I am delighted to respond to that. The hon. Gentleman is absolutely right. We had an influx of HGV drivers from other parts of the world and many of them returned there when the economy turned down. It has, therefore, been a challenge to recruit and retain drivers. There is ongoing work into what could be done to make the cost of training more acceptable, for example. As the only lady in the room who represents a constituency, may I say that women do not want to be long-distance drivers partly because some of the rest facilities are absolutely atrocious? I have encouraged many HGV companies to realise—indeed the responsible ones do—that there is an enormous talent pool of people out there, for whom long-distance driving could be an appropriate career but who will not do it if they have to relieve themselves behind a bush at a rest stop. Raising the terms and conditions and working practices of many parts of the industry could attract non-traditional drivers to what is an important and growing part of the British economy.

The hon. Lady is absolutely right. That is why option C ensures that the vehicles using the M20 are able to access the Thames. We must take into account the growth in population in the area. I pay tribute to the work that the hon. Lady has put in for her constituency. I know that the problems with the Dartford crossing affect her constituents, a number of whom have contacted me. I pay tribute to the work that she has put in on their behalf to help alleviate some of the problems that they have had, particularly using the Dart Charge system.

I need to make progress; I am aware that the Minister will have limited time to respond. I will focus on the small part of Dartford where a lot of the problems are caused—the roundabouts at junction 1A and the Bluestar roundabout at junction 1B. These need a major overhaul and greater enforcement of the vehicles that block traffic on the roundabouts. Highways England correctly points out that that is an issue for Kent County Council. We therefore look to those organisations together to tackle the issues.

I recently held a round-table summit for all authorities with responsibility for the crossing. Both Kent County Council and Highways England know that the current situation is untenable, and that they need to find a solution. Congestion is also caused at the slip road from Bob Dunn Way, which causes huge problems for the people who live on an estate called The Bridge, which is adjacent to that road. If Kent County Council is unresponsive to requests made by Highways England, it should make that publicly known. Kent County Council must work with Highways England to find a solution to the problems that we currently face.

The new road layout was put in place to facilitate the free-flow system that saw the back of the tollbooths. I still maintain that it was right to remove the tollbooths, but the road layout simply has not worked. The Dart Charge system is riddled with administrative errors and incompetency. Hardly a day goes by—I am sure this is the case for my colleagues in Kent and in Essex—when I am not approached by a motorist who has been wrongly or unfairly given a penalty notice. I do not want any tolls on the crossings in the area, but where they exist motorists have a right to have confidence in the tolling system. The London congestion charge rarely makes a mistake, but the same cannot be said about Sanef, the company that runs the Dart Charge system. Will the Minister look again at withholding payments to Sanef until it can rectify the mistakes it frequently makes?

I anticipate that the Minister will claim, on behalf of Highways England, that journey times have improved since the new road system was put in place. I do not dispute that traffic flow has improved from Essex into Kent. However, it is hard to find anyone in Kent who thinks that journey times the other way round have improved. Highways England claims that journey times northbound have improved by five minutes. However, that calculation is obtained purely by measuring traffic flows for just 1.5 miles before the tunnel entrance, compared with 6.5 miles approaching Kent from Essex. Why the difference between the two? It seems that the figures have been taken to obtain the most favourable outcomes. I hope that this is not simply a case of cherry-picking. Why not measure from the same distance northbound and southbound? Parliamentary answers today show that such figures are not available.

In conclusion, Highways England has accepted that it needs to do more, and I agree. The approach to the Dartford crossing is a hellish, unpredictable nightmare for motorists. The crossing strangles the town of Dartford and causes misery and anger. It damages both the economy and the health of the local area and must be improved as a priority. The road layout needs a major overhaul. Britain’s worst stretch of road needs to be given priority by both Highways England and the Department for Transport. It is essential that everybody who has been stuck in jams at the crossing hears that action will be taken to improve the situation in advance of a new crossing being built.

South Yorkshire police said publicly that if the proposals are adopted, they would cause fundamental operational difficulties, and it has gone on to say that the proposals could also cost lives. In addition, I am sure that the proposals will undoubtedly place a greater burden on hard-pressed police officers and other members of the emergency services.

South Yorkshire Safer Roads Partnership is a multi-agency partnership consisting of representatives of the south Yorkshire local authorities and the accident and emergency services, and it is chaired by the South Yorkshire police chief inspector responsible for roads policing. The partnership has welcomed the proposal to introduce hard shoulder running in peak flow time—the morning and evening rush hours. However, like me, the partnership is opposed to the suggestion of hard shoulder running 24 hours, seven days a week. This opposition is based primarily on safety grounds. The partnership contends that variable messaging for speed management purposes should use signs on the well understood and widely established gantry system, rather than using verge-mounted signs. Verge-mounted signs are not as visible; they are often obscured by high-sided vehicles in the slower lanes; and drivers have to take their eyes off the road ahead to view them. Gantries that are properly spaced are visible by drivers when they are looking straight ahead; therefore, they are easier to see at a glance, and importantly a glance ahead where any traffic or debris would still be visible. It agrees that the reinstatement of the hard shoulder outside peak flow times would also ensure that emergency services could use the motorway system more effectively to attend major incidents, and that safety would not be compromised by having no hard shoulder when traffic is light and fast moving, and when visibility is poor.

The proposals suggest that, where danger exists, red X signs would flash and a lane divert signal would be shown over a lane, but accidents can only be avoided if sufficient gantries are provided. Safety cannot be enhanced by the use of roadside signs, which are not as clearly, safely or instantly visible. Therefore the proposals will not be as effective or safe as having the hard shoulder available outside rush hours and using overhead gantries for messages.

The safer roads partnership also disputes the passing reference to safety in the consultation documents, where it is claimed that this section of the M1 has a trend of increasing accidents and casualties. Its data suggest the opposite: in the past six years there has been a 25% reduction in collisions on this section of the Ml.

In this short debate I have not had time to go into other concerns in detail. My hon. Friend the Member for Sheffield South East (Mr Betts), who wants to make a brief contribution, and my right hon. Friend the Member for Sheffield, Brightside and Hillsborough (Mr Blunkett), who cannot attend, are particularly concerned about the impact on their constituents of increased noise and pollution, with nothing being offered by the Highways Agency to mitigate the effects.

I welcome the proposals to introduce a managed motorway scheme on the M1 in south Yorkshire during peak times, but only peak times, with proper regard to safety and signage delivered via overhead gantries. I cannot support proposals to have 24-hour, seven-days-a-week use of the hard shoulder. The adoption of the proposals will be the thin end of the wedge, and further schemes to use the hard shoulder permanently as a fourth lane will be forthcoming for all stretches of our motorway system. That will reduce road safety and have a detrimental impact on the police’s ability to uphold the law and on emergency services’ response times.

I suspect that the Minister’s reply will repeat much of the misleading and inaccurate information. I understand that he will not be able to respond immediately to all the issues I have raised today. I know he cares about road safety—he has recently been involved in campaigns about it—and will want to consider what I have said. I am asking him to go back to his officials and the Highways Agency and consider all this information carefully. I am asking him to recognise that it is highly unusual for the police to say, without good reason, that something will cost lives.

We need a proper managed motorway scheme built on facts, not one built on cutting corners, to be done on the cheap without regard to road safety.

I asked the Minister for permission beforehand, and I thank you, Sir Alan, for reminding me of that and for allowing me the opportunity to speak. I also thank my hon. Friend the Member for Sheffield, Heeley (Meg Munn).

First, I quoted the chief constable’s letter, which indicates that he is concerned that the Highways Agency’s proposals are constrained by budgetary matters. It would be a matter of concern if the safety of people on the M1 around Sheffield was put at risk because of budgetary constraints. We are looking for absolute assurances from the Minister that the scheme will not go ahead until the chief constable in particular and the South Yorkshire Safer Roads Partnership in general are satisfied that there is no risk of a reduction in safety under the scheme.

Secondly, I think that the Minister is aware that I wrote to him about noise levels on the M1 in this area, particularly near Tinsley junior school, where on a hot summer’s day the windows cannot be opened because the noise from the motorway means that teachers cannot be heard by their pupils. That is unacceptable. The Minister said that he does not expect hard shoulder running to increase this problem. All I would say to him is that the problem is there anyway. I am looking for assurances that noise on the motorway, right next to Tinsley junior school, will be dealt with by the Government, irrespective of the hard shoulder running and particularly if the proposals go ahead.

Thirdly, and finally, the Minister is probably aware of a report by the Highways Agency and Sheffield city council about pollution levels around the M1 in the Tinsley area. Surveys of nitrogen dioxide levels, arrived at as a result of EU directives and translated appropriately into UK law, which were carried out in that area showed that in virtually every instance levels were 25% to 50% higher than the maximum allowed in 2010. Anything that worsens those levels should not happen. I say again to the Minister that we are looking not merely for assurances that the scheme he is proposing will not worsen those levels, but for assurances that action will be taken to deal with the unacceptable pollution that already exists in this area.

The hon. Lady makes a pertinent point, but I think that she is trying to tempt me. What I said at the beginning of my comments—and this is perfectly valid—is that the ORR has made a number of suggestions and proposals that have been put out to consultation and it will reach conclusions on the right way forward when it makes its announcement in November.

As always in consultation documents, there is a range of options to be considered, some of which will be adopted while others will be discarded. That is part of the consultation process and it is perfectly valid, provided that the ORR considers the responses to the consultation and any guidance and advice that the British Government, the Scottish Government or others give them.

I was referring to the March 2012 Command Paper before the hon. Lady’s intervention. It set out how our passenger and freight railways support the Government’s overall transport vision: by supporting economic growth; by facilitating business, commuting and leisure journeys; by providing a greener transport option than road and aviation; and by relieving congestion on our road network. Among other things, the Command Paper states that there is a strong case for Government to continue providing support for the rail freight industry, to create a level playing field.

The rail network transports approximately 90 million tonnes of goods per year. It is of strategic importance—rail freight delivers more than a quarter of the containerised food, clothes and white goods we use and delivers nearly all the coal for the nation’s electricity generation. It also invests heavily in the provision of its services; there has been about £1.5 billion of private sector investment in rail freight since 1995.

The role of the rail network in the delivery of coal to the electricity supply industry should not be underestimated. In winter, coal-fired electricity generation regularly contributes more than half the country’s daily electricity needs, and even in summer it can commonly provide 40% of the supply.

I know that the Scottish coal producers play an important part in providing coal to power stations in England; more than 60% of their rail deliveries to the electricity supply industry are to English power stations. Clearly, the Scottish coal industry has a keen interest in the ORR consultation and in any determinations that could have an impact on its market, especially when about 78% of the UK power industry’s demand for coal burned by power stations is already met by imports rather than by domestic production—a point that the hon. Lady made very clearly in her speech.

There is a very delicate balancing act to be managed here, between trying on the one hand to ensure that Network Rail can recoup an appropriate share of the infrastructure management costs from the rail operators—the ORR’s proposals would be worth around £50 million a year in additional track access charges—and on the other hand trying to ensure that the charges on individual market sectors are not more than they can realistically absorb.

There are a number of elements to the charges that freight railway operators pay for access to the network: a capacity charge; a traction electricity charge; a fixed charge designed to recover the cost of freight-only lines; and the variable track usage charge that is the subject of this debate.

For the next funding control period starting in 2014, the ORR is proposing to replace the current freight fixed charge with a new charge designed to ensure that freight operators pay a contribution towards Network Rail’s fixed costs that are associated with rail freight. That charge would be levied on rail freight market sectors that have the ability to bear the charge.

The level of the charge, and the different sectors’ ability to pay it, is, as the hon. Lady knows, the basis for the ORR’s initial conclusions, which are at the heart of the consultation launched in May. Those initial conclusions suggest that the charges should be levied not only on electricity supply industry coal and the movement of spent nuclear fuels—as they are now—but on iron ore and other coal movements, and that these charges should be based on rail tonnage and possibly on distance travelled.

There is fierce competition in the logistics market, not only between the various freight operating companies but between the rail freight operators and the road haulage sector. It is also important to remember that whereas the rail sector is expected to pay all the external costs for its mode of transport—the cost of wear and tear on the infrastructure, and the cost of measures to mitigate environmental impacts—that is not currently the case for road transport.

That is one of the reasons why rail freight operators pay only a proportion of the track charges paid by franchised passenger operators. It is also one of the ways in which the Government have been seeking to level the playing field between road and rail. Moreover, it is worth bearing in mind that in control period 4, which covers the period from 2009 to 2014, rail freight benefited from a 29% reduction in its access charges.

As I am now running out of time, I say again that I will write to the hon. Lady on the other points that I had wished to make in response to this debate. However, in conclusion I will just come back to the point that I made at the beginning. The ORR has made its proposals as part of a consultation exercise and it has received a large number of representations. As is the case with any consultation, the ORR will now consider the arguments that have been made in the representations that it has received, in order to review its proposals before it takes further steps.

I assure the hon. Lady that the ORR will give full consideration to all the representations it receives from a wide group of people—from hon. Members, the British Government, the Scottish Government and others—before it publishes its recommendations later this year.

I thank the hon. Gentleman very much for his intervention. He rightly says that there are many benefits to this—I shall set out five key ones later in my speech—and that cutting the running costs of the railway on an annual basis is one of the main benefits that the upgrade and electrification would bring.

I congratulate the hon. Lady on securing the debate. This issue is not just about saving money, however, but about unfairness. More than £12 billion is being invested in the railways and only £200 million in the midland main line. Is that one of her findings?

It is indeed. I am not sure how long the hon. Gentleman has been a Member of the House—I suspect that he has been a Member longer than I have—but he is absolutely right. The midlands are sometimes too good at standing back and letting other regions get investment, which is why it is time for the midland main line to get the investment it so badly needs.

I know that the debate is also being watched outside the House by a good number of supporters of the upgrade works and electrification. I am grateful to all those who have been so generous with their thoughts and suggestions in helping me to prepare for the debate. In particular, I want to thank East Midlands Councils, the Association of Train Operating Companies, Network Rail, the CBI in the east midlands, LANRAC—the Leicestershire and Northamptonshire rail action committee—the Derby and Derbyshire Rail Forum and the Rail Freight Group. Indeed, as Jim Bamford of Nottinghamshire county council has said to me:

“I think it is a real strength of the campaign that all the key players—Network Rail, East Midland Trains, and a wide range of local stakeholders—have such a united view on the need for a complementary package of upgrade works followed by electrification”.

Although I realise that my right hon. Friend the Minister is unable to announce tonight that the midland main line is to receive the investment we all hope for, I hope that she will at least be left in no doubt about the strength of support both inside and outside the Chamber for the upgrade and electrification works.

In the time available, I thought it would be most helpful if I set out briefly what we as midlands MPs are all looking for and why.

The hon. Gentleman knows that I have a very high regard for the Bombardier operation in Derby, and he will appreciate that we are bound by European rules on the procurement of rolling stock.

The Government appreciate the economic benefits that investment in transport can bring in general. That is why we have given priority to investment in our rail network, even when budgets are limited by the pressing need to deal with the deficit. As well as going ahead with high-speed rail, we have embarked on a major programme of rail improvements on a scale larger than anything attempted since the Victorian era. That programme plays a significant role in two of our important priorities: promoting economic growth and cutting carbon. It is also vital that we get the cost of running the railways down, so that we can respond to concerns about fares.

Where there is a strong business case, and subject to affordability, the Government support the progressive electrification of the rail network as a way to reduce the cost of running the railways, boost the economy, increase passenger comfort, and reduce carbon. As we have heard from my hon. Friend the Member for Loughborough, electric trains cost less in fuel and maintenance than their diesel equivalents; they are quieter; they are lighter, which saves on wear and tear to the track; and they emit less carbon dioxide. That is why the Government have already committed to an extensive programme of rail electrification, which includes the Great Western main line from London to Oxford, Newbury, Bristol and Cardiff, and lines in the north-west, including from Liverpool to Manchester and from Blackpool to Manchester. Indeed, Mr Deputy Speaker, your constituency is set to benefit from the changes. Subject to confirmation of the business case, the line from Manchester across the Pennines to Leeds and York is also due to be electrified.

As my hon. Friend the Member for Loughborough and others have rightly emphasised, the midland main line plays a major role in supporting the economies of the east midlands and south Yorkshire. Most inter-city services on the line are provided by modern, high-performance, diesel Meridian trains. The line also benefits from the recent investment in new stations at Corby and East Midlands Parkway, and from the £800 million transformation of St Pancras. The Government have committed to further improvements by 2014. Network Rail is due to complete a £69 million investment to deliver an eight-minute improvement in journey times for passengers between London and Sheffield. In the longer term, the economies of the east midlands and south Yorkshire will benefit from the second phase of High Speed 2, with journey times slashed and rail capacity dramatically increased.

We recognise that there is a good case, on economic and financial grounds, for further investment in the midland main line over and above what we are already committed to. The scale of what can be delivered depends on what is affordable, and on a careful and fair assessment of competing priorities elsewhere on the rail network. The report commissioned by East Midlands Councils and South Yorkshire passenger transport executive entitled “The Case for Upgrading and Electrifying the Midland Main Line” is very impressive. It highlights significant potential economic, environmental and financial benefits from electrification and the other upgrades to which my hon. Friend the Member for Loughborough referred.

The Government recognise that the electrification of the midland main line could help spread the benefits of HS2, because it would enable through-running of services between the new high-speed network and the midland main line. This is something that we will consider as we prepare our response to the advice of HS2 Ltd on phase 2 of the project to complete the Y network to Manchester and Leeds. This potential benefit and the others mentioned today, including the important points made by my hon. Friend about freight and the potential benefits to freight from an electrified midland main line, will all be taken into account in our decisions on the forthcoming HLOS statement.

As my hon. Friend the Member for Loughborough set out, electrification of the midland main line and various other upgrades to the line are included in Network Rail’s initial industry plan for possible delivery in the period between 2014 and 2019. This document and the priorities that it sets out will play an important role in forthcoming decisions on which projects can be funded in the CP5 rail period to 2019. I welcome the decision by the rail industry to prioritise electrification of the midland main line in the IIP. The Government are currently considering how much funding will be available in total for rail investment in the five-year period up to 2019 and how it should be allocated. We will announce our decisions by July.

Although the business case for midland main line electrification does indeed look impressive, as I have acknowledged at the Dispatch Box before now, there can be no doubt that the project would be complex and challenging, and it would be expensive to deliver. Network Rail has estimated the capital cost of electrification alone to be just over £530 million, not including the other improvements mentioned in the debate. Major engineering work would be required. Just to make room for the overhead wires, more than 50 bridges would have to be rebuilt.

So, alongside midland main line electrification and upgrades, we will need to assess the case for improvements on other routes to determine which projects are given priority. The initial industry plan contains proposals for rail improvements likely to cost about £4.5 billion in total during the CP5 control period. This is on top of £5 billion for projects already committed for the period, so we will need to strike a balance and make choices. Of course we want to fund projects which promote economic growth and improve efficiency, as we believe electrification of the midland main line would do. We also need to ensure that the Government’s finances are not overstretched during difficult times.

I refer again to the point that I raised earlier—£12.2 billion was spent on the networks, but only £200 million of it went in the east midlands. That is not fair. We demand and we need the extra investment.

I can reassure the hon. Gentleman that we are committed to continuing investment in our rail network. We are committed to a major programme of electrification. The previous Government managed only about 15 or 20 miles of electrification in 20 years, so we are making progress on that. Although I cannot prejudge the outcome of the deliberations, I can assure my hon. Friend, the hon. Member for Mansfield (Sir Alan Meale) and everyone else attending the debate this evening that we recognise the benefits that electrifying and upgrading the midland main line would bring. We are aware of the strength of the business case. We are very much aware of the strength of the support for this important upgrade to the rail network. That is why we are working closely with Network Rail to ensure that we have the most up-to-date information to inform our decisions on the midland main line project and whether we can include it in the HLOS programme for CP5.

I am grateful to have the opportunity to speak towards the end of this most important debate. The tender of the First Great Western franchise is of key interest not just to my constituents in Gloucester and throughout the county of Gloucestershire, but, as we have heard, across the entire south-west region. I hugely congratulate my hon. Friend the Member for Truro and Falmouth (Sarah Newton) on securing a debate that is of such importance to, I suspect, about 40 coalition MPs and a handful from the Opposition.

There are six key issues to canter through in relation to the retendering process, and I am sure that my right hon. Friend the Minister responsible for rail will be listening carefully, as she has been all morning to the points made by hon. Members. First, I agree with my hon. Friend the Member for Camborne and Redruth (George Eustice) about thinking long term. A long-term franchise must be good for the region. It requires us all to respond ambitiously in thinking 15 years ahead.

My hon. Friend the Member for Truro and Falmouth referred to growth and capacity. Certainly on the London-to-Gloucester line, it is crucial that we have more trains, both in the mornings, inevitably, and in the evenings. There is no service to Gloucestershire after 7.45 pm other than the one that leaves at 11 o’clock at night and arrives the next morning. Additional capacity is therefore very important. I appreciate that there are capacity problems getting into Paddington, but we do need more.

With regard to punctuality, it is worth noting that significant progress was made on the First Great Western service after 2005, but the recent decline or deterioration, which is possibly connected with Network Rail’s failings, needs to be examined.

On where the trains stop and the speed of the service, all First Great Western services currently stop at Gloucester, and that must continue after the redoubling of the Swindon-Kemble line, which is so important to us all. However, it is not obvious to me why every train should stop at every little station on the Cotswold part of the journey. I am thinking about the service being speeded up. It is worth noting that it is slower between Swindon and Gloucester than a car journey, except at peak traffic times.

The Minister will know how grateful we all are to have heard about the plans for electrification to go as far as Swindon on the journey that we are discussing, although not all the way to Gloucester and Cheltenham. We should definitely be considering that within the lifetime of the franchise.

A number of hon. Members mentioned difficulties with fares. The issue involves price and, almost as important, the need to rationalise the number of different fares, so that the process is simpler and easier to understand. The difference between an off-peak and a full-fare single journey between Gloucester and Paddington is the difference between £25 and £85—an enormous multiple.

I should be grateful to the Minister if she said whether the fact that there have been additional carriages on the service in the last year of the franchise will be taken into consideration during the retendering process. I think that that is important. It is also worth asking whether infrastructure at stations can be included in the tendering process. At the moment, we need a new ticket office and revenue protection barriers. Those will be going in shortly, but certainly within the lifetime of the new franchise, we also need to have a separate waiting room and ticket office. That is important for customers at Gloucester.

Overall, the crucial point that I would make, which has been made in different ways by several hon. Members, is that we all agree that train travel—rail travel—is a critical catalyst for growth and a key part of our transport infrastructure. It is true to say that in the south-west it has been rather overlooked in the past and, arguably, in the present, with all the excitement about High Speed 2. I therefore add my voice to those of hon. Members who have already spoken to ask the Minister to look favourably on ways to improve capacity, punctuality, electrification, infrastructure and fare rationalisation on this important line from Paddington to Gloucester and Cheltenham and to support the growth of rail services across Gloucestershire and our region.
