I hope those people will drive not only at an appropriate pace but at a safe pace within the law. As my hon. Friend knows, we started the project early and promised that we would be as fast as we possibly could. We hope that it will be done in early 2014, but if it can be done earlier, we certainly will do it.

T5. Given the threat of ever higher train prices and the success of mutual solutions—for example, Glas Cymru—in reducing the burden on consumers, will the Secretary of State accept the Co-operative party’s People Rail proposals and put passengers in the driving seat?

I am obviously always interested in ideas for improving our railways. The Government recognise the benefits of co-operative arrangements and mutualisation, and I am happy to meet the Co-operative party to discuss what it would like to do with the railways, and to see whether we can involve it in the reforms that we are taking forward.

I know that my hon. Friend has done great work on this issue, and that there is a lot of activity locally. She will appreciate that such projects, which have primarily local benefits, need to find funding locally. It is therefore important that she should engage with the local authorities, Network Rail and the train operators to see what might be logistically feasible in getting the project off the ground.

T4. The Secretary of State has today offered my hon. Friend the Member for Swansea East (Mrs James) sight of the business case for the decision in Swansea, but we were previously promised that the full facts and everything about the case would be placed in the Library. That has not happened yet. In view of the importance of what is a major European route, including its importance to the economy of west Wales, will the Secretary of State promise to put all the details in the Library without delay?

Yes, I am happy to do so, although I should tell the right hon. Gentleman that, despite what was said at the time, the previous Government did not conduct a business case analysis of the proposal for electrification from Cardiff to Swansea.

My hon. Friend raises an important point. It is totally unfair and unjust that men who have a conviction for something that has long not been illegal should have to fear that being exposed—and exposed to partners they live with, who may not know. Such men will never again have to disclose that information. I hope very much that those gay men whom that has inhibited from volunteering will now find that inhibition removed.

4. What steps the Government are taking to ensure that disabled people are able to participate in elections and referendums.

There are a number of provisions in legislation that support disabled electors to vote at elections and, by extension, referendums. In particular, local authorities have a statutory duty to carry out a full assessment of polling places at least every four years to ensure that, so far as is practical, all venues are accessible to electors who are disabled.

I am sure that the Minister would agree that there is still more that can be done—there are lots of things for a variety of disabilities—to ensure that practice is good in every aspect. In particular, will she look at clearing away the clutter of information on referendum ballot forms and election forms? That would mean that the information could be given in large-print form, as appropriate, and that the simplicity of the ballot form would be renewed.

I thank the right hon. Gentleman for raising that point, because access to voting is important for everybody, and the Government are committed to ensuring that that is the case. There is significant legislation already in place to help that happen, and we will be ensuring that adequate formats are in place for all disabled people at the next referendum. In fact, we have consulted Scope on the form and design of the ballot paper to be used in the forthcoming voting referendum, so that both partially sighted people and people with learning disabilities will be able to participate.
