The hon. Gentleman raises a really important point. He may be aware that the Bedfordshire, Luton and Milton Keynes ICB received £36 million for its operational capital budget in 2023-24, with over £118 million for this spending review period. That operational capital is core funding provided to ICBs for delivering primary care, among other things. In addition, he will be aware that ICBs are able to provide input to planning permissions to ensure that primary care is delivered where there are new housing developments. I have worked with other hon. Members across the House to tackle this issue, and I am very happy to meet him to discuss it further.

When I speak to my constituents in Brislington, they tell me they have to wait an inordinate time to get through on the phone to their GPs at the Brooklea health centre, and wait over two weeks for appointments. Constituents in Fishponds have been told that it is over an hour’s wait for prescription medication at the local pharmacy—and we all know the situation with dentists. The other thing my constituents are waiting for is a general election. Does the Minister agree that that is the only way we will sort out these problems in the NHS?

I certainly do not agree. If Labour were in government, we would see significantly worse outcomes. Covid was a once-in-100-years pandemic, and we have pulled out all the stops to recover from that. It is a huge tribute to all those working in primary care that they have done so well. In the hon. Lady’s ICB— Bristol North, North Somerset and South Gloucestershire —38.4% of all appointments were delivered on the same day they were booked in February this year, and 84% were delivered within two weeks of booking, with 66% of them face to face. These are extremely positive numbers for the 482,000 appointments delivered in February 2024. What is really important is that the number of patient care staff has increased by 656 full-time equivalents since 2019.

International Climate Action

The UK Government have committed to spending 0.7% of our national income on aid. Analysis shows that without urgent action on climate change, development progress is at risk. Tackling climate change and protecting the environment is bound up with development, so it is right that it has to be a priority for UK aid. It is also very important that the OECD criteria for official development assistance include addressing climate change, and that is what we are doing.

The Secretary of State has mentioned the £140 million package for protecting and restoring forests around the world. That is all well and good but if we are still bound to the trade in beef and livestock feed for the Amazon, we are contributing to the problem. When is she going to say something about that?

As the hon. Lady will know, that would be a matter for comment by the Secretary of State for the Department for Environment, Food and Rural Affairs. I am sure that the opportunity to raise the issue will come up at DEFRA questions soon.

The hon. Gentleman makes an excellent suggestion that I would be pleased to support. We will have Digital, Culture, Media and Sport questions on 31 January, and this would be a good point to raise directly with Ministers.

What has happened to the Agriculture Bill? The Secretary of State for Environment, Food and Rural Affairs said at the Oxford farming conference that he hoped that the Bill would be with us by the end of January.

In late 2017, the Government fought off a rebellion on the European Union (Withdrawal) Bill in relation to article 13 of the Lisbon treaty by saying that they would introduce an animal sentience Bill. What has happened to that?

The hon. Lady will be aware that the Agriculture Bill is going through the parliamentary process as we speak. It will make a decisive shift in support for farmers and ensure that their contribution to maintaining our countryside and producing healthy food is greater than ever before. She will no doubt also be aware that we have committed to a future Bill that will set out the requirement agreed during the passage of the European Union (Withdrawal) Bill to establish a new body to ensure that we keep environmental standards high to meet our ambition to be a world leader. That Bill will also include a statement and confirmation on the subject of animal sentience.

I confess to having a great interest in my hon. Friend’s pothole problem since his constituency is just up the road from mine, and very often the journey there goes through both of our constituencies. Potholes are a disastrous problem, and it is at this time of year, after the long winter and when the roads are in a particularly bad state, that the potholes start getting repaired. Certainly in my area I am seeing some improvements, and I hope all hon. Members are in theirs, too. My hon. Friend raises an important point that affects all of us, and it is a perfect example of something the Backbench Business Committee might look at.

I recently had lunch at the Old Bailey with judges, and they told me that virtually every other trial they are handling at present involves knife crime, gang crime and teenagers. I then sat in and witnessed the trial of four teenagers who were convicted of murdering another teenager. That is such a tragic waste of life, so I just want to add my voice to those of the other MPs who have spoken about this matter. The House really does need to debate it, and I hope the Leader of the House will give it parliamentary time.

We are always extremely grateful to our police forces for the work that they do. The hon. Gentleman raises a point of which I am not specifically aware, but he might wish to raise it at Home Office questions or through an Adjournment debate so that he can get further information.

Since 2012, two thirds of Britain’s total waste plastic exports have been shipped to China and Hong Kong. From January, that is going to stop—China is going to ban those imports. May we have an urgent statement from the Environment Secretary about where we are going to send our plastic waste in the new year?

I am sure that the hon. Lady will appreciate that this Government have been totally committed to doing as much as possible to protect our environment, and particularly our marine environment, through our introduction of the blue belt, the protected areas around our coastline, our proposal to ban microbeads in face-cleansing products and so on. This Government have banned the use of plastic bags without a charge, and we have seen a massive improvement in the amount of recycling. We are fully committed to doing all that we can to protect our environment. Should the hon. Lady wish to seek an Adjournment debate on this matter, I am sure that Ministers will be delighted to come along and discuss it with her.

In June we were told that the much-delayed clean growth plan would be published after the summer recess. Will the Leader of the House ensure that when it is published, there is a parliamentary debate about it?

As the hon. Lady would expect, in such circumstances there is normally some kind of ministerial statement, either written or oral. Alternatively, she may wish to organise a Back-Bench debate when the plan is published.

I am extremely sympathetic to that topic. Breastfeeding is unquestionably best for the baby, but it is equally important that all mothers have the opportunity to make an informed choice based on the information that is given to them. I completely support the hon. Lady’s ambition to remove barriers to breastfeeding, and I will certainly take up the matter with the Chief Whip, but this is also an ideal subject for a Westminster Hall debate.

I am somewhat concerned that friends of the Leader of the House appear to have told the Business Insider news site today that dozens of Conservative MPs are appealing to her to run for the Conservative leadership again. I hope that this will not distract her from her duties as Leader of the House, including looking at how we can improve the procedures for private Members’ Bills and Friday sittings. I was unsuccessful in today’s ballot, but it is important that the 20 MPs who were successful should get a fair chance to air their issues without being subjected to the juvenile filibustering tactics of a few Tory Back Benchers.

In answer to the hon. Lady’s first point, it is absolutely right for this country and for this party that we get behind Theresa May, who is doing a great job as Prime Minister, and I am absolutely committed to her remaining as leader of our country for as long as she wishes to do so. I want to be very clear about that.

On the hon. Lady’s second point, as I mentioned to the previous leader of the Backbench Business Committee, the hon. Member for Gateshead (Ian Mearns), the Standing Orders set out the number of private Members’ Bills in any Session; it is then a matter for the usual channels to discuss whether there is a possibility to flex that. I am very sympathetic to her view that we should enable Members to have a fair hearing, and she will be pleased to see that a number of her colleagues came in towards the top of the private Members’ Bills ballot. We look forward to hearing from them. I congratulate all those Members who will be introducing private Members’ Bills and I look forward to working with them.

My hon. Friend raises an important subject. Billions of pounds are being invested in a growing Royal Navy with new aircraft carriers, frigates, submarines, patrol vessels, aircraft and support ships. The Royal Navy and the nation will reach a significant milestone this summer when HMS Queen Elizabeth commences her sea trials. She will be accepted into the Royal Navy later in the year. It is an exciting moment, and I am sure that the subject would make for an interesting Adjournment debate.

It is a pleasure to see you in your place, Mr Deputy Speaker, although I, for one, will greatly miss the former Member for North East Derbyshire, who was a good friend and colleague.

Since 2010, the previous Government were rather random in their use of pre-legislative scrutiny. For the Wild Animals in Circuses (Prohibition) Bill, for example, it was clearly just a delaying tactic. To what extent will the seven Brexit Bills be subject to pre-legislative scrutiny and when can that start?

First, may I say that I will also miss the former Member for North East Derbyshire? She was very good in the House, like many Members who lost their seats. Although we are delighted to see new colleagues, we will miss those who are no longer here.

There will, of course, be a need for broad consultation on our whole legislative programme. As I said earlier, we do not have a majority in this House, so there is a real need to take colleagues with us. There will be a lot of consultation with many opportunities for colleagues to give their views and thoughts.

2. What steps she is taking to improve food labelling.

Clear food labelling is vital to show consumers exactly what they are buying. We want to promote the Great British food brand as strongly as possible. One of my top priorities is to look at what more can be done to make it easier for consumers to identify our high-quality home-grown food.

The Prime Minister recently said that, with Brexit looming, we will be able to choose our own methods of food labelling, but is there not a lot more that we could do on country of origin and method of production labelling? While we are still in the European Union, we ought to emulate some of our EU partners.

I certainly welcome the hon. Lady’s interest in this matter. As she will know, country of origin labelling is already mandatory for unprocessed beef, pork, sheep and goat meat, poultry, fruit and vegetables, olive oil, fish, shellfish, wine and honey. There are many additional voluntary schemes, which we are keen to support. As she points out, there will be further opportunities, as we leave the EU, to look at what more consumers would like to see from labelling.

I welcome the hon. Gentleman to his new position. He is right. We want investor certainty. Our priority for the Department is to keep the bills down, to keep energy security and to decarbonise. In order to do that, we recognise that significant private sector investment is needed. We want to give certainty as soon as possible, and that is what we will be doing.

2. What recent representations he has made to the EU on the cap on bank bonuses.

The Government keep their opposition to the EU-wide cap on bonuses, but we withdrew our legal challenge in November 2014 after it became clear that it was not likely to succeed. We believe that the cap is flawed, and will just serve to put up fixed salaries, but instead of pursuing the legal challenge we are looking at other ways of building a system of pay in the banking system that only rewards excellence and clearly promotes responsibility.

Can the Minister tell the House how much the Chancellor spent on legal fees alone in that failed legal challenge? Was that not a huge waste of money when the priority should have been to help those people most in need?

[Andrea Leadsom]

No. The amount spent was £43,000. The Government believe fundamentally that we need to have the toughest regime in the world of any global financial centre on pay, and that is what we have. We have ensured that bankers will be remunerated in future on performance and that pay can be clawed back. We have put in place a system that is far better and far more accountable than anything that the previous Government attempted.
