms Stuart) mentioned? I am sure that his words will be much appreciated. It is important to set out these two provisions whereby there is no disadvantage to our armed forces, their families or our veterans in pursuing a military career, and whereby, if necessary, the rest of society accepts that special measures might have to be taken to recompense our armed forces personnel for the risks that they are willing to take for the safety and security of the rest of us.

Work will always be ongoing. As well as the basing review, we have the Army returning from Germany and reform of the procurement process, on which I last week set out some additional measures. This is an ongoing process and there will be second and third order changes as a result of the SDSR for some time to come. The Department requires huge downsizing—it has an inherited budgetary deficit of £38 billion—and we cannot expect to do that overnight. Had we done things more quickly, I would no doubt have been accused of rushing the base review as well.
In the past when we have managed headcount through redundancies, we have also turned off the tap on recruitment and training, with disastrous long-standing consequences. Will my right hon. Friend assure me that we will continue to try to attract the highest-quality young people to our armed forces and to train them properly?

An unintended consequence of the introduction of NMS—the new management strategy—into the armed forces 20-odd years ago was that too often officers may be encouraged to see themselves as managers rather than leaders. Will the Secretary of State satisfy himself that within the chain of command that he has inherited, the military covenant is being properly served, particularly in relation to the 38 electronically sacked warrant officers?

Commons ChamberI am grateful for that offer. I have often thought about how, through our development aid, we are willing to give advice on economics and bureaucracy but still seem to expect people who have never had experience of political life suddenly to be able to be politicians. I would have thought—if I may say so—that one thing we have plenty of in this country is ex-politicians. We should be trying to find a way of using our experience at all levels of government to assist with the skills level necessary for politics in Afghanistan to succeed. Why do we assume that people require professional assistance in every other walk of life, but that somehow people can learn instantly to become democratic politicians? There is room for improvement in that area.
What confidence does my right hon. Friend have in the principal overland supply route from Karachi, particularly given the recent unwelcome attention of the Pakistani Taliban and on occasions—sadly—the attitude of Islamabad? Furthermore, what alternatives is ISAF planning to the north and the west on the extremely colourful map with which he has provided us?
Sadly, being colour-blind, I cannot share in the enthusiasm on that last point. However, I say to my hon. Friend that we always have to consider the wider security picture to ensure that we can maintain our supply routes. As he correctly said, there have been problems recently with the southern supply route, and certainly the Americans are increasing their dependence on the northern route. Along with our ISAF partners, we will consider what changes we might have to make in the balance between those supply routes to ensure that we never compromise the essential links on which our armed forces in Afghanistan depend.

Commons ChamberI am extremely grateful to my right hon. Friend for his welcome for my report and for the help that he has given in its preparation. He shares my concern for people with mild traumatic brain injury and knows that a British combat soldier is likely to face exposure to between six and nine improvised explosive device explosions in the course of his career, with the consequent risk of mild traumatic brain injury. Does he agree that more needs to be done to determine the prevalence of mild traumatic brain injury in the British military and to prevent and mitigate its effects?
Indeed. There is a great deal of interest in this particular element of scientific research on both sides of the Atlantic. I recently visited the veterans agency in the United States to ascertain what the updated information was. We will certainly want to consider all the evidence as it comes forward. It is an emerging science and we will get different types of information as we go through, but the art will be to try to ensure that we best titrate the treatments available to the information given to us scientifically at any one time so that we operate on the basis of evidence, not supposition.
