Yesterday I met the Foreign Affairs Minister of the Palestinian Authority, Riyad al-Maliki—I met the Sudanese Foreign Minister on the same occasion—and I had a meeting with the Israeli Foreign Ministry last week in London and Israeli Ambassador Regev. We keep in constant contact with all parties who might have an influence on the middle east peace process to demonstrate how fundamental it is to United Kingdom foreign policy that this long-standing matter is finally settled.

I have here the names of four young Palestinians, all under the age of 18, who are currently in prison: Yaccob Qawasmeh, Akram Mustafa and Ahmad Silwadi, and one who is 15 years old, Akram Daa’dou, who in the early hours of the morning in the presence of—

In the early hours of this morning, in the presence of his family, Akram Daa’dou was dragged from his home by Israeli occupation forces. His family have no idea where he is. Will the Minister raise with his Israeli counterpart questions about where this gentleman and the other young people are, and ensure that their rights under the fourth Geneva convention are upheld, as they should be in the Palestinian occupied territories?

Through the consulate-general in Jerusalem we regularly express concerns to Israel about activity relating to minors on the west bank. We have offered help and support for dealing with children who may have been detained and we are constantly in contact about any risk of incursion there and the effect on civil rights.

In an active conflict, one side or the other often believes that, even though a military solution is not possible, military pressure may lead to a negotiated outcome more quickly. This happens in conflicts in many places. I repeat our view that no overall military solution is possible and that negotiation is best.

The Minister is of course right to condemn the jihadi Houthis, but will an attack on the port not push them into the city, causing far more deaths? Will the British Government draw a red line under this and ensure that no UK personnel service these weapons?

We will continue to discourage such an attack, and we urge the Houthis to take the opportunity for negotiations that is currently available.

13. What steps her Department is taking to protect Rohingya refugees in Bangladesh from the effects of the monsoon season.

Up to 200,000 Rohingya are living in areas at risk of flooding and collapse during the rainy season. We are working with the Bangladesh Government and humanitarian partners on preparedness, including improved shelters, water and sanitation, vaccination campaigns and pre-positioning of emergency supplies.

There are two issues here: first, work needs to continue to ensure that latrines and waters are as safe as possible, and secondly, an extensive vaccination campaign is already being undertaken. The United Kingdom is a major contributor to the vaccination programme.

When the International Development Committee visited the refugee camps, we were told that non-governmental organisations had identified land that could be made available to them for the safety of the Rohingya refugees. What representations have the Government made to the Government of Bangladesh to ensure that that land is released and that refugees are not put on an unsuitable island?

Regular representations are made about this. The hon. Gentleman is right: a certain amount can be done at Cox’s Bazar to strengthen fortifications in relation to the forthcoming cyclones, but the land itself is difficult. Some have already been moved out, but we do make representations as well about the unsuitable nature of the island that is sometimes proposed.

I will repeat what I have repeated before—this is clearly set out in the United Kingdom’s concerns about the whole process:

“The loss of life, casualties and volume of live fire presents a depressingly familiar and unacceptable pattern. This cannot be ignored.”

The hon. Lady comes to her own conclusions about what she thinks has happened, but others have different narratives. It is clear that the extent of the live fire has caused casualties that raise prima facie questions about what has happened, which is why we must find out what the answer to that is.

The IDF and people here in this Chamber constantly refer to the “Gaza border” despite it not being internationally recognised. If it is a border, what state are the victims of Israel’s latest shooting spree in? If it is not a fence that entraps 2 million people, will the UK recognise the state of Palestine and push for an independent investigation, not just a whitewash by one party?

The hon. Gentleman makes a series of assumptions, and I understand where he is coming from. As I indicated last week, the United Kingdom will recognise the state of Palestine when it is conducive to the peace process, but there are more processes that must be gone through. If we are to find out what truly happened in Gaza, there must be a better option than that presented by the Human Rights Council last week.
