My hon. Friend is absolutely right. It is interesting that when we started down the path of saying to internet companies that they must help us to get child pornography and disgusting child sex pictures off the internet, the response was, “We’re not responsible for what people look for; we’re not responsible for doing anything other than supporting free speech.” To be fair to those organisations, they have moved miles from that position. They have now banned something like 40,000 repulsive search terms: if people plug them into their computer, they will get a nil return on them. They have done that not just in Britain, but all over the world. My hon. Friend is absolutely right that we now need to get them to apply the same thinking to the problems of extremist violence and terrorism. There are some differences, but I am quite clear that if we ask companies to employ some social responsibility, they can work with us to take down even more pages than they do today.

The Prime Minister says that he understands the arguments on both sides of the Greece-euro divide, but does he understand the implications for the United Kingdom of the instability of a four-month negotiation? The difficulties that are being created for our economy and our ability to export make it critical that we do everything we can to resolve the situation. He mentioned the word “encourage”. Will he tell us how he can encourage a successful negotiation between the parties?

I did discuss that issue with Tony Abbott, but Australia faces a rather different situation. Its focus has been on the problems of people potentially seeking asylum coming quite long distances across the Pacific ocean. Interestingly, if we look at immigration more generally, we see that there is quite a high level of immigration into Australia. Where there is real common ground is that both Britain and Australia can hold their heads high and say that we have created successful multi-racial democracies where people can come, make a home and a contribution and rise to the level that their talents allow.

Recognising the economic difficulties faced by the euro area as outlined by the Prime Minister, did he take the opportunity to speak to Mrs Merkel and other EU leaders on the matter? In particular, did he raise the possibility of a change of direction as recommended by the International Monetary Fund and other bodies?

There was a good discussion about what is happening in the eurozone. The European Central Bank is independent and cannot be given political direction in any way, but there is a growing global consensus that an active monetary policy is one part of a successful growth policy in the aftermath of a very severe crash and financial squeeze. The more widely that becomes understood, the easier it will be for the ECB to act.

My hon. Friend makes an important point, which is that this is a tragedy that has affected many Australian families, and it demonstrates the fact that we need the whole world to come together to send the clearest possible message to Russia about its behaviour. Having spoken three times over recent days to Prime Minister Tony Abbott, I know that he will be very strong in delivering that message.

Does the Prime Minister accept that the balance of opinion in the House today is that, with more than 500 Palestinians killed, the vast majority of whom were civilians and many of whom were children, and 20 Israelis also killed during this conflict, this could never be described as proportionate? What action will he take as a result of that balance of opinion? I urge him to get behind the United Nations in its peacekeeping role rather than continue to make waves about the Egyptian role. The United Nations is where it should be at, and if he empowers the Secretary-General, hopefully we can get a solution.

I am fully behind the United Nations and think that it does have a leading role to play. What the Secretary-General said about the need for a ceasefire was very welcome. The point about the Egyptian proposal is that it is on the table; the Israelis have accepted it. If Hamas accepted it, we would have a ceasefire. As for the debate today, the hon. Gentleman is absolutely right: it is important that Israel bears in mind the fact that there is very strong public opinion here and around the world about the need for restraint and the need to avoid civilian casualties. I am sure that it will listen carefully to what hon. Members say today.

My hon. Friend is absolutely right and I am grateful for her kind words. That is one of the reasons we have established a pipeline so that, if there is a delay in any particular project, another will be ready to take its place and be implemented. Dorset has a huge contribution to make. I have mentioned some of the schemes. One of the very interesting and exciting ones for the visitor economy in Dorset will be a new visitor attraction called Jurassica, which will feature the great strengths of the Jurassic coast. It has been suggested that some exhibits might come from the Opposition Benches, but I am sure the fossils will be from Dorset.

Does the Minister agree that this modest but welcome proposal is certainly not a giant step towards rebalancing the British economy? Will he also confirm, as I think he was angling towards doing in an earlier response, that there is in fact no new money involved in today’s proposal? I think that the focus on affordable housing in London is correct, but could not the Government have done more about the borrowing powers of local authorities, to really get affordable housing going in London, where it is much needed?

If the hon. Gentleman reads the small print, he will see that that is part of the announcement. I do not agree with his assessment. He should talk to the leader of Leeds council, who has said:

“This deal spells the beginning of a fundamental shift in the relationship between Whitehall and the regions. It marks the first steps of a new era which will allow the north”—

he is from Leeds—

“to truly control its own destiny.”

Such endorsements show that this is a pretty significant set of changes.

I am grateful to my hon. Friend, who is right to say that lots of people around Europe want to see reform and to see Britain as the leading voice of reform. Clearly, we will not get that reform unless we set out principles and stick to them.

Can the Prime Minister envisage a situation in which he believes it is not in the national interest for Britain to continue its membership of the EU? In those circumstances, will he campaign for an “out” vote?

Those are not the circumstances I seek. I will always be guided by what I see as the national interest, and I have set out several times in the House today what defines the national interest: reform in Europe, a referendum in Europe, and Britain in a reformed Europe.

My hon. Friend raises a subject that can get diplomats talking for ever and ever, possibly without a conclusion. I think that what this demonstrates is the need to consider at the UN Security Council resolutions that may require Russia to show her colours in this regard. I remember a number of occasions when Russia, and indeed China, have talked about the importance of non-interference in the affairs of another nation state, yet what we see here is interference in the affairs of another sovereign nation state, Ukraine.

Further to the Prime Minister’s response to my hon. Friend the Member for Kilmarnock and Loudoun (Cathy Jamieson) on the International Monetary Fund, Ukraine is facing economic collapse, and Gazprom is threatening to cut off gas supplies. There is an urgency that does not seem to be recognised in the IMF timetables. What efforts are the Prime Minister and the EU making to get it to address the urgent need for financial assistance?

The hon. Gentleman makes an important point and I discussed this specific issue with Chancellor Merkel last night in Hanover. The IMF has the ability to move very quickly, should it judge it necessary, to support Ukraine’s economy and national finances. There is a team there at the moment which is looking at the sort of programme that could be put together, but even before a programme becomes deliverable, if it needs to step in and act faster, it can.

My hon. Friend has lots of expertise in the area of aid and development, and I am sure that he will want to work on this issue with my right hon. Friend the Secretary of State for International Development, who has recently met the Philippine ambassador here in the UK. We want to bring all these brains to bear to make sure we get the right development and reconstruction effort together.

While recognising the good intentions of the Prime Minister in going to the north of Sri Lanka, that action has failed to drag any concessions out of President Rajapaksa or to convince his Commonwealth colleagues to sign a communiqué criticising human rights in Sri Lanka. What confidence does the Prime Minister have that in five months’ time or so action can be taken on its chairmanship of the Commonwealth and on setting up a United Nations investigation?

As I said, the decision will rest with the Sri Lankan President, but I do not think that anyone can be in any doubt that they are under more pressure today than they were a week ago, or a month ago, because of the international attention that has been shone on these issues—they know that the world will be watching. One only has to watch President Rajapaksa’s press conference, which was dominated by questions about human rights and inquiries into what happened at the end of the war, to see that there is pressure today that there was not a week ago.

I would certainly commend exporters in the west midlands. This morning, I met apprentices from across the country, and a number of them were from Jaguar Land Rover, which has seen staggering growth in its business. We need that to happen across the board—not just in manufacturing, but in the digital economy. That is what these changes are all about.

I refer to the answer given to my right hon. Friend the Member for Wolverhampton South East (Mr McFadden) on banking union. The Prime Minister said in his statement that he would be defending Britain’s interests if he ensured greater integration and co-ordination in the eurozone. The stability of the eurozone is in our interest, but is he not worried by the lack of progress and about the signals coming out of the eurozone that progress will be much more difficult and much slower. Is it not in our interests to be concerned about that and to do whatever we can to ensure that it is carried through at the earliest opportunity?

The hon. Gentleman is absolutely right: it is in our interest to have a working and stable single currency on our doorstep, and that will require a banking union, just as we effectively have a banking union and single currency in the United Kingdom. Some progress has been made. In terms of our efforts, the most important thing for us is to make sure that, as that goes ahead in the eurozone, we are not left out in respect of the regulations that affect the single market. Financial services is, of course, a vital business not just for the City of London, but for the cities of Belfast, Glasgow, Birmingham and the like. It is there that we should focus our negotiating effort to make sure that we have real safeguards in how those regulations are written.

The figures I gave are £85 billion benefit to the US and £100 billion as a whole to the EU. With the UK being, I think, 13% or 14% of the EU, one can, as it were, do the math. Britain benefits from freeing up services, particularly financial services, so it will perhaps be of particular benefit to Britain to reach good agreements in those chapters of the deal.

I listened very carefully to the Prime Minister’s response to my right hon. Friend the Member for Oldham West and Royton (Mr Meacher) and other hon. Friends on tax transparency. Is not one of the weaknesses of the Lough Erne declaration that there is no means of holding countries to account? The nightmare scenario will be that we will be back next year, the next year and the year after that, with little progress being made.

My hon. Friend makes a very important point. There has been a defeatism from the Labour party, including when it was in government. When confronted with difficult choices about the rebate, it gave it up; and when confronted with the issue of the European constitution, it promised a referendum and did not deliver it. In the end, it always went along with absolutely everything. The Labour party has not yet told us whether it would sign the treaty that I refused to sign back in December. When it comes to this, it is the status quo party.

There are significant misgivings about the impact of a banking union on the financial services sector in this country; the Prime Minister commented on some of them earlier, during his statement. What reassurance can he give the House that the strategy that he is currently following will not lead to the long-term disadvantage of finance in this country?

I do not believe that it will. We are trying to protect our interests in terms of the single market and our strong financial services industry. I believe that a banking union flows from the fact that there is a single currency rather than from the fact that there is a single market. That union should be at 17, and we will be able to protect our interests from outside it.
