Commons ChamberI agree with the hon. Gentleman, which is why IBCA is operationally independent—that is the crucial thing here. It does not have the fingerprints of Ministers all over it, because that is where the distrust comes from. It operates independently, but as a public body it is accountable to this House for how it spends that money and how it operates as an organisation. While IBCA is operationally independent to ensure a separation between Executive Ministers and the functioning of that body, it is accountable to this House. I think that is absolutely the right balance.
I endorse what the Minister has said about the way in which IBCA has been set up. It seems to me an entirely sensible arrangement that respects the need to have some distance from Government, but clearly there cannot be a bespoke arrangement for every single entity that is set up. This was the point I was trying to make, respectfully, about Sir Brian Langstaff earlier: he did a brilliant job, but some aspects of this issue will need a slightly different judgment made by Ministers. I welcome the decision that the Minister and his colleagues have made.
I thank the right hon. Gentleman for that intervention. I hope that Members across the House can see why we have set IBCA up in the way we have. It is for precisely that reason: we have to have that operational separation from Ministers and the Executive, but there also has to be political oversight from all quarters of this Chamber, because this is a public body spending public money—and a great deal of public money at that.
As I have said, we are aiming for the second set of regulations to be in place by 31 March 2025. That will support our intention that payments to the affected begin next year. There are important details, especially in relation to Sir Robert Francis’s recommendations, the majority of which the Government have accepted, that must be worked through ahead of the second set of regulations. This includes details such as the eligibility criteria for people who are affected, and how the Government should define the parameters of the definition of unethical testing.
Turning to payments, the selection of those who have been contacted for first payments was a decision for the Infected Blood Compensation Authority. The first group of people who are receiving invites to claim are: first, those who are known to be already eligible for compensation; secondly, those registered with support schemes, which means we are likely to have much of the necessary information for these people already; thirdly, those from areas across the UK; and fourthly, those who represent a range of infection types and of severity within those infections.
Let me turn to some of the questions raised about this area. The hon. Member for Eastleigh mentioned people dying before compensation is awarded. I hope I can reassure her that when a person with an eligible infection has, tragically, died before receiving compensation, we will ensure that their personal representatives can claim compensation on behalf of the deceased’s estate. I hope that clarifies the point for her.
My hon. Friend the Member for Swindon North talked about the exclusion of victims with hepatitis B from the compensation scheme. People with chronic hepatitis B and those who die in the acute period are eligible for compensation, as are their loved ones as affected. I suggest that my hon. Friend writes to the Minister for the Cabinet Office with his constituent’s details, so that we can look more closely at his case. My hon. Friend the Member for Eltham and Chislehurst asked whether there will be payments by the end of the year. The answer is yes, and as I have said, there will be payments to the affected from next year, when we have the new regulations in place.
The right hon. Member for East Hampshire asked about the steps taken to provide accessible information on compensation. I want to spell out to him that Sir Robert recommended that there should be a higher award of £15,000 for children subject to unethical research at the school in his constituency. That is why there is a difference, which I hope clarifies that point for him. As I have said, at the start of November the Infected Blood Compensation Authority invited the first cohort of people to make compensation claims.
Candour in the civil service and in Government was raised by my hon. Friend the Member for Eltham and Chislehurst and the hon. Member for Perth and Kinross-shire in their contributions. The King’s Speech set out the commitment to bring forward legislation to introduce a duty of candour for public authorities and public servants. This legislation will be the catalyst for a changed culture in the public sector. The Prime Minister confirmed at the Labour party conference that legislation on the duty of candour would be delivered by this Government. He confirmed that the duty will apply to public authorities and public servants, and it will include criminal sanctions. The Bill will be introduced to Parliament before the next anniversary of the Hillsborough disaster in April 2025.
In closing, today I hope the House has heard how we are starting to deliver compensation and how we are starting to respond to the inquiry recommendations. Admittedly, they are still small steps, but they are steps in the right direction. This work is far from over. We owe it to the victims and their families to see it through, and we will of course regularly update the House as this progresses. I reiterate on behalf of the Government and the Department of Health and Social Care, and as a mere ordinary Member of Parliament for Gorton and Denton, representing some of the infected and affected, that we are truly sorry. We let you down. We will learn from these lessons, and we must never ever let anything like this happen again.

My hon. Friend is absolutely right. At the heart of the health mission that the Labour Government want to see is the shift from hospital to community, from analogue to digital and from sickness to prevention. What we do in the community really matters. Our ambition for the future of mental health services is wrapped up in those shifts, particularly the shift from hospital to community.
Could I share my experience as a Minister? When we looked at social prescribing when I was in the Treasury, it was always difficult to establish an evidence base to justify the allocation of resources. I urge the Minister to continue that battle to make the case, because I am sure that the instinct of all Members throughout the House is that there is something in that ambition, and we must find a way of unlocking it so that we can get social prescription out into the community where a variety of provision is available.
The right hon. Gentleman is absolutely right. That will be one of the big challenges with the prevention agenda more generally, because often the investment we have to make today does not pay dividends immediately and there is a bit of a punt. Having been a Treasury Minister, he will know the challenges that that can present to the Treasury orthodoxy, but we have to push on this agenda.
I always say that being an MP and a GP is only one letter apart. We are often dealing with the same people who present with the same problems but from a different angle. We go away as Members of Parliament trying to fix the issue as they have presented it to us, and the GP will write a prescription and send them off having sorted out the issue as it was presented to them. However, the beauty of social prescribing is that there is an opportunity to deal with the whole issue in the round. The argument has been won with almost everybody, and any tips from the right hon. Member for Salisbury (John Glen) so we can get this over the line with the Treasury will be welcome.
I should mention my hon. Friend the Member for Darlington (Lola McEvoy), and welcome the hon. Members for Winchester (Dr Chambers) and for Runnymede and Weybridge (Dr Spencer) to their Front-Bench positions.
In the minutes I have left, I want to say to the House that many of the issues raised by Members during the debate are symptomatic of a struggling NHS. If we look at the figures, the challenges facing the NHS are sobering. In 2023, one in five children and young people aged eight to 25 had a mental health problem, which is a rise from one in eight in 2017. The covid-19 pandemic has exacerbated need, with analysis showing that 1.5 million children and young people under the age of 18 could need new or increased mental health support following the pandemic.

Yes, I do understand that. I deeply respect the views of colleagues who have made strong representations on this matter, and I am doing everything I can to move it forward as urgently as I can. I will not repeat myself regarding the things I have said with respect to steps taken last week, or the spirit in which I am engaging and the reasons why I am doing it, but I agree with the hon. Lady that speed is absolutely of the essence.
There has been a lot of speculation in articles in recent days—and, most prominently, in Caroline Wheeler’s book—about the wider issues: what went wrong and why these things happened. Those matters will need to be addressed, but through the lens of Sir Brian Langstaff’s report, which will be published finally on 20 May.
I commend my right hon. Friend the Member for Kingston upon Hull North (Dame Diana Johnson) not just for securing this urgent question, but for all the work that she and others in this place have done on this important matter.
Sir Brian Langstaff made his final recommendations on compensation early—a whole year ago—and recommended that the compensatory body make payments by last December. He did so because he was worried about the effects of a delay on the affected and infected. We have missed all of those deadlines; is this what Sir Brian’s worst fear looked like?
I sincerely hope not. What I have said with respect to the interim payment is a response to the dialogue I have had with Members across both Chambers of the House, working with Earl Howe in the other place. I have been pretty clear that in I am doing everything I can to put preparations in place for giving a legal entity the obligation to pay compensation, and to minimise delay in advance of the final determination of the Government’s response, so that that response can be operationalised as soon as the decision is finally made.

Commons ChamberI respectfully reject that characterisation. As the hon. Gentleman knows, the Government have spent £400 million of taxpayers’ money since October 2022. The arrangements for the distribution of further compensation payments are obviously being considered at this point, and, as I said during the extensive exchange that opened this questions session, that work is continuing apace, so that I can produce a comprehensive response from the Government as soon as possible.

Commons ChamberDelivery of new hospital infrastructure and prioritisation within health budgets is a matter for the Department of Health and Social Care, but I know from frequent conversations with the Secretary of State that he is working tirelessly to ensure as many new hospitals as possible, and that wider improvements to the health estate can occur. I shall make representations to him after these questions.
I am sorry, I cannot answer that question. But I am happy to meet the hon. Gentleman to look at the serious matter he has raised and get an answer for him.

Commons ChamberWhat a privilege it is to close this four-day Budget debate on behalf of the Government. I thank the right hon. Member for Wolverhampton South East (Mr McFadden) for his remarks—for someone who moved from being the high disciple of Tony Blair to sitting in a Cabinet where there was “no money left”, I think there was a lot of cheek in his remarks.
This Budget takes our collective potential and unleashes it to deliver sustainable long-term growth. We are now able to direct our attention to the future because of the difficult decisions that we took in the autumn, when we cemented stability and the prudent management of the nation’s finances, taking responsible, necessary decisions for the good of the economy—for the vulnerable, for families and for communities up and down this country. Since then, debt-servicing costs are down, mortgage rates are lower and inflation has peaked. We are heading in the right direction. The OBR’s clear assessment is that because of the action taken in the autumn, combined with the actions announced by the Chancellor last week, we are on track to meet all the Prime Minister’s economic pledges.
As has been famously said before, inflation is taxation without legislation. It makes us all poorer. That is why we said that we will halve it this year. Indeed, the OBR says that we will do more than that.
No, I will not.
Inflation in the UK will fall from 10.7% in the final quarter of last year to 2.9% by the end of 2023. If debt is left unchecked, it acts as a ceiling on our economic potential. That is why we are bringing it down. Under this Government, we will pay our own way.
On growth—the focus of the Budget—there were those who said that we would fall into recession in 2023, but last week the OBR said that we will not enter a recession this year. Instead, after this year, the UK economy will grow in every single year of the forecast period, including by 2.5% in 2025. As we look to the future, we are now rolling out the biggest employment package ever, we are overhauling incentives to get businesses growing, and we are unleashing our green energy sector while supporting families and businesses with bills in the short term. But, contrary to the characterisation in many Opposition speeches today, there is no complacency from this Government. There will be no let-up in our relentless focus on enabling growth.
The subject of today’s debate is halving inflation, reducing debt and growing the economy. During the course of the debate, we have heard some excellent speeches from right hon. and hon. Members on both sides of the House, and I would like to respond to some of them now. I will respond first to my right hon. Friend the Member for Middlesbrough South and East Cleveland (Mr Clarke), one of my predecessors. Although he welcomed many measures in the Budget, he drew attention to the question of corporation tax. Let me draw his attention to the remarks of the Chancellor, who expressed his determination that the full expensing measure will be a permanent intervention of this Government.
I thank my right hon. Friend the Member for North West Hampshire (Kit Malthouse), my parliamentary neighbour, for his constructive suggestions about the simplification of childcare. I also draw his attention to the fact that this Government have committed £492 million over this year and next to ease the supply for those who will provide our child support.
I also want to refer to the speech from my hon. Friend the Member for South Cambridgeshire (Anthony Browne), who gave us a helpful contextualisation of the world economy and pointed out the fact that, contrary to what we heard in many Opposition speeches, since the Conservatives came to power in 2010 we have grown more than major countries such as France, Italy or Japan, and about the same as Europe’s largest economy, Germany. We have halved unemployment, cut inequality and reduced the number of workless households by 1 million. I also want to refer to my hon. Friend’s remarks on the pensions intervention. That was called for by many in the medical profession over many months, but our pension reforms benefit other experienced key workers as well as doctors, including headteachers, police chiefs, armed forces clinicians, senior armed forces personnel, air traffic controllers, prison governors, senior Government scientists, Government-employed vets and, yes, even senior people in the private sector who create jobs, sustaining growth across the economy.
I also thank my hon. Friend the Member for Harrogate and Knaresborough (Andrew Jones), who had a characteristically clear understanding of how economic challenges will be met. He also mentioned the support of his local brain surgeon. Many more people working in the NHS are realising that within two weeks they will be able to continue working, knowing that their pensions are safe.
I thank my hon. Friend the Member for Filton and Bradley Stoke (Jack Lopresti) for his remarks on defence expenditure. I suspect that there will never be enough money for him on defence, but he shows a clear understanding of the extra commitment the Chancellor has made in the Budget to invest in continuing to support our efforts in Ukraine.
There were many other worthwhile contributions from Members on both sides of the House, and I think it is important that we recognise that one of the major themes of this Budget was levelling up across the whole United Kingdom. I welcome the contribution from my hon. Friend the Member for Barrow and Furness (Simon Fell), who drew attention to the value of the announcements on nuclear, particularly Great British Nuclear, and the transformation that will bring to his economy and to the country as a whole.

Commons ChamberThe hon. Lady points to the fact that none of these schemes was perfect. She recognises implicitly that checks against data to verify people’s identity were necessary to ensure that they were suitable recipients of taxpayers’ funds. Unfortunately that meant that some were not able to secure the support that they sought. Where we can, we have moved forward and iterated these schemes, focusing and targeting them on the sectors of the economy that were most hit at different stages in this crisis, but I concede that unfortunately we were not able to help everyone, as we would have liked.
The Minister said that the Government were straining every sinew to get money out quickly, and nobody disagrees with that, but there must be retrospective due process to ensure that there was proper compliance. Defrauding the public purse can never be acceptable. One emergency loan for £4.7 million went to a firm founded just two days before it received the funds. How many other companies had only just been formed?
Unfortunately, I am sure that there are examples of people who conducted fraud; that is self-evident. I urge the hon. Gentleman to give as much information as he can to HMRC, so that these matters can be chased up. There was always a balancing act between speed of delivery and risk of fraud, and Government and Ministers’ decisions were made in the light of the best advice. It was not a perfect situation. However, we were urged to get that money out—not just by Labour but by the CBI, the Federation of Small Businesses and numerous other organisations—and we responded. I think that was generally acknowledged, and it certainly was by the shadow Chancellor at the time.
