Commons ChamberIn my 1,900 square mile rural constituency I have regular interactions with farmers—probably far more than the hon. Lady has in her Edinburgh North and Leith constituency. I will turn to the comments by the former EFRA Secretary in due course, but we will hear no more from the SNP on what is in the best interests of Scotland’s farmers.
Our trade deals balance open and free trade with protections for our farmers. As I have said, I have immense respect for my right hon. Friend the former Secretary of State for EFRA. I listened intently to his concerns about the trade deals, but I have to take issue with him and defend officials in the Department for International Trade, all of whom, without exception, are dedicated to bettering the trading relationships for this country. They all, without exception, have this country’s best interests at heart and are working day and night for this country.
I also point out that Australian and New Zealand beef and lamb suppliers are already working hard to satisfy demand from the booming Asia-Pacific markets on their doorstep. New Zealand already has a significant volume of tariff-free access for lamb to the UK market, but used less than half that quota in 2020. None the less, our deals include a range of protections that collectively allow us to apply higher tariffs to protect UK farmers for up to 20 years.
The Minister is absolutely right that, at the moment, New Zealand uses only about half the tariff rate quota available to it. That being the case, why would it have been such a big deal to require an enduring TRQ of Australia and New Zealand that was generous but within a fixed envelope?
My right hon. Friend has an incredible amount of experience in this field. I would be happy to take up the issue with him outside the Chamber following the debate.
Our deals include a range of protections that allow us to apply higher tariffs to protect UK farmers, including tariff rate quotas for a number of sensitive agricultural products; specific additional protective measures for beef and lamb products, which will provide further tariff protections to our farmers; and a general bilateral safeguard mechanism that will allow the UK to increase tariffs or suspend their liberalisation for up to four years in the unlikely situation that the farming industry faces serious loss from increased agricultural imports. On top of all that, there is still the option of global safeguards under the WTO.
I will now turn to the points raised about environmental, animal welfare and food standards. I stress that we will never compromise on these critical protections—

Under the terms of the trade and co-operation agreement, I think that is unlikely. Vessels can enter one another’s exclusive economic zone and licences have been issued for that. Most of the remaining issues pertain to the six to 12-mile zone in English waters only, not Scottish waters. In my experience, vessels mostly know where they are, as they have pretty accurate chartplotter data.
I wish the Secretary of State and his officials well as they grapple with a fast-evolving and complicated situation. Does he agree that the mask slipped for the Scottish national party today? When it comes to a choice between working with us to stand up for the interests and rights of Scottish fishermen and scoring cheap political points, they choose cheap political points and pointing the finger every time.
All I can say is that the UK Government stand squarely behind the Scottish fishing industry and always have done. That is why we supported its wish to leave the common fisheries policy. We will always continue to support Scottish fishing interests.

Commons ChamberIt is very good to see my hon. Friend back in the Chamber after his illness. For 2021, the Government have secured fishing opportunities of around 628,000 tonnes of quota across all the annual negotiations—approximately 55,000 tonnes more than last year. The Government are now preparing for the next round of annual fisheries negotiations. We have held a series of briefings with stakeholders this month on the latest scientific recommendations, and we will be developing our negotiating mandate in the months ahead.
I thank my right hon. Friend for that answer. The decision not to come to an agreement with Norway was met with mixed reactions across the different sectors within the industry. While the pelagic sector is undoubtedly doing well out of our new status, there have been challenges for the demersal sector. So can my right hon. Friend give a commitment that the Government are determined to deliver honesty of opportunity for all sectors in the industry—demersal as well as pelagic?
My hon. Friend is right. The pelagic sector in particular has benefited from the UK becoming an independent coastal state with more quota and less competition from Norway and the Faroe Islands, which have not had access to our waters this year. For 2021, the fleet received an increase of around 5,800 tonnes of mackerel compared with the year before. My hon. Friend is also right: we want to deliver for all sectors, which is why, in England, we have given a significant uplift to the inshore under-10 metre fleet with additional quota this year. It is also why, as I speak, we are in the final stages of negotiations on annual exchanges with the EU that will help the white fish sector.
I am regularly contacted by students in schools around the country on this great challenge. We have made some very important steps forward with the ban on some single-use plastics, and we intend to go further with such bans, and the levy on single-use carrier bags. We have, in our flagship Environment Bill, the proposal for extended producer responsibility, which will make the people who manufacture goods and use the packaging responsible for its recycling at the end of its life. That will be a significant change that will help reduce the use of plastics.
The UK Government work very closely with ICES. Indeed, our chief fisheries scientist at the Centre for Environment, Fisheries and Aquaculture Science is the deputy president of ICES. ICES regularly receives submissions from CEFAS, and where we believe its methodology is incorrect, wrong or missing certain things, it is often our scientists in CEFAS who help to update that information. Of course, when we set quotas annually and set our position on that, we take into account a range of factors—principally the ICES advice, but other factors as well.

Commons ChamberI understand the point the hon. Gentleman was making. It is important to note that we had a smaller zoo fund to support small zoos, which was announced earlier. This fund is for the very large zoos, and many of them do have large reserves. It is right that we expect them to use those reserves before they come to us, but they can apply for the fund before those reserves run out, and we have increased it from six weeks to 12 weeks.
There has been a problem for some years in the fact that the levy is collected at the point of slaughter, and Scottish farmers have raised with us a concern that animals crossing the border meant they did not capture all of the levy. We have now put in place the powers to address that, which is indeed very good news for our Scottish farmers.

Commons ChamberWe have already made many changes to give additional quota to the small under-10 metre fleet in particular. We permanently realigned some unused quota in 2012, and since the introduction of the discard ban, the annual quota uplift has been top-sliced and additional quota given to the under-10 metre sector each and every year.
We strongly disagree with the position set out in that European Parliament report, and I can confirm that we will become an independent coastal state at the end of the transition period.
