I thank the hon. Gentleman for his question. The Government take the potential of hydrogen incredibly seriously and we are very positive about the benefits that hydrogen will bring to this country as we move towards a clean, green, renewable future. That is why we are working with BP, Equinor, Scottish Power, Octopus, RES and research institutions across the country to maximise the potential for hydrogen.

Actually, we increased the living wage across the whole of the UK by £1,000, we made sure that people on universal credit got their tax bills cut by £1,000, and over the last couple of weeks we have cut national insurance contributions by an average of £330. It was because of the Union that we were able to support families up and down the country, in Scotland, with the furlough and other payments, to the tune of £408 billion.

May I thank my right hon. Friend for his commitment to Scotland and the entire United Kingdom over his years in Downing Street? I also thank him and my right hon. Friend the Secretary of State for Scotland for improving and increasing the visibility and involvement of the UK Government in Scotland over the past three years. Does my right hon. Friend the Prime Minister agree that whoever takes his job, and whatever comes next, the United Kingdom will always be stronger together than it ever would be apart?

Will my right hon. Friend confirm that as a result of this announcement today, the Scottish national health service will receive billions of extra pounds in funding? Does he share my astonishment—and, I am sure, the astonishment of the people of Scotland—at the remarkable reaction of the SNP today? It seems that because the SNP has not asked for it, it does not want Scotland’s NHS to get this extra funding.

That was brilliantly and succinctly put. Does the SNP want the money or not? Do the people of Scotland want investment in their healthcare and social care or not? There is more money coming for Scotland; let us hope that the SNP spends it wisely.

The right hon. Gentleman is completely wrong, and he should look at the Bill when it comes forward, because we want to protect the green belt. We want to protect our wonderful open spaces. This is a Government who understand the value of the countryside and rural Britain, but we also think that young people have been deprived for too long of the ability to get on to the housing ladder. That is not just in the south-east, but across the country, and that is why we are bringing forward sensible reforms to allow brownfield sites to go ahead.

Two weeks ago, in giving the Scottish Conservatives their highest ever number of votes in the era of devolution, the Scottish people decided that Scotland would remain at the heart of this newly reinvigorated global Britain. With that in mind, will the Prime Minister accept my invitation to Stonehaven in my constituency to come and plant one of the 120 cherry blossom trees donated by the Sakura Cherry Tree Project to celebrate the deep and growing links between our country and that other great trading nation, Japan?

I am afraid I disagree profoundly with the implication of what the hon. Lady is saying—and indeed with what her constituent Lyndon is, by implication, asking—because this Government continue to give massive support through the Barnett formula and elsewhere. I think through Barnett alone it is £2.4 billion, and there is now more coming through the levelling-up fund and other means. It is thanks to the UK Government that the furlough scheme has supported 3,400 jobs in her constituency alone. That is one of the advantages of the United Kingdom.

  Only this week, the Government once again demonstrated their commitment to energy industry jobs in the north-east of Scotland as a whole, with over £30 million committed to creating a green energy transition zone and a global underwater hub. Will my right hon. Friend therefore go further in supporting this most vital industry? It is vital to developing the energy technologies of the future—based, he will agree, in the greatest part of the country—and transitioning to net zero with the long-awaited energy transition deal, which will help to transform the oil capital of Europe into the green energy centre of the world.

I think that most people in this House would agree that the Joint Committee on Vaccination and Immunisation was right in its prioritisation of those who are most vulnerable, and that our ambition in the vaccine roll-out programme should be to vaccinate first those who are most at risk of serious disease and death; that is the right approach.

I welcome my right hon. Friend’s statement this afternoon and very much hope that it is matched by the First Minister’s statement to the Scottish Parliament tomorrow, because it is better for business—not least the tourism and hospitality sector—that the whole country moves at the same pace. In that vein, does the Prime Minister agree that the incredible success, pace and take-up of the vaccine just shows what this country can achieve when we do it together?

My hon. Friend is completely right. It has been a stunning example of the whole of the UK working together to roll out a programme that has been absolutely vital for our whole country. Co-operation with the devolved Administrations has been terrific on this, but it is something that could not have been achieved without the UK working together.

I hear my hon. Friend, and I understand the point that he makes. Alas, as I said earlier, micro control of this virus is very difficult without restricting people’s freedom of movement in such a way as to be very difficult for people in Yorkshire.

It was very welcome to hear the First Minister of Scotland confirm earlier that the three-tier system being unveiled in Scotland in a few weeks will closely align with the one for the rest of the United Kingdom, as consistency of messaging is key to saving lives. With that in mind, will the Prime Minister confirm that a four nation, whole-UK approach remains at the heart of what the Government are trying to achieve in combating coronavirus?

  I couldn’t possibly, Mr Speaker—not in present company. It is interesting that the leader of the Scottish National party went on jobs, given that on this side of the House, we voted this week and last to protect 500,000 jobs by enshrining Scotland’s most important market—our internal UK market—in statute. Why does my right hon. Friend think the SNP did not support that Bill?

I have absolutely no idea. It is totally baffling, because it is a Bill that underpins a massive transfer of powers back to Scotland from Brussels. About 70 powers and prerogatives go back to Scotland, which SNP Members would throw away again, as they would throw away again the entire beautiful, glistening haul of Scotland’s spectacular marine wealth by handing Scotland’s fisheries straight back to Brussels. That is what they want to do.

This morning, I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

Three weeks ago today, the community in my constituency of West Aberdeenshire and Kincardine, and indeed I think the entire country, was rocked by the events on the railway line just south of Stonehaven: the tragic events in which three men—Brett McCullough, Chris Stuchbury and Donald Dinnie—tragically lost their lives. I am sure my right hon. Friend and indeed the whole House will join me in sending our deepest condolences to the family and friends of those three men today, as well as our thanks and heartfelt gratitude to the incredible men and women of our emergency services and multiple agencies who worked in incredibly difficult conditions to help the survivors from that incident.

The interim report is on the desk of the Transport Secretary as we speak, and I know that the full report will take time to run its course, as is only right, but what assurances can my right hon. Friend give my constituents that the serious questions that they have will be answered, that any recommendations will be implemented and that the Government will do everything they can to prevent an accident like this from ever happening again?

I thank my hon. Friend, and I know the whole House will want to join me in sending our condolences to the family and friends of Brett McCullough, Donald Dinnie and Christopher Stuchbury. I would like to join my hon. Friend in paying tribute to the extraordinary work of the emergency services and the public for the bravery that they showed. Britain’s railways are among the safest in Europe, partly because we take accidents like this so seriously, and therefore we must ensure that we learn the lessons of this tragic event to make sure that no such incident recurs in the future.

Let me repeat and remind the House that, overall, the package represents a £600 billion package of investment in the UK economy. The best single thing we can do is get our economy back to health by getting our people back into work and getting the virus defeated and under control, and the best thing that the Opposition could do is stop equivocating—doing one thing one week and one thing another week—and decide that they emphatically support ending the lockdown and emphatically support kids being back in school rather than being bossed around by the unions. We are the builders; they are the blockers. We are the doers; they are the ditherers. We are going to get on with it and take this country forward.

Does my right hon. Friend not share my anger and the frustration of the Scottish tourist sector that, just as it is getting back on its feet, it is having the legs pulled out from under it by deeply irresponsible, damaging and divisive talk of arbitrary border closures and the quarantining of visitors from across the rest of the United Kingdom?

I must say I find the suggestion absolutely astonishing and shameful. There have been no discussions with the Scottish Administration about that, but I point out to my hon. Friend what he knows very well: there is no such thing as a border between England and Scotland.

Yes. By the way, I forgot to thank the right hon. Gentleman and other colleagues for their kind words about Wilfred. I want to thank him for that; I forgot to say that, and I will be marked down if I don’t. So thank you. Listen, I share the right hon. Gentleman’s aims. We will do our level best to make sure that the outlines of this attract the widest possible consensus; I think that they can and ought to. I am delighted by his call for a prohibition on “political arguments about the constitution” and I think that would be warmly welcomed across this country.

I add my welcome to the Prime Minister; it is great to see him back in his place. And I add my congratulations to him and Carrie on the birth of Wilfred. My right hon. Friend knows that the oil and gas industry is suffering from a perfect storm at present, buffeted by the global oil price crash and the lockdown. This is a moment of real danger for the industry, with the prospect of tens of thousands of job losses unless action is taken. Action and investment by this Government over the past decade have of course been welcome, but more action is needed now to protect jobs, to ensure energy security and to ensure a future for the industry, which is key to delivering net zero by 2050. Can my right hon. Friend promise to bring forward the oil and gas sector deal as soon as possible, and commit the UK Government to investing in a transition park in the north-east of Scotland, ensuring a future for thousands of workers?

I think the House should be clear that we do not wish in any way to deprive any part of the UK of the labour that it needs, and we have special provisions to ensure that Scotland is properly catered for. As I say, we have doubled the seasonal agricultural workers scheme. But we will respond in due course to the stipulations of the Migration Advisory Committee.

I know my right hon. Friend is very fond of the north-east of Scotland, having visited twice in the last year, so will he commit here today to delivering the long-awaited oil and gas sector deal so that we can work with that industry as it transitions to net zero and make Aberdeen and Aberdeenshire not just the oil and gas capital of Europe, but the energy capital of the world?

Yes. Not only that, but we can do it in such a way as to continue this country’s reduction in hydrocarbon emissions.
