Commons ChamberMy hon. Friend will know full well that we cannot write a blank cheque. It is just not possible to do that. Lord Etherton came up with £50 million, which is a significant amount of money. He will have been mindful of other schemes, albeit not directly comparable, in this country and overseas. That is why, I believe, the figure of £50 million was arrived at.
I thank the Minister for his statement. Recommendation 16 of the report references pensions. In his statement, he said that people can apply for pension that had been accrued, but some individuals will have expected a pension for longer service but been dismissed before they could accrue it. Will that be taken into account, and will next of kin be able to access those pension benefits?
On the £50 million compensation, which is recommendation 28 of the report, I am a little lost to understand how that will be distributed. If the Minister is going to come up with a scheme, I suggest that he looks at the Post Office Horizon compensation scheme, of which I have been on the advisory board for the last year, helping to develop it. We are going to have to look at what elements are taken into account before we get to an accrued sum. Setting up an advisory board or some steering group to work up the scheme would be a good idea—and let me say that I do not think £50 million will even touch the sides.
There is precedent for such a scheme, as I say—I hope the right hon. Gentleman will be aware of the Canadian scheme—so we are not starting with a blank sheet of paper, and neither was Lord Etherton.
On pensions, it is important that those who thought they did not have an entitlement to pensions look again, because accrued pensions are accrued pensions and were not forfeit. I take the right hon. Gentleman’s point about pensions that might have been accrued after the point at which individuals left the service. There is no way of restoring those pensions, and I hope he will understand that. It would be incredibly difficult to do that, so I am not going to give him any encouragement that that will form any part of our deliberations in relation to the financial award.

Public Bill CommitteesWhat a pleasure it is to serve under your chairmanship, Mr Gray. I thank my hon. Friend the Member for Aberconwy for his remarks, and the hon. Member for Midlothian for his amendments, which are thoughtful. I rise, really, just to support my hon. Friend’s response to those amendments, and I urge the Committee to politely reject them. My hon. Friend has laid out the reasons for that elegantly.
Regarding amendment 2, I must say that I would prefer to have the flexibility in appointing Members of VAPCs. During my time as a Minister, I have seen how that process works. It is robust and credible, and, looking at the people who populate VAPCs—all 12 of them—it seems to me that the veteran community is heavily represented. They are the sort of people who are likely to be drawn to that job, so I think, perhaps, the practicality of it is that the voice of veterans is already loud and clear. Indeed, I would say that the value of VAPCs is very much that they are rooted in the veteran community.
On amendment 1, the mechanism cited is certainly worthy of consideration, but, again, I urge the Committee to resist the function the amendment proposes. This is quite a robust piece of legislation, which has its origin in amendments tabled in the Lords in response to the Armed Forces Act 2021. For that I am grateful to my noble Friend Lord Lancaster, whose amendments at that juncture were rejected by the Government on the promise that we would facilitate a Bill of this sort. Many of the concerns expressed by the hon. Member for Midlothian were addressed at that time, so I would resist amendments 1 and 2.
Amendment 4 states:
“The regulations must specify that the committees’ functions apply to British Armed Forces veterans who are resident overseas.”
I understand it and I get it, but the 2021 Act talks about people who are
“ordinarily resident in the UK”,
and for rather boring technical reasons it would be very difficult indeed to extend that to veterans who live overseas. I am sorry that that is slightly unsatisfactory, but I am confident that VAPCs will cover much of the ground and material that would be germane to people serving overseas.
I see the logic of the Minister’s argument, but can he clarify the pensions issue? Can the many veterans who retire to live abroad still raise issues with the pensions advisory board?
That is an interesting point. Like me, the right hon. Gentleman will get correspondence all the time from people who live overseas. I do not know what his practice is, but mine is to engage with their inquiries and where it is clear that people have a strong connection with my area or have lived there for a reasonable period, I take those up on their behalf. I will not lay down here that VAPCs should do so, but it is more than likely that those issues would be covered in any event. I hope that is a comfort to the right hon. Gentleman.

Bullying and harassment of women is particularly appalling, but we have to understand and be honest with ourselves that it has historically been a feature of service life more generally. I suspect the behaviour that my hon. Friend has just described has been a feature of the retention issue for many years. It is wasteful, it is wrong, and it has to stop. We hope that 30% of our service personnel will be women by 2030, so the issue is quite a big deal in terms of the whole force. Although we are dealing with the issue in relation specifically to women in the armed forces today, it is applicable right across Defence. It is wrong for the organisation, and it is wrong for the individuals and their families.
Minister, this has to stop. As the Chair of the Defence Committee said, we have had the Wigston report and the report from the House of Commons Select Committee, ably chaired by the hon. Member for Wrexham (Sarah Atherton). May I say that her sacking does not fill me with a great deal of confidence that these things are going to be taken seriously? What evidence does the Ministry of Defence need for change? Without an independent process, either in investigations or prosecutions, which the MOD resisted fiercely in the Armed Forces Bill, things will not change, Minister.
The right hon. Gentleman is correct to put me on the spot on this. I would, however, cite some of the evidence. I mentioned earlier the sexual harassment survey, which is an important survey. It is conducted rigorously, it has been conducted longer for the Army than for the other two forces, but its conclusions are fairly clear: while there are no grounds for complacency at all in this, things are improving. As to what is being done, tackling sexual offending in Defence was the biggest part of the response to the report, to which we referred earlier. The great majority of its recommendations have been accepted and they are being rolled out at pace. The survey was published only in summer 2021 and already in summer this year we have had this major contribution that accepts most of the report and says how it is being rolled out.

Commons ChamberIt is rare for me to agree with the hon. Gentleman, but I agree with him on that point. I note that the Heritage Lottery Fund, which has been at the centre of all this through providing a great deal of the underpinning finance, has recognised that and been making grants accordingly. I hope that the hon. Gentleman approves of that.
I concur with the sentiments expressed about the Irish Government. Is the Minister aware that the Commonwealth War Graves Commission is working closely with the Irish Government to erect headstones in the Republic and that it has been involved in the re-siting of the wall of remembrance at Glasnevin cemetery?
Yes, I have been to Glasnevin recently. The hon. Gentleman is right to highlight that point, because it is a special place in the history of the Republic of Ireland. None of us should underestimate the enormity of the totemic things that are happening around this in Dublin right now. I see that as part of the improvement in relationships that is happening independently of the centenary. I hope that the hon. Gentleman, as a Commonwealth war graves commissioner, will see these events as part of that process.

It is a great pleasure to speak under your chairmanship, Mr Streeter. I congratulate the right hon. Member for Newcastle upon Tyne East (Mr Brown)on initiating the debate. I am very pleased to have his heartfelt endorsement of our cadet units, particularly in view of his extraordinarily long service with Walker technology college. Serving as a governor since 1980 is extraordinary. It is very good to hear how well the BTEC to which he refers and cadet forces in general—the cadet experience—have helped improve the lives of young people. I am very grateful also for his iteration of Mr Dunlop’s testimony. It is my experience, too, that the opinion of teachers who may be a little sceptical about involvement in the cadets is often turned around once they have experience of the work that cadet volunteers do to help young people. It is always good to hear such stories.
It is worth while putting on record that one of the great things about youth in this country is the presence among them of our cadet organisations. I know that the right hon. Gentleman does not need to be convinced of that. Broadly speaking, they fall into four parts: the Combined Cadet Force, of which more anon if I have the opportunity, the Army Cadet Force, the Air Training Corps and one that is particularly close to my heart—the Sea Cadet Corps. There are 140,000 cadets in more than 3,000 units. It is worth while putting on record our thanks to the 26,000 cadet force adult volunteers, who make all this possible.
Some 530 units are based in schools across the country, either as an integral part of the school or using them simply as hired venues. Schools that have set up cadet units have seen significant benefits for their young people, their school and the local community. Students learn self-discipline, resilience and leadership, but also develop a sense of community and teamwork. I am sure that the right hon. Gentleman is aware of the research done by the universities of Southampton and Portsmouth, which studied cadet forces and found that 92% agreed that their leadership skills had improved through being in the cadets; 91% agreed that being in the cadets had made them want to do well in life; 91% agreed that being in the cadets had taught them to respect other people; 90% said that being in the cadets had given them a sense of community; and, very importantly, 79% agreed that being in the cadets had helped them stay out of trouble.
I think that that is impressive, and that is why we and the Department for Education are working together to deliver 100 new cadet units in state-funded schools in England by 2015 and working hard to break down the apartheid that regrettably has existed as far as the CCF is concerned between the maintained sector and public schools. Building on the Government’s Positive for Youth agenda, the Departments have allocated £10.85 million to provide the equipment and training support needed to ensure that the cadet experience is maintained for all our cadets, with schools or sponsors then paying the running costs of those new units; I shall come back to what I mean by “the cadet experience”. That is about increasing opportunities for more young people: the skills that they learn and the personal qualities that they develop as cadets prepare them for entry into the work force and life in general. We all, as constituency MPs, have seen that in practice.
In some parts of the UK, our cadets are the only presence in military uniform. Most of us who represent constituencies will be well aware of the activities of our cadets locally. We see them, particularly on parade on Remembrance Sunday. I am very pleased to note, in my capacity as the Prime Minister’s special representative for the commemoration of the great war, that they are already limbering up to take a very active and obvious role in local commemorations of that conflict. They are, for example, taking part in In Memoriam 2014, the War Memorials Trust effort, supported by the SmartWater Foundation, to find, record and protect every war memorial in the country by 2014.
The cadet experience varies depending on the cadet force, as it is founded in the particular environment of the parent service, with, for example, flying being the unique selling point of the Air Cadets—a point I remember well from my own schooldays. Sadly, I did not get much flying, but I got a great deal of marching. Things have, I believe, changed. It is that cadet experience, not external qualifications, that the Ministry of Defence funds. Cadets do, however, have the opportunity to gain all sorts of qualifications, whether it is a first aid certificate, a Duke of Edinburgh’s award or one of a number of BTECs. That is a valuable by-product of the MOD-funded cadet experience.
The majority of BTECs awarded to cadets are in public services, with the Cadet Vocational Qualification Organisation delivering an Edexcel qualification, as the right hon. Gentleman knows. Other level 2 BTECs available to cadets include music and engineering. Like all BTECs, these focus on practical vocational learning. The partnership between the cadet forces and CVQO is more than 12 years old. CVQO was founded to give cadets the chance of explaining their service in a way that employers could readily understand. However, it should be recognised that the BTEC qualification is an outcome of cadet service, not an output, and the MOD cannot provide funding to pay for an educational qualification. Cadet service alone is not sufficient to receive the BTEC. Some 30% of the work needed to receive the qualification is done outside the cadet unit.
Although almost 1,400 Army Cadets have received a level 2 BTEC in public services from CVQO in the last academic year, that is quite a small number when we consider that almost 11,500 first aid certificates were awarded to Army Cadets in the same year. The BTEC is important but only one of many options open to cadets.
I know the Walker school very well as a former councillor for the area. Does the Minister agree that what the cadet force does there is keep certain pupils in education and give them life chances that they would not get if it were not for the cadet experience?
Yes, I agree absolutely with that. The research done by the universities of Southampton and Portsmouth, which I have cited, is germane to that. Certainly, expanding the range of options, particularly vocational options, that kids are able to take up at school when they might be alienated from straightforward academic subjects is very important. However, I will go on to talk about some of the characteristics that the Department for Education believes are necessary in order to qualify a BTEC for inclusion in league tables. It is important to emphasise that the MOD does not fund the BTEC qualification. It is funded from either Education or charitable sources.

Commons ChamberThat is right, but this point about an independent Scotland is not just about the regiments and the size of the armed forces; it is about all the procurement. I am sorry, but many English shipbuilders will be arguing strongly for contracts to be placed with English yards rather than Scottish yards if Scotland becomes a foreign country. We do not procure warships from foreign Governments.
The Secretary of State’s statement dealt primarily with the 45% of the budget that is spent on equipment and support. There will be no 1% real-terms rise for the 55% that is spent on other areas of defence, including personnel. We are very concerned that this will result in a real-terms cut to the armed forces personnel budget, particularly given that these costs tend to rise higher than the usual rate of inflation. Not only was the announcement therefore less comprehensive than it was spun to be in the newspapers, but it would appear that the limited investment in equipment budgets is coming at the expense of investment in personnel, who are already suffering under the Government’s cuts to personnel numbers, allowances and pensions. So it is becoming clear to many that the Secretary of State has balanced the budget on the backs of our brave service men and women, and Ministers will have to offer this House the information it needs to take these claims seriously. [Interruption.] The Whip says from a sedentary position that that is a silly thing to say, but I think I might have a little more knowledge of the intricacies of the defence budget than he has.
On the capital investment side, Ministers have not factored in the costs of the proposals to withdraw British military bases from Germany. They will have a significant short-term cost, which they seem to have conveniently just ignored. I considered that idea when I was a Minister and even four years ago the price tag was some £3 billion. Again, that seems to have been conveniently forgotten in this so-called new balanced budget.
On top of all that, the Minister has failed to substantiate the figure of £38 billion. I will not reiterate the points I have read out already, but I will add a third example. Mr Jon Thompson, the director of finance at the MOD, told the Public Accounts Committee that Ministers were committed to producing a report in autumn 2011 on the extent of the so-called gap in the budget. We are still waiting. That information is vital because the legitimacy of everything the Government are doing through the defence cuts is predicated on that so-called gap.
I would be grateful if the Minister could answer a few questions. As the post-2015 1% rise is an “assumption”, could it be revised between now and 2015? What rate of inflation was used to calculate the 1% real terms annual increase in the equipment budget between 2010 and 2020? When will we get the National Audit Office’s assessment of the MOD budget and, more importantly, when will the House have an opportunity to debate that report?
The Secretary of State also needs to factor defence inflation into his calculations. It would be interesting to know what figure he is using for the real-terms cuts to the 55% of the MOD budget that lies outside the equipment and support budget. Members might be aware of reports over the weekend, for example, that an ongoing study of British shipbuilding might result in the delay of one of the new aircraft carriers and the potential closure of Portsmouth dockyard, with a threat to some 3,000 jobs. That casts even greater doubt on the Ministers’ claim to have balanced the budget. It is hard to see how they can justify their triumph when such issues remain unresolved. The Minister’s comments on the Portsmouth report would be welcome.
We now hear announcements from the MOD by leak—either official or unofficial—and an interesting one is on the future of Defence Equipment and Support. The Chief of Defence Matériel is supposed to be pushing forward the Government-owned contractor-operated model. Restructuring is important in defence procurement, as we would all agree, but there are huge questions about the impact on accountability to Parliament of privatising decisions that deal with many millions of pounds of taxpayers’ money.
As for the carriers, the Government have sought to present themselves as economically competent and the Opposition will resist the temptation to take Ministers at their word. As was mentioned earlier, the costly, unnecessary and humiliating U-turn on the British aircraft carrier capability meant that we ended up with a policy that the Prime Minister had rubbished the year before and that millions of pounds of taxpayers’ money have been wasted at a time when the defence budget is being cut deeply. The Government must come clean and explain in detail how much was squandered by that reckless decision.
Britain is a proud maritime nation, but as a result of the decisions taken in the SDSR we are left with no maritime surveillance capability and with no carrier strike capability until at least 2017. Huge issues remain unaddressed. The Secretary of State has not decided how many aircraft he will purchase, just as he has deferred his decision on whether a second carrier will be operational. He stated to the House that he would be committed to “continuous carrier availability”, but that might now not be the case.
With such a backdrop, it is not surprising that morale in our armed forces is low. Morale has been described as in freefall as a result of some of the decisions on redundancies, cuts in allowances and permanent pension reductions. The Forces Pension Society has said that it has
“never seen a government erode the morale of the Armed Forces so quickly”.
I hope that right hon. and hon. Members have had the opportunity to look at today’s report on housing by the Select Committee on Defence. It shows that the cuts in expenditure on improvements in forces accommodation are leading to real pressures in Army housing.
The hon. Gentleman mentions pensions and a number of right hon. and hon. Members in the Chamber have a particular interest in service pensions. No doubt they will want to hear whether, if he were returned to office in 2015, he would reverse the changes that have been made.
We need to consider armed forces pensions as a whole, which is something else that I considered as a Minister. Many people do not realise that although the armed forces pension scheme is non-contributory, members of the armed forces pay for it through abatement in their increases. As the Government have abandoned the Armed Forces Pay Review Body’s recommendations and our proud record on such recommendations when we were in office, it is time to look at how armed forces pensions are dealt with as a whole. Interestingly, when I wanted to look more closely at such issues, the Secretary of State who resisted was Lord Hutton, who is now advising the Government on pensions in general. The issue needs to be considered as a whole—not only pensions but abatement in pay, too.
In 2010, we were committed to spending £8 billion on accommodation in the next decade, £3 billion of which was for improvements and upgrades. In contrast, this Government have slashed spending on housing by some £41 million. I remember that when I was a Minister and when my right hon. Friend the Member for Coventry North East was Secretary of State, despite our record investment in accommodation, the then Opposition were highly critical of what we were doing. Many in the armed forces will now be dismayed by their actions in government.
It is also important to listen to the armed forces federations. Dawn McCafferty of the Royal Air Force Families Federation has commented that families felt as though the covenant had already been broken within months of its announcement because of the cuts. Until the fall in morale is acknowledged and acted on, many will question Ministers’ commitment to upholding the military covenant.
A particular concern for us is the way in which reductions in the number of armed forces personnel are taking place. Two weeks ago, the Minister ordered yet another tranche of redundancies affecting 4,100 personnel, 30% of which were compulsory. It is a great worry that we are losing not only important skills but expertise and capability that we can no longer afford to lose. The public and armed forces community are quite rightly angry that individuals who are ready to deploy to Afghanistan are being given their P45s, despite all the assurances given by the previous Secretary of State and by this one. I know from experience that if we had treated the armed forces in such a way when we were in government, Conservative and Liberal Democrat Members would rightly have pilloried that decision. We feel it is only right to hold them to the same high standard that they put forward when they were in opposition, which they seem to have conveniently forgotten now they are in government.
Many will be concerned by the rumours that are circulating about the Government’s plans to cut regiments and battalions. Our regiments embody our proud history and the national prestige of our armed forces. Many have served with distinction in the fields of Flanders, on the beaches at Normandy and, more recently, in the deserts of Iraq and Afghanistan. The Secretary of State’s now-trademark lack of sensitivity when dealing with this issue is understandably creating anger among many serving in the armed forces and those who have retired.

I congratulate the Backbench Business Committee on introducing this important debate and my right hon. Friend the Member for North East Hampshire (Mr Arbuthnot) and his Committee on their timely report, published this week. I read it with great interest and if I have any criticism of it I would have to start with the fact that it perhaps does not sufficiently recognise two rigorous and well-regarded studies, the Levene report and Bernard Gray’s report, which set the scene for many of the points that it raises. In May 2010, of course, the coalition Government inherited the extremely difficult task of bringing some order to a chaotic defence budget.
The Gray report was leaked to the electorate before the general election, so voters such as those in my constituency, which has a large defence interest, had the benefit of seeing it, as did I. The previous Government might well have tried to delay the publication of the report because the word “grotesque” reflected some of the real horrors in Defence Equipment and Support that were unearthed in the dying days of Labour’s 13-year stewardship. Bernard Gray told us that the MOD was running a “substantially overheated equipment programme” and that the sclerotic Department was hampering our ability to conduct difficult current operations. He went on to say:
“The problems, and the sums of money involved, have almost lost their power to shock, so endemic is the issue.”
But do I not remember the hon. Gentleman arguing from the Front Bench for more ships, larger armies and more aircraft?
The hon. Gentleman will also remember that Bernard Gray was a special adviser to his party. In that context it is quite important to note that the report was produced by a supporter not of the Conservative party but of his party.
The gap between the programme and the budget in May 2010 was a truly grotesque £38 billion. Also grotesque is the disarray over how to deal with the crisis among those who masterminded it. We heard examples of that today from the shadow Defence Secretary. He says he supports only £5 billion of Government cuts, but the shadow Chancellor says that the Labour party would keep all the remedial spending reductions that the Government are making. The figure of £5 billion is interesting because the shadow Defence Secretary also said today that it would be invidious in advance of a general election to try to work out what the requirement would be in personnel and equipment. It is therefore difficult to work out how he came up with the £5 billion figure, even assuming it is correct. The isolation of the Opposition is increasingly apparent as even the United States reins in its defence spending to deal not with an incoherent defence budget but with a crippling federal budget deficit.

It worries me that, not only the Royal British Legion and other service charities, but a range of organisations that deal with the bereaved cannot see the logic of the decision. It disturbs me that the cross-party support I saw when I served on the Armed Forces Bill Committee in the last Parliament seems to have been withdrawn.
On the subject of no disadvantage, does the hon. Gentleman agree that it is highly regrettable that the Administration in which he served allowed the MOD to pay for expensive barristers to argue the Department’s corner in coroners’ courts, which are supposed to be non-adversarial situations? That has been represented as a genuine concern in the context of no disadvantage, whereas the office of chief coroner has not.
I disagree. We put in place, with the Royal British Legion, support for bereaved families at military coroners proceedings. That was important, and I know that my right hon. Friend the Member for Coventry North East was very keen to do it. I simply do not accept that not having a chief coroner will help bereaved families to get the answers they want, and I cannot see why this Government have suddenly changed their position from the one they held when in opposition.
The RBL has said the change in policy is
“a betrayal of bereaved armed forces families”
and that it
“threatens the military covenant.”
The Government’s stated reason for the change in policy is deficit reduction, but the costs of the office are widely disputed and both the RBL and INQUEST are prepared to work with the Government to find a more cost-effective option. It is regrettable that Justice Ministers—not MOD Ministers, I accept—have not listened to the RBL’s well-founded concerns.
It is difficult to understand the Government’s deficit reduction measures, especially when we learn that a firm of consultants, AlixPartners, has been employed by the MOD on a £4,000 a day contract, meaning that it earns more in a week than a front-line soldier in Afghanistan earns in a year. I urge the Minister to ask his colleagues in the Ministry of Justice to listen to the RBL’s arguments about the chief coroner.
Substantial numbers of armed forces personnel have been made redundant in recent months. That is, of course, only the start of the service personnel cuts that are to be made over the next four years. When the strategic defence review was published in October 2010, we were told that 17,000 personnel across the three services would have to go. As of July 2011, however, as the Government prepared to issue their latest round of redundancies, we were told that the number had risen to 22,000. When outlining the further reductions, the former Secretary of State, the right hon. Member for North Somerset, failed to offer the armed forces any clarity on what the precise size of the armed forces would be by 2015. We are still waiting for confirmation of exactly how many redundancies there will be on top of those sketched out in the strategic defence and security review, and of whether the new Secretary of State agrees with the statement made by his predecessor. The new Defence Secretary has said that he “regrets” cuts to our armed forces, but it is not yet clear whether he has the courage of his convictions and intends to act on those regrets.
The redundancies issue is not just about numbers, though; it is also about the individuals and the skills that are being lost to all three services. When I hear that some of the individuals I once worked with when I was a Minister are now leaving the services, it makes me concerned about whether our armed forces and this country can afford to lose those capable and well-trained individuals. Greater clarity is the very least our armed forces deserve. If there are to be cuts, we should know where they will fall. Service personnel must be allowed the opportunity to plan for their futures and the futures of their families.
One of the most worrying aspects of the latest round of redundancies last month was that 800 members of the Royal Navy actually volunteered to leave. They were not asked to leave by the MOD, but instead felt that they would be better off outside the service. They made that decision at about the same time as we learned that morale in all three services is in decline. It is essential that today we ask why that is the case. We must ask why 800 members of the Royal Navy believed they had better opportunities elsewhere. It is vital that our forces are able to attract the best talent and retain it, and I am worried that we may be left with skills shortages as a result of the short-term budget changes currently being put in place.
The Conservatives did exactly the same thing when they were last in office in the 1990s, and in the following decade we had to deal with the problems that caused—[Interruption.] The hon. Member for Devizes chunters from a sedentary position very often, but does she realise that as a Parliamentary Private Secretary she should be the eyes and ears of the Secretary of State, not his mouthpiece? A bit of quiet from the hon. Lady would be a better idea. She might want to take some lessons from the hon. Member for Bournemouth East (Mr Ellwood), who sat in the Chamber quietly while serving very effectively as PPS. May I put on the record my appreciation of the good job he did in that role? I was very sad to see him replaced, especially given what we have experienced today. [Interruption.] The hon. Lady is obviously not listening: it does not help Ministers if she sits behind them whingeing and making snide comments. She should seek advice from the hon. Member for Bournemouth East, who might be able to give her some tips on how to do the job properly.
When he winds up the debate, will the Minister of State say what the MOD is doing to ward against the decline in morale in all three services?

Commons ChamberYes, but what I am talking about does not relate to security. I am talking about equerries and other people who play a vital role in running the royal household and who are important in Her Majesty’s representational role. In the previous debate people tried to conflate the two issues, but I am talking about ceremonial duties that are being paid for from the defence budget.
Until recently the hon. Gentleman was a Defence Minister, and a very good one, so I wonder, since he feels so passionately about this, what efforts he made to identify those costs.
I also chaired the value for money group in the Ministry of Defence, and those costs were on the radar screen for the work it was carrying out. There is a sense of grievance in the MOD and the armed forces that this money comes out of the defence budget. There should be some recognition of this vital work, but it should not come out of the defence budget. That would also avoid the nonsense that we saw last week in The Mail on Sunday, which claimed that the Prince of Wales and other members of the royal family stopped using the royal flight because the cost was being charged to the royal household. I understand that after representations were made to the Treasury the cost was reduced by £6,000 an hour for the use of one of the royal flights. Therefore, a basic subsidy is going to the royal household from the defence budget, which I do not think is right. If the full cost of the royal flight is £13,000 an hour, the Government should pay for that to support members of the royal family who need to travel on official duties. I have no problem with that, but I have a problem with where it comes from and how it is accounted for.

Commons ChamberI agree with the hon. Gentleman and pay tribute to those two individuals. However, he does not understand that the chief coroner’s role is to drive up standards across the country. Following pressure from the hon. Gentleman when he was in opposition, we rightly allowed military inquests to move away from where the body arrives back in the UK and inquests can now be heard at other coroners courts. The important thing about the chief coroner is that his role would be to ensure that the high standards kept by the two coroners of whom the hon. Gentleman speaks are consistently applied throughout the country.
I hear what the hon. Gentleman says, but I would say to him that we now have several years’ experience of a local model with two excellent coroners who have not held back when they have felt it necessary to criticise the Government. That is absolutely appropriate. I understand that Labour Members bear the scars on their backs from these two gentlemen, but that is precisely as it should be. I have to say that I have been very impressed with how Mr Masters in particular has conducted his business and has got to grips with the reality of front-line service.
At the heart of the military covenant lies the concept of “no disadvantage”, which I am pleased has informed much of this debate. “No disadvantage” is played out on two levels: first, no disadvantage in access to public services, which can be easily understood by those of us who represent large numbers of servicemen and women. We have seen it in the disadvantage that service children have been put to when they move around frequently. I am pleased, therefore, that the Government have introduced, as part of the pupil premium, a sum that will, in some small way, mitigate the disadvantage they suffer. We see it also in servicemen and women being bumped off NHS waiting lists and having difficulties accessing dentists.
Secondly, at another level—perhaps a more fundamental level—we have the concept of “no disadvantage” in relation to those who have suffered greatly, physically and mentally, as a result of their military service. It is surely the mark of a civilised society that, when men and women who have contributed so much to that society are injured physically or mentally, we do everything in our power to mitigate the disadvantage that they suffer. I believe that that is what is in Ministers’ minds with the concept of special provision, which has been introduced under amendments to the Bill, and which we discussed on Tuesday.
It is vital that men and women who give so much of their mental and physical health are restored to health so far as is reasonably practicable. I have been impressed recently while touring limb centres, and particularly Headley Court, by the importance of ensuring that that care is ongoing. The Minister can be certain that as this matter returns to Parliament annually the ongoing care of those who have suffered mentally and physically will be brought up time and again. I am very concerned that as the tempo of operations reduces, and as the battle rhythm declines over the years leading up to 2015, the prominence of military matters and our military personnel will decline. Throughout our history, that has always been what happens after the war fighting stops. Indeed, Rudyard Kipling’s sardonic poem “Tommy” highlights that very well. We need to bear in mind Tommy Atkins and his plight, and I believe we need to think about that as we plan how to keep this issue in the public mind and, by extension, the minds of politicians.
The annual report has come in for criticism. Some think it is flute music, that it has no substance. I think it is vital, and I commend Ministers for introducing it as part of this Bill. I am also delighted that the Government have listened so well to external bodies that have impressed on Ministers the need to ensure that those who feed into that annual report are heard properly, and that the report, when it comes to Parliament, properly reflects their views and input. In a year or so, we will have the opportunity of seeing this process in action, and I confidently expect the House to have every opportunity to debate the military covenant again and in depth. I suspect that the Minister knows full well that if this looks like being a superficial exercise, he will come in for a great deal of criticism. However, I confidently expect that in a year or so, we will be able to commend him once again for this measure of his to which we are going to give a fair wind today.
There are those who say that the Bill does not go far enough. There are also those who say that we should be more didactic in what we write into the Bill. They are simply wrong. We have support from an unlikely source, in the Archbishops Council, which will of course reflect the views of the unlikely guest editor of the New Statesman magazine. He is not a gentleman who is necessarily known to be a supporter of the coalition Government, yet the Archbishops Council is quite clear that the military covenant exists in the moral realm. It is not contractual, and it is not statutory.
There is a risk, however, that pressure from Europe could codify a military covenant. There is something called Synchronised Armed Forces Europe—which is known by the rather misleading acronym SAFE—which seeks to impose a European soldiers statute that would codify the covenant. I urge Ministers strongly to resist such a thing.
I do not intend to detain the House any longer, as a number of colleagues wish to speak. I congratulate Ministers on bringing forward this measure. The Government have taken the Armed Forces Bill—a Bill that, as something of a constitutional anomaly, we take through this House every five years, with the exception of the Armed Forces Act 2006, which dealt in depth with service discipline—and really added substance to it. This is a truly historic Armed Forces Bill that will do much for the men and women to whom we owe so much, and will honour the covenant that we all have with them.

Commons ChamberI do welcome that announcement. As a commissioner of the Commonwealth War Graves Commission, I think that it is very important that anybody who desecrates such monuments, whether or not they are Commonwealth War Graves Commission monuments, should be dealt with severely. The disgraceful scenes that we have seen of people desecrating war memorials are totally unacceptable and should be condemned.
In the “National Recognition of our Armed Forces” study, Lord Davies of Stamford, the former Member for Grantham and Stamford, stated that if those who wear the Queen’s uniform are insulted, that crime should be subject to special sentencing. Does the hon. Gentleman still hold to that?
It is totally unacceptable for anyone to be disrespectful to anybody in uniform, whether they are a member of our armed forces or of any other service that works on our behalf, such as the police or fire services. If the hon. Gentleman wants to put forward that policy now that his party is in government, I am sure that it will be supported by Opposition Members.
Another aspect of health that we must refer to is mental health, and I pay tribute to the work of the hon. Member for South West Wiltshire (Dr Murrison) in that area. In government, we made great strides with the mental health pilots and the medical assessment programme at St Thomas’s hospital under Ian Palmer, which was there to provide support to all veterans, including Gulf war veterans, who were mentioned by the hon. Member for Brigg and Goole (Andrew Percy) who is no longer in his place. I support anything that improves mental health services. The Command Paper did that by allowing us to work with the health service to ensure that mainstream mental health services reflect the needs of veterans.
I am surprised that the hon. Lady says that, because one of the mental health pilots was in the Tees, Esk and Wear Valleys NHS Foundation Trust, which covers my constituency in Durham and hers. That pilot was specifically about ensuring that local services such as mental health nursing recognised the needs of veterans. I am not sure where the Government have got to in that work, but anything that can be done to roll it out should be done. I agree with her that services need to be local. If possible, people should not have to travel long distance to access them.
I know that the new veterans Minister, the Under-Secretary of State for Defence, the right hon. Member for South Leicestershire (Mr Robathan), agrees that when we are debating mental health issues relating to veterans, we should not lose sight of the fact that although post-traumatic stress disorder is a personal tragedy for every individual who suffers from it and for their families, it affects a small proportion of the population—something like 4%. Other areas, such as depression and alcohol abuse, need the same concentration and support. We need to focus the media portrayal of this issue back on to those other areas, and not just label everything as PTSD.
The previous Government can also be proud of doubling the compensation paid to injured servicemen and women. No amount of monetary compensation can repay the sacrifice of the veterans with horrific wounds whom I have met. However, we helped by doubling the amount and by ensuring that, for the first time, such people received lump-sum payments. Before the Armed Forces (Pensions and Compensation) Act 2004, they did not get lump-sum payments, although if one read the newspapers of the time, one would have thought that they had always existed. I put on the record my thanks to Lord Boyce, who did a valuable job in fine-tuning the compensation scheme and bringing it up to date. I know that the Government are committed to implementing his recommendations.
Service charities are also important, as has been recognised by the Secretary of State and the right hon. Member for Lagan Valley. The Royal British Legion has been mentioned, as have the Soldiers, Sailors, Airmen and Families Association and the Army Benevolent Fund. Those organisations are not just about fundraising, but contain a vital network of unpaid volunteers who, week in, week out, go into veterans’ homes to support them. I thank those volunteers for the work that they do. Combat Stress does a vital job in ensuring that individuals who suffer from mental illness access the support that they require. We need to ensure that there is better co-ordination in the charities sector. That is happening through some of the initiatives that I implemented, and it is being followed through to ensure that there is no duplication. I stress from the Dispatch Box that what we need is not new service charities, but for existing charities to work closer together, which they are, to ensure that the support is there.
The hon. Gentleman is being very generous in allowing interventions. May I counsel caution? Many micro-charities are spontaneous and very British, if I may put it in that way. They reflect the public’s desire to do something immediately. Often, they are part of the grieving process. I therefore urge caution about laying into such small charities.
I take that point on board, but the best thing to do would be to focus fundraising efforts on the existing charities. The Royal Navy is rationalising its smaller charities. That is not being done to denigrate their work, because some of them do key specific work, but it is important that there is better co-ordination between them.
