What is the Secretary of State’s view of the worrying trend of increased cardiac-related deaths in the UK and around the world since 2021, which correlates closely with the roll-out of the experimental mRNA vaccines?

It is always important to follow the science. That is why, at the G20, Health Ministers agreed to look at the various research being done in multiple countries, particularly on long covid but also on the lessons from that period, to ensure that research from that period is shared internationally so we can learn best practice from other countries as well as within the NHS.

The Secretary of State told the House that the NHS was put under pressure with a spike in influenza cases in December. Will he say where he thinks that influenza virus has been hiding for two and a half years?

[Steve Barclay]

I do not think it has been hiding. Flu seasons are not uncommon in the NHS and come round on a periodic basis, and that is why we anticipated it through the flu vaccine. On the hon. Gentleman’s wider point, it is also recognised that as a consequence of covid some resistance to flu may have been lowered, but we have had flu pressures on the NHS in past years.

We are working in partnership with the food industry—indeed, only yesterday I chaired a roundtable with industry representatives—and also working in partnership across the United Kingdom. We had representatives from the devolved Administrations there yesterday for what is a common purpose. We all want to see resilience, given the pressure on food prices, and we are working in partnership with industry representatives to take that strategy forward.

Will my right hon. Friend outline what steps his Department is taking to mitigate the effects of the war in Ukraine on world supplies of food?

One specific area is working with international partners as to how we get the grain out of Ukraine. There is a pressing timescale on that—a four-week window—so the matter is urgent. Indeed, when I met the US ambassador who has newly arrived in her post, that was one of the issues we discussed, as we do with other international partners.

A band C home in Coalville in my constituency has a higher council tax charge than a band H property in Westminster. The Chancellor, in his former position as a Minister in the Department for Housing, Communities and Local Government, told the House that the Leicestershire fairer funding model had a lot to commend it and would be used in consultation. Given that that was three years ago, will he look at an updated report by Leicestershire County Council entitled, “Putting right the years of wrong”?

Of course I would be happy to look at the report to which my hon. Friend refers. He knows that addressing future local authority resourcing is a matter for future spending reviews and the local government finance settlement. However, I would remind him that at the spending review 2020 we provided an estimated 4.6% cash increase in core spending to local authorities. That is on top of the largest real-terms increase in their core spending at the spending review 2019, and that is in addition to the about £11 billion of support that has been provided as part of the covid response.

I am glad that the hon. Lady asks that question, because it lets me say: first, we have a grace period until June 2021 to address that issue; and, secondly, the declaratory scheme that she advocates would increase the risk of exactly the issue to which she refers.

Does the Secretary of State agree that the fact that 3.5 million EU citizens see the best future for themselves and their families as to remain living and working in post-Brexit Britain is a huge endorsement of our post-Brexit prospects? I wish that that confidence was shared by hon. Members on both sides of the House.

I urge Members on both sides of the House to support Third Reading of the withdrawal agreement Bill because it safeguards the rights of the 3 million EU citizens here, as it does those of the 1 million or so UK citizens in Europe. The Bill guarantees the rights of those EU citizens because we value the contribution they make to our homes, communities and businesses.
