I apologise that the hon. Lady has not had a response, and after this statement I will go and find out what has happened to that. If I recall rightly, the hon. Lady raised this matter on the Floor of the House when we last had this debate, and we discussed human rights, including LGBT rights in Rwanda. If I remember rightly, I think I said back then that Rwanda’s constitution outlaws discrimination. Rwanda does not criminalise or discriminate against sexual orientation in law, and importantly, our policy is cognisant of that and fully compliant with those laws and our own domestic laws.

Can my right hon. Friend confirm that despite this despicable ruling from a foreign European Court of justice, we are committed to relocating illegal immigrants to Rwanda? When can we look forward to wheels down in Kigali for the first flight?

I note my hon. Friend’s enthusiasm for this Government’s work and policy on removals and deportation. It is an important point because, as I have said a few times during this statement, we are working to receive the judgment from the European Court; it is right that we do that. It is right that we go through all the processes. But our policy is legal, and I can give my hon. Friend and his constituents every assurance that we will continue.

If the hon. Lady has read the new plan for immigration—I hope she has—she will be very clear about the Government’s policy on safe and legal routes. I have outlined today a number of safe and legal routes to which the Government have committed, including two routes for Ukrainian nationals and the two routes for those who fled Afghanistan last year.

T7. People smugglers are evil. People have been exploited, beaten, robbed, raped and have even died, and we need to do everything that we can to stamp out this evil trade. Does my right hon. Friend agree with me and the vast majority of Rother Valley residents that the Rwanda plan is not only the right thing to do, because it will cut down on illegal immigration and reduce pressure on public services, but will ultimately save lives?

My hon. Friend is absolutely right. Although Opposition Members yell about the lack of support, I will come back to a number of points. First, doing nothing is not an option. We have to do everything that we possibly can to break up these evil people smugglers, who are unhinged and will stop at nothing to exploit individuals. Secondly, through the new plan for immigration and our wider work through the Nationality and Borders Bill, which is coming back to the House tomorrow, we want to bring our plan together and deliver for the British people.

As part of the violence against women and girls strategy launched last July, we are bringing forward legislation against stalking, forced marriage, female genital mutilation and wider domestic abuse. The strategy is overseen by the VAWG inter-ministerial group, which I chair.

I thank my hon. Friend for her comment and for the work that the police and crime commissioner and her local police force are undertaking. The You Are Not Alone campaign was launched during the pandemic. I recommend it to anyone who is a victim of any form of domestic abuse or violence. It is a successful campaign, and I pay tribute to police and crime commissioners and to our police officers across the country, who have been supporting it and making sure that they provide support to victims of abuse.

My right hon. Friend will be aware that the shadow policing Minister, the hon. Member for Croydon Central (Sarah Jones), has said:

“Harsher sentences don’t act as a deterrent.”

Will my right hon. Friend confirm that that is wrong, that harsher sentences actually do work, and that we are prepared to put domestic abusers and violent and sexual offenders behind bars for longer to make our streets, especially in Rother Valley, safer for women and girls?

My hon. Friend is absolutely right. It is right that we change our laws, have tougher sentences and make sure that perpetrators absolutely feel the full force of the law. He is right to make that case. The Government are also undertaking wider work on perpetrator behaviour and education campaigns across all Departments.

First of all, I advise the hon. Lady to actually read the immigration plan, because she will see that it is in line with international obligations, including the refugee convention. Secondly, she has spoken about categories of individuals—people seeking to flee who will be persecuted for who they are and for their values. They will, of course, be covered under our safe and legal routes scheme, so she is completely wrong in her misrepresentations.

My constituents and I in Rother Valley welcome strong action in tackling illegal, dangerous migration. I know that my right hon. Friend and her Department are working tirelessly to bring the criminals facilitating the illegal channel crossings to justice, and to tackle this exploitative crime. Does she agree that there is no justifiable reason for migrants to be making this crossing, and putting themselves and our Border Force in danger, when staying in France remains a perfectly safe and right option for them?

My hon. Friend is absolutely right; I thank him for his question. People should claim asylum in the first safe country they arrive in. That is the point that we are making again and again. They are currently in the hands of people traffickers and smugglers, and are, quite frankly, being duped into false promises and false hope. There is no doubt whatever that we will be working with our counterparts—I have already mentioned the G6—to pursue this with greater vigour. The principle that my hon. Friend raises is fundamentally correct.

Peaceful protest remains a vital part of our democratic society, as the hon. Lady has said, but what we witnessed over the weekend was terrible. We talk about community spirit and communities coming together when it comes to understanding the strength of feeling and people expressing their views in the right kind of way. I have already spoken about the United States of America, and what we are seeing over there is a tragedy.

Does my right hon. Friend agree that we should push for the harshest possible sentences on the perpetrators of the violence not only for causing the violence but for undermining the key message of equality and for helping to spread the coronavirus?

As we saw post the 2010 and 2011 riots, it is important that we see swift justice. We have a process of swift justice in place to ensure that justice is served for the appalling acts that we have seen over the weekend.

Let me repeat to the right hon. Lady the comment that I made earlier. This is work that is taking place across Government, and not just in the Home Office. We are engaging with the Treasury and with the DWP. It is vital that, at this particular stage and given the really significant challenge that our country finds itself facing, we provide resources and support for people at all levels, and that is something that the entire Government are committed to do. I would be very happy to come back to her on this specific point in due course.

T2. In the light of the panic buying, profiteering and rising tensions occurring at some shops across the country, what measures is my right hon. Friend taking to ensure that sufficient security and public safety personnel are present to keep such premises open and to maintain the availability of essential goods to all, especially to the elderly, vulnerable and our much-valued NHS workers?
