I am delighted to hear an Opposition Member raise the topics of the abuse of human rights and freedom, on which we have been speaking very loudly and on which we are working very deeply with the Lima Group. The fundamental issue is Venezuela’s poverty. People cannot get basic goods, and the fact that President Maduro is blocking aid from getting into his own country is so contemptible that, on both sides of the House, we should all speak with one voice in condemning it.

Given the continuing humanitarian and political crisis in Venezuela, does the Minister agree that we need to ensure that both the Lima Group and other Government agencies in both North America and South America additionally press President Maduro to ensure that food supplies are delivered to the people of Venezuela?

Yes, indeed. All countries across the world have to do their bit. Canada and the European Union international contact group are doing a lot. We all have to work together, and one of the most concerning developments at the moment is that President Maduro is trying to strip Juan Guaidó of the immunity he enjoys as a member of the National Assembly. We in this House should send out a very clear message today that that would be utterly unacceptable and that Juan Guaidó is the interim President we recognise.

In any discussions that the Government might have with the Spanish Government, and indeed Governments across the EU, would the Minister be assured that each of those Governments are respectful of the national economic and political integrity of sovereign states across Europe?

The answer to the hon. Lady’s question is a very clear yes—the UK, of course, is fully committed. The Brazilian Government come into office on 1 January. The President-elect has already said that Brazil will remain a party to the Paris agreement. Our ambassador has already discussed this with the incoming Government and we will continue to put pressure on and lobby in the same way as we always do in favour of climate change legislation and adherence to the Paris agreement.

In any discussions the Minister may have with the new President, will he ensure that the understanding comes across that the populism that is sweeping across much of the democratic world is because of mainstream Administrations internationally leaving many of the populations behind? That is giving rise to the populism we see today.

I understand exactly what the hon. Gentleman is saying. I think that all Governments need to serve the needs of all their people. We have seen the rise of the right in quarters closer to home across Europe, including in regional elections in Spain last week. I agree that populism has its serious dangers. We want to see all Administrations serve the needs of their country, as we would all wish to see.

We are actively working on the electoral processes, primarily through the United Nations Development Programme and the International Foundation for Electoral Systems, to support the independent electoral commission and the Government of Tunisia to implement free and fair elections this year.

The Minister will be aware of the massive displacement, disadvantage and persecution of Christians in the north African region. In his discussions with the Tunisian authorities, will he ensure that that country’s role as a beacon extends to fair play and democracy for Christians to encourage their liberation in other countries that are close to the Tunisian people?

We are doing both, because as the United Nations’ objective of 0.7% established, the continuity that comes from countries meeting it ensures that aid is delivered in the best possible way, and that is why the objective is so important for the poorest people in the world, whom we are all trying to help.

Now that we are the first of the G8 nations to reach 0.7%, perhaps the Prime Minister will make that declaration in the magnificent surroundings of County Fermanagh next week. When he has done that, will he ensure that we target that aid, that it is free from corruption, that people can see that there is a point behind the aid, and that it goes to those most in need?

I am confident that not only would the Prime Minister enjoy making such a commitment, but that he could do so truthfully and accurately, because my right hon. Friend the Secretary of State, and indeed all of us in the Department for International Development, ensures that the money that we spend on behalf of taxpayers goes to people in need, and not into the pockets of anyone who might be corrupt.

I congratulate my right hon. Friend on that ingenious plug for his report and on the idea of a development bank. We remain open-minded and non- dogmatic about what we should do with our budget. What matters is what works. As always, we will study his report in detail and reply formally to any ideas in it.

The Minister has indicated that we will meet the 0.7% commitment. Will he also assure us that when that money is deployed, we will ensure value for money and, most vitally, that corruption is addressed, particularly in parts of Africa?

I agree with the hon. Gentleman on all counts. Value for money and its proper evaluation are the principles by which we work every day. We focus a great deal on corruption, by which we mean the risk of fraud in the use of our funds and endemic corruption in the countries in which we work. To that end, we are publishing anti-corruption strategies for each of our bilateral countries, as recommended by the Independent Commission for Aid Impact.

I assure my hon. Friend—and the whole House—that every day we as Ministers, and all who work in DFID, do our utmost to secure value for money. Although my hon. Friend thinks that it may not be necessary because we are already moving towards the 0.7% target, legislation serves as an example to the rest of the world and, I hope, as a weapon for us to use in order to persuade other countries to follow suit.

There is continuing concern throughout the United Kingdom about the level of waste as we make progress towards our 0.7% target. Can the Minister assure us that every possible objective will be met in efforts to minimise waste, and to ensure that the target, if it is met, benefits those who are most in need?

Absolutely. I welcome the hon. Gentleman’s question, because it illustrates the determination with which we seek value for money and take every possible opportunity to eliminate waste so that we can focus our taxpayers’ resources on the poorest people in the world, who are in such genuine need.
