The hard truth of what my hon. Friend said stands for itself, and illustrates the degree of difficulty the Human Rights Council now has in relation to Israel in demonstrating its independence and therefore being a credible body. That was one of the influences on the United Kingdom, besides the unbalanced resolution, that a number of our European allies supported.

The Minister has stated that the UK decided to abstain because the UK Government accept that the process is likely to be biased. Given the UK’s position that the Israeli Government should lead the inquiry, how can we continue to play the role of honest broker, which has been a very important role for our Government historically, given our unique historical relationship with that region? Can the Minister explain how that is possible?

I will endeavour to do so; that is a perfectly understandable and fair question. I draw attention to what we said in terms of the explanation of the vote:

“The loss of life, casualties and volume of live fire presents a depressingly familiar and unacceptable pattern. This cannot be ignored.”

We called on Israel directly to

“carry out what must be a transparent inquiry into the IDF’s conduct at the border fence and to demonstrate how this will achieve a sufficient level of independence.”

Difficult as it is, the UK taking a more balanced position on this than some enables us to remain in an impartial position in relation to this, which would be lost completely if we jumped one side or the other.

Colleagues are delightfully incorrigible. A number are now developing a little technique of signalling to me that they intend to be very short, therefore trying to persuade me to call them earlier than some other colleague.

Since 30 March, 97 Palestinians have been killed and more than 12,000 injured. I have heard words of concern expressed by the Minister, whom I greatly admire, but I implore him to use the word “condemn” and stop the trend of those in the Foreign Office to be mealy-mouthed when these killings happen. I implore our Government to take a leadership role and condemn the attacks.

There is much to condemn all round. We have heard from colleagues on both sides of the House about activities that are rightly to be condemned. As I indicated earlier, deaths that have resulted from breaches of international humanitarian law, whether perpetrated by the IDF or anyone else, would rightly be condemned.

No. I take the hon. Lady’s point, but we are committed to spending £1.25 billion over the Parliament. We will not be able to spend the £250 million this year, but it will be included in future years. The reason is that we have to make sure it is effectively and properly spent and it is a phased programme. She will be delighted to know that in her constituency there will be an extra £536,000 for children’s mental health services.

The organisation YoungMinds found that one in five mental health trusts had had to freeze or cut budgets every year in the last Parliament, and at the moment 40,000 young people are being refused mental health treatment. What guarantees can the Minister give that the money promised by the Chancellor recently will actually be made available and that trusts will not continue to cut mental health budgets?

The hon. Lady makes a fair point. While we invest money nationally in services, people complain that locally clinical commissioning groups have not been funnelling the money down. Two things should help: first, for the first time the national access and working time targets, which the Government have introduced, will provide a means of monitoring what CCGs are doing; and, secondly, the new scorecard for CCGs will look explicitly to ensure that a proportion of the increase to a CCG goes into mental health services. The hon. Lady will also be pleased to know that in her own CCG area there will be an extra £521,000 for children’s mental health services.

We are offering such support, but I probably could provide more detail by placing a letter in the Library. I do not want merely to come out with the obvious platitudes and say that we are engaged in that respect, because of course we are.

Is the Minister aware that the non-governmental organisations that have been working to support Rakhine refugees in Chittagong do not have access to the camps, and that the position is getting worse? Will he ensure that his colleagues in the Department for International Development apply pressure on the Government of Bangladesh to ensure that access is provided? We are a major donor to Bangladesh, and it is not clear why we are not applying such pressure. Bangladesh does not even accept the existence of an informal camp.

There is also the question of humanitarian access, involving the international multilateral institutions that we support. The World Health Organisation has not been doing enough work to get assistance to people who desperately need health care, and there is a major issue of segregation in the hospitals. That is costing lives. Will the Minister make further representations?

My right hon. and noble Friend Baroness Warsi takes these matters extremely seriously, and she has, indeed, pressed Bangladesh on this issue. She has taken this issue directly to the Bangladeshis. It is not a matter on which the United Kingdom can give a guarantee, of course, but I assure the hon. Lady that the UK takes very seriously the issues of access and recognition for refugees that are facing Bangladesh.

My hon. Friend is right: it is essential for Afghanistan’s future not only that its internal politics evolve—that involves the relationship with its near neighbours—but that its regional context is regularised. China, India and Pakistan all have a role to play, as well as countries further afield. The Istanbul conference is an opportunity to bring those nations together, with a common purpose in securing Afghanistan’s future and giving the Afghan people the opportunity of a viable, secure and democratic future.

T5. Earlier this month, a blast ripped through the Education Ministry in Mogadishu, killing at least 70 people. As fighting continues between the transitional federal Government and al-Shabaab and thousands continue to die from famine in the region, what steps are the Government taking to provide international leadership in promoting a lasting resolution to the conflict in Somalia?
