Commons ChamberSince May, Cheshire’s passengers have received a new direct hourly service between Chester and Leeds, linking the two cities for the first time in many years. Services also started on the Halton curve after a gap of 40 years. Customers in my right hon. Friend’s area will benefit from Northern’s £500 million investment in new trains, which started being rolled out on 1 July.
Turning to stations, I had the pleasure of visiting Handforth station recently with my right hon. Friend. I am happy to say that it is one of the 73 stations in the Access for All programme that will receive an accessible route to and between platforms. The new £20 million Warrington West station is also due to open this autumn.
I thank the Minister for the Access for All programme at Handforth station, which is much appreciated by the local community and community groups. However, Northern won the franchise for the mid-Cheshire line in 2015, and the bid included a commitment to increase connectivity—from one to two trains an hour— between my constituency and Manchester. That was meant to happen in 2017. We are now in mid-2019 and it has not happened. I have heard the excuses from Northern and from Network Rail. What can the Minister do to ensure that there are no more excuses and that this line frequency occurs?
My right hon. Friend is a great champion for the commuters in her area. There is a commitment within the franchise to deliver additional services on the mid-Cheshire line, but this has proved to be very challenging operationally because of capacity issues in the area, particularly around Manchester and through Stockport. I have been clear that although I want to see the additional capacity delivered as soon as possible, this cannot be done at the expense of performance. Delivering a railway that passengers can rely on is the absolute priority. All options are being looked at to deliver these additional services. I will keep the House fully apprised of progress and this matter will be a priority for me.

Commons ChamberKnutsford commuters have been repeatedly promised an upgrade to the Knutsford to Manchester line to two trains an hour. However, after excuses and procrastination, that is now not happening at the time it was meant to happen. It is unacceptable to have such an unreliable and irregular service for such a busy part of the country. Will the Secretary of State intervene, speak to Northern, speak to Network Rail, and get this promise fulfilled?
I entirely agree with my right hon. Friend that we want to see reliable services offering high capacity. She speaks well on behalf of her constituency. I will of course look into the matter and get back to her.

I confirm that the Government are taking big decisions for Britain’s future and investing in transport infrastructure in Cheshire and across the north. Just last week, my right hon. Friend the Secretary of State for Transport announced road investment of £65 million in Cheshire. That included £18 million of funding for five different local road schemes and £47 million for the Middlewich bypass. That is on top of improvements that the Government are already making to the M6, M62 and M56.
I welcome the Minister’s reply. The Cheshire and Warrington local enterprise partnership has a bold agenda for increasing business in Tatton and Chester. The local plan has an equally bold agenda for increasing the number of houses, which will bring money to the Exchequer and help to meet the country’s housing need, but we have a significant need for the mid-Cheshire rail line. May I ask the Chancellor and his team to look at that for the forthcoming Budget?
I will take that as a Budget representation. The basic point is that we are clearly very ambitious to unlock, through transport investment, both residential and commercial opportunity. That has been a feature of Government policies over the past few years, and I am sure that it will continue to be.

Commons ChamberMy hon. Friend is right. Most of Europe is looking to us to see how we get people into work, whereas the Opposition are looking to France where the exact opposite is happening. This is a very complicated journey for people who are in the ESA group and for most of them it is about understanding their lifestyles and getting them closer to the workplace and then into a job.
