Commons ChamberI certainly will. The Government remain absolutely committed to that. There is more to do but progress has been made since 2017. The number of disabled people in employment has increased by 850,000, and the disability employment gap has closed by about five percentage points since 2013.
I suppose, looking at it favourably, at least the long-promised strategy is now published, but the failure to co-produce the strategy with disabled people or disabled people’s organisations is unfortunate. What does the Minister say to people with disabilities and their organisations who have been left disappointed at what they call a “tokenistic” strategy?
The exercise leading up to the publication of that strategy was one of the biggest listening exercises ever undertaken with disabled people by Government. I am proud of it and proud of the result that has been published. It is my personal priority to implement it and to continue listening to disabled people and disabled people’s organisations. Indeed, there is a commitment, and several others through the strategy, to do more of precisely that.

Commons ChamberThe hon. Lady picks up on a very important point. We intend to do this properly. We are making sure that there is the right provision of training in polling stations, as she has already acknowledged, and with that, the right provision of communication to help voters be aware of this very reasonable and proportionate new requirement. All that is detailed in the documents that we put before the House this week. I look forward to debates on this subject, because we are being very honest and straightforward in our approach. We have put the documents there, we have done the research, we have done the pilots, we have done the modelling, we have done the evaluation and we have done the equality impact assessment. All that together will show how this policy is the right thing to do, and the elections integrity Bill protects our democracy, keeping it secure, modern, fair and transparent, as we would all expect it to be.

Commons ChamberThe list of ministerial responsibilities document was last updated in October. It is taking longer than usual to compile a new document, and that is in part because Ministers have been focused on responding to the challenges of covid-19. An update will be published when possible.
I am grateful to the Minister for that update, but of course it is not just the booklet; the responsibilities of individual Cabinet Office Ministers have not been available on the gov.uk website, so perhaps that could be updated too. The Cabinet Office has been particularly resistant to transparency and slow to share information in recent times. It is one of the worst performing Departments in responding to freedom of information requests, despite being responsible for FOI policy. In 2019, the Cabinet Office was the Department that was referred the most to the Information Commissioner’s Office. What is the Minister doing about this?
I hope it is the case that Cabinet Office Ministers—the team here today—have accounted for ourselves and our responsibilities adequately. I know that my right hon. Friend the Chancellor of the Duchy of Lancaster and I, and all the Ministers, look forward to coming here to do exactly that, and ensuring that all our correspondence, parliamentary questions and all sorts of other things are properly answered. I hope that hon. and right hon. Members can use the contact details that are already available and those that have been updated during covid to ensure that Parliament can rightly get the information that it requires from our Department.
On the particular issue that the hon. Gentleman refers to on transparency and freedom of information, of course the Cabinet Office proudly leads the way in assisting the rest of Government in our duties under the Freedom of Information Act 2000 and other proactive transparency measures that we have put in place over the years to ensure that citizens can get the information that they need and deserve. We intend to continue leading the way, and we think it is very important to do so.

Commons ChamberI have great respect for the right hon. Gentleman, having served alongside him on some of these matters in the previous Government. I want to say to Ministers through my remarks in the House today, in addition to whatever I may say to them privately, that we ought to return to this matter in the House. Some very important issues have been raised in the debate and I hope my remarks serve to show that there is cross-party consensus on the need to involve young people in our democracy. I am sure the Front-Bench team are listening very carefully to that.
I am listening carefully to the hon. Lady and have a large degree of sympathy with her argument. Given how important the EU referendum is—the issue has defined the Conservative party’s political agenda for at least the past 15 to 20 years—does she not realise that giving the vote to 16 and 17-year-olds would allow them to take charge of their own destiny, because the EU treaty rights will be theirs as well as hers?
The hon. Gentleman is right that this is an important matter for the Conservative party, and I think that he would be forced to concede that its absence from his party’s agenda has also been a defining matter for it. I repeat that I am delighted that we are in a position to have this historic referendum, which is wanted by many of my constituents and others. Indeed, during the election campaign, I could barely find one constituent who could comprehend the idea of not having the referendum.
Let me go to the heart of the technical point that the Committee is considering. Clause 2(1) gains its legitimacy from the parliamentary franchise. Any change that we might want to make should be made at the source. If the legitimacy of holding a referendum derives from a franchise, we ought to change that franchise if we think that is the right thing to do, rather than do so on an ad hoc basis.

Commons ChamberThere are various categories of eligibility depending on the status of the country in question—for example, the rules that relate to Commonwealth voters who are resident in this country. I would be happy to take a further look into that question in the light of any changes that my right hon. Friend might be referring to.
Does the Minister have any concern that a number of local authorities are cutting the money that is dedicated to electoral registration? If so, what is she going to do about it?
The hon. Gentleman will have been eagle-eyed and read my written ministerial statement last week announcing £4.2 million to deal with exactly that.
