Commons ChamberAs the hon. Lady will know, I have announced the dates for the Easter recess, but recess dates are always announced subject to the progress of business. We will need time in the House either to find a way forward or to pass the withdrawal agreement Bill, and I think the country will rightly expect Parliament to be working flat out in either scenario. Further announcements on future recess dates will be made in due course in the usual way.
In answering my hon. Friend the Member for Perth and North Perthshire (Pete Wishart), the Leader of the House said that anything the House proposed had to be negotiable and deliverable before the Government could support it. Tomorrow, with cross-party colleagues, I will be bringing forward an amendment on the revocation of article 50 to avoid a no-deal Brexit. Given that revocation has the virtue of requiring no negotiation and is deliverable, will she confirm that were that to be passed in an indicative vote tomorrow, she would respect that vote?
We will wait to see what the indicative votes are on tomorrow before deciding how to respond.

Commons ChamberOver a month ago I started to engage directly with the Leader of the House, following engagement since November with the Tory Whips, who have been cynically running down the clock on helping refugee families. Those actions mean that people who should have rights will probably end up taking dangerous journeys from refugee camps across the desert with people traffickers, rather than simply flying. What has the Leader of the House done to get the Refugees (Family Reunion) (No. 2) Bill into Committee, and to give children the same rights as adults? If she has done nothing, will she just say so and not waste time?
The hon. Gentleman mentions his private Member’s Bill again, and I commend his commitment to helping the most vulnerable people around the world. He will have received my letter this week in response to his. In addition to what I have said in recent weeks, he will know that the Government have done a huge amount—particularly in the region but also here at home—to help refugees from countries such as Syria. We have expanded our resettlement commitments to provide for more than 23,000 refugees by 2020, and we have committed more than £2.7 billion of humanitarian aid to the Syrian conflict. We must ensure, however, that our focus is on supporting the most vulnerable people who need international protection, and on encouraging those fleeing persecution to seek help in the first safe country they reach, as that is the fastest route to safety.

Commons ChamberWhen we were in talks with the Prime Minister before—probably a month or six weeks ago—she was absolutely adamant that it was no deal, her deal or revocation. Now the Government have pivoted to extension. So why is there this change of position? Why did they not stick to no deal, her deal or revocation? Her deal is dead so it is now between no deal or revocation.
Actually what the Prime Minister was saying was that she was concerned that the House was not giving due consideration to her negotiated proposal, and what she was pointing out to the House is that the Government are determined to fulfil on the will of the people expressed at the referendum and that the alternative to either a negotiated deal such as her deal or not fulfilling on the will of the people was to leave the EU without a deal, which nobody believes would be in the best interests of the country.

The Leader of the House told the hon. Member for Bristol West (Thangam Debbonaire) that she knows where a whole range of Bills are. Where is my Bill to help families and refugees? This is the third time I have raised my Refugees (Family Reunion) (No. 2) Bill at business questions, and the Tory Whips Office say it is down to the stalling of one Whip—they seem embarrassed. At the third time of asking, will the Leader of the House acquit herself well and tell us what she has done, and what she will do, to help families and refugees by getting this process moving along? It would be appreciated.
The hon. Gentleman is right to continue to press for his private Member’s Bill. I am sure he will join me in welcoming the fact that we have had Royal Assent for 50 private Members’ Bills since 2010 including, just in 2018, the Assaults on Emergency Workers (Offences) Act 2018, the Mental Health Units (Use of Force) Act 2018 and the Parental Bereavement (Leave and Pay) Act 2018. These are all important measures.
The hon. Gentleman raises the question of his own private Member’s Bill, and he will be aware that the Government support the principle of family unity and have helped to reunite 24,700 family members in the past five years. Our policy allows a partner and children under the age of 18 to join refugees here if they were part of the family unit before their sponsor fled their country.
The Government are following the passage of the hon. Gentleman’s private Member’s Bill closely, and we will continue to look at providing money resolutions for those Bills that require them in the usual way, which is on a case-by-case basis.

Commons ChamberMy hon. Friend is exactly right to raise this issue, which is a huge concern right across the country. People failing to turn up for GP appointments are wasting valuable resources and time from which others might be able to benefit. I strongly suggest that he perhaps seeks a Westminster Hall debate so that he can address this directly with Ministers and enable other hon. Members to put forward the concerns they have in their own constituencies.
May I just say—I learned this from the late Paul Flynn—nice tie, Mr Speaker? It is indeed one of the best. Paul once told me that he was named after the German soldier who spared his father’s life in world war one, and many were the stories Paul shared with us.
First, I would like to say that it is good the business is out and we know what is happening on Wednesday. Again, we will be tabling an amendment to revoke article 50, which is open to all Members.
To turn to the serious matter I want to raise today, this Government keep playing games with the Refugees (Family Reunion) (No. 2) Bill. I raised this last week, and the racket still goes on. I want the Leader of the House to put a rocket under the Government Whips to get this moving. Last week, she just read from some bland sheet that was handed to her from behind her. The Government Whips have done nothing in the intervening time: they have not responded to emails, and when they suggested a meeting I was ready to go, but I find out today that the Whip in question is absent today. It is ridiculous, so will she pursue this, or must refugee children yet again be cast aside when it comes to family reunion? What do the Tories have against families? Refugees have the same right to a family life as everybody else. Will she commit today to putting a rocket up the Tory Whips Office—please?
The hon. Gentleman was doing so well until he started accusing the Government of not caring, which is simply untrue. This Government have an excellent record of supporting private Member’s Bills, and more than 50 have received Royal Assent since 2010. We are not blocking progress. The Government are closely following the passage of the hon. Gentleman’s Bill, and they continue to look at providing money resolutions for Bills that require them in the usual way, which is on a case-by-case basis. As I have said before, the Government have helped to reunite 24,700 family members over the past five years. Our policy allows a partner and children under 18 to join refugees in the United Kingdom if they were part of the family unit before their sponsor fled their country. It is vital to do everything we can to help asylum seekers and refugees, but we must also discourage people from making treacherous journeys that end up doing so much damage to lives and people’s futures.

Commons ChamberI am aware of the hon. Gentleman’s private Member’s Bill, and that was a shame. He will be aware that the Government have launched a consultation this week on robust new rules for licensing authorities, outlining how they should use their powers to protect vulnerable passengers from harm. These rules would ensure that drivers were fit to carry passengers, keeping people safe while preventing those with bad intentions from getting behind the wheel of a taxi or a minicab.
Will the Leader of the House get a grip on the Government Whips Office and put a rocket right up them? They are playing games with an important private Member’s Bill on refugee children. We need a motion for Committee, a money resolution and notification of which Minister will be on the Committee. Being messed about with false promises, inaction and avoided phone calls is not good enough. This has to be sorted today, and I call on Members more widely, the public, celebrities and whoever else is interested in this to get on to the Government Whips Office so that we can get this shifted.
The Government have an excellent record of supporting private Members’ Bills on to the statute book. I can say to the hon. Gentleman that we support the principle of family unity and that we have helped to reunite 24,700 family members in the past five years. The policy allows a partner and children under the age of 18 to join refugees here if they were part of the family unit before their sponsor fled the country. There are already provisions allowing extended family members to sponsor children where there are serious and compelling circumstances, and the policy caters for extended family members where necessary.

Commons ChamberI am grateful to my hon. Friend for his question and I am really sorry to hear about this—I am sure that it is extremely frustrating for his commuters. This is, of course, a commercial matter between Govia Thameslink Railway, the ATM operator and the ATM network provider, but he might like to apply for an Adjournment debate to raise the issue more widely and see whether Transport Ministers can do anything more about it.
Today, I am wearing a special poppy pin from Poppyscotland, with a poppy and a ship’s bell marking the loss of HMY Iolaire, when at least 201 men perished of the 283 on board off Stornoway at the end of world war one. It is being suitably marked in Scotland, as it should be. As we approach Remembrance Sunday, however, I wonder whether the Leader of the House can offer a statement from the Ministry of Defence on the loss of HMT Lancastria on 17 June 1940 off Saint-Nazaire in Brittany during world war two. With an estimated 4,000 dead, it is the largest single ship loss in UK maritime history, yet it has never been properly recognised for relatives to remember their loved ones. Will the Leader of the House look to help right this historic injustice?
I completely sympathise with the hon. Gentleman’s desire to raise this issue here in the House. We have a full debate on Tuesday on the centenary of the Armistice. That would be an appropriate time to raise the issue of ships lost during the second world war; I am sure that would be in order and he can raise his questions directly then.

I could not possibly comment, but I am obviously extremely grateful.
I welcome the opportunity to respond to the question asked by the hon. Member for Manchester, Gorton (Afzal Khan) ahead of business questions today. I have been clear about the Government’s general approach to money resolutions in business questions in recent weeks. On 22 March 2018, I responded to a question from the hon. Member for Croydon North (Mr Reed), saying:
“Discussions are carrying on through the usual channels and money resolutions will be brought forward on a case-by-case basis as soon as possible.”—[Official Report, 22 March 2018; Vol. 638, c. 407.]
I am pleased that the Government have been able to bring forward money resolutions for three Bills so far and that a number of important Bills are making progress. We will continue to look at providing money resolutions for those Bills that require them in the usual way and on a case-by-case basis.
With regard to the Bill of the hon. Member for Manchester, Gorton, as the Minister for the Constitution, my hon. Friend the Member for Norwich North (Chloe Smith), set out at Committee stage yesterday, the Boundary Commission for England began the 2018 parliamentary boundary review in 2016 and is due to report its final recommendations to Government later this year. The Government have a manifesto commitment to continue with this boundary review, and as it has not yet reported, it would not be appropriate to proceed with the Parliamentary Constituencies (Amendment) Bill at this time. The Government will keep this private Member’s Bill under review, but it is right that we allow the Boundary Commission to report its recommendations before carefully considering how to proceed.
The financial initiative of the Crown is a long-standing constitutional principle, which means it is for the Government of the day to initiate financial resolutions. As I have said and will continue to say, the Government will bring forward further updates on money resolutions, including for the hon. Gentleman’s Bill, in future business statements in the usual way.
I congratulate my hon. Friend on his private Member’s Bill. The House has approved 13 sitting Fridays for this Session and, as I have said:
“Given…this will be an extended Session, we will…expect to provide additional days”.—[Official Report, 17 July 2017; Vol. 627, c. 636.]
In line with Standing Orders, remaining stages of Bills will be prioritised over Second Reading debates on any additional days provided for private Members’ Bills. There are still a number of remaining stages Fridays available for Bills coming out of Committee. The dates available to Members stretch through to 23 November 2018, so at this stage there is no urgency in providing additional days for private Members’ Bills. In fact, tabling a motion later in the current Session will allow us to take into account the progress of private Members’ Bills, as well as of any new recess dates that are announced.
Not just one aeroplane but a second aeroplane on to Benbecula, too. Hence the nerves.
Many people watching will think of this as quite archaic. Money resolutions should really follow automatically. It is also archaic that private Members’ Bills have to queue to go into Committee. It is time to modernise the process. We should not be having this urgent question. Night should follow day, as the right hon. Member for Orkney and Shetland (Mr Carmichael) said, and money resolutions should come forward, especially for the Refugees (Family Reunion) (No. 2) Bill to give child refugees the same rights as adult refugees.
I am grateful to the hon. Gentleman for raising those points. I can only say again that the Government will table money resolutions on a case-by-case basis, in line with current conventions.

Leaving the EU will allow us to shape our own trade and investment opportunities, encourage even greater openness with partners, in Europe and beyond, and put Britain firmly at the forefront of global trade and investment. The recent launch of our international action plan for exports, with nine campaigns across a number of global markets, demonstrates our ambition in this area—an ambition that builds on our strength as a great, outward-looking trading nation.
Scotland has always been at the heart of this success, accounting for 30% of the UK’s total exports of food, feed and drink in 2015. One of the highlights of my trip to Vietnam last year was a lunch to promote fabulous Scottish smoked salmon and Aberdeen Angus beef to Vietnamese food importers.
The Secretary of State mentions planning and careful thinking going forward to 2020, but what planning and careful thinking have been done for the crofters of Na h-Eileanan an Iar and the west highlands, and what will post-2020 mean for them and their futures?
My hon. Friend the Minister of State met the National Farmers Union of Scotland yesterday, as I did recently, so we have taken informal advice. At the same time, I have made it very clear—unfortunately, the hon. Gentleman was not listening—that the consultation on our Green Paper on the long-term future of food, farming and fisheries is the perfect opportunity for him to represent his crofters’ interests and for them to feed into the consultation, and we would welcome such an opportunity. General CommitteesI have to say I am getting sick and tired of the barrage of complaints from Opposition Members on one day about the end to subsidies— at a time when subsidies are no longer necessary at the level they were—and the next day or the next week about fuel poverty, with Members throwing stones at the Government for not doing enough to reduce bills to consumers. They cannot have it both ways. They need to decide. Do they want subsidies to continue, regardless of the impact on bills?
The hon. Member for Southampton, Test, the Chairman of the Select Committee, the hon. Member for Na h-Eileanan an Iar, and others, including the hon. Member for Aberdeen South, complain about fuel poverty and about the effort to avoid the impact on consumer bills—they say it is only a pound, it is only £60 million, it is only £100 million, it is only £2 billion over 20 years. Why is that worth saving? Because the Government’s policy is to be the consumer champion and to ensure we decarbonise at the lowest cost.
No, the hon. Gentleman has had his say so many times and I am sick and tired of it. He needs to stop peddling that argument. The point of the Government’s policy is to support consumers and to decarbonise at the lowest price. We absolutely support subsidies for renewables. They have been so successful and their costs have come down so much. We have carefully consulted, and we have concluded that they no longer need the subsidies at the rate they were receiving them at and that the potential impact on consumer bills of continuing with subsidies at that rate is too great. That is the end of it. Those are the facts. I am sorry that Opposition Members want to play politics with that but we are on the side of the consumer.
The hon. Member for Southampton, Test specifically asked about the eligibility date and why we chose 22 July 2015. That is the date on which we announced the proposals and the grace period was designed to align with that. The significant financial investment grace period is designed to protect those who made such commitments before we proposed to bring forward the RO closure date for solar PV. Moving the date to enable other less advanced projects to meet the eligibility criteria would increase the risk of more projects deploying at greater cost to the LCF. We have tried to strike the right balance between the public interest, including protecting consumer bills and ensuring the right mix of energy, and the interests of solar developers and the wider industry.
The other thing I will say to Opposition Members is that, since our changes to the feed-in tariff, deployment has continued in the solar sector. They like to speak as if no subsidy somehow means that no solar or renewable projects are coming forward. That is blatantly not the case. A significant and decent amount of renewables are still coming forward. Under the Government’s policy, we believe that the feed-in tariff will enable up to another 1.1 GW of new solar installations between now and 2020, protecting the consumer while protecting and supporting the industry.
The hon. Member for Great Grimsby asked about job losses. The consultation period suggested that up to 23,000 jobs will continue to be supported by subsidy and, potentially, many others without subsidy. We are aware that large-scale solar projects are coming forward without subsidy, so it is simply not true to say, as she did, that there are thousands of job losses and that there will be thousands more. There is no evidence for that.
Other hon. Members asked about the LCF transparency. I will make a further point about that. We have been clear that we do not break down published information on components of LCF spend, because of the potential disclosure of commercially confidential information. In certain sites, that has to be the case and has to remain so.
Other hon. Members talked about our impact assessment not having sufficient data points. I can tell the Committee that there were 55,000 responses to the feed-in tariff review and, from that, we gained about 5,000 extra data points from which we were clearly able to target that policy to continue to support renewables, so it is simply not the case that the draft order has been ill-thought-through or that it is not seeking to strike a balance between the interests of the consumer and the interests of the industry.
We are confident in our policy on renewables. Those industries are superb and great British success stories. Hon. Members will be aware that 99% of all solar installations have taken place since 2010, when the Conservative-led coalition Government came to office. Today, still, the vast majority of solar deployments has taken place under a Conservative Government.
In answer to the specific point about nuclear made by the hon. Member for Aberdeen South, he must realise that solar and nuclear are not directly comparable. Solar is not dispatchable; it provides electricity when the sun is shining. Nuclear is dispatchable; as the hon. Gentleman is aware, most days we get 19% or 20% of our electricity, day in, day out, from dispatchable, reliable nuclear electricity. That cannot be the case from solar.
The hon. Gentleman did not make that point, but I entirely agree. As he well knows, in the Department we are looking closely at what exactly we can do to bring forward more storage. He also mentioned that nuclear in Scandinavia is asking not to be brought forward because it cannot compete with renewables. As he knows, what is meant there is hydroelectricity, which is dispatchable, so he makes my point for me. We cannot compare intermittent technologies with dispatchable electricity—it is simply not relevant to our discussion.
I thank members of the Committee for their contributions to this debate. It is very important to make it clear on the record that this Government are on the side of consumers. We will absolutely keep the lights on and decarbonise at the lowest cost to consumers, keeping the balance right between the interests of consumers and of developers.
Does the hon. Lady agree that present-day consumers have benefited from past investment in renewables?
I absolutely agree. As I have just said, 99% of all solar installations have taken place since 2010. This Government have done more to promote renewables than any other Government ever in the UK. Some £52 billion has been spent on the renewables sector since 2010. I absolutely agree. We utterly support this sector and we are keen to continue to do more for it, but not at any price and not at subsidy levels that harm consumers and are not needed by the industry.
In conclusion, this order achieves a balance between the interests of consumers and the interests of developers. The grace periods will make sure that significant financial commitments are protected.

Thank you for the encouragement, Mr Speaker. On the environment, since the Secretary of State said what she did about onshore wind, the industry needs to know what the Government intend for feed-in tariffs, contracts for difference and islands with regard to onshore wind.
I welcome the hon. Gentleman to his new position. He is right. We want investor certainty. Our priority for the Department is to keep the bills down, to keep energy security and to decarbonise. In order to do that, we recognise that significant private sector investment is needed. We want to give certainty as soon as possible, and that is what we will be doing.
