As the right hon. Gentleman knows, we have been working hard with Transport for the North to improve the performance of Northern Rail. As he will also know, the Mersey Gateway bridge and its infrastructure were done in collaboration with Halton Borough Council to enable a substantial additional facility to be put in place for the north-west.

T8. On Saturday, some 15,000 people had a great day at the midlands grand national in Uttoxeter, bringing much-needed revenue and jobs into my constituency. However, had it taken place on Sunday, racegoers would not have been able to get to Uttoxeter until 2.53 pm. I am delighted that the Minister has listened to my long-running campaign and agreed to bring forward signalling on Sundays in 2021, but that is not soon enough. Will he agree to meet me, and perhaps bring along his cheque book, so we can sort this out for my constituents?

I thank my hon. Friend for that question. Through the next east midlands franchise, passenger services on the Derby to Crewe corridor will benefit from increased capacity, which means that trains will operate with at least one extra carriage to help satisfy local demand. This will be supplemented by additional early and late services, and improved Sunday services. The bids for the next east midlands franchise are currently being considered. Ministers just do not see those bids during that stage of the process, but as soon as there is news, I will share it with him. Of course, we will be delighted to meet him, as I always am. I cannot promise to bring my cheque book just at the moment, but I look forward to discussing the issue further with him.

The hon. Gentleman makes an important point, and I hope that the Minister will take the opportunity to discuss it with his Treasury colleagues. I met the Chancellor recently, and I know that he is keen to hear representations from people who share my view that the current system is not fair.

I congratulate the hon. Gentleman on securing the debate. He is making some important points. As a midlander, I class my constituency as being northern. I will give the hon. Gentleman some hope: we were able to secure more than £50 million of funding in my constituency to improve the A50. The Government put that money up and it is making a real difference. He is absolutely right about engaging with the Government and the Treasury. I am the proof of the pudding that the Government want to improve infrastructure in the north.

I am grateful to the hon. Gentleman for that. I hope other hon. Members take it as their cue to make similar representations on projects for which they seek funding, and I hope that the Government will give them the same support that they have given the hon. Gentleman.

I will make one final point on the importance of devolution. There is little point in giving regions the funding if we do not have the robust frameworks through which to decide where best to spend those resources. I know that my Yorkshire neighbour, the hon. Member for Thirsk and Malton (Kevin Hollinrake), gives a huge amount of consideration to that. He knows, as I do, that there is great potential in Yorkshire. The Great Yorkshire Way shows the power that investment can have in unlocking possibilities for businesses and communities across our region.

We also know that political leaders in the north are ready, as they have shown in recent weeks and months, to work constructively together and with stakeholders to make a real difference. We have seen great enthusiasm for devolution in Yorkshire; not everyone in this room is entirely convinced, but I am working on them.

Thank you, Mr—sorry, Sir David. My glasses need adjusting, and so does my memory.

I applaud the hon. Member for Stoke-on-Trent South (Jack Brereton), particularly for his focus on once-functional railway stations in his constituency and for his call for light rail to go alongside bus improvements in his city, which lies next to my constituency in north Staffordshire. I will focus on something different: train operator Midlands Connect’s proposal to improve east-west and west-east rail services. That is important in itself, but the march of HS2 makes it crucial.

I was the first MP through the Lobby to vote against the HS2 extension from Birmingham to Crewe. It was largely symbolic, I admit, but there were two important reasons for it. First, at that stage the HS2 proposals largely bypassed Stoke-on-Trent. Without improvements, the lessons from overseas, not least from France, are hardly encouraging for areas bypassed by high-speed rail. Secondly, although we need more capacity, the driving motivation behind HS2 seems so often to have been for people to get out of London and back into it more quickly from north to south. Connectivity in Liverpool, Greater Manchester, Bradford, Leeds and across the north-west is frankly woeful, and it very much deserves the priority that it is now being given under the working title of HS3.

Newcastle-under-Lyme is one of the biggest towns in the UK—perhaps the biggest—whose centre is not served by a railway station. In most advanced economies in Europe, that would be not only an anomaly but totally unacceptable. My Conservative opponent in the 2017 general election, with whom I get on very well, placed a new mainline railway station for Newcastle at the heart of his campaign; I do not know whether he knew this, but across the patch it earned him the nickname of “Choo Choo”. It is an admirable ambition, and I would certainly love a new light railway station to restore Newcastle to its former glory, but I do not usually put “Dear Santa” requests at the heart of electioneering, either in times of austerity or otherwise, which is why I have never called for the Government to step in and build Newcastle a new castle. A realistic and proper priority is to vastly improve rail links between Crewe, Stoke and Derby and beyond, not least with HS2 on the horizon.

Anyone who has taken the slow, crawling bone-shaker of a ride from Stoke to Crewe well knows what I mean. It is a joke—but it is no joke. It takes up to half an hour to travel the 15 miles to Crewe and another 50 minutes or more to traverse the 35 miles to Derby. That is an hour and 20 minutes, if you are lucky, to travel 50 miles in this day and age—practically what it takes to get from Stoke to London.

As for the quality, I must admit that I once missed that service, despite arriving well in time. I remember it only too well: it was St George’s day 2015, not long before the general election, and I was going over to Derby. I sat innocently sipping coffee in the newish gourmet café at Stoke station, forgetting that the one-carriage service cannot be seen through the windows. I watched it slowly sliding out of the station without me as I wiped the froth of my cappuccino away. I was tempted to chase it to nearby Blythe Bridge station, but slow as the train is, there would have been no chance of making it through the peak-hour traffic jams of Stoke-on-Trent to catch it.

That brings me to my next point, which Midlands Connect’s scheme highlights. Improvement to rail services in north Staffordshire must go hand in hand with road improvements, not least in relation to HS2. Years ago, we had one great road improvement: the A50. I remember interviewing Stan Clarke, the local and legendary chair of St Modwen Properties, for The Observer 20 years ago in his boardroom at Uttoxeter racecourse. I asked him what the proudest achievement in his life was, and the answer came as rather a surprise: it was driving the A50 from the M1 to Stoke, because it made the land that he had gathered around JCB much more valuable. It certainly improved the journey, but it is now time for rail improvement in our area and on the other side of the city to go hand in hand with improvements to the roads.

I am sure that the hon. Gentleman will therefore join me in congratulating the Government on the £50 million-plus that they have invested in road improvements on the A50 in Uttoxeter, which will make a big difference to all our constituents.

I will congratulate any Government on any improvements in our area, but they must go much, much further.

Like many of my constituents in Newcastle, I live pretty much halfway between Stoke and Crewe. Driving at peak times to Crewe—where the new HS2 station will be, with more frequent services and with services to Manchester as well as London—means hitting huge jams around junction 16 of the M6. If the Government are to make the huge investment in HS2 work for our area rather than against it, it will demand sensible investment in other road and rail projects in north Staffordshire.

I congratulate the hon. Member for Stoke-on-Trent South on securing this debate and I commend Midlands Connect for its plans to upgrade services. I urge the Minister and the Government not just to listen, but to act and invest.

It is an absolute pleasure to speak under your chairmanship today, Sir David. It is also wonderful to welcome the Minister back to the Department. It is particularly good for me that the hon. Member for Stoke-on-Trent North (Ruth Smeeth) talked about the Government’s record in investing in infrastructure. As I alluded to earlier, in my tenure as the Member of Parliament for Burton I have seen more than £50 million of Government investment in the A50 upgrade. I was also lucky enough to receive some £6.1 million from the Minister. When I went to him with a proposal to upgrade St Peter’s bridge in Burton, he listened carefully and considered the case that I put to him. He got out his pen and wrote a cheque for £6.1 million, which has made a huge difference to St Peter’s bridge and helps with traffic flow in and around the town.

Although I am the MP for the constituency of Burton, I represent both Burton and Uttoxeter, or, as the locals call it, Utcheter, and I rise today to speak about the problems of transport in Uttoxeter. The hon. Member for Stoke-on-Trent North mentioned Uttoxeter racecourse. Uttoxeter is famous for many things. It is the birthplace of Dr Samuel Johnson and those mighty yellow diggers, JCB. It is also the home of Uttoxeter racecourse, one of the country’s finest. As the hon. Member for Newcastle-under-Lyme (Paul Farrelly) said, it was formerly owned by Sir Stan Clarke. It provides a huge boost for the local economy in Uttoxeter. On midlands grand national days—if you ever fancy coming, Sir David, I would be delighted to host you—some 16,000 people descend on Uttoxeter to enjoy the fabulous hospitality provided by David MacDonald, who runs Uttoxeter racecourse, and his brilliant and dedicated team. With recent investment, the racecourse is going from strength to strength. We have regular meetings on Sundays that start at 1 o’clock. Racegoers are keen to attend the races, have a flutter and enjoy the day. With thousands of people wanting to attend, one would think they would be able to hop on a train and arrive at the handily located train station right next door to the racecourse: a 30-second walk. However, the first train to Uttoxeter on a Sunday is at 2.30, which means racegoers have already missed at least an hour and a half of good betting. That causes the racecourse great concern and racegoers great frustration.

I have been campaigning for some considerable time for improvements in the service. The problems with the single-carriage train that rattles along have already been discussed. Clearly, there is no way that that service adequately serves the numbers of people that want to come to Uttoxeter to enjoy our hospitality. When the earliest train to Stoke from Uttoxeter on a Sunday is the 15.03 and to Derby the 14.54, it is simply not sufficient. I have been banging that drum for some time and I had some good news. I am pleased to relay it to colleagues, who will be interested.

I wrote for the 20th or 30th time to the Minister’s predecessor and he wrote back in the summer to say that

“there will be an extra carriage (or carriages) operating on the route. This will be supplemented by additional early and late services and improved Sunday services.”

I was cock-a-hoop that the campaigning had led to a promise of increased services on a Sunday, so I wrote back to the Minister to see if I could winkle out a little more detail, and he wrote back:

“To clarify the position on Sunday services on the Crewe-Derby line, we have specified that an early morning Sunday service is to start from 2021.”

That is wonderful. Rather than, as we had hoped, modernised signalling facilities, what is being proposed is extra signalling staff to change the signals manually. That solution is very welcome. It will mean that my racegoers in Uttoxeter will be able to get there in plenty of time, perhaps to have a pint or two of Marston’s Pedigree, which is served at the racecourse, and enjoy the facilities. It will improve the service for residents in Stoke and Derby, too. Never completely satisfied, however, I have a question for the Minister: I am really pleased that the service is to be improved and that we shall benefit from that, but why wait until 2021? I urge the Minister to do as he did for me previously and get out his chequebook, and see whether he can bring the date forward a couple of years. Let us have a date of 2019 rather than 2021. If that happens, the Minister can come on the first service on a race day, and have a flutter with me. I will even give him a fiver for a bet.

I have met all three people who are bidding for the new franchise and have made the case for improved services. I think that if the Minister casts his beady eye over the bids and measures them against the requests that I have made for improvements in carriages, quality and punctuality, we can have an improved service. I know, given the rigour and commitment that he brings to his role, he will do that.

I have one further question before I conclude. It concerns the other of the two towns that I represent—Burton—and I want to talk about the station, maintained by East Midlands Trains. When I showed the former Under-Secretary, my hon. Friend the Member for Blackpool North and Cleveleys (Paul Maynard), a picture of Burton train station he said it was the ugliest train station he had ever seen. He was being quite polite. It is hideous—an eyesore. The Prince of Wales would, I think, call it a carbuncle. It is important that the station, which is the gateway to Burton—and Burton is the gateway to the national forest—should be improved rapidly. We need to improve its aesthetics and quality. I am pleased to say that East Staffordshire Borough Council and Staffordshire County Council are committed to trying to improve the quality of the station, but we need a helping hand. May I ask the Minister whether he would be prepared to come to see for himself the wreckage that is Burton train station? Perhaps together we can put on a bit of pressure to make sure that Burton has the pretty and attractive train station it deserves.

Let me repeat what I said earlier. If a pub is listed as an asset of community value, the owner will be required to obtain planning permission for either a change of use or its demolition. The owner of the pub in my constituency demolished it in order to build flats, but, at the time, planning permission was not required. Our new clause will provide the full protection of planning law, similar to the protection of other assets that are currently sui generis in the planning system. My hon. Friend looks puzzled, but I think that that is clear enough. The new clause will give the full protection for which campaigners are calling to listed assets of community value, but will not offer it to the whole community of pubs throughout the country.

I thank the Minister for this morning’s ministerial statement. Does he agree that, while his proposal will protect pubs that communities really care about, new clause 16, although well intended, could cause pubs that no longer had the support of their community and were no longer financially viable to be boarded up, perhaps vandalised, and to be local eyesores for many months as a result of pointless bureaucracy?

The hon. Gentleman has a long and proud record of campaigning on behalf of pubs, and I am encouraged by what he says. I agree that new clause 16 would have those adverse consequences, as well as being flawed in other ways. It would have a detrimental effect on high streets and communities.

I shall be as quick as possible, Madam Deputy Speaker. I had a conversation with the Minister of State, Department for Transport, the right hon. Member for South Holland and The Deepings (Mr Hayes), and I must thank him for his collaborative way of working, and his attempt to find a solution and get through to the Department for Communities and Local Government—alas, he failed. The Under-Secretary of State for Communities and Local Government, my hon. Friend the Member for Bristol West (Stephen Williams) rather gave the game away when he said that what is being proposed is not a concession but something the Government were discussing and planning to do in any case. So this has nothing to do with a concession for today; the House needs to be clear on that. One serious point is that DCLG civil servants told the Campaign for Real Ale that the change that has been proposed—not a concession, as we know—would need primary legislation and could not be done through secondary legislation. There is a concern as to whether it could even happen.

New clause 16 is a much better solution. It is not partial and the Government’s solution would cost more, involve much more bureaucracy, take much longer and be considerably less effective. None of us wants red tape, but if hon. Members think red tape is acceptable for nightclubs, theatres and laundrettes, not supporting new clause 16 sends a clear message that not only do they not support local pubs, but they do not think local people should have a say. If hon. Members support pubs and support local democracy, they should vote for new clause 16, and if they do not, they should vote against.

I shall take a minute to tell hon. Members that we all need to see pubs protected and to see them thrive. What the Minister has done today is to say that if 21 people in a community want to protect their pub, they can do so and they can afford it protection under the planning laws. If a pub cannot get 21 people to support it, it is not financially viable. There is no need to have extra red tape and regulation as proposed in new clause 16. The Minister has, simply and succinctly, put the power back in the hands of pub goers, pub lovers and beer drinkers, and I commend him for doing so.

My plea to the Minister is to consider issuing new guidance that will put an obligation on commercial buildings to have zero-carbon or low-carbon emissions. In my constituency, it is possible to have 3.5 million square feet of rail freight interchange, and not one single green initiative is necessary. We are considering such an obligation for homes, and we should be considering it for commercial premises too. Will the Minister please issue some guidance to be used during the planning process?

I am well aware of my hon. Friend’s aspiration to reopen Corsham station, which closed in 1962, even before the Beeching cuts. We are reopening 45 miles of the Oxford to Bedford line, and I believe that the long-term aspiration is to extend it to Peterborough, which would possibly include reopening Corsham station. However, when it comes to aspirations, I think we are looking at the next decade.

In the coming years, passengers will see significant increases in the amount of rolling stock on the railways, thanks to the Government’s investment. More than 3,100 new carriages will be in service by the end of 2019, including new rolling stock serving the Thameslink commuter routes north and south of London, new Crossrail trains from Reading through London to Essex and Kent, and new intercity express programme trains serving the east coast, Wales and the south-west.

I congratulate the Secretary of State on the biggest investment in our railways since the Victorian era, but may I beg him to spend just a little of that money on some new rolling stock for the Derby to Crewe line? People are currently unable to get on to trains to travel to Uttoxeter race course before the race meetings start, and we are seeing crowds struggling to get on to trains after the meetings have finished. Just a little of that money would be welcome in Uttoxeter.

I think that Germany wins 26% of the time when it bids, and we win about 14%. However, I am not sure that those statistics work when we are talking about major infrastructure projects that are of huge overall significance, rather than about some of the smaller ones. Frankly, across the EU as a whole, we are a hugely advanced economy, with all the high skills and the value added. Therefore, we expect the UK to be able to do things that other economies cannot yet do, and to be winning contracts. The key point is that thousands and thousands of jobs are at stake. We are risking those jobs by playing by the rules, but it seems that the Germans, French and others are not.

Let us consider the Eurotunnel procurement. That contract was awarded not to Alstom of France, but to Siemens of Germany, which must be doing something right. The French went mad and had a judicial review to try to challenge that contract, because they were so surprised that it had not been awarded to one of their domestic companies. We have to send out the message that we want to encourage our UK train-building industry, which is of huge value to us, and we want the Government to support it.

Perhaps we need to consider again how we go about procuring these train-building contracts. For many years, Bombardier has questioned how sensible it is to have a feast of contracts and then a famine. How does that enable it to be a sustainable, viable business? How does having to recruit and skill up to fulfil one contract and then lay people off and start again make a company cost-effective and ensure that we are getting the best price for our trains? How can Bombardier continually develop in the UK and improve its processes if it does not know from year to year whether it will have a viable manufacturing business in the UK?

Let us not set any hares running. We all hope that Bombardier will retain a strong manufacturing presence in the UK and that this will not be a fundamental threat. However, it is a significant contract, especially on the back of its not winning the intercity express programme contract. It would be helpful if the Government set out what other contracts they expect to award in the rest of this Parliament, and how significant their value may be. We know that Crossrail should be one contract. Many have raised the question whether the Government can now bring forward that Crossrail procurement in the hope that Bombardier can win it and try to protect jobs in the Derby area.

Some have suggested that the Crossrail contract is very closely linked to the Thameslink contract. The amount of cross-savings between the two might make it very hard for a company that does not have the Thameslink contract to deliver Crossrail competitively. Will the Minister confirm that that is not the case, and that it is open to the Government to award the Crossrail contract to a different provider?

I congratulate my hon. Friend on securing the debate. Bombardier is a major employer in my constituency, too. He has discussed the success of Bombardier and its ability to win contracts. Is he aware of the statistics that show that of 14 contracts that Bombardier bid for that were not related to the Department for Transport, it won 11, yet of all of the contracts it has bid for with the Department for Transport, it has won not a single one?

I am grateful for my hon. Friend’s intervention. Had he been here from the start, he would have heard me quote those very same statistics. His point is valid, however, and he reiterates the question whether the Department for Transport is handling those procurements in the most effective manner.

I conclude by asking the Minister some questions about future procurement processes. Do the Government think that there is a need for improvement? Should the Department for Transport be handling them? Will the Department guarantee that the socio-economic benefits will be given some weighting in that process? Can the contracts be structured so that UK manufacturing industry has a chance of a sustainable, viable future? Can we look to structure those contracts in a way that gets trains built, and not look for the biggest bank we can find to underwrite 30 years’ worth of financing?

No one should doubt that the train-building industry is of great importance to the Derby area and the UK economy as a whole. We have a proud heritage of train building. We can and should have an exciting future of train building. I urge the Government to do their bit to ensure that that is what we get.
