Commons ChamberThe urgent and emergency care recovery plan sets out how we will invest more than £1 billion in increasing capacity, including 800 new ambulances, an additional 5,000 core beds and a further 3,000 virtual wards, to provide more than 10,000 out-of-hospital care settings.
A key component of delivering better urgent care services will be expanding the network of urgent treatment centres across the country. Can my right hon. Friend assure me that a UTC in the major population centre of Northampton will be a high priority for the Department?
My hon. Friend is right to highlight the importance of UTCs. Nationally, they are above the national standard: 95.5% of patients are seen within four hours. He is a highly effective campaigner on health issues—he helped to secure the £2.8 million of investment for a new paediatric emergency department in his local area—and I know that he will be making a similar case to his local commissioners.

Commons ChamberWe are increasing opportunities for small and medium-sized enterprises by transparently publishing contract pipelines and simplifying bidding processes. These measures are working, and the latest central Government procurement figures for 2019-20 show that £15.5 billion was paid to small and medium-sized businesses to help to deliver essential services for UK taxpayers.
Under policy procurement note 06/21, the new carbon reduction plan requirements are obligatory for any Government procurement of more than £5 million. That is especially onerous for SMEs, including those in my constituency of Northampton South. How will Ministers try to make this more proportionate for SMEs, which have much less ability to afford such costly bureaucracy?
I am sure that the ears of my right hon. Friend the Minister for Brexit Opportunities and Government Efficiency will have pricked up at the suggestion of any regulation that is onerous and will want to look at that in detail. It is worth reminding the House that the £5 million figure applies per annum and that advice is available—only one plan is required and there are private sector organisations that provide advice and support, some of which is free. However, my hon. Friend raises an important point and I am sure my right hon. Friend will want to look at that to reassure himself and the House that it is proportionate to need.

Commons ChamberThe previous grant was for businesses that had been forced to close. My right hon. Friend the Chancellor has allocated additional funding through the local restrictions support grant scheme for businesses that are forced to close, with an additional £1,500 per two-week closure period. As the hon. Lady said, the previous grant was discretionary and local authorities therefore had discretion as to how many firms benefited from it.
What steps his Department is taking to support self-employed people affected by the covid-19 outbreak. [907770]

Commons ChamberAs I said, we have not only put in place an additional procurement framework in terms of capacity, but we have procured an express freight service to deliver small consignments on a 24-hour basis, and a two-to-four day pallet-delivery service. These issues are being addressed by the Department and a huge amount of work is going on exactly on that issue.

Commons ChamberFirst, we have the oddity of the right hon. and learned Gentleman accusing the ministerial team of not answering the question, then pointing out that indeed we have answered it in an interesting way. Putting that to one side and going to the substance of his question, as I pointed out to the House, one of the defects of the legislation passed last night is the potential for it to increase the risk of an accidental no deal, where the EU Council decides to offer a different extension from the one agreed by this House. Under the terms of that legislation that would have to come back to this House for approval the following day, by which time the EU Council would have concluded. I do not think that was the intention of the right hon. Member for Normanton, Pontefract and Castleford (Yvette Cooper), but it is a possible outcome. It is subject to their lordships deciding whether they want to correct what I regard as a defect, although the right hon. and learned Gentleman’s shadow ministerial colleague says that, no doubt, their lordships will just nod it all through without scrutiny and without addressing that defect.
Regarding the right hon. and learned Gentleman’s second point, I was alluding to a statement of the law. I do not differ at all from the Prime Minister, who has always been clear that Ministers abide by the ministerial code, and I am sure that he would expect no less.
Thirdly, on the extension, we have addressed this issue in previous debates because the three amendments had all been defeated by the time we got on to the fourth vote. A further commitment had been given to an amendable motion for the following week, which was addressed. But the bottom line is that I want to respect the referendum result. I think asking people to vote for Members of the European Parliament three years after they voted to leave the EU is damaging to trust in our democracy. The question for Opposition Members is: why do they keep voting against everything when their own manifesto said they wanted to respect the result?
