I draw the House’s attention to my indirect interest, which I frequently make public in this place.When will the Secretary of State act to save roughly £500 million of public money over 10 years by giving registered housing providers the same powers as local authorities to enter properties to carry out essential gas safety checks, as supported by the Association of Gas Safety Managers?

T7. I recently visited Crownhill fire station and members of its watch would like a Minister to answer a question about the tapering arrangements for their pension scheme. One firefighter has served since he was 18 years old. He is now 39 and will miss out because the scheme starts for those aged 40, so he will have to work for 42 years rather than 30 years. The watch want to know whether any consideration has been given to the scheme in operation for the police, which takes into account length of service rather than age.

My understanding is that, at the time that arrangement was made with the police, the Fire Brigades Union did not go down that road. More firefighters are protected by the scheme we have put in place than any other scheme in the public sector, and conversations with the FBU remain ongoing.

It was a pleasure to meet Joe, the leader of Pendle borough council, a couple of weeks ago, when I met a number of council leaders. Pendle is a fine example of a small authority that has worked hard to make really good savings while protecting front-line services. I congratulate that council, and other councils that are taking similar measures, on their excellent work.

Plymouth city council has won awards under different administrations. Over the past five years it has cut its back-room staff, innovated, and, sadly, laid off staff. Now it is telling us that it will not have enough money to fulfil its statutory duties over the three-year period, which is not acceptable. Will the Minister please tell us what the council is supposed to do when it is being encouraged to freeze council tax, which is a wholly regressive measure?

If the council freezes the tax, which would be good for its residents, it will receive a support grant from the Government. If it is looking for ideas in order to do more than it has already done, I am sure that the Local Government Association will be happy to help. It could probably learn a lesson or two from Hammersmith and Fulham, which has some good ideas that would help it to cut its tax for local residents.

Grant reductions to the fire and rescue authorities are back-loaded in the spending review period, allowing them to make sensible savings without impacting on the quality of local services. Rightly, operational activities are decided by each authority, subject to local consultation.

I declare an indirect interest in the interests of my right hon. Friend the Member for Greenwich and Woolwich (Mr Raynsford). On 6 December, during a visit to Taunton, the Minister seemed impressed by Devon and Somerset fire service’s plan to make significant —I repeat, significant—savings through efficiencies and lower fuel costs by purchasing light rescue pumps, yet when push came to shove, the fire service, ravaged by cuts and trying to find innovative ways to reduce costs, was told, “Sorry, no, you can’t have those pumps.” Why did he change his mind in the space of a few weeks?

As the hon. Lady outlined, I had a very good visit to Somerset and saw some of the plans that people have for how they want to take things forward to save money, which is exactly what many fire authorities across the country should be looking at. It is also why Devon and Somerset will be receiving £2.7 million of capital money in 2013-15.
