My hon. Friend is right to raise that issue. Charities such as Garden House and Tilehouse play a vital role in our country, and it is exactly those sorts of local charities on the frontline that we want to help. As part of the £360 million that is being distributed through Government Departments, up to £200 million will go to hospices. In addition, a further £310 million will be distributed by the National Lottery Community Fund. We are finalising the eligibility criteria, and I will write to him, and to all hon. Members, explaining the process and the criteria for those applications.

Of course, that sits alongside the great public national effort. In particular, I welcome the £33 million that has been raised so far by “The Big Night In”. That has been matched by Government fundraising, and sits alongside such things as the 2.6 London marathon challenge.

We are facing an immense challenge in how we live and work, and more than ever we are reaping the benefits of our world-class digital infrastructure and leading tech industry. I am grateful to all the companies that have made generous offers of support; I am consistently impressed by their generous and innovative response. Thanks to the tech sector, NHS workers have been given smart devices to connect with patients; people’s data caps have been lifted; and millions of video-calling apps have become the living essentials that we all rely on to do our jobs and to stay in close touch with loved ones.

I thank the Secretary of State for his answer. The development of British apps such as the covid symptom tracker could hold the key to ensuring that life returns to normal. What support is he giving the British tech sector to develop similar apps that could aid our economic recovery?

The Government are working closely with industry on the tech solutions that will enable us to beat covid-19, and I am sure that tech companies will play a key role in our economic recovery. We have already announced a new £1.25 billion package for innovative firms to ensure that our world-class tech sector remains resilient through this challenging period. That includes Government match funding for £500 million in convertible loans for businesses that require equity investment but are currently unable to access existing loan schemes. In addition, we have made available £750 million of loans and grants for exactly those small and medium-sized businesses to which my hon. Friend refers, which focus on research and development.

There is an issue, but the Government have said in their response to the petition that they will consider it. I hope for clarification on the question of the speed of broadband connection—businesses in my and many other constituencies rely on fast broadband, so for it not to be in place makes things difficult—and on the broader point about ensuring that small businesspeople who fill out tax returns have sufficient skills to do so. I also hope for reassurance from the Minister about a training programme and other online resources to enable small businesses to have those skills.

Despite what the Government have said in their response to the petition, the proposals announced in the autumn statement raise a number of issues, some of which have already been mentioned in the debate. I, too, will address such matters before other Members have the opportunity to examine them in more detail.

The Petitions Committee recently undertook a public consultation via Twitter, and I thank the Clerks for their hard work, which made it possible. Unbelievably, in 24 hours we received 1,285 tweets from 565 contributors, all of which can be seen by searching #HOCpetitions. The responses reflect concerns also expressed to me by the Federation of Small Businesses. I will briefly address some of those concerns.

The proposed measures, as I understand the situation, form part of the Government’s “Making tax digital” proposals, which most people agree is the right direction of travel. An end to bureaucratic form filling and associated unnecessary complications, and full access to digital accounts, all of which are promised in “Making tax digital”, would certainly be welcome. I commend the Government for their commitment to that agenda.

As we all know, however, the path to new Government initiatives, in particular those involving new IT, rarely runs smoothly, and we only have to think back to the introduction of tax credits or to the Rural Payments Agency under the previous Government for the evidence. I therefore urge the Minister to proceed with caution.

I note from the Government response to the petition that there will be consultation throughout 2016 and voluntary introduction before full phasing in by 2020. Many people are concerned that users should be fully consulted and systems properly tested before full roll-out. Furthermore, the system should be properly secure.

I thank my hon. Friend for securing the debate. I draw the House’s attention to my entry in the Register of Members’ Financial Interests: I am the founder of two small businesses. He rightly said that the Government should ensure positive digital competency in respect of businesses being asked to participate in the scheme, but is he also aware that more than 99% of VAT returns are filed online? A high percentage of HMRC documents are already filed online, which should give the Government great confidence when they roll out the reforms.

That is an important point. While there are questions to raise, it is important not to get carried away. The overall direction of Government travel is towards having a digital system for tax returns, and I hope that Members agree that that is the right thing to do. The questions are about the speed and pace of roll-out and appropriate consultation.

The difference between VAT and what is contemplated here is that VAT returns have a threshold, so the very smallest businesses do not fill them out, but they will do so in this case. That is an argument for caution. Another concern raised by petitioners is the nature and financial cost of digital reporting. It would therefore be helpful if the Government gave greater clarity on the scale, cost and nature of the information to be provided. Estimates suggest that businesses already pay on average £3,600 a year to ensure that they are compliant with their tax and regulatory obligations and we, as a Government, must take away from that, not add to it. Surely, that is the measure of any successful tax reform. It is therefore vital that the net effect of the measure is to reduce, not add to, that regulatory burden.

I am grateful for the opportunity to speak in this important debate on reforming and modernising our trade unions and helping to secure Britain’s economic recovery.

Trade unions have an incredibly important and constructive role to play in terms of industrial relations, helping their members, and as a part of wider civil society. For generations, trade unions have played an important role at the heart of their communities and in many workplaces, offering services from education and training to legal and financial assistance. For that reason, there are trade union members in all parts of the House, including my own.

However, trade unions are also powerful, well-funded organisations that must accept that power, wealth and influence come with responsibility and accountability. We must therefore balance their rights with those of working people, communities and businesses that have the right to expect that the services they rely on day in, day out are not disrupted at short notice by strikes supported by only a small proportion of union members. Similarly, there must be clear and positive mandates for any disruptive union action, as well as reform of trade union practices such as funding, picketing and use of facility time. This Bill sets out those necessary reforms.

Equally importantly, these Government reforms strengthen Britain’s economic competitiveness on the world stage. Britain is in a global race for success, engaged in a big fight not only with established economies in Europe and north America but fast-growing economies in Asia, Latin America and Africa. To build a strong and growing economy and, in turn, a more prosperous and fair society, we need employers that are open for business, schools and colleges that are not closed by strikes, and transport systems that let our commuters, visitors and shoppers go about their business.

Last-minute strikes and poor trade union practices hurt Britain’s productivity and growth at home and hinder our competitiveness abroad. The reforms in this Bill are welcome, beginning with reform of balloting for strikes. Strikes should only ever be a last resort and held as a result of a clear, positive decision. I therefore welcome the measures in the Bill to provide more clarity and democracy. The Bill will improve trade union practices and increase transparency. I particularly commend three measures: first, time-limited mandates, which will improve clarity and democratic legitimacy; secondly, the requirement for a clear description of the planned industrial action, which is fair and reasonable; and thirdly, the proposal for a new, transparent opt-in system for political subscriptions, which is welcome.

A poll by the Federation of Small Businesses found that last year’s strike action on the London underground cost about £600 million in lost hours, lost business, and lost productivity. Across Britain this year, we have again seen the shut-down of the London underground, strikes on ferries in western Scotland, strikes on trains on the First Great Western network, and strikes on buses in Cardiff, with future strikes potentially affecting the rugby world cup.

Does my hon. Friend agree that often it is not trade union members in general who cause these strikes to happen, but a very small, politically motivated number of union organisers, and that is why it is right to have the threshold in the Bill?

I thank my hon. Friend for his positive intervention; I completely agree. It is members of trade unions, who are working people, that the Bill seeks to protect.

The cost of this last-minute, poorly supported industrial action is substantial. It hurts our economy at home and hinders our competitiveness on the world stage. If we are to run and win the global race for success in an increasingly competitive global market, we need our shops and businesses to be open, generating wealth; we need our students and apprentices at school or college learning and developing the skills to win; and we need our workers and communities on the move, not stuck at home. We simply cannot afford the lost wealth that poorly supported strikes cause.

Trade unions have a constructive role to play, but like all organisations they must modernise, move with the times, and accept that with power and influence comes the need for more accountability and more transparency.
