I fully agree with the hon. Member. I will say more about the impact on future generations later, but as she says, the burden will weigh heaviest on them if we do not take action today.

In my constituency of Basingstoke, we have already seen the reality of our changing climate, with more than 500 heat-related deaths in the south-east in 2022 alone. In 2023, extreme weather caused a landslip that severed our town’s rail connectivity for days, and in 2024, the south-east NHS saw a 13% increase in emergency hospital admissions for a respiratory condition linked to rising temperatures. Climate change is already affecting our health, our infrastructure and our economy, placing immense pressure on the public services we rely on. That is before we even consider the other serious economic risks posed by climate change.

The Climate Change Committee estimates that unchecked climate change could impact UK economic output by up to 7% of GDP by 2050. Businesses and investors already recognise that climate risk is economic risk, and small businesses are already feeling the impact. Shops on Pontypridd high street in Wales are finding it impossible to get insurance; flooding in Yorkshire and Cumbria is disrupting national supply chains; and whisky distilleries in Scotland face water scarcity. Failure to manage these challenges today will only increase costs and disruption later.

Climate change is also a critical matter of national security. For decades, and notably in the Pentagon’s 2014 quadrennial defence review, security experts have identified climate change as a major threat multiplier—it drives instability, heightens resource pressures and accelerates displacement. The Ministry of Defence’s 2021 “Climate Change and Sustainability Strategic Approach” document warns that climate change increases the risk of conflict through competition for scarce resources and undermines military effectiveness.

Then there is the impact on nature and our wider environment. There are those who try to separate the issues of climate and nature—the Reform party, for example, claims to care about nature while planning to tear up legislation, policies and investments to tackle climate change—but this is a false choice. Climate change is inseparable from the health of our wider environment; the stability of our forests, rivers, soils and seas is inextricably linked to our climate. As temperatures rise, we see damage to biodiversity and agriculture. The Government’s own nature security assessment warns that on our current trajectory, every critical ecosystem across all regions is heading towards collapse. Nature also plays a crucial role in safeguarding us. Our forests and wetlands absorb carbon; chalk streams, like the beautiful ones we have in Hampshire, support drainage; and urban trees help cool our temperatures. Protecting the climate and restoring nature must go hand in hand, as the resilience of one depends on the health of the other.

As always, my hon. Friend is making a powerful case about the breadth of issues that underline why it is so important that we act on climate change. It is often seen as a future issue, but my farmers are feeling the effects of volatile weather right now, just as some of my households felt the effects of rare flooding just last year. Does my hon. Friend agree that the land use framework published yesterday will be a really important document for ensuring we get adaptation and mitigation strategies right when it comes to protecting nature, as well as delivering the carbon reduction goals that are vital to ensuring we get our climate change action back on track?

I completely agree. If my hon. Friend will forgive the pun, the land use framework is a landmark document. It reflects the Government’s acknowledgement that the public understand many of the threats that we face and want to see climate action. Polling shows that 70% of the British public say that tackling climate change is important to them, with more than two thirds supporting ambitious action. For years, there was a broad cross-party political consensus on such measures. That consensus stretches back all the way to Margaret Thatcher, who said:

“The problem of global climate change is one that affects us all”.

That consensus delivered. We implemented the world’s first Climate Change Act in 2008 under Gordon Brown, and built on it under Theresa May. In 2015, we announced that we would phase out coal by 2025, which was brought forward to 2024. With the closure of Ratcliffe-on-Soar power station, the target was met. Domestically, we have more than halved our emissions since 1990 while growing our economy by nearly 80%. Clean energy drives economic growth, with the clean economy growing three times as fast as the rest of the economy.

Our leadership has secured action around the world. The Climate Change Act 2008 inspired nations such as Denmark, Mexico, Sweden, France, New Zealand, Ireland and Germany to adopt similar measures, and has contributed to reductions in emissions around the world. Successive Governments have shaped the global agenda, but that leadership is now at risk. The current leader of the Conservative party, the right hon. Member for North West Essex (Mrs Badenoch), would scrap the vital Climate Change Act, as would Reform, sacrificing the health of our environment, economy and society at home, and Britain’s global climate leadership and action abroad. Such action is reckless.

We have the capacity to drive meaningful progress at home and abroad, and we must continue to exercise our leadership. I was really proud to hear the Prime Minister say at COP30 that the UK is doubling down on the fight against climate change, and I am pleased that that commitment has been met by decisive action over the past 20 months

The hon. Member is spot on in highlighting the fact that, particularly when we are talking about boys’ lack of achievement, ensuring that we identify the full suite of needs they have early and put in place appropriate interventions is vital. It is an often overlooked fact that 70% of young people with education, health and care plans across the country are boys. The gendered aspect to some of the special educational needs and disabilities challenges faced right across the education system will be fundamental to ensuring that we get our reform agenda right.

The heartening thing for the Government should be that there is lots of good practice to build on. When I look back to my own time in teaching, which I assure you, Sir John, was not a catalogue of universal great practice to be learned from, and think about some of the young men where I was able to have the impact I wanted, it came down fundamentally to one thing—the quality of the relationship I was able to build with them. That observation might seem so simple as to be banal, but in Westminster discourse and in policy making, we can often overlook this simple fact. When dealing with vulnerable and isolated young men, who often feel quite alienated, relationships are everything.

Will my hon. Friend join me in paying tribute to Chris Edwards and Peter Beeching at Brighton Hill community school in my constituency? They have set up the GOAT Boys scheme—the greatest of all the boys’ schemes—standing for growth, ownership, attitude and tenacity. It is a mentoring scheme designed to tackle that very issue—to ensure that every child has a trusted adult outside their family, to build resilience, purpose and connection and help to tackle the educational attainment gap, which this debate is all about. Will my hon. Friend join me in endorsing schemes such as that? It has already signed up 70 pupils locally and 50 schools nationally. Would he encourage similar schemes elsewhere?

Absolutely. My hon. Friend makes a really important point. It was a real pleasure to meet Chris, his constituent, at an event as part of the Lost Boys Taskforce work earlier in the year. They are doing really inspiring things. I hope that together we can better showcase those and build on some of the successes we have already seen in relation to the Government’s youth strategy, which recognises the importance of trusted adults at its heart.

I fully agree with my hon. Friend and look forward to seeing auctions playing a role in rejuvenating high streets such as those in Basingstoke and in her constituency. I also welcome the Government’s action on small business access loans in the Budget, with £250 million for the British Business Bank’s small business loan programmes.

We know that the high streets of tomorrow will not look like those of the past. The modern consumer is looking for more than a place to shop. They are looking for an experience, and a reason to visit that goes beyond everyday retail. Independent, forward-facing business owners such as those running the Dice Tower and the Post Box in Basingstoke, which provide engaging experiences alongside the food and drink offerings, show that they already understand the habits of their customers. Events and experiences are clearly the future of the high street.

Innovation is the way forward for our town centres. A shift towards more diverse, mixed-use developments, integrating housing, leisure, culture, banking hubs, centres of education and public services, will help to create more vibrant high streets where people want to spend time and money. Alongside innovation, we must also address the factors that deter footfall.

My hon. Friend is making a powerful case for the importance of regenerating our high streets with a new modern vision for their success. Does he agree that, for them to be successful, they must be seen to be safe? That is why it is so important that this Government do not tolerate, as the last Government did, a rise in antisocial behaviour and retail crime. A strong neighbourhood policing presence is required to assure residents that our high streets really are there for them, safely, when they need them.

I totally agree with my hon. Friend—I was just about to come on to that point. Antisocial behaviour and retail crime remain significant barriers to a thriving town centre. I am sure that businesses in his constituency have shared with him, as those in mine have shared with me, their frustrations over theft, vandalism, drug use, knife crime and things like illegal car meets. These are not merely nuisances; they are economic threats that drive shoppers away and force businesses to close. Labour’s plan to tackle these challenges head on—with robust action to tackle antisocial behaviour, stronger powers for local police and more town-centre policing, as well as support for businesses to invest in safety measures—is critical to restoring confidence in our town centres.

Since 2014, our police force has been diminished and retailers have been left to fend for themselves against the so-called low-level crime of shoplifting, which we know is absolutely nothing of the sort. It wrecks the bottom line and puts staff and shoppers in harm’s way.

I am glad to see the Government tackling shoplifting by reversing the rule under the previous Government that meant that the police would not usually investigate shoplifting of goods worth less than £200. Only by putting more police on the streets and empowering them to tackle shoplifting and antisocial behaviour can this Labour Government truly bring consumer and business confidence back to town centres like ours in Basingstoke. I would welcome an update from the Minister on the recent work in his Department to support high street businesses that continue to be victims of antisocial behaviour and retail crime.

The recent Budget provided £1.9 billion of support to small businesses and the high street in the next financial year by freezing small business multipliers and providing 40% relief on bills for retail, hospitality and leisure properties, up to a £110,000 cash cap. I welcome those measures, but would also be grateful if the Minister updated us on the progress of the Government’s plans to deliver the promised permanent reform of business rates. This is an absolute key issue that is raised with me time and again whenever I am in the Top of the Town.
