I was going to be more polite and say some are and indeed some are not, but if the hon. Gentleman wants some statistics, in February 2022 Transparency International linked £830 million-worth of property in the overseas territories and Crown dependencies to individuals close to Russian President Vladimir Putin. In 2018 Global Witness said £34 billion was currently invested by Russians with links to the Russian Government in overseas territories. The Global Witness report of 2018 also said that £68.5 billion in foreign direct investment from Russian residents had been directed towards the overseas territories from 2007 to 2016. I acknowledge progress has been made by some of the overseas territories, but we also must speak frankly to our friends and there is an issue that needs to be dealt with.

I touched briefly on this in my speech, but I want to make it clear that every overseas territory has fully complied with the sanctions that this House has placed as a result of the renewed illegal invasion of Ukraine—every single one—so while I agree that there is progress to be made in other areas, in this area we should give them full credit: they have stood behind us on that.

I agree, and I have pressed in a number of previous debates in this place for complementarity of the sanctions regime across the overseas territories and a number have done very well, but we must maintain vigilant on this. In the same way that London is a centre of dirty money, the overseas territories play a part in that network as well and we must be vigilant on that point.

On other obligations, reciprocity must go in both directions and I warmly recognise the role the overseas territories play in the fight to mitigate climate change and protect biodiversity. More can be done to support them in those efforts. So, it is right that we reassess our relationship with the overseas territories. They are an important partner in what we all want to see—the protection of biodiversity and the protection of people from climate change—and the UK can do more to recognise and support their efforts. The SNP wishes the Minister well in that endeavour.

The world has just witnessed Ukraine pull off a stunning counter-offensive around Kharkiv. It liberated thousands of miles of territory in what was an incredible feat of military planning. Months of distraction around Kherson were put in place, with radio silence around what people were doing around Kharkiv. It was something that brought the world with them, and showed that, yes, Ukraine will be victorious if we stand by it. That victory was not just thousands of miles of territory, but it hit Russian logistics. It liberated major administrative and rail hubs that the Russians had been using, and it will castrate Russian ability to get what it needs and to rely on those rail logistics throughout. As a result we have seen a panicked response from the Kremlin, with sham referendums and a partial mobilisation of 300,000 men.

Much has been made of that mobilisation, but a country cannot magically muster kit, strategy or skilled soldiers. We must be careful and challenge the arguments when we hear big announcements from Putin that are not tantamount to changing the situation on the ground. The performative referendums should be called “hostage referendums”, because that is what they are. It is vital that the world rejects them, and I am confident that we will. Years ago when we did not reject them, we saw Putin emboldened to do what he is doing today.

Ukrainian gains are showing the scale of the atrocities being committed by Russian troops, and it is vital to consider how we can support those affected. I will therefore focus on recommendations for what the Government should be doing. First, our international justice infrastructure is not sufficient. The International Criminal Court cannot prosecute in this situation, and as one of the foremost powers when it comes to security and justice, we must convene a plan for how we will hold people who have committed atrocities at all levels to account. Secondly, I made the point earlier about creating a specific court or tribunal for sexual violence and rape that is established at the start of conflicts, rather than at the end when it is too late to collect evidence.

We must also learn how we share intelligence. In September last year—this time last year—Britain and America went round and told our allies that Putin was going to invade. We had the intelligence, we were sure of it, but our allies did not believe us. The French said it just would not happen and that Macron had too good a relationship with Putin; the Germans said that that was not what their intelligence showed. When I asked European ambassadors why they did not believe us, they said it was because of Iraq. It is greatly concerning that they are making intelligence decisions based on what happened many decades ago when I was only a child. It also shows that we have manifestly failed to make the most important intelligence analysis and argument that we needed to make over the past decade.

Putin is no master strategist—he is a gambler. He gambled in 2014 that we would turn a blind eye to the invasion of Crimea. He gambled in Syria, where we turned our backs, and he gambled in February that we would be too divided. He was wrong about that, but Putin bases his decisions on the critical assumption that we have not adapted to 21st-century hybrid warfare. We have spent the past two decades focusing on terrorists who behave like states, but between now and 2050 we must adapt to states that behave like terrorists. To do that we need whole state resilience. That is not easy, it is not sexy, and it will take decades to put in place, but that is how we protect ourselves and our allies in the long term. That covers everything from investment and supply chains, to defending our multilaterals and the rule of law, upholding human rights, the independence of our educational institutions, and our culture and digital security. We must recalibrate.

Technology and the democratisation of information have fundamentally changed geopolitics. We are at war at all times, and the best enemies are the ones we do not know are there. We do not know we are at war with them. The point was made earlier that conversations could be taking place with people radicalised and recruited without a single word being spoken aloud. We are not ready, whether that involves energy and food sources, business, culture, finance or the military. Hostile states are infiltrating us at all levels, and we must tackle that. We as Britain can convene our allies—our ability to convene partners is one of our greatest strengths—and work together towards a more resilient society. If we do not double down, defend and stop neglecting our international institutions, we will further embolden Russia. This is our responsibility if we want fair play and respect for the rules-based order.

I am grateful to the hon. Lady for giving way; she is making a powerful speech. Does she agree that, on cyber-resilience especially, there is a lot of good work to build on, but that it needs more resource?

Without question; the hon. Member is absolutely right. We are building those capabilities within the military, but they need to be cross-force and also need to bring in civilians, whether based in the Foreign Office or elsewhere. Back in 2016, I was in Ukraine training the Ukrainians how to conduct counter-disinformation operations and integrate that with cyber, and we have seen that work pay off—Members can look at what they did over the last few weeks.

The lessons are clear. The decisions, defences and resilience that we implement now are what will defend us over the next 20 years. We need to make ourselves and our international alliances more resilient, because only in that way will we protect ourselves, return to moral leadership on the world stage, stop atrocities and be able to take a stand and protect ourselves from hostile states that will spend the next 20 years using their whole-state effort to undermine us and to hurt us.

It is a privilege to sum up for the SNP in this debate. I warmly praise the hon. Member for Bolton South East (Yasmin Qureshi) for her powerful and moving speech and I extend my condolences to her. This is an important thing for us to take account of today. I am also glad to see the hon. Member for Rutland and Melton (Alicia Kearns) in her place and I commend her for her deeply powerful speech. She organised a trip to Bosnia for a number of colleagues across the House a few weeks ago and I was glad to be part of it. We visited Tuzla, Sarajevo and Srebrenica, and it was a deeply moving experience. I suspect I will remember the smell of the Tuzla morgue forever. I pay tribute to the work that it does in reconciling the human remains with the still grieving relatives. The truth and reconciliation process is still necessary across Bosnia; it is ongoing and it needs wider support. I was also glad to briefly see the right hon. Member for Beckenham (Bob Stewart) in his place today. He was on that trip, and he has a deep connection to Bosnia, having served there during the dreadful situation. It was a privilege to spend time with him and hear his stories of the events.

All of us across the House can unite around the fact that genocide denial is an act of aggression. I pay tribute to Remembering Srebrenica, an important charity that does leading work not only to ensure remembrance but to challenge and remind us that the world has not learned the lessons of Srebrenica and other genocides. Sadly, I see the ingredients of what brought us to the dreadful events at Srebrenica present in other places around the world: Syria, Ukraine, Xinjiang, Yemen and other places besides. It is easy for us to say that we need to remember and learn the lessons, but the challenge to all of us in this House is: what are we going to do to prevent other genocides from occurring?

As we see a more unstable world, with resource scarcity, climate instability and all sorts of other pressures, I regret to say that we are going to see more pressure on decency, democracy and international law. We can unite around the need for action, and I extend a hand to the Minister of State, Foreign, Commonwealth and Development Office, the hon. Member for Beverley and Holderness (Graham Stuart), whom I welcome to his place, to work together on this. There is a variety of world views and perspectives across the House, but surely we can all agree that more needs to be done to protect civilians, to protect and uphold international law and to protect decency.

I have some concrete questions for the Minister. The peace in Bosnia remains fragile and I would be grateful for an update on just how the UK is supporting the institutions of Bosnia to make sure that peace is maintained. It is under pressure from external forces and also from internal forces that remain dangerous. I have called long since for the adoption by the UK Government of a specific atrocity prevention strategy. There is good work going on, and I pay tribute to that, but crystalising that into a unified document and a unified policy to work across the embassy network would be beneficial for all of us, and for the UK efforts as well.

When I was elected, I fought for the creation of a genocide prevention centre, and the Government did indeed create it, although they called it the conflict centre. Does the hon. Gentleman not agree that the conflict centre would be ideally placed to do this work? It is a place of excellence and expertise that could identify very early the markers of a genocide and have experts who could deploy to the FCDO team to advise on the programmes, the social and community group interventions and the sanctions that would work to prevent genocide. Does he agree that that would be the best way to ensure that atrocity prevention was at the heart of the Government’s efforts?

I am grateful to the hon. Lady for that intervention and I warmly agree. There is no shortage of good ideas around and I appeal to the Government and the Minister to take advantage of them, and of the opportunity for cross-party working across the House right now on this sort of issue.

I acknowledge that the UK has done much on ensuring accountability. We discussed this just yesterday in the case of Sri Lanka. We are seeing it in China as well. We are seeing it particularly in Ukraine. I acknowledge that the UK has done work to support the International Criminal Court and the special prosecutor on Ukraine, but again, crystalising that into a specific strategy would be helpful for all of us in punching up the efforts to increase prominence and clarity across the world.

In closing, I want to make a plea for Remembering Srebrenica and its funding. It does incredibly important work not just for Srebrenica and Bosnia but for these issues as a whole, and it needs a much more certain financial future than it has had, because it has had funding issues. So I hope that an update will be forthcoming from the Minister on ensuring that Remembering Srebrenica is safe to do its work to help all of us in the efforts we want to unite around. It has been a privilege to sum up in this debate.

I am grateful for the hon. Gentleman’s intervention. I am a solicitor, if we go back far enough. The law is well used to dealing with shades of grey. In many other situations—aggravated hate crime; discrimination; words that mean one thing in one context and a different thing in another—it is perfectly possible to come up with a proper legislative framework to protect people and the honest conversations that he is rightly concerned to see protected. I share that concern and would work with him on it.

The hon. Gentleman will correct me if I am wrong, but on the point about waiting to see, there is currently a wait of at least two years to have those conversations with a professional, so there is no rushing into this. I may be wrong, but someone cannot have surgery if they are under 18, and they cannot get access to puberty blockers for at least a couple of years. I may be misunderstanding the timeline; if so, he will advise me.

The hon. Lady makes a powerful and apposite point. On saying, “Just wait,” well, people are waiting, including all the legislators in this Chamber—we have waited far too long to act, and too many people are suffering. The concerns that are raised need to be dealt with and respectfully discussed, but to my mind there is a clear need to act. Too many people are suffering. We have a duty as legislators to keep our citizens safe from harm. Let us act together. Let us work together to keep safe the people whom we need to protect.
