No, to put it simply—and I do not know if that is the case. I am grateful to my right hon. Friend. As he knows, I always listen carefully to his usually very wise words, so I will take that away and get an answer for him.

We should be proud of our record on keeping tobacco control at the top of not just the national agenda, but the global agenda. We are a world-leading trailblazer in tobacco control, and our delegation to COP10 will proudly set out our unique and sovereign approach. My firm belief is that our policy could save countless lives in this country and, through our example, overseas. Crucially, we are using the conference to showcase UK plc to the world.

I say to the hon. Member for Linlithgow and East Falkirk (Martyn Day) that I have been delighted with the collaborative, cross-party approach that colleagues in the devolved Administrations have taken to our smoking and vapes Bill. However, importantly, at an official level, there has recently been an agreed approach to the COP10 delegation. I hope that reassures him that all views from all parts of the United Kingdom are carefully being taken into account.

COP10 will be a forum in which we can exchange ideas with countries such as Canada and Australia. We will back other countries in their efforts to kick the habit, but we will also present our case as strongly as we can. We are going beyond the convention in certain areas, and we have a different view in others. All colleagues should be reassured that we alone will decide what those views are, through our sovereign Parliament.

The hon. Gentleman raises a very serious issue. I also have constituents who have lost money—it was scandalous—and I have heard from the Financial Conduct Authority about the steps that it is taking. We have Treasury questions on 21 May, when I encourage the hon. Gentleman to raise his specific question directly with Ministers.

First, may I add my congratulations to Grimsby Institute, which also serves my constituency?

Many of my constituents work at British Steel in Scunthorpe and there is much local media coverage about the uncertainty of their future employment. May I urge the Leader of the House to ask the Business Secretary to update—and, I hope, reassure—the House early next week?

First, may I congratulate my hon. Friend on the performance of Grimsby Institute? He is a strong voice for his constituents.

This is a very concerning time for all those who feel nervous about the future of British Steel. My hon. Friend will be aware that the Government are doing everything they can to ensure that all those concerned have a good future. I am sure the Business Secretary will make a statement when he is able to do so.

I am grateful to the hon. Lady for her question. She has raised this on a number of occasions and, as I have said to her, I have chased for a date on which this report will be published. She is absolutely right to keep pursuing it and I am continuing to seek to get an answer for her—[Interruption.] She is asking “Why?” from a sedentary position. As I have tried to explain previously, the review is considering the difference in exclusion rates between areas and why that is taking place. That, therefore, makes the review quite complicated and time-consuming.

The Leader of the House will recall that three weeks ago, I raised with her the accountability of Network Rail. That particularly relates to its proposed closure of Suggitt’s Lane level crossing in my constituency. The accountability issue has become more serious, because the Grimsby Telegraph is reporting that when contractors moved in to lock the gates, they hauled away cars parked near the crossing. Surely Network Rail should not have the powers to haul away private vehicles. Could we have a statement from the Department for Transport on this issue?

My hon. Friend’s concerns sound very justified. Of course the safety of our railways is paramount, but as he knows it is a matter for Network Rail, working with the independent regulator, the Office of Rail and Road. I understand that an urgent meeting on the Suggitt’s Lane level crossing closure has been arranged for Monday between the rail Minister, senior representatives from Network Rail and my hon. Friend himself. I hope that there will be some progress as a result of that.

The Prime Minister’s deal absolutely does seek to resolve the issues and concerns for EU citizens living in the UK and for UK citizens living in the EU. It seeks to reassure those who wanted to remain in the EU by securing a close economic and security partnership with our friends and neighbours in the EU. Very importantly, it also delivers on the will of the people expressed in the referendum, which is something that the House has voted to do. My own assessment is that the Prime Minister’s proposal—the withdrawal agreement and the future political declaration—does seek to achieve the very complicated balance of bringing all sides together. We can all point to parts of her deal that we do not like—every single one of us can do that—but it is a compromise that really does seek to provide something for everyone and the best possible combination of outcomes that enables us to deliver on the will of the people.

Almost every week in the Chamber, we hear Members raising issues to do with bank closures in their constituencies. Over the past two months, Santander and now Barclays have announced that they are leaving Cleethorpes. People need financial advice as well as access to banking services. Will the Leader of the House find time for a debate in which we can explore ways to create financial hubs in town centres, to which people can go for advice and to obtain banking services?

My hon. Friend raises an important point about the issue of the last bank in town and access to financial services, which has come up in the Chamber many times, and he is quite right to raise it. Obviously, we recognise that the way people access financial services is changing, with more people going online and so on, but the industry’s access to banking standard requires banks to carry out a number of steps before they close any branches. Some are coming forward with innovative ways to deliver ongoing banking services, and of course the Post Office now delivers access to banking services, very often at more flexible times—for example, at weekends and so on—than a bank was previously able to offer. My hon. Friend raises an important point, and I encourage him to seek an Adjournment debate to talk about the issues in Cleethorpes.

It is not the latter—I know that one very well. First, I pay tribute to the hon. Lady for her absolute commitment to eradicating the appalling problem of young people getting into a life of serious crime, and particularly knife crime. She has been absolutely stalwart in her determination to see more done, and she is absolutely right in that. As I said last week, I cannot give her a firm date, but I can say that Timpson’s review is considering how schools use exclusion and how it affects all pupils, but particularly why some groups of children are more likely to be excluded. In particular, it will consider why there are differences in the rates among areas, schools and groups of pupils, given that the power that schools have to exclude and the framework in which they do so apply to all state-funded schools across England. The Government support headteachers in using exclusion as a sanction where it is warranted, but the Timpson review, when it comes forward—which will be as soon as possible—will consider the subject in more detail and should shed some useful light on it.

Last Saturday, I joined about 200 of my constituents who were protesting against the closure of Suggitts Lane level crossing in Cleethorpes. Network Rail is trying to railroad this closure through against the objections of local people when other safety measures could be introduced. Will the Leader of the House find time for a debate on the accountability of organisations such as Network Rail?

Tomorrow, I will be going out with an ambulance crew in my constituency. Across the House, we will know of the challenges that the ambulance service faces, particularly including some horrendous violent attacks on ambulance crews. Will the Leader of the House find time for a debate on the ambulance service and those challenges?

I totally agree with the hon. Gentleman that it is vital that we continue to learn the lessons from that appalling incident, which is now 20 years old. Stephen Lawrence will never be forgotten for what that demonstrated about the problems and challenges we have in our society today, and the debate on Monday will offer a good opportunity for all hon. Members to give their own thoughts on this. While he will appreciate that it is not for me to decide precisely which Minister comes to this House, I know that my right hon. Friend the Home Secretary takes a huge personal interest in this issue.

A report in today’s Grimsby Telegraph highlights the cost of missed GP appointments. It points out that the cost to the NHS was £120,000 in north-east Lincolnshire alone. This is a major issue and a big problem that the NHS must tackle. May we have a debate to see how we can focus attention on it?

My hon. Friend is exactly right to raise this issue, which is a huge concern right across the country. People failing to turn up for GP appointments are wasting valuable resources and time from which others might be able to benefit. I strongly suggest that he perhaps seeks a Westminster Hall debate so that he can address this directly with Ministers and enable other hon. Members to put forward the concerns they have in their own constituencies.

I am glad that the hon. Lady got the chance to mention Newport County’s achievements in the Chamber, and I commend her for doing so. She is right to say that the debate on sport was well subscribed, and I gather that the time limit on speeches went down to three minutes by the end of the debate. It was right that we had the opportunity to speak about some of the amazing sporting achievements across the United Kingdom, and I will certainly bear in mind her request for a further debate.

I, too, pay tribute to Newport County, although I note that when they travelled to Cleethorpes a few weeks ago they suffered a heavy defeat to Grimsby Town. Let us hope they are more successful in the FA cup, and I wish them well.

Like many other villages, Goxhill in my constituency has suffered the closure of its local post office. In many villages, convenience stores have taken over the role of the Post Office, which insists that they provide a full service throughout their opening hours, which can be 15 or 16 hours a day. In actual fact, just four, six or eight hours a day, five days a week, would provide for the needs of customers. May we have a debate on post offices in rural areas, and allow Ministers to explain why they insist on such arrangements?

I know just how valuable local post offices are, particularly in rural or isolated areas, so I am genuinely sorry to hear about the closure of Goxhill post office. They are a crucial part of our communities and help to improve the lives of all our residents, particularly the elderly. My hon. Friend will be aware that the Government have invested over £2 billion in the Post Office in recent years, which includes the continuation of subsidy payments to support community post offices. I encourage my hon. Friend to raise his particular case with Business, Energy and Industrial Strategy Ministers and to perhaps seek an Adjournment debate so that he can do so.

My hon. Friend will be aware that the Government are committed to full fibre connections for the majority of homes and businesses by 2025, with a nationwide full fibre network by 2033. However, I do share his concern about some rural areas. There are many rural areas in my own constituency where the signal simply drops out. I recommend that he raise his specific points at Local Government questions on 10 December.

Following on from the point about police funding raised by my hon. Friend the Member for Harrow East (Bob Blackman), we in the Humberside police area have a particular problem with the pension contributions that the force may have to make, which could result in the loss of all our police community support officers. The Home Secretary was good enough to meet Humberside MPs earlier this week, but we could do with an opportunity to discuss the issue further. Will the Leader of the House find time for a debate?

My hon. Friend is right to raise this very important issue. He will be aware that we have provided the capacity for police and crime commissioners to access an extra £460 million this financial year. He will also be aware that my right hon. Friend the Home Secretary is determined to review the funding formula properly this year to make sure that police officers do have the resources that they need. We have Home Office questions on 3 December, and I encourage my hon. Friend to take the matter up there.

I hope that the hon. Lady will be as delighted as I am that there are now 1.9 million more children in good and outstanding schools than there were in 2010, and that 86% of schools in England are now rated good and outstanding, which is up from 68% in 2010. Many more children are getting the opportunity of a good education than under the previous Government. She is absolutely right to raise the issue of school funding. We are investing £1.3 billion in our schools, so the schools budget will rise by about £2.6 billion over this year and next, which means per pupil funding is protected in real terms. If she has a particular question, she may wish to ask it at Education questions on Monday 12 November.

The chair of the National Police Chiefs Council, Sara Thornton, is reported in this morning’s media as having suggested that the police should refocus and concentrate more on burglary, shoplifting and violent crime. That is something my constituents would widely support. Will the Leader of the House find time for a debate on this so that the Government can make their position clear?

I am delighted to join the hon. Lady in congratulating that organisation on its excellent work and wishing it the best on its 18th birthday. She is right, as is my hon. Friend the Member for Stirling (Stephen Kerr), to raise the important work that volunteers do right up and down the country. I share her pleasure in celebrating its success and encourage Members to seek opportunities, perhaps through a Westminster Hall debate, so that we can all share in some of the local successes in our constituencies.

On Monday, I met representatives from the National Federation of Retail Newsagents and they echoed the concerns of shopkeepers in my Cleethorpes constituency that retail crime is not being prioritised by some police forces. They also expressed concern that, with the growing demands on the police, perhaps from the further extension of hate crime legislation, retail crime might slip even further down the list of priorities. Will the Leader of the House arrange for a debate on retail crime and on how the police will respond to it?

My hon. Friend is right that our high streets need as much support as possible and that includes protecting them from crime. All incidents should be reported to the police to enable them to gather the intelligence necessary to be able to deal with these criminals. Often, the police are concerned that these crimes go unreported, so I encourage all those experiencing retail trade crime to report it. I can tell him that we are working hard with industry and the police, through the national retail crime steering group, to make sure that retailers have the tools that they need to prevent and manage particularly violent incidents and to allow the police to target their resources appropriately.

The hon. Gentleman raises an important point. The availability of midwives and maternity units is absolutely key. The number of people graduating as midwives has risen 51% since 2010-11, and a recent report from the Royal College of Midwives shows that the proportion of younger midwives—those in their 20s and 30s—has jumped from 34% to 45%, so there are now around 3,500 extra midwives aged under 40. There is a lot more to be done, however, so I encourage the hon. Gentleman to seek an Adjournment debate about the situation in his constituency.

In recent years, I have taken a delegation to see three successive Transport Ministers in connection with support for the bioethanol industry and the introduction of E10, but a number of my constituents who work at Vivergo Fuels just outside Hull are to be made redundant owing to the lack of a decision from Government. Will the Leader of the House arrange for a Minister to come to the House to make a statement? It is too late for those who are losing their jobs, but we could at least get an explanation of why it has taken years for the Government to come to no decision.

First, I understand that it is my hon. Friend’s birthday today, so I wish him a very happy birthday. For once, I have beaten you to it, Mr Speaker. He is, as ever, a strong voice for his constituency, and he is quite right to raise this matter—[Interruption.] I do not know how old he is. I understand that the Department for Transport has written to Vivergo to seek a meeting to discuss the suspension of production at its plant outside Hull, and it is of course regrettable if people have lost jobs. The Department is consulting on whether and how best to introduce E10, and the consultation closes on 16 September.

A recent report provided evidence that trade could be increased by £12 billion and 150,000 jobs created in the north of England if seven major ports, including Immingham in my constituency, were given free port status, which would clearly be a massive boost to the economy post-Brexit. Will the Leader of the House find time for a debate in Government time to explore these great opportunities?

Figures from the Office for National Statistics show that in the past three months, 48,000 adults in northern Lincolnshire have not accessed the internet. With more and more public services becoming available only online, it is essential that people have that access. May we have a debate so that the Government can outline their policies to ensure that people have both access to the internet and the necessary skills?

My hon. Friend rightly raises an important constituency issue, and we must ensure that provision and training are provided to people so that they can use the internet and take advantage of its enormous benefits. He will be aware that we are investing in science, technology, engineering and maths in schools, including through £84 million over the next five years for a comprehensive programme to improve teaching and participation in computer science. Questions to the Department for Digital, Culture, Media and Sport are next week, and he might want to raise the backlog of training and education with Ministers.

I commend the hon. Lady for raising this issue again. She brings up antisocial behaviour regularly, and she is right to do so because it is a scourge on many communities. She raises the interesting question of whether those selling fuel could do more, and I urge her to raise that issue at Home Office questions on Monday 4 June.

If we are to secure economic regeneration for our provincial towns, and particularly our coastal communities, local leadership and the powers available to local authorities are important. We currently have a disproportionate system in which some authorities with Mayors have greater powers and resources, and if areas such as northern Lincolnshire are to compete with them, they will need similar resources. Could we have a debate on that in Government time, so that the Government can lay before the House their long-term plans for local government?

I am really sorry to hear about the hon. Lady’s constituent. That is absolutely appalling, and unfortunately it is all too regular an occurrence. I agree that it would be a good thing for this House to debate; she might like to seek a Backbench business debate. She will be aware that the Government are taking action through the Law Commission review to ensure that everything that is illegal offline is also illegal online.

Notable among the successful candidates in the North East Lincolnshire Council elections were Callum Procter and Oliver Freeston, because of their relative youth. Indeed, the Grimsby Telegraph reports that Oliver Freeston is the youngest councillor in the country—he now represents Croft Baker ward in Cleethorpes. May we a debate in Government time to look at how we encourage young people to stand for elected office?

Congratulations to Oliver Freeston and to my hon. Friend on the success in the local elections. He is exactly right: we do want to encourage more people to come into Parliament. As we often discuss, it is vital to ensure that people feel that they can be respected and are not threatened or abused online or in person when they decide that they want to put themselves forward to support and represent their constituents and to make this world of ours a better place.

It has become quite clear over the past 35 minutes that the Minister has been sent out to defend the indefensible, as my hon. Friend the Member for Shipley (Philip Davies) quite rightly said. I urge her to take note of the exchanges that we have had over the past half hour and give a commitment to come back next week, having reflected on those views, with perhaps a slightly different view.

I am delighted that the hon. Lady has been able to attract cross-party support. She will be aware that all hon. and right hon. Members are keen to see everything being done to reduce the amount of plastics in our environment. The 5p plastic bag charge that the Government introduced has reduced the incidence of plastic bags by around 9 billion. We have also created the blue belt around our overseas territories to protect our valuable marine areas. Many more measures are under way, and there will certainly be plenty of opportunities to discuss our plans to be the first generation to leave our environment in a better state than we found it.

On Saturday, I will be in Immingham to attend a ceremony to mark Workers Memorial Day. Three events in north-east Lincolnshire are being organised by my constituent Herbert Styles, who does a tremendous job. Mr Styles was delighted when the day was officially recognised, but he would like it to receive more publicity. Will the Government look at putting more details on websites and the like? Perhaps publishers would then follow suit in diaries and so on. Will the Leader of the House consult other Departments and bring forward a statement?

My hon. Friend is a strong voice for his constituency. I commend his constituent, Herbert Styles, for the work he has done in organising these events in north-east Lincolnshire. The Government do recognise Workers Memorial Day, which is a poignant reminder of why it is vital to manage workplace health and safety risks. I am happy to promote it in any way that I can, and people will be delighted to hear my hon. Friend raising Workers Memorial Day in this House. Many people will have been listening to him.

There is traffic chaos in north-east Lincolnshire due to the number of temporary traffic lights. Some have been installed for essential roadworks, but the council is failing to co-ordinate these operations. May we have a debate on how local authorities deal with these situations? Motorists are frustrated, traders are becoming increasingly angry and we need action.

My hon. Friend is a great spokesman for his constituency, and I can well imagine the frustration caused by poorly co-ordinated roadworks and permanently “temporary” traffic lights, which are very frustrating for motorists. I encourage him to seek an Adjournment debate or to write to Ministers on the specifics in his constituency.

Our NHS has had over £13 billion more to spend on caring for people since 2010. There are almost 43,000 more clinical staff looking after patients, with nearly 15,000 more doctors and nearly 14,000 more nurses on our wards. This Government are ensuring that we are properly funding our NHS in line with the five-year forward view set out by the NHS itself.

Yesterday, I was pleased to entertain Ben McCarthy and Tyler Reeve—two young people from Healing School in my constituency—who won a Humberside police Lifestyle award for work in connection with organ donation. May we have a debate to encourage young people to get involved in projects like that and in the National Citizen Service? Getting more involved in their communities will improve the quality of their lives no end and may lead them into becoming involved in the political process.

I am delighted to join my hon. Friend in congratulating the recipients of the awards, including the overall winners, the Tribesmen, for their amazing campaign to change organ donation laws. The Lifestyle initiative is a fantastic way to get young people out and about and helping in their communities. As the programme approaches its 29th year, I wish it lots of luck and success for many more years.

The hon. Gentleman is right to raise those issues. We all have developments in our constituencies where there have been lots of promises, but then constituents are disappointed by the lack of action on them, and I am sure we all, as I do, write furious letters to developers asking them, “Where is this? Where is that? You promised the other.” So there is clearly an issue there. I encourage the hon. Gentleman to seek an Adjournment debate to deal with the specific issues in his constituency and commend him for raising this matter.

On Tuesday, amusement arcade operators in Cleethorpes expressed their anger at the possible withdrawal of 1p and 2p coins, and they were later joined by the local hospice, St Andrew’s, and other local charities that also expressed their concern. They are now confused about what the Government’s policy is. May we have a statement to clarify whether the consultation is ongoing, and whether or not it will indeed include the possible withdrawal of 1p and 2p coins?

The Prime Minister’s spokesman has said that there are no proposals to scrap 1p or 2p coins. The call for evidence was simply intended to help the Government better understand the role of cash and digital payments. One element of that was whether the denominational mix of coins meets the public need. From the early reaction, it looks as if it does. It is safe to say that the penny has dropped. We have considered change, but we know that we like change, so we think we will probably keep change and have no change.

The hon. Gentleman is right to raise the issue of potholes. It is a big frustration for all of us as individuals and in our constituency surgeries—there are lots of complaints about potholes. The Government have invested significant sums in dealing with potholes. There have been improvements in recent years, but the hon. Gentleman might like to talk to the Backbench Business Committee, so that Members can share their particular frustrations.

My question follows that from my hon. Friend the Member for Berwick-upon-Tweed (Mrs Trevelyan) about the work of Highways England. The A180 into Grimsby and Cleethorpes is our major route, and it is vital to the local economy. It is undergoing unexpected roadworks at the moment, and there was very little consultation. I acknowledge that I could raise this at Transport questions, but in view of the concern among other Members, perhaps we could find time for a Government debate on the issue.

I absolutely share the hon. Lady’s frustration because I have had my own experience of toll roads and queues going down the street for the sake of 5p or 10p. I encourage her to raise the matter at departmental Question Time because I am sure that, if she persists, Ministers will look into it.

Unlike the Scottish National party spokesman, my constituents are optimistic about post-Brexit Britain. Will the Leader of the House find time for a debate, in Government time, when a Minister from every Department, including the Treasury, can come to the House and outline the advantages of Britain leaving the EU? We would need at least a full day.

There is growing concern among residents and business owners in Cleethorpes, particularly in St Peter’s Avenue and the High Street, about the growing number of vagrants in the area. That concern spilled over at a public meeting last week. Can the Leader of the House find time for a debate in Government time so that we can discuss the response of the various agencies, how they can deal with the problem and how they can deal with those who are genuinely homeless?

My hon. Friend raises an issue of great concern to us all. The Government are committed to eliminating rough sleeping. We are investing more than £1 billion to 2020 in order to tackle homelessness and rough sleeping. For example, we have a homelessness reduction taskforce and a rough sleeping advisory panel to focus minds right across Government on what more we can do. We have £20 million for schemes that support people who are homeless or at risk of homelessness to get secure tenancies, and £28 million of backing for Housing First pilots. It is vital that local authorities take advantage of the funding available to them, and that we all focus on tackling homelessness and rough sleeping.

First and foremost, the Government support all our armed forces and our defence sector to an enormous extent. We have committed to meet our NATO pledge to spend 2% of GDP on defence every year until 2022 and we plan to spend £178 billion on our equipment plan between 2016 and 2026. By 2025, we will have a highly capable expeditionary force of around 50,000, up from 30,000. It is important that we look at how our defence needs are changing. That review is vital to this country’s future security needs.

Earlier this week, the Secretary of State for Business, Energy and Industrial Strategy made an excellent statement to introduce the industrial strategy, many strands of which will be of particular benefit to constituencies such as mine, Cleethorpes. Do the Government have any plans to debate in Government time the various aspects of the strategy, particularly the teacher development premium, which will be of great value in my area?

My hon. Friend is a great champion for his constituency. I agree that we should all welcome the industrial strategy, which sets out how we are building a Britain fit for the future and how we will help businesses to create better, higher-paying jobs, with investment in the skills, industries and infrastructure that will make Britain an enormous success in the years to come.

The hon. Gentleman is right. We need to take advice from and understand the views of several different parties on how we can best resolve the issue, including the trade unions and the Members’ and Peers’ Staff Association. Others are already coming forward with suggestions, which will be helpful as we seek quickly to find a proper way forward that takes into account views from right across all political parties.

I am pleased to have added my name as a sponsor of the ten-minute rule Bill soon to be introduced by my right hon. Friend the Member for Harlow (Robert Halfon) about abolishing car parking charges at hospitals. While the Bill will provide an opportunity to highlight the issue, the subject causes great anger and resentment among my constituents—I am sure it is the same for other Members—so may we have a debate to allow a wider discussion of the matter?

I am fully aware of the difficulty of hospital car park charges and of the concerns that many constituents have about them. I encourage my hon. Friend to seek a debate on the topic. He will be aware of the challenges of reducing that source of revenue, but there is always a balance to be struck. It is right that we continue to debate the matter.

The right hon. Gentleman is well aware that the Government’s clear position is of seeking an all-encompassing agreement on free trade and other matters of co-operation with our EU friends and neighbours that will be to their benefit and certainly to the UK’s benefit. Unfortunately, his position is that we should seek to subvert the will of the people as expressed in last year’s referendum. As I understand it, the position of the official Opposition and the SNP is that we should accept whatever the EU offers, which clearly would not be to the advantage of the UK people. Britain’s interests are best served by sticking with the Government in their determination to seek a sound and comprehensive agreement with our EU friends and neighbours.

The Government have done much work on, and given great support to, our cities and city regions, but our provincial towns, and particularly coastal communities, do not get the benefit of a trickle down from the economies of a nearby city. Will the Government find time for a debate on the support that they can give to our provincial towns?

My hon. Friend is a great champion for his constituency. I have had the pleasure of visiting him there twice, including to open an offshore wind farm, which I know has brought growth to his area. He is absolutely right to raise the importance of focusing on specific issues facing coastal towns, and I am sure he will be keen to seek a Westminster Hall or Adjournment debate specifically to discuss the interests of his constituency.

In recent years, my constituency has benefited from Government support but, as my right hon. Friend will be aware, coastal communities continue to face particular challenges. May we have a debate on those challenges, and on how the Government will continue to support coastal areas?

My hon. Friend is right to say that coastal areas suffer from unique problems, and we have had fruitful Westminster Hall debates about the particular issues that face such communities. I am delighted that those communities also have the advantage of fabulous fish and chips, which I was pleased to enjoy with him in Grimsby during the recent general election campaign. He raises a good point, and he should apply for a Westminster Hall debate so that he can raise those issues properly.

I disagree with the right hon. Gentleman. Our fishing communities around the UK provide a vital vibrancy to local communities and the rural economy, so I do not agree with the suggestion that processing is somehow far more important. We will seek the freest possible access to European markets, but when I was in China last year I signed a memorandum of understanding with the Chinese worth £50 million, which included UK seafood. It will be very important for us to be able to find new export markets.

Last Friday, I spoke at a seafood processing and fishing industry seminar in the Grimsby-Cleethorpes area. The industry recognises the opportunities of Brexit, but understandably it has some concerns. I welcome the Secretary of State’s reassurances to date, but can she give an absolute reassurance to the seafood processing sector that it will form a key part of the negotiations?

I had a very happy fish and chip lunch in Cleethorpes with my hon. Friend and I look forward to further such opportunities. He is right to point out that seafood processing is an absolutely vital part of our fishing sector. We are very much taking it into account in our negotiations on leaving the EU and in looking at opportunities around the world.

We are very proud that the UK has some of the highest animal welfare standards in the world, the best food traceability and the best food safety. The hon. Lady is exactly right to point out the importance of labelling. We are doing everything we can. There is a lot of mandatory labelling, as she will be aware, but we also do a lot of work with businesses that want to label voluntarily, particularly for our iconic food products. I did a bit of research and found north-east Craster kippers, Wylam golden ale and other iconic names. I encourage her to apply for protected name status wherever possible, and we intend to support that.

This week is Seafood Week. Will my right hon. Friend outline what her Department has done to promote Seafood Week? I urge her to return to Cleethorpes so that we can have a less rushed plate of fish and chips than we had on her last visit.

I am always delighted to visit my hon. Friend’s constituency, because he always has something exciting in store for me. During Seafood Week we have established a working group with different seafood organisations. We are absolutely committed to promoting it, as we are with all our great British food. As I have mentioned, I am off to the Paris food exhibition and the China food exhibition to see what more we can do for our great British seafood and other food.

It is not the Government who decide whether a delivery milestone is met; it is the Low Carbon Contracts Company that manages those contracts for difference. That cancellation was the result of the milestone delivery date not being met, and there are ongoing discussions about that. I recognise that the termination of a CFD is disappointing for all partners, but I can reassure the hon. Gentleman that there is quite a big project pipeline for Scottish offshore wind and I expect to see other projects coming forward at the next auction.

I am sorry that the hon. Gentleman takes that approach. He will be aware that domestic coalmining has been in decline for the past 60 years, that imports are a great deal cheaper, and that it is for private companies to decide to choose the cheapest options. The Government have done all we can to reduce the impacts of the most recent closures, by injecting up to £20 million to help the directors of Hatfield to manage the closure of the business and £17 million to help UK Coal deliver its two-year closure plan for Kellingley and Thoresby, and by agreeing to meet UK Coal’s concessionary fuel allowances.

I thank the Minister of State for the recent meeting she held with me in connection with the Able development in my constituency, which has the potential for 4,000 new jobs. Is there any news of the implementation of the memorandum of understanding with DONG Energy?

I am grateful to my hon. Friend for continually holding my feet to the fire on this matter. I have had a number of individual meetings with developers to press for UK content as far as possible in the offshore wind sector, and I am getting some very good responses. In particular, he will be aware that there is to be a strategy review of the east of England, which will include the potential for the development at Able. I am very positive about the prospects.

We absolutely appreciate that industry, across all technologies, needs clarity on Government policies in future allocation rounds so that it can manage its investment decisions, and we aim to support that. We are currently working with Her Majesty’s Treasury to finalise the budget for future auctions, and we will set out more information as soon as we can.

Will she reaffirm her determination to be involved in the future developments in northern Lincolnshire?

Absolutely. I am very happy to do that. As I said when we last spoke about this, I will be delighted to meet the hon. Lady.

Like my hon. Friend the Member for Cleethorpes, I want to see the Humber estuary achieve much more. I want developers to do more to share the economic benefits to be gained from building and operating offshore wind farms, and to share the gains of our new offshore wind policy. As he rightly said, it is payback time. I have instructed my officials to set up bilateral discussions with key offshore wind developers, such as DONG, SSE and Scottish Power. As I will make clear to them, the current round of projects provides a clear opportunity to stimulate further UK supply chain activities that will enable us to reap the rewards of our offshore wind leadership, both in terms of securing more jobs in the current projects and industrialising the supply chain. I want the UK to be exporting our technology and skills to projects in Europe and elsewhere. This is my ambition, and I want the Humber estuary to be at the forefront of that ambition.

What the Minister has just outlined is clearly good news. She has made rapid progress since our last discussions and I compliment her on that. Can she give a timeframe for that? It is critical that we move forward now. We have already lost quite a few months.

Yes, absolutely. I can tell my hon. Friend that it is a very top priority for me to have those meetings. We will be reconvening the offshore wind industry council in the near future and I want to have met each of the key developers before that meeting takes place.

On the Able marine energy park, I agree with my hon. Friend that the proposed facility is a significant opportunity to build on the successes in offshore wind and renewable energy more generally. It would be a fantastic addition to the UK offer. When it is completed, for example, it is well located to be a construction and staging facility, and could open up further port infrastructure facilities for the industry, as well as additional land for quayside supply chain investments. I encourage Able to continue to make the case for the facility, which has the potential to attract a range of developers.

As my hon. Friend pointed out, Able issued a press release on 9 July 2015 announcing the signing of a memorandum of understanding with DONG Energy, which committed to early stage talks on the project. Expectations are high that the facility would provide much-needed jobs. The recent announcement by DONG about Hornsea reaching a financial close last week is timely. I understand the importance of this project to my hon. Friend and to the UK. I therefore wrote and spoke to DONG seeking an update.

I am pleased to tell my hon. Friend the Member for Cleethorpes that DONG has replied saying that it continues to see AMEP as an as an important facility in the development of the offshore wind sector in the UK. DONG proposes to establish and lead a strategic joint industry and Government review to identify opportunities to develop the east coast as a UK construction and staging facility for the UK and European offshore wind industry. DONG would expect the AMEP facility to be a key consideration in this exercise, and I am pleased that DONG has appointed Benj Sykes, who co-chairs the Offshore Wind Industry Council with me, to lead that work. I shall shortly write to other developers regarding their participation in this review.

I am also pleased to say that DONG has told me that discussions on a UK tower manufacturer continue to progress well. To secure the first UK tower facility would be a major achievement, on which developers and the supply chain can continue to build. Let us be clear: the ability of the UK offshore industry to contribute to jobs and growth is a key part of what makes it an attractive industry. It is not the only one: climate change is one of the biggest challenges that we face, and it needs big technologies if we are to achieve our decarbonisation goals. Offshore wind offers one of those solutions.

I can assure my hon. Friend that this interests me a great deal, and I shall certainly be involved.

When the Secretary of State set out the Government’s new direction for UK energy policy last November, she highlighted the challenge we face in making sure that energy remains the backbone of our economy while we transform to a low carbon system that is secure, affordable and clean. We want a consumer-led, competition-focused energy system that has energy security at its heart and delivers for families and businesses.

Britain is already the world leader in offshore wind, with over 5GW operational, which could double by the end of the decade, with the UK on track to reach around 10GW by 2020. That supports a growing installation, development and blade-manufacturing industry that employs about 14,000 people, but there is clearly potential for many excellent new careers. The Secretary of State has provided what the offshore wind industry has been asking for: clarity. She announced last November that the Government would hold three further contract for difference auctions in this Parliament, with the first due to take place by the end of 2016. If costs come down sufficiently, the UK could support up to another 10GW of new offshore wind in the 2020s, which is a doubling of capacity.

The offshore wind industry must do its part in return for being provided with such long-term clarity. The technology needs to move quickly to cost-competitiveness. There will be no blank cheques. A priority is the UK supply chain playing a full part in enabling the offshore wind industry to drive towards cost-competitiveness. The industry exemplifies what the Government are trying to achieve: creating jobs and apprenticeships, and working towards full employment while delivering our decarbonisation targets—but not at any price.

The Government have set their new energy policy direction. Offshore wind developers fully understand the importance of UK companies securing economic benefit from our programme of development, and they agree that it is not unreasonable to want to see UK companies competing for this work, as they can then use the home market as the perfect launch pad to export their capability and expertise.

In conclusion, the Government are fully committed to the continued growth of UK offshore wind and its supply chain, and to building on the success that the region is already seeing. I congratulate my hon. Friend the Member for Cleethorpes once again on raising this important issue.

I am afraid the hon. Lady has not done her homework. She should be aware that it is a requirement of EU state aid that we regularly review the subsidies to ensure that we are not overcompensating the sector. That is exactly what we are doing. We are now in a consultation which closes on 23 October. I am sure she will give her response to that. As I keep repeating, we want to ensure that we are not impacting negatively on consumer bills, but at the same time we are supporting this very valuable and growing sector to become subsidy-free within the next few years.

I welcome the Minister’s earlier replies, but she will know that there is a lack of confidence and certainty in the offshore industry, which is vital to the future economy of my constituency. Can she assure me that when she visits north-east Lincolnshire later this month, she will have a positive message for the industry representatives?

I can assure my hon. Friend that I will always have a positive message. I am very much looking forward to my trip to Humber and Lincolnshire. While I am there I will seek to reassure investors and project managers that it is our intention to continue to support and promote the very important renewables technologies in which, particularly in offshore, Britain is world No. 1.
