Commons ChamberThe only target for our education policy is to ensure that all children have a chance to succeed. Of course it is the case that teaching assistants and others can play a part, but the single most important person is the teacher. We need to make sure that the changes we have made to attract more talented people into teaching, building on the work done under the last Labour Government, continues.
If the Secretary of State is to ensure that children attain basic levels in mathematics and since he is clearly in need of enough well-trained teachers to do the job, will he explain to my constituent, Stephanie, why she is unable to train as a maths teacher either through School Direct or the postgraduate certificate in education? With initial teacher training having moved out of higher education into schools, there is no capacity in Plymouth, so she has the choice of one school, which can take only one student. Will the right hon. Gentleman explain that?
I will be happy to do everything possible to help the hon. Lady’s constituent to be a maths teacher. We should encourage that aspiration among all people, but it is the case that School Direct, the new programme that allows graduates to train in schools, has been hugely popular. It is also the case that a higher proportion of people with great degrees in STEM subjects—science, technology, engineering and maths—are choosing to enter teaching.

Commons ChamberThe hon. Lady makes a good point. In every nation, a small percentage of students—perhaps 5% or 6%—live with such severe special educational needs that it is difficult for them to secure access to an academic curriculum by the age of 16. We must ensure that those young people have a full and rounded statement of what they have achieved at age 16, so that they, their parents, and potential employers know that they have talent and real ability. Although that talent may not be recognised through an academic curriculum, it can be recognised in the world of work and deserves to be applauded. We want to work with specialists in the field of special educational needs to ensure that that achievement is recognised and, where appropriate, for those students to secure EBacc certificates in English and mathematics at a later stage.
Children in homes that are not connected to the internet—largely those in disadvantaged areas—are likely to fall one grade behind other children, so tackling rather than increasing poverty must be a priority. Does the Secretary of State agree that working with families in those children’s early years is more important than waiting until they fail at 16 and hoping to sort things out in the two years that follow?
I absolutely agree and would say two things. First, the efforts being made to improve access to broadband across the country will help to ensure better internet access for every family. Secondly, improving education in a child’s early years is critical. That is why we are extending the number of hours of pre-school learning available for disadvantaged two-year-olds, and why we are ensuring that the early years foundation stage is more rigorous.

My hon. Friend makes a very good point. One of the advantages of avoiding that race to the bottom in single subject areas is precisely the degree of certainty that she alludes to.
The hon. Member for South West Norfolk (Elizabeth Truss) talked passionately about the use of the free market in education. In a free market, the weakest go to the wall. Does the Secretary of State support the view that children who need to be supported to aspire and achieve should simply go to the wall?
I do not. I think that the hon. Lady is misrepresenting what my hon. Friend the Member for South West Norfolk (Elizabeth Truss) said. Forgive me; she would never misrepresent, but she misconstrued my hon. Friend. My hon. Friend was calling for a single exam board in each subject and for steps to be taken to deal with one of the adverse aspects of poorly regulated competition. That is a critical thing that I hope we can agree on across the House. Sometimes, competition can raise standards, but poorly designed competition can sometimes lead to a race to the bottom. We need to recognise when competition is right and when it needs to be dealt with.

Commons ChamberOver the past five years I have seen nine new schools in my constituency improve their standards of education and behaviour. What can the right hon. Gentleman say to parents who have signed up to send their children to the two proposed academies in my constituency, on the basis that they would indeed be academies on 1 September? Can he confirm whether those projects will go ahead, or do I have to refer to the bootleg version of the list that is now doing the rounds in the Chamber?
Again, I am grateful to the hon. Lady. Those two academies will form part of the group that we are reviewing, as I mentioned in my statement. It is also the case that Estover community college in her constituency is, I believe, unaffected.
