Commons ChamberThe UN Human Rights Council will vote this week on a one-sided motion that minimises Hamas’s role in the violent Gaza border protest last year. Will my right hon. Friend assure me that the UK will continue to oppose one-sided resolutions, particularly given the horrifying scenes this week in Gaza, with brutal beatings of journalists and academics by Hamas?
The UK made clear some time ago that we would oppose matters under item 7 of the Human Rights Council’s determination, and we expect to do that. On Gaza, the international commission was unable to investigate non-state actors, but there is no doubt that the situation was serious, as Israeli authorities have also determined. The UK will maintain its position in relation to that.

Commons ChamberThe UK is well aware of the circumstances surrounding the issues in Gaza and calls for a transparent and independent inquiry, but we are providing humanitarian aid through UNRWA to the Palestinian people and looking at further possibilities of providing direct aid to the medical situation in Gaza.
The horn of Africa has been hit by a devastating tropical cyclone and Somaliland has been particularly hard-hit, with devastation to lives and livelihoods. Somaliland is already a progressive democratic country in an otherwise very troubled part of the world and, as a former British protectorate, it has strong ties to the UK, but because we do not formally recognise Somaliland, any aid we provide must pass through Somalia, which is much less stable. Will my hon. Friend reconsider that policy and consider working directly through Somaliland?

The first part of the hon. Gentleman’s question demonstrates the difficulty of dealing with the issue. He has already made up his mind about all this, and he is welcome to do that, but, as I have said, the United Kingdom Government cannot.
I have made no personal interventions in the case of that gentleman. I said last week that immigration processes were for each individual state, but we have made representations about the closing down of political space. We believe it is much better to interact with people than seek to bar them from a country; however, that is Israel’s own immigration right, as it would be ours.
The UN Human Rights Council has held a total of 28 urgent sessions; not one of them has focused on Iran, North Korea, Turkey, Russia, China, Venezuela, Yemen, Crimea, Pakistan, Somalia and so on, yet eight of those 28 have been on Israel. Does my right hon. Friend agree that that organisation lacks any credibility whatsoever as an impartial observer?
The hard truth of what my hon. Friend said stands for itself, and illustrates the degree of difficulty the Human Rights Council now has in relation to Israel in demonstrating its independence and therefore being a credible body. That was one of the influences on the United Kingdom, besides the unbalanced resolution, that a number of our European allies supported.

I would say two things. First, in relation to the Hajj, I do not know what is definitely on the agenda for each detail of the talks, but the hon. Gentleman and the House can be assured that the safety of those going to Hajj from the United Kingdom is always important, and often raised by the ambassador; and the Kingdom of Saudi Arabia knows how important that is to all who undertake the pilgrimage.
On the Arab peace initiative, yes, as the hon. Gentleman knows, I am really interested in how the Kingdom of Saudi Arabia might respond to anything we see soon from the US envoys. The Arab peace initiative, which lies at the basis of potential solutions, as it has for some time, remains very much in the minds of those who want to see peace between the Palestinians and Israel.
Historically, Saudi Arabia has channelled hundreds of millions, if not billions of pounds into the violent end of Islamic extremism all around the world. In my right hon. Friend’s assessment, has that approach shifted visibly under the Crown Prince?
The short answer to that is yes. We are all well aware of recent history, and that elements in Saudi Arabia may have been involved in elements of violent extremism. I think the setting of the Crown Prince’s face and his state against that, by calling for moderate Islam and for a modernisation, which flies in the face of those very extremists, is making clear the way in which Saudi Arabia wants to deal with its past and seek an alternative future.

Commons ChamberI thank the hon. Gentleman for his question. I spoke this morning to the Foreign Minister of Iraq, and I am speaking later to representatives of the Kurdish Regional Government to do exactly what is being expressed in the House—to urge caution on all sides, and to continue a careful dialogue to make sure that there is no possibility of a miscalculation leading to conflict. It is essential that matters are pursued on a constitutional basis, but there is a difficulty at the moment in getting accurate information about precisely what is happening in the region. We are doing all we can to verify all stories, but we are also doing all we can to cool down the situation.
This Government have promised protection to an area of ocean equal in size to India, covering Pitcairn, St Helena and much more. I think it is a source of huge pride for our country, but we are not all the way there yet, so I hope the Minister can provide an update on progress, specifically in relation to Ascension Island and Tristan da Cunha, both of which have been promised protection —in 2019 and 2020, respectively.

Commons ChamberI am not sure whether the right hon. Gentleman wrote my speech or had early sight of it, but perhaps I could turn to the next paragraph before giving way to my hon. Friend the Member for Halesowen and Rowley Regis (James Morris).
Vital to getting an environment that is conducive to fresh negotiations is avoiding actions that undermine the viability of lasting peace. One such action is building settlements. The United Kingdom’s view is clear and unchanged: settlement building seriously undermines the prospects of two states for two peoples. I am extremely concerned by reports this week of plans to construct more than 1,800 new housing units in East Jerusalem. In the UK’s view, all settlements are illegal under international law. If confirmed, the plans would be the latest example of an accelerating policy of illegal settlement expansion. That would take us further away from a two-state solution and raises serious questions about the Israeli Government’s commitment to achieving the shared vision of Israel living side by side with a viable, independent and contiguous Palestinian state. We have always been clear—I certainly have—that settlements are far from the only problem in this conflict, and we have to be careful not to be sidetracked by one side or the other. It is not about one thing or the other. That is the problem: there are so many different things.
The people of Israel deserve to live free from the threat of terrorism and anti-Semitic incitement, but it has long been our position that settlement activity is illegal and that it undermines the viability of two states for two peoples. We are gravely concerned that an increase in the pace of settlement construction in East Jerusalem and the west bank presents a strategic threat to a peaceful resolution of this conflict. As a strong friend of Israel, we urge the Israeli Government to show restraint on the construction of settlements, and to avoid steps that reduce the prospects for peace and security in the region and make it harder to achieve a different relationship between Israel and the Arab world.
It is worth noting that recent polling shows that a clear majority of both Israelis and Palestinians want peace, with a clear majority in favour of a two-state solution. However, it is hard to see that happening when Hamas remains committed to the destruction of Israel. Does my right hon. Friend agree that Hamas routinely and completely lets down Palestinian people in their quest for peace?
My hon. Friend is absolutely correct. I mentioned that earlier. Peace is very much the desire of the peoples in the areas concerned, but the awkwardness is how to get there. I have said before from the Dispatch Box that there are always 100 reasons to say no, but we have to find the reasons why people should say yes.

Commons ChamberI am grateful to the hon. Gentleman for his kind remarks and I appreciate them very much. Yes, one thing we were told in our meetings in April was that people are sick of coming to Parliament. They have been coming for many years and many of them will feel that even today, but this is the best we can do as Members of Parliament. We know that those on both Front Benches are listening.
I must admit that this issue was not on the radar for me until recently, when I had a discussion with a constituent who was one of three siblings all of whom were contaminated as a consequence of this blunder. I want to put on record my gratitude for the work that my right hon. Friend has done and my support for this campaign. I wish him all the best and all my support as it progresses.
I am deeply grateful to my hon. Friend, but the gratitude should actually be given to the sufferers and their beneficiaries who have made an attempt to approach MPs, sometimes for the first time. This year, we were able to bring it home to people that despite all the privacy and other reservations they might have had—some have not been able to tell family or close friends what they have been suffering—there is a need to approach MPs such as my hon. Friend to make them aware of the issue. That has been a new element of the campaign and is another reason for this debate.
