That is absolutely the case. We have seen what Daesh has done to other Muslims. We have seen the torture and the persecution. We have seen people being thrown off buildings, women being subjected to sexual slavery, and the sponsoring of bombs in Ankara and in Beirut, where Muslim upon Muslim has been butchered. Those are the arguments that we need to make to our British Muslim constituents who want to know that we are on the side of Islam as a peaceful religion, and that we are trying to get rid of this murderous death cult.

Two years ago I was opposed to military intervention in Syria, but in the light of the atrocities that took place in Paris last week—and particularly in the light of my right hon. Friend’s statement, the way in which he has dealt with the issue, and the compelling case that he has made—I will support the motion when it is put to the House. Does he agree, however, that this is about ISIL, because it represents a clear and present danger to our constituents?

As I have said before at this Dispatch Box, we are always happy to look at such suggestions, but we have to remember that we cannot declare safe zones without making them fully safe. To do that, we might have to take severe military action against Syrian air defences, aircraft, command and control systems, and all the rest of it. We might also need troops to make the zone safe. There are therefore real problems with these suggestions. I look at them and have discussed them with the Turks a huge amount. There is another danger that it is worth thinking about. There are 2 million Syrian refugees in Turkey. If they felt that a safe zone was being created to push them out of Turkey and into Syria, it might hasten their move into Europe. All those things have to be considered. At the end of the day, safe zones are only proxies for what really needs to happen, which is the destruction of ISIL and the political transition in Syria.

There is an assertion that at least one of the perpetrators of the Paris atrocity came into Europe in the guise of a refugee. Will my right hon. Friend give an assurance that as we welcome—I emphasise the word “welcome”—genuine refugees into our country, proper security checks will be carried out to ensure that ISIL supporters do not get in under the radar in a similar way?

My hon. Friend makes a good point and puts it in the right way. We must not confuse migration and terrorism, but we need to be clear that proper border controls and checks are necessary to make sure that the people who come to our country do not threaten us. That is one reason why we have never joined Schengen: we want to keep our own border controls. Taking Syrian refugees from the camps enables us to carry out the checks before they take off.

I have discussed this issue with the hon. Gentleman before, and I am sure we will meet and discuss it again. The Government can help the energy-intensive industries with their energy bills, and we have put £35 million towards that. We have also set out, in our infrastructure plan, the infrastructure needs of the country so that steel producers can plan how much needs to be produced. We will go on doing everything we can to support this vital industry.

Q13. The rail stations of Glossop and Hadfield in my constituency are the third and fifth busiest in Derbyshire. The constituents who use those stations have just been advised of a change in the available rolling stock. What can my right hon. Friend do to ensure that the successful bidders for the new franchise can continue to offer as good a service as is available now, and perhaps even better?

My hon. Friend is absolutely right to raise this matter. The whole point about the process for the new northern franchise is to see an improvement in services. We have already spoken about getting rid of the Pacer trains, which I know will be very popular in the north of England, and we will be adding an extra 1,500 services a day. We want to increase the morning peak capacity by one third and, as I said, see those outdated Pacer trains retired. That is a good programme and one we hope to secure through this franchise.

The point is that the Labour party has opposed every single change to welfare and housing benefit, and this afternoon Labour Members will vote in this house for an extra £2 billion of welfare spending—all that in the week when they are meant to be telling us how much they care about the deficit. It is completely incoherent, and that is why the British public will never trust the Labour party with the economy again.

Q14. The recent announcement about the building of the Glossop spur, and the consultation to extend the bypass around Tintwistle, has been widely welcomed across my constituency. There is, however, some scepticism about it actually happening, given that the previous Labour Government shelved their scheme in 2009. Will my right hon. Friend reassure me and my constituents that a future Conservative Government can be relied on to deliver that scheme?

I can certainly give my hon. Friend that assurance. I know that he has campaigned tirelessly to improve roads in his High Peak constituency, and the trans-Pennine routes are vital. We can give that assurance because we have a long-term economic plan that is delivering the economic growth that we need and seeing our deficit come down. Because we have made that success, we can commit to these road schemes.

I was out selling poppies in Glossop on Saturday and constituent after constituent came to me to express their outrage at this unacceptable demand for €2 billion. In fact, one constituent even likened the EU to Dick Turpin, the difference being that Dick Turpin had the decency to wear a mask. Does the Prime Minister agree that the view expressed to me by my High Peak constituents represents the view across the country that this bill is unacceptable?

I entirely understand the reaction of my hon. Friend’s constituents. It is exactly the reaction I found in my constituency at the weekend: people outraged that so much money could be asked for with so little time to pay it and with so little thought for the taxpayers who would be called on to do so.

All threats of violence in Northern Ireland are unacceptable and should be condemned on all sides. I am very clear about that. What I hope we can achieve in the coming weeks—it will take compromise and brave decisions on all sides—is to get the Haass talks process ongoing again, with commitments from the right hon. Gentleman’s party, as well as from the Ulster Unionist party and from Sinn Fein and the SDLP, to sit down and discuss these things so that we can make some progress. My fear is that if we do not make progress on these issues, we leave space open for extremists on all sides of the debate to start pushing their ideas, which would be deeply unhelpful for the future of Northern Ireland.

Q6. The long-term economic plan is working in my High Peak constituency. Unemployment is down a third in the past year. Summer approaches, and, as tourism supports so many jobs in the local economy, I am walking the boundary of my constituency to promote the area. I invite my right hon. Friend to consider joining me in August for part of the walk. As well as promoting High Peak, I will be raising money for High Peak Women’s Aid, which is a fantastic charity based in Glossop that operates across the whole of the High Peak.

I wish my hon. Friend well. He makes an enticing invitation. I am a big fan of the Peak district and what it has to offer and its very beautiful countryside. It is notable that in his constituency, the claimant count has fallen by 42% since the election, and the youth claimant count has come down by 39% in the past year. What we are seeing is an economic revival, and we need to stick to our plans to get the deficit down, help people with tax cuts, make it easier for firms to employ people, produce the schools and skills that we need and reform our welfare and immigration system. That is the plan that we will stick to, and it is the plan that is delivering for High Peak.

The right hon. Gentleman is shaking his head and saying it is not working. I am very happy to look at the arguments.

On the issue of PC Wallis, it was deeply shocking to see an e-mail that purported to be from someone who had witnessed an event, whom we are told is a member of the public but turns out to be a serving police officer. That was deeply troubling and deeply disturbing, so I am not saying that all is well. The vast majority of the British police service do a magnificent job. They put their lives on the line for us day after day and we should always recall that, but I am happy to look at proposals for how we can strengthen these arrangements.

Q4. Will the Prime Minister join me in congratulating the Street Crane Company in my constituency? May I invite him or the Chancellor to see how, with D2N2 local enterprise partnership money from the regional growth fund, it is embarking on the first phase of a £1.1 billion expansion programme, which will total £2.7 million and increase jobs by 20%? Its exports across the world demonstrate the power of British business and the fact that it, like this Government, has a long-term economic plan.

I am grateful to my hon. Friend for what he says. We have seen the regional growth fund produce some real economic success stories, and that is being combined with our long-time economic plan to encourage businesses to take on employees, to put in place the infrastructure and, as he says, to back exports in terms of Britain’s performance and get out there and sell to the world.

First of all, let me say once again that only the Labour party could call welfare reform a tax. A tax is when you earn money and the Government take away some of your money. This is a basic issue of fairness. There is not a spare room subsidy for people in private rented accommodation in receipt of housing benefit, so we should ask why there is a spare room subsidy for people living in council houses and getting housing benefit. It is a basic issue of fairness and this Government are putting it right.

Q4. Glossop Cartons in my constituency has just invested significantly in placing the world’s first order for the Euclid digital cutting and creasing machine. Tomorrow, Nestlé opens its brand new, state-of-the-art bottling plant for the famous Buxton water, also in my constituency. Does my right hon. Friend agree that those significant investments show that this Government are making Britain well equipped to win the global race?

My hon. Friend is absolutely right. We do see investment by large multinational companies, such as Nestlé, which now recognise that we have one of the most competitive tax systems anywhere in the world. KPMG recently reported that in just two years we have gone from having one of the least competitive corporate tax systems in the world, to having one of the most competitive. What has changed is the arrival of this Chancellor and this Government who have put right the mess made by the Labour party.

I completely understand how those families will feel, now that, through the disclosure of these documents, we have got as close to the truth as I think we ever will. We have to understand, however, that in a democratic country governed by the rule of law it is not politicians who order prosecutions or apologies from others. Everyone has to take their own responsibility, and prosecutions and decisions of that kind must be taken in the proper way.

I thank my right hon. Friend the Prime Minister and the Leader of the Opposition for their moving statements. On this day of truth, I am prouder than ever to be a Member of this House. Does the Prime Minister agree that the impact of this report will be felt not only in Liverpool but by Liverpool fans up and down the country? Many Liverpool fans in my constituency contacted me after the debate last October, and they too will see today as the first day of truth regarding the Hillsborough tragedy.

I hope that my hon. Friend is right that Liverpool fans the country over—the world over—will feel that way. As I have tried to explain, however, there is something else they need to feel, and that is not just that they have got to the truth but that the rest of the country now understands what this search for the truth was all about. That is so important in righting the wrongs of the past 23 years.

I know that people feel strongly about this, but we have a responsibility to deliver an affordable public sector pension system. We have rejected the idea of levelling down public sector pensions. What we will deliver on public sector pensions is a generous and fair offer that will give public sector pensioners, unlike others in our country, a defined benefit system. That is why Lord Hutton says that this is an incredibly generous offer. What a pity it is that the Labour party has left reality and will not back that view.

Q12. The Prime Minister will know that I recently held a small businesses event in my constituency, and many of the businesses that attended complained bitterly about the red tape and bureaucracy that they have to jump through to deal with public bodies. What message can he send to these businesses, as we look to them to help rebuild the economy, about getting rid of some of this obstructive bureaucratic nonsense?

My hon. Friend is absolutely right to raise this subject. It is why we have introduced the red tape challenge, so that all these rules are published on line and businesses and individuals can tell us which ones can be scrapped without harming public safety. At the same time, we have the one-in, one-out rule so that Ministers cannot introduce a new regulation until they have scrapped an existing one. This Government are determined to scrap unnecessary regulation and to help small businesses to employ more people in our country.

I am sure that the whole House will wish to join me in paying tribute to Private Matthew Thornton from 4th Battalion The Yorkshire Regiment, Lance Corporal Peter Eustace from 2nd Battalion The Rifles, Lieutenant David Boyce and Lance Corporal Richard Scanlon, both from The Queen’s Dragoon Guards, and Private Thomas Lake from 1st Battalion The Princess of Wales’s Royal Regiment. They were all courageous soldiers held in the highest regard by their comrades. We owe them a great debt of gratitude for their service and sacrifice and send our condolences to their families and friends.

I am sure that the whole House will also wish to join me in paying tribute to Alan Keen, who sadly died after a courageous battle with cancer. He was a popular constituency MP who served Feltham and Heston for nearly 20 years. Before entering politics, Alan was a scout for Middlesbrough football club and continued to be a great advocate for sport, not least through his chairmanship of the all-party parliamentary football group, which grew to be one of the largest in the House under his stewardship. We send our deepest sympathies to his wife, Ann, who is a friend to many here, and to his family and all his constituents. He will be missed by Members on both sides of the House.

This morning I had meetings with ministerial colleagues and others, and in addition to my duties in this House I shall have further such meetings later today.

I join the Prime Minister in paying tribute to our brave soldiers who this week gave their lives in service to our country. All our thoughts should go out to them and their families at this very difficult time. Similarly, I join the tribute paid to the late hon. Member for Feltham and Heston.

The mass strike proposed by the unions for this time next week will cause great upheaval for many of my constituents in High Peak. Does the Prime Minister agree that it is wholly irresponsible for the unions to bring their members out on strike based on such a small number of votes and when negotiations on pensions are still ongoing?

My hon. Friend makes a very important point. It really is irresponsible, when negotiations are ongoing, to cause strikes that will lead to the closure of most of the classrooms in our country. It is the height of irresponsibility. What is on offer is an extremely reasonable deal: low and middle-income earners getting a larger pension at retirement than they do now; all existing accrued rights being fully protected; and any worker within 10 years of retirement seeing no change in either the age they can retire or the amount they can receive. It is also a tragedy that it is not just the union leaders who do not understand this; the Labour party refuses to condemn these strikes.

We need to make sure that our welfare reforms encourage those people who sit on welfare and who could work actually to go out to work. Under the Labour Government, yes, we had economic growth, but there were 5 million working-age people living on benefits. That is not good enough, and we are going to change it.

Does the Prime Minister agree that birthing centres in rural areas provide a valuable and irreplaceable service to the local community, and every effort should be made to retain them—a message that hundreds of my constituents and I are sending to Derbyshire County NHS as it considers the future of the Corbar birthing centre in my constituency of High Peak?

I absolutely agree with my hon. Friend. We want to see maternity networks so that mums can make a choice about where they give birth, whether in a community setting, midwife-led, or whether in a district general hospital with all the paraphernalia of consultants and the rest of it. It should be a choice made by them with their GP and others on what is right for their needs.

I am very happy to look into the individual case that the hon. Lady mentions and write to her, but the truth is that we are having to make savings right across the public sector, which means big changes in the way that we do things. In each case, we should be looking at ensuring that the effect that we want is delivered by the money that we spend. We have to do that across the public sector, and any Government would have to do that, but I am happy to take up her individual case.

Q15. The residents of Glossop and Tintwistle in my constituency have suffered for years due to excessive traffic. As we try to get the best we can from the meagre resources left by the Labour party—[Interruption.] What words can the Prime Minister offer as encouragement to those residents of the possibility of a bypass in the future? Will he or a Minister visit Tintwistle with me to see the situation?

The Opposition do not like to hear about the mess they left this country in. Just in case they are in any doubt, we will be talking about the mess they have made not in five months’ time, but in five years’ time too.

On transport expenditure, we are spending £30 billion on transport investment. That is more than the Labour party planned, and it means that there will be schemes that can go ahead. I wish my hon. Friend well with the work that he will be doing with the Department for Transport.

As ever, the hon. Lady talks a good deal of sense. It is worth recalling that since Margaret Thatcher won that rebate at Fontainebleau it has saved Britain £88 billion. That is what tough negotiation achieved. The European Parliament has insisted on a higher budget than the one set by the Council, so the first thing we have to do is to say that is not acceptable, and build a majority on the Council to get the budget down again. It pains me to say this to the hon. Lady, but we would be assisted if Labour MEPs did not keep voting for higher budgets, which is exactly what they did this week.

Q5. Last year, the Prime Minister saw how High Peak borough council, through a pioneering alliance with Staffordshire Moorlands, had delivered efficiency savings of almost £2.4 million over the past two years. Will he assure the House that he will strive to support councils such as High Peak, which have sought to deliver better value for money and ensure that local people benefit as a result?

My hon. Friend makes an extremely good point. My council does exactly the same thing: it shares a chief executive, and soon more of the management team, with a neighbouring council. All councils can look at that. Frankly, it is not just councils—police forces and other organisations can look at shared services to drive down costs, so that we make sure we focus on the front line. Those are some of the reforms we need, to make sure that at a time of tight budgets we keep the good services we want.
