Commons ChamberMay I congratulate my right hon. Friend the Member for Chesham and Amersham (Mrs Gillan) on securing this debate on the compensation package for phase 1 of HS2. She has been a tireless campaigner on the impact of HS2, and I recognise her continuing determination to ensure that the Government do not lose sight of those concerns. Indeed, the presence of so many right hon. and hon. Members in the Chamber underlines that point. I am aware that because of ministerial responsibilities, some colleagues are not able to speak on this, but I can assure the House that my right hon. and learned Friend the Member for Kenilworth and Southam (Jeremy Wright) and my right hon. Friend the Member for Aylesbury (Mr Lidington) never let me forget about the concerns of their constituents too.
I am aware that my right hon. Friend the Member for Chesham and Amersham has recently asked a number of parliamentary questions in relation to HS2 and has been in regular correspondence with my Department. I must also explain why she has not had a response to her recent letter on behalf of the HS2 Action Alliance. The issue at the heart of this correspondence is the way in which we have estimated the number of properties within particular distances of HS2, including the data used in replying to a parliamentary question in November 2013. Estimating property counts in a given area is an extremely complex and technical matter, and the Department for Transport is currently preparing a detailed response.
I am pleased to be responding to this debate on a subject that is of such great importance to my right hon. Friend and her constituents. Before I respond to the points she has raised, it is perhaps worth taking the opportunity to set out the current position on the compensation package for HS2. Measures to assist property owners and occupiers affected by new infrastructure have developed over the years through a mixture of statute, case law and established practice and are referred to as the compensation code. Although the Government remain confident that reliance on the existing compensation code is appropriate for the majority of infrastructure schemes, we believe that the exceptional nature of the HS2 project justifies a different approach and the Government have long been committed to introducing measures for those directly affected by HS2 that go beyond what is required by law.
At present, we have the exceptional hardship scheme in place for phase 1 of HS2. That has always been intended as an interim measure to assist those property owners who have an urgent need to sell their home but have not been able to do so, except at a substantially reduced price, as a direct result of the announcement of the route for the railway. We have also introduced express purchase for owner-occupied properties within the safeguarded area. There are detailed maps available on the HS2 website to allow people to determine where their properties are in relation to the safeguarded area. Express purchase was introduced from 9 April 2014.
I am pleased to be able to update Members on the properties that we have purchased under the schemes that are currently open. To the end of September 2014, we have spent £110.3 million purchasing 162 properties affected by phase 1.
The problem in my constituency is that, under this scheme, HS2 has not given the market value for these properties, and it is driving down the price of those properties. That matter was raised with HS2 back in August, and I still have not received a response.
The instruction to our valuers was that they should value properties at the previous unblighted price.
The properties have been purchased under the exceptional hardship scheme, the statutory blight arrangements, and through express purchase. Compensation for disturbance costs and reasonable moving costs are not included in the expenditure figures.

My hon. Friend is another constituency neighbour, and he is absolutely right about the traffic jams that go right through Greengates, which people try to avoid as much as they can. Adding a new link road up to the airport would do nothing to alleviate the traffic on that road. In fact, as I said, a new link road would make the traffic much worse.
Does my hon. Friend agree that the biggest problem when assessing accessibility to the airport is that solutions have always been sought in and around the airport’s immediate vicinity, rather than across the whole region? Many people from my constituency also access the airport, so we must look for solutions on a much wider scale.
Absolutely. I hope that the rail link to the airport is the start of a wider connection improvement across Yorkshire. The new rail link is the only option for me, because it offers an opportunity for greater modal shift, which will mean that we are better placed to cope with any future expansion. We need only look at other airports across the country that have direct rail links to see how successful they have been; I am thinking of places such as Manchester airport. A number of rail options are available to us. Some of them are gold-plated, but I would advocate going with a stage 1 approach that links the airport to the existing Leeds, Horsforth and Harrogate line. That would mean that a journey time of as little as nine minutes would be possible from the centre of Leeds, which is a pipe dream for anyone trying to achieve the same journey by road.

Will he clarify how far from the line that would be, as it is not clear from his written statement?

Commons ChamberI welcome the hon. Gentleman to the House. I am delighted to see him in his place, but I wish that his predecessor was still there—as I am sure we all do. He was a big supporter of HS2 and believed that it would bring tremendous benefits to his city of Manchester—I agree.
If we build to Crewe, as suggested by Sir David Higgins, it will result in immediate time improvements for Manchester, but I know that what people want to see is the connection to Manchester airport as well as to the city itself.
Speeding up delivery for this major infrastructure project for the north is to be welcomed, but—as my hon. Friends the Members for Leeds North West (Greg Mulholland) and for Colne Valley (Jason McCartney) suggested—deep concern is felt in west Yorkshire that economic advantage may come for the west side of the Pennines earlier than it will in Yorkshire if the extension goes beyond Birmingham before it goes to Manchester and then Leeds. I urge my right hon. Friend to engage more with the west Yorkshire councils to ensure that they have a strong, positive and simple message about the advantages of HS2, as their colleagues on the west side of the Pennines did, and which I am sure has influenced Sir David Higgins in his recommendation to extend on that side first, rather than ours.
I hear what my hon. Friend says. There has, rightly, been involvement: Julie Dore, the leader of Sheffield city council, was a member of the taskforce. The taskforce has stated that cities need to prepare, so that we can consider the long-term consequences of overall transport investment. They need to prepare for the benefits that HS2 will bring to their areas.

Commons ChamberMay I, too, welcome you to the Chair, Madam Deputy Speaker, as this is the first time I have spoken with you in that position, and offer many congratulations? I will be brief, because I have spoken at length before. I still think that HS2 is an expensive toy. I remember that we once had something else that went fast—it was called Concorde, and we know what happened to that. [Interruption.] It is still not flying these days, and it lost out to the jumbo jet.
The Government have introduced this Bill, but it has not really moved this House or our knowledge of HS2 much further on. The Bill writes a blank cheque for the Government to spend as much as they want on the preparation of any of our railway works throughout the country, in perpetuity. The Government really introduced the Bill because they have lost control of the public relations on this project and they have lost control of the costs. I cannot even remember how many times we have read about the Department for Transport carrying out a “fightback” on this project.
No one is very impressed that four and a half years down the line a project that is supposed to be so worthy is still in the position it is in: the business case has worsened; the capacity claims have not been backed up in this Chamber today by any facts; the speed has now dropped away and is no longer the prime reason; and the connectivity is poor, as we have seen. Of course, all of us would agree with some of the aims and objectives, including mending the north-south divide, as has been discussed. We would all like those aims to be achieved, but I do not think that HS2 will do that.
I am sorry that we did not have more time to discuss compensation, but compensation consultation is still going on and I hope that the Government will have a property bond.
I am grateful to my right hon. Friend for giving way on the point about compensation. Although it is important that the Bill be given a Third Reading tonight, because many of my constituents would otherwise be left in limbo, it must be placed on the record that the project cannot go ahead if a property bond is not put in place to defend people not just now, but in future. Even if the project is dropped, they still need that property bond.
I hear that, and many people would agree with my hon. Friend.
I am sad that the Bill is coming up for Third Reading without our having had longer to debate it. I, sadly, will be going through the Lobby to vote against it. I do not think any help or support should be given to the project. Many people around the country share my view. Simon Walker, director general of the Institute of Directors, said recently:
“We agree with the need for key infrastructure spending, but . . . It is time for the Government to look at a thousand smaller projects instead of . . . one grand folly.”
Richard Wellings of the Institute of Economic Affairs said:
“This lossmaking project fails the commercial test, while standard cost-benefit analysis shows it to be extremely poor value for money.”
I could go on. Even the Adam Smith Institute says that HS2 is a disaster.
HS2 is a very important project for the city of Leeds. The benefits it will bring to the north of England are immense, but they cannot be built on the back of hard-working people who have invested their livelihoods in their houses and so on. It is therefore vital that, before we sign the Bill off next spring, proper compensation is in place in the form of property bonds, and that the suggestions on rerouting, which are not about “not in my back yard” but propose sensible alternatives to ensure that the route follows existing transport corridors or goes through open countryside, are dealt with. With the best will in the world, we cannot mitigate the effects of such a development just 30 metres from the back of someone’s house.
I was a supporter of this project before I came to this House, but I cannot support it if the compensation package is not right. I urge the Secretary of State to ensure that it is right before the subject returns to the House in the spring.

Commons ChamberI am grateful to my hon. Friend, who makes that point from vast experience. It is worth remembering how controversial High Speed 1 was when it was built. I will talk about that a little later. The simple fact is that every infrastructure project—not nearly every project, but every project—is very controversial when it first starts, and in that regard High Speed 2 is no different.
I will not be in the position that you are in, Mr Speaker, of having actually counted the number of interventions I have taken, but I will give way to my hon. Friend.
My right hon. Friend is absolutely right that all major infrastructure projects are controversial. Would he like to reflect on where he thinks the great city of Leeds would be today had we not built the M1?
Probably in the same place. [Laughter.]
I am grateful to my hon. Friend for that intervention. I took the opportunity to visit the route of High Speed 1 and saw the noise mitigation measures that had been put in place. The noise of the trains is not much more audible than that of an A road or other minor piece of infrastructure.
I was on that trip with my hon. Friend and a notable fact given to us by Kent county council was that Maidstone is now lobbying to have the line go through the station, whereas it was vehemently opposed to that originally.
My hon. Friend is absolutely right.
To those who voice concern about visual intrusion on areas of outstanding natural beauty, I simply make the point that railway infrastructure need not be ugly—it need not be concrete blocks. Look at some of the fantastic pieces of railway engineering and architecture we have: the Forth bridge, the Glenfinnan viaduct, Brunel’s bridges and tunnels—they have enhanced the landscape. I urge my right hon. Friend the Minister of State to make HS2 into an opportunity to showcase the best of British design and engineering, with bridges, viaducts and other infrastructure that show off and augment our landscape.
In the couple of minutes remaining, I will highlight five specific concerns and make some suggestions. The first is about the rolling stock for the line and making sure it is compatible with the classic network, particularly on the Anglo-Scottish services. At present, we have tilting trains that allow conventional lines to be used at high speed, but if high-speed trains cannot tilt, journey times on the classic network will be lengthened to an extent that might offset the time gains on the high-speed line. I urge the Minister to consider that.
The second concern, justifiably felt by people in Buckinghamshire, is that the line goes straight through the county with no stop. The high-speed line will intersect with the new east-west line in Buckinghamshire. I ask that, when the scheme is considered in full—the Y-network and connection to the channel tunnel—the case will be reassessed for an intermediate stop at Claydon junction. I would suggest calling it “Milton Keynes Parkway”, but others may have different ideas. That would enable people in the area to access the lines, which I believe would augment the business case.
Only seconds remain, so I will very quickly highlight the point, which has already been well made, about properly connecting airports, High Speed 1 and the channel tunnel. I do not think the plans are optimal. Finally, I urge my right hon. Friend to look at capacity at Euston, where the tube network is already pretty crowded. I believe we need to consider Crossrail 2, so I was delighted when the Chancellor floated that possibility in his statement earlier today. Notwithstanding those concerns, I support the Bill.
I offer a heartfelt thank you to my right hon. Friends the Secretary of State and the Minister of State, who have been exceptionally receptive to me and my constituents and have worked hard to resolve the issues with HS2 in my constituency.
I fully support HS2. It is a vital project for Leeds. Unfortunately, the plan that has been put forward is unacceptable, but my right hon. Friends have worked very closely with me and we have come up with some ideas. The route will still go through my constituency, but hopefully those ideas will form part of the consultation. As has been said, it is important that we utilise, as far as is possible, the high-traffic corridors that already exist, such as the M1, which is 12 lanes wide up to Leeds.
My hon. Friend says that he overwhelmingly supports HS2. He supported it this morning when it was going to cost £33 billion. He supports it now that it will cost £43 billion. Will he support it when it will cost £50 billion or £60 billion?
I am glad for the extra minute, but my hon. Friend knows that he is making those figures up. He is including the contingency, which will not necessarily be spent. The Secretary of State has also made it clear that £5 billion will be spent on rolling stock, which could go on the existing west coast and east coast main lines. My hon. Friend knows that he is being rather naughty with the figures.
Returning to the advantages for Leeds, over the past decade Leeds has been a growth city. A great deal of business has come to Leeds. There are things that we need. I lead on transport issues within the team of Leeds MPs. Leeds is crying out for its transport network to be improved, because it is worse than it was in the 1950s. We want to move forward with the tram-train system.
None of those things will happen unless there is investment in our northern cities. That is one reason why HS2 is so important. There are huge commercial opportunities in Leeds. There is also a willing and able work force in and around Yorkshire that can be drawn to Leeds. We have got to get away from the idea of its being a Leeds to London link. The most important benefit to Leeds—yes, we will be able to get to London within an hour and 20 minutes—will be the Javelin trains, which will service a wide area of the Leeds city region and will link up, if I can get a tram-train system put in, with the Leeds-Bradford International airport, which is vital to the economy of Yorkshire. Thanks to lobbying by the airport and local MPs, there are now three British Airways flights a day to Heathrow, which dock at terminal 5. The Javelin trains will cover the wider area, so that people in south Yorkshire and west Yorkshire will be able to get to Leeds-Bradford airport in minimum time, get airside and get off in New York, San Francisco, Australia or wherever they are going. HS2 will open that up. It is nonsensical to say that we need to discuss where we are going with the airline industry first before we talk about HS2—they complement each other.
In April, we came to the House during the recess to reflect on the death of Margaret Thatcher. Many Members on the Government Benches gave speeches about how she was a visionary, and how she led and did what she thought was right. I ask my hon. Friends to reflect on the great lady’s comments in 1986, on the opening of the M25:
“Now some people are saying that the road is too small, even that it’s a disaster. I must say I can’t stand those who carp and criticise when they ought to be congratulating Britain on a magnificent achievement and beating the drum for Britain all over the world.”
I am sure my right hon. Friend the Minister remembers the quote. She went on to say:
“And to those who say, ‘we always build our roads too small’ we can only point out that at some of the planning enquires those who object to the new road say that our traffic forecasts are excessive, and that improvements to existing roads would be enough. Fortunately the planning inspectors and successive Secretaries of State have not accepted that viewpoint.”
We can see the comparison with the high-speed rail network, which I believe is vital for my home city of Leeds and for the growth of Britain.

Friend has been exceptionally communicative and has taken the time to discuss HS2 and the route with the constituencies affected, but that is in stark contrast to HS2 Ltd, which still has not responded to a letter I sent it on 22 February. Does he agree that a Government agency, such as HS2 Ltd, should at the very least be engaging more proactively with Members of Parliament?
Yes, I do. HS2 Ltd’s policy is to reply substantively to all letters from Members within 20 working days. It is unfortunate that my hon. Friend did not receive a reply to his letter. I have been informed by HS2 Ltd that a response and an apology have now been issued and that its procedures for handling correspondence with hon. Members have been looked at again to ensure that this sort of problem does not arise.

Commons ChamberIt is not fair to talk about the disparity as the hon. Gentleman describes it. He might be relying on the Institute for Public Policy Research North report, but that report is incomplete—for example, it did not take into account the December 2011 local majors announcement. Of the local major schemes announced in the 2011 autumn statement, 62% by value were in the north and midlands and 35% were in the north alone, while 40% of projects in the 2010 spending review were in the north alone. It is a misrepresentation, therefore, to describe the investment as he has done. On the railway matters, I will ensure that he receives a written reply.
T4. If you will indulge me for one moment, Mr Speaker, I would like to say what an honour it is to ask a Transport question after serving with honour in the Department for two years. With that in mind, will the Minister tell the House what his Department is doing to ensure that all train stations, such as Garforth station in my constituency, have good disabled access?
As my hon. Friend knows, we are committed to improving access to the rail network. The Access for All programme will deliver accessible routes to more than 150 stations by 2015 and more minor access improvements to more than 1,000 stations, and we recently announced a further £100 million to extend the programme until 2019. I have looked at his station, and the footfall is equivalent to more than 500,000 people. I am not making any promises, but that certainly puts it in contention for the next round of Access for All funding.

Commons ChamberIt is amazing that the right hon. Gentleman, who was a member of the last Government, appears to come to the Dispatch Box with no recognition of the deficit we are facing and the financial challenges that the Government have to deal with in order to clear up the mess that he and his hon. Friends left behind. We are committed to fair rail fares, but we have to do everything within the context of the fiscal inheritance that we have received.
I urge my right hon. Friend, when considering how best to expand rail, to consider branch lines off high-speed rail links to service some of the commuter towns disfranchised under the Beeching review.
Although we want to continue to increase passenger usage of the railways, we have to operate within a tightly constrained public spending environment. Our first priority must be to maintain and improve the trunk railway network that we have already. I will consider any proposals for reopening branch lines, but I have grave doubts about whether it is likely to be affordable in the foreseeable future.
