Earlier this month saw the 25th anniversary of the genocide in Rwanda. Nottingham commemorated it with a walk to remember, organised by my constituent Amdani Juma. As well as the solemn remembrance of lives lost, we also marked the progress made in Rwanda since. May we have a debate in Government time on how those in conflict situations around the world today might be able to learn from the experience in Rwanda?

The conflict in Rwanda was truly terrible, with appalling consequences for so many people, and the hon. Gentleman is right to raise its anniversary. I certainly support the idea of a debate to look at how those in conflict situations can recover. There are far too many current conflicts and we should always seek to learn how we can better improve people’s lives so that they can survive and thrive again. I will certainly see what can be done.

My hon. Friend is a great champion for her constituency. She will be aware that the new stronger towns fund will provide £1.6 billion of investment in the future prosperity of English coastal, market and industrial towns; £1 billion of investment will be targeted at the towns with the greatest need and will be distributed by local enterprise partnerships, and £600 million will be available as part of a competitive process that any town will be able to bid into. My hon. Friend might like to table a written question to the Ministry of Housing, Communities and Local Government for further details on how to apply for that funding.

Tomorrow is the Nottingham North jobs fair, which is a collaborative effort between the council, the Department for Work and Pensions, the Futures Group, my office and my charity, the Rebalancing the Outer Estates Foundation. Last year we helped 150 people to find work in my community, and we will be at the Bulwell Riverside from half-past 9 tomorrow morning. Would the Leader of the House find Government time in which we can have a wider debate on supporting communities such as mine into work?

I congratulate the hon. Gentleman on organising a jobs fair. I know that many right hon. and hon. Members do so, and it is incredibly appreciated by their constituents. Such fairs are amazingly successful at bringing together employers and those seeking work. I encourage him to seek an Adjournment debate so that he can discuss with Ministers whether more can be done to support these excellent initiatives.

As an MP who represents a semi-rural constituency, I am extremely sympathetic to my hon. Friend. As he will know, we have committed more than £1 billion to next-generation digital infrastructure, and we are committed to full-fibre connections for the majority of homes and businesses by 2025, with a nationwide full-fibre network by 2033. There is a huge amount more to be done and I am sure that, if my hon. Friend sought a Westminster Hall debate, many Members would be interested in taking part.

Betty Higgins, the former leader of Nottingham City Council, died this week aged 92. She will be remembered as one of the great Nottinghamians: our publicly owned bus company, our council houses that she built and our schools that she refreshed provide a lasting memory. She was tough but kind, idealistic but pragmatic. She was also my friend and had a profound influence on my career from university to where I am today. May we have a debate in Government time about the impact of our great local government leaders and how to celebrate them?

The hon. Gentleman has paid a touching tribute to the former leader of his local council. I join him in paying tribute to her for her lifetime of commitment to the area. So many people in public life contribute to their areas but go largely unnoticed and unrewarded. It is right that we pay tribute to them from time to time, and I encourage the hon. Gentleman to seek an Adjournment debate so that he can do just that.

I congratulate the hon. Lady and all the other community shareholders. I am sure she will be there pulling a pint at some point over the weekend, and we will want to see a photograph of that. She is right; pubs in our communities are vital. They bring people together and provide somewhere to chat and share views about Brexit and all manner of things. They are the venue for many happy discussions. We appreciate the importance of the pub. That is why the Government have sought to keep taxes down on a pint of beer and a glass of wine, and we are doing everything we can from both a fiscal and community support point of view to keep our pubs going.

Holiday hunger is a scourge in communities like mine, and for too many young children, their free school meal is the best and sometimes only nutritious meal they get. That stops during the holidays, and we have a challenge in this place to tackle that. In the meantime, my community does not want to wait for long-term strategies but wants to get on right away. That is why I am supporting a consortium of organisations, led by the Active Partners Trust, that are making a bid to the Department for Education for a scheme that would feed and provide activities for 2,200 young people in my community in the holidays. I do not expect an explicit commitment to that from the Leader of the House today, but might she help by providing Government time to debate that or another opportunity for me to raise my support for this important bid?

I congratulate the hon. Gentleman on that bid and wish him success with it. All Members are aware of children in their constituencies who suffer from holiday hunger. In my constituency, there are also children who would prefer to be at school than at home because of not just hunger but the way they are treated during the school holidays, which is unacceptable in our society. The Government are seeking to do all manner of things to improve the plight of those children. I encourage him to raise that excellent initiative at Education questions on Monday 4 February.

The hon. Gentleman raises a horrible case. It is awful to hear of someone fleeing domestic violence and being unable to find shelter overnight, and he is absolutely right to raise it. He will be aware that the Government are committing more than £1.2 billion to tackle homelessness and rough sleeping, including by looking at provision in different areas, but I would encourage him to raise his specific question at local government questions on Monday 28 January.

Last Friday, I joined students at Ellis Guilford School in my constituency as they took part in a “Be Internet Citizens” workshop, hosted by Google and the Institute for Strategic Dialogue. The day helped those young people learn about fake news and about hate, on and offline. It will really give them the skills to thrive, on and offline, in their daily lives. Can we have a discussion in Government time about the importance of teaching our young people those skills at the earliest possible age?

The hon. Gentleman raises a really valid point about teaching young people how to better protect themselves, and he is absolutely right to do so. There is so much that we can do both in terms of encouragement and legislation to ensure that the big social media companies take responsibility, but nothing could be better than encouraging more young people to understand that they themselves need to challenge what they are seeing online. I commend him for raising that point, and I encourage him perhaps to raise it again at Digital, Culture, Media and Sport questions next week on 31 January.

My hon. Friend is absolutely right to raise this important issue. All EU citizens who have come to the UK to make their lives here and contribute to our economy and society are very welcome, and they will remain welcome under all circumstances, whether we leave the European Union with or without a deal.

The outstanding Roy Castle Lung Cancer Foundation, in conjunction with our local health services and my own Rebalancing charity, are bringing lung scans to Aspley, Bilborough and Strelley this month, following our very successful roll-out in Bulwell last year that detected cancers and saved lives. Might we have a debate in Government time about the importance of lung health and the benefits of rolling out lung health screening across the country?

I congratulate the hon. Gentleman and his constituents on their excellent and incredibly important work in lung screening. I agree with him about the importance of such screening. He will be pleased to know that the new NHS 10-year plan includes a much greater focus on early detection and prevention, with the aspiration of many more people surviving cancers in the future. I encourage him to seek an Adjournment debate so that he can raise these issues directly with Ministers.

I think all right hon. and hon. Members were delighted when the decision was taken swiftly to make cannabis oil available to those who need it for medical purposes. Obviously, we need to have a period for this recent decision to bed down, but I encourage the hon. Gentleman perhaps to raise the issue at Home Office questions on 21 January to see when Ministers intend to review how the system is working.

Advice Nottingham’s new report on housing in my city has revealed that there are only 23 properties available with rents under local housing allowance rates, including only three three-bedroom houses. The local housing allowance is supposed to be supporting low-income families to rent, but it is not. May we please have a debate in Government time on the impact of the housing crisis on Nottingham?

I am genuinely sorry to hear that. The hon. Gentleman will obviously be concerned about the lack of housing available in his constituency. He will be aware that since 2010 the Government have brought social housing waiting lists down by over half a million and delivered many more council houses than was the case under the Labour Government. Nevertheless, we have huge ambitions to do more. We are putting in place measures to enable the delivery of more social and affordable housing, but he might want to seek an Adjournment debate to raise the specific issues for Nottingham.

The hon. Gentleman raises an incredibly important issue that is quite harrowing for all Members across the House. I am aware that a number of right hon. and hon. Members have visited Burma to see for themselves what has been going on there. It is certainly ethnic cleansing, and there seems to be an overwhelming level of evidence for some of the atrocities that he has highlighted. He will be aware that my right hon. Friend the Foreign Secretary visited Burma in September to press its leaders to take action, and also convened a meeting in New York later in September to try to galvanise the international response. From a humanitarian and a diplomatic point of view, the UK Government are trying their hardest to get these issues resolved.

Each Lent, Nottingham women seeking a termination of pregnancy must run an unacceptable gauntlet of protesters outside the Nottingham treatment centre. We need a buffer zone, but this has been ruled out by the Home Secretary. May we have a debate in Government time on the harm that this will cause?

I am very sympathetic to what the hon. Gentleman says. He will be aware that there is a balance of issues on all sides of this debate, and it has been concluded that it is reasonable to have quiet and peaceful objections shown. I think that many hon. Members will have differing views on this, and I encourage him to perhaps seek an Adjournment debate on the subject.

Fireworks season is upon us, which will bring pleasure to lots of people, but anxiety to our nation’s pets. I am campaigning with the Dogs Trust to raise awareness of how people can enjoy fireworks without causing unnecessary anxiety to our animals. May we have a debate in Government time about how we can best do this?

I totally understand that it is incredibly frustrating for anyone when they have bought something in good faith but are then unable to get a refund because it was faulty or whatever. The hon. Gentleman might like to seek an Adjournment debate so that he can raise this specific issue on behalf of his constituent.

The excellent Save Our Schools East Midlands campaign has highlighted that 82 out of 84 schools in the city of Nottingham face real-terms cuts by 2020. This is an abysmal set of affairs. I know that the Leader of the House shares my enthusiasm for early intervention and investment in our children, so may we please have a debate in Government time about what a false economy these real-terms cuts are?

I absolutely share the hon. Gentleman’s enthusiasm about the importance of a good education for every young person, so I hope that he is as delighted as I am that there are now nearly 2 million more pupils in good or outstanding schools than was the case in 2010, and that now 86% of schools in England are rated as good or outstanding—up from 68% in 2010. School funding is absolutely vital, but even more important is outcomes for children, and we see those outcomes improving consistently.

Last night, Basford United completed an unforgettable league and cup double and secured yet another promotion. This is a well-run football club that makes a real impact on the pitch, but also off the pitch by sharing its facilities with the rest of our community. May we have a debate in Government time on the impact of non-league football?

May I first congratulate the hon. Gentleman’s team? I also pay tribute to its desire to share its facilities with the community. That is incredibly important. I am sure that there would be plenty of support for a Backbench business debate on the contribution of football teams such as his, if he were to seek one.

I am always well educated by the exchanges in this place, and I always continue to listen carefully and to reflect on what is said.

On Wednesday morning, we saw an absurd spectacle. We had a Committee full of hon. Members ready to take on this Bill at its next stage, following overwhelming support on Second Reading, but we were prevented from doing so. We were prevented by a Government who were not brave enough to make the case against it and not secure enough to divide on the matter, so, instead, they hid behind procedure. Does the Leader of the House really think that it is satisfactory for the Government to frustrate the will of the House in this way?

The Minister for the Constitution, my hon. Friend the Member for Norwich North (Chloe Smith), clearly set out in Committee yesterday that

“the Boundary Commission for England began the 2018 parliamentary boundary review in 2016. It is due to report its final recommendations later this year…it would not, therefore, be appropriate to proceed with the Parliamentary Constituencies (Amendment) Bill…at this time by providing it with a money resolution.”––[Official Report, Parliamentary Constituencies (Amendment) Public Bill Committee, 9 May 2018; c. 5-6.]

I am always delighted to congratulate those involved in all sporting efforts, including the bowling team that the hon. Gentleman mentions, and, of course, I congratulate Scotland and all parts of the United Kingdom on an excellent Commonwealth games.

Every weekend, hundreds of thousands of men, women and children make their weekly pilgrimage to watch their football team. In the top two tiers of English football, they can only do so sitting down. This is unsafe, as it is not universally observed, and it is bad for the atmosphere. It is time to permit safe standing, as they do in Scotland and other parts of Europe. May we have a debate on this matter in Government time?

The hon. Gentleman will be aware that there are arguments for and against standing and sitting in football stadiums and we have our own horrendous examples of unfortunate and appalling circumstances involving standing. I am sure that he will appreciate that it is not an easy issue to decide one way or the other. I encourage him to take the matter up directly with the Department for Digital, Culture, Media and Sport and see what progress it is making.

The Aspley sewing workshop in my constituency is a fantastic example of how the arts can bring people together and reduce social isolation. Over the past eight weeks, funded by near neighbours, 39 people from different faiths and cultures have designed and made clothes, bags, cushions and toys for themselves and their children. May we have a debate in Government time on the impact that the arts can have on social cohesion?

The hon. Gentleman raises a good point, and I am sure that we all have great examples in our own constituencies of how the arts and crafts can be a fantastic way of getting people together, often in libraries and by combining younger and older people. I commend him for raising the matter in the Chamber, and I encourage him to seek a Back-Bench debate or even an Adjournment debate, so that Members can share their own experiences.

The hon. Lady is a huge champion of Hull city of culture, which is just coming to an end. The statistics that she gives us are extremely reassuring to Members across the House, because they demonstrate what a huge success the programme has been. She is exactly right about the need to debate the lessons for Coventry, so that it, too, can take advantage of an excellent experience such as she has had. May I suggest that she raise the matter at Department for Digital, Culture, Media and Sport questions next Thursday?

Last Friday, we held our constituency jobs fair and I am pleased to say that 956 local people came to it. Of course, we would hope that we would not need a jobs fair at all, but the number of people there is a sign of the impact of that event, and many people will get into work and training as a result. Will the Leader of the House give me guidance on finding an opportunity during House business for me to shower praise on Nottingham City Council, on the local Department for Work and Pensions team and the Rebalancing Nottingham North foundation, which I am proud to chair, for putting on the event and on the many people who made it such a success?

I certainly congratulate the hon. Gentleman on the enormous turnout he had at his local jobs fair. All hon. Members who have held jobs fairs have found that same enthusiasm, both from employers and from people looking for a job, which has been heart-warming. Of course, we have seen an extraordinary increase in employment, so that now we are near record highs for employment across the UK. We have had well over 30% increases in employment right across the UK, rising to increases of 42% in the east midlands and 38% in the west midlands, and in the south-east unemployment is down by 47%. We have some amazing jobs statistics to look at as a result of the measures we have put in place to see a thriving economy, with lower taxes for people and more people with the security of a wage packet to take home.

My hon. Friend is a huge champion for her constituency, and she has her own vision for a sustainable and thriving town centre in Redditch. I share her concern, and it is always a great shame when a much loved and much used shop closes in a town centre. I encourage her to do all she can to revitalise the town.

Unfortunately, Nottingham was not selected as one of Sport England’s pilot cities for new models of physical activity. The House will know, however, that Nottingham people have developed lots of good ideas and, with our typical fortitude, will be making those ideas happen anyway in any way we can. Will the Leader of the House support us in that venture by accommodating a discussion in Government time?

I share the hon. Gentleman’s enthusiasm for a certain decision to be taken by the House. As I think I have made clear, we are determined to ensure that there are some clear decisions to be taken. The selection of amendments is a matter for the Chair, not for me, but we are looking at this carefully to make sure that proper proposals are put forward on which the House can make a decision.

This month, Nottingham City Councillor David Mellen is reading to 2,018 Nottingham children to raise funds for Dolly Parton’s Imagination Library scheme in Nottingham. Given the Leader of the House’s enthusiasm for early intervention programmes, will she join me in congratulating Councillor Mellen?

I am of course very happy to congratulate the hon. Gentleman’s local councillor who is working on that important programme. It is vital that we do anything we can to prepare young people for adulthood, and for a successful and emotionally secure life. For my own part, I strongly favour even earlier intervention—in the perinatal period; I just have to make that clear.

Last Friday, Nottinghamians woke up to the awful news that our recently redeveloped train station was ablaze. Will the Leader of the House allow a debate in Government time to consider the terrific work done by Nottinghamshire fire and rescue and the police and council in tackling the fire and having things running again within a day?
