The hon. Gentleman may have raised this issue four years ago—we could talk about this for a long time. A lot of consideration has been given to the potential of tidal power. It is incredibly expensive and was ruled out on those grounds. We are looking at a regulated asset base model for the financing of big energy efficient projects. We will continue to keep that under review, but of course it has to offer good value for taxpayers’ money. The path to net zero that we are setting out will enable further opportunities to consider different technologies.

I welcome the launch of the Ayrton fund and the £1 billion for the creation of new technologies. We also have a proud history of commitment to developing countries through international aid. How will the fund fit into our existing commitments?

The hon. Gentleman raises an issue that has already been discussed here today. We all send our condolences to the families and friends of those who were attacked in such a barbaric way. There can be absolutely no excuse for any form of religious or racially motivated attack of this nature.

More and more residents in my constituency are using mobile apps to communicate with neighbours to discuss security in their community. For instance, the Neighbourhood Watch app allows residents to pass on and receive news of crime with their local police force. May we have a debate on the benefits of mobile technology in promoting community safety and reducing neighbourhood crime and on how best we can support Neighbourhood Watch groups across the UK?

My hon. Friend raises a really interesting idea. I am sure that a Neighbourhood Watch app would be of great interest right across the United Kingdom. I encourage all hon. Members to raise it locally, so they can see whether it would be of value in their communities.

I join you, Mr Speaker, in paying tribute to her for her many long years of service. The hon. Gentleman is absolutely right to raise the fact that all the support staff right across the Palace of Westminster enable us to do our work and we owe them a huge debt of gratitude. I encourage him to make his points more fully in the pre-recess Adjournment debate.

Last weekend, I attended an excellent EqualiTeas event organised by Bramhall and Woodford guides. I discovered that across my constituency hundreds of children are waiting to go into guides and scouts, but that a lack of volunteers is preventing them from doing so. Will my right hon. Friend join me, as a former beaver leader, in recognising the importance of the valuable work scouting and guiding volunteers do? Perhaps there could be a debate on this.

Yes. My hon. Friend raises the absolutely vital work of volunteers in all sorts of youth groups—beavers is just one of them. There is no doubt that across all our communities volunteering enables young people to have different opportunities and experiences, and that is very much appreciated. I certainly encourage my hon. Friend to seek an Adjournment debate, so she can pay her own tribute to them.

I am incredibly sympathetic to the hon. Lady’s work on abortion. I myself am entirely pro-choice. She has raised an important issue. The domestic abuse Bill will come forward in due course. It is being published in draft because it is important that we get the measures absolutely right, including the new definitions of domestic violence, economic abuse and so on. It is vital that we get it right, but we will bring it forward as soon as we can.

The focus this week has been on Heathrow expansion, but regional airports, such as Manchester, which employs 3,000 people from my constituency, make a vital contribution to economic growth, not only in the northern powerhouse but right across the country and globally. May we please have a debate on the importance of regional airports to both internal and global connectivity?

May we have a debate on the importance of the marine environment? Many of my constituents have written to me on this subject. Will the Leader of the House join me in celebrating the excellent steps the Government are taking to ban microbeads?

I am delighted to share my hon. Friend’s pleasure in the Government’s work on banning microbeads used in some cosmetics and other products. She is right that protecting our marine spaces is vital, and this Government have done so much. We are creating a marine blue belt around our overseas territories, and we are determined to stamp out the problem of plastics in our oceans.

I congratulate my hon. Friend again on all the work she has done on that. I know it is an incredibly important constituency issue for her. I met her and a number of colleagues only recently to talk about the possibility of coal-fired power stations due to close becoming new combined cycle gas turbines. I welcome and encourage her efforts to support such an outcome. I have already told her that I will happily write to the Department for Communities and Local Government to ask what more, if anything, can be done to make it easier for planning permission to be granted for a new CCGT on the site of an old coal-fired power plant, and I will do that. She will be aware that DCLG is separately holding a consultation for those who are interested in making that transition, so that they can better understand the processes they would need to go through.
