Commons ChamberI thank the hon. Lady for giving us all an opportunity to thank the staff, friends and volunteers of Ally Pally and Park. She has given a great advert for anyone who is at a loose end and wants to do something for that community.
My constituent Rohanna had hoped to have her indefinite leave to remain application expedited, so that she could fly to the Philippines to attend her father’s funeral. My office put in an urgent inquiry, but got minimal interaction, and unfortunately my constituent had to attend the funeral online. It turns out that had the decision been made in time, the need for a biometric card would have prevented her from travelling anyway. Can the Leader of the House make sure that the urgent ILR application process is just that, and find a way for people to travel without a biometric residence card on compassionate grounds?
I am very sorry to hear that that happened to the hon. Gentleman’s constituent, particularly at such an awful time for them and their family. If he will give my office the details of the case, I will raise it with the Department concerned and make sure they do a “lessons learned” exercise. We want to ensure that people are able to travel, especially at such moments.

Commons ChamberI am sorry to hear about the situation in my hon. Friend’s constituency, which does indeed sound serious. Local commissioners have an obligation to ensure that such services are available. Following initiatives of ours, such as Pharmacy First, that obligation is doubly important, because many of these places now have the authority to prescribe. I will make sure that the Secretary of State for Health and Social Care hears his concerns. I will ask the regional managers of NHS England to look at what is going on in his community. That level of service is not acceptable for his constituents.
A company called Claim My Tax notified my constituents Margaret and Brian Broadley that they were due a £1,200 marriage tax allowance refund from His Majesty’s Revenue and Customs. Having seen the paperwork, my constituents believe that the company obtained their signatures fraudulently, and they notified HMRC accordingly. HMRC insisted that my constituents gave permission, and it will continue to work with the company, rather than directly with them. The Government rightly talked about clamping down on the actions of such claims companies. Why is HMRC allowed to behave like this?
I hope that we can swiftly resolve this situation for the hon. Gentleman. If he gives me the details of the case after this session, I will make sure that he speaks immediately to someone from HMRC who can resolve this. I am sure that he has tried to get it resolved himself, and I am here to assist him in doing so. Hopefully we will be able to sort this out for his constituents.

Commons ChamberMy right hon. Friend makes her point very well, and I am pleased that she has got that on record. A free press, whether nationally or at local level, is a fundamental part of our democracy. If we lose that, we will lose a very great thing that our democracy leans upon. It should be protected. I think hon. and right hon. Members will continue to raise their concerns about this matter, and I will make sure that the Government have heard.
My constituent Marie took ill health retiral in 2010, only to later discover that she needed to wait until she was 66 for her state pension. During that time she received no benefit support, after losing employment and support allowance. She was not advised to apply for the personal independence payment, and she lost her home due to affordability issues. She has been let down by the Department for Work and Pensions at every turn, with an increased pension age without notification, incorrect advice on benefits, and no guidance on qualifying years, leaving her with a reduced state pension. What steps have the Government taken to make sure that the DWP gives everyone the correct advice and support they are entitled to, including national insurance contributions towards the state pension?

Commons ChamberI thank my right hon. Friend for what he has said and the tone he has struck in saying it. The Speaker came to this House last night, took responsibility for his actions and apologised. He is reflecting on what has happened, and he is meeting all parties. I hope that everyone who was involved in the events yesterday, and in the consequences of them, will also reflect on their actions and take responsibility for them.
My constituent Charlie McKerrow has campaigned for redress for victims of sodium valproate and fed into the Baroness Cumberlege report, which, as far back as 2020, recommended a compensation scheme. Another constituent, Gillian McQueen, has contacted me. She states:
“I will not be around forever, I need to know my children will be financially secure.”
The Patient Safety Commissioner has also recommended that compensation be paid, and has submitted a report to the Government. When will the Government design a compensation scheme for victims of sodium valproate? Will they confirm that it will be a UK-wide scheme, so that the children of my constituents get the compensation and support they deserve?
I thank the hon. Gentleman for his question. The report was recently published, and the Government have committed to respond to it very swiftly. He will know that the next questions to the Secretary of State are on 5 March, but I will make sure that the Government have heard what the hon. Gentleman has said and update his office.

Commons ChamberI am sure that if the hon. Lady were to apply for a debate it would be well attended, because there is a huge amount of interest in these issues. As she will know, our legislation to ensure that competition is working well and the consumer really is king will also ensure that people are able to get the best price from, in particular, online companies, if need be going through a broker in the case of insurance. However, I shall make sure that the Department has heard about the hon. Lady’s concerns in the context of her own constituency.
My constituent Margaret Beveridge, a pensioner, took out a £20,000 loan for a ground source heat pump on the understanding that there would be a seven-year payback grant from Ofgem, which it has now withdrawn following an audit. Margaret’s installer is adamant that what Ofgem has said and done is wrong, but getting the information to Ofgem took her past the 28-day appeal deadline, and she is now left high and dry with energy and bank loan outgoings of £700 a month. How many more vulnerable customers will have to suffer before Ofgem’s rules and attitudes are reformed, and how can I get Margaret the help that she desperately needs?
I am very sorry to hear that. I shall certainly put pen to paper this afternoon and write to the relevant parties on the hon. Gentleman’s behalf, but I hope that Ofgem will have heard what he has said today and will be in touch with his office directly if there is anything it can do within the parameters in which it is required to operate. If he wants to give me further details about the specifics of the case, I shall also explore with the Department whether there are any other avenues of redress for his constituent.

Commons ChamberI am sorry to hear about the situation that some of the hon. Gentleman’s constituents are facing. Those who have worked with Foreign Office consular services will know that they are incredibly diligent and work very hard to ensure that people are kept informed about things, and also that cases can be resolved. I will certainly undertake to ensure that, before Parliament is prorogued, all Members of this House have very clear information about where they can get updates. I am very conscious that some Members may not yet be aware if a constituent is in this situation, and we want to ensure that that constituent can get help and assistance immediately it is needed. I undertake that that will happen, and I have already had a number of conversations with colleagues in Government about how we can ensure that that is done.
I wish to return to the infected blood scandal and the reality that victims are still waiting for compensation despite having been infected as long ago as the 1970s and 1980s. Sadly, it is also estimated that every four days a victim dies without receiving justice. The Scottish Government have set up the Scottish infected blood scheme. Ireland has been paying out since 1995. Given the fact that there are further delays in the infected blood inquiry, as other Members have raised, can the Leader of the House confirm that the Government will do the right thing and bring forward a compensation framework before there is a risk of a general election kicking everything even further into the long grass?
I thank the hon. Gentleman for raising this important matter. I just want to make sure that people are not misunderstanding what he has said. The schemes that he mentions are not compensation schemes. I was the Paymaster General who brought in parity across the four nations for support schemes, so this is not compensation for the injustice that people have suffered; it is ongoing support for what they need. There is now parity across the four nations, and I am very pleased that we secured an agreement that, if there is any change to support schemes, they are done together with that parity across the four nations of the United Kingdom—that is a very important principle. What we also want to ensure happens is that people are compensated for the layer upon layer of injustice that they have suffered. I refer the hon. Gentleman to the answer that I gave a moment ago to the right hon. Member for Kingston upon Hull North (Dame Diana Johnson), who chairs the all-party group on Haemophilia and Contaminated Blood, and I will make sure that the Paymaster General has heard that this House would like an update.

Commons ChamberI thank the hon. Lady for affording us all the opportunity to send our congratulations, and I hope there are good celebrations taking place to mark this moment. Regional connectivity is absolutely vital, and of course Luton airport also serves our capital. It is fantastic that it has managed to do so much for social value in the community as well, and I applaud it for its ambitious environmental objectives. I am sure that, if she were to apply for a debate, it would be well attended. It may be a topic she wishes to include in any contribution she makes to the Sir David Amess Adjournment debate, but she will also know that there will be opportunity in the autumn to raise it again on the Floor of the House.
The UK Government state that supporting research and development and small businesses is one of their priorities, yet Roddenloft Brewery in my constituency has had two R&D claims with His Majesty’s Revenue and Customs for almost a year now. HMRC keeps wrongly stating that it has not submitted the information on the correct forms —I have seen a copy of the forms that were submitted. Can we have a Government review of HMRC’s processing abilities and timescales on research and development tax claims, and get Roddenloft Brewery the support it deserves?
I am always happy to help the hon. Gentleman get complex cases resolved. If he would let my office know about the contact he has had with HMRC, I will do my best to assist him in being able to speak to somebody who will get this resolved for his very important local business.

Commons ChamberI thank the hon. Gentleman for his question, and I know that this is of concern to other Members. Our position on this issue has not changed: drug testing providers must have a licence to test for controlled drugs, including at festivals. We have always had that condition in place and we have made that clear, and law enforcement has always had a responsibility to uphold that legal requirement. We have not received any applications for drug testing at major festivals this summer, and we continue to keep an open dialogue with any potential applicants. He will know that Home Office questions are on Monday, so he may wish to pursue the matter with the Department.
My Norwegian constituent has made her life here with her Scottish husband and their son. She should be welcomed, but she had to win her right to residence via the courts. Six months on, her life is in limbo because the Home Office has not issued a biometric residence permit, which is preventing her from working, from accessing healthcare and from leaving the country. Can we have a statement on Home Office timescales for issuing residence permits? What can be done to expedite matters for my constituent, whose lawyer says this is the worst delay he has ever encountered?
I am sorry to hear about that unfortunate case. The hon. Gentleman will know, because I have advertised it many times—including, I think, to him—that the Home Office is offering surgeries and bespoke services to all Members, either face-to-face or remotely. He will know that Home Office questions are on Monday, and I encourage him to raise this matter with the Home Secretary and her Ministers.

Commons ChamberI thank my hon. Friend for giving his thanks and for name-checking those officials. Whether it is the officials in the particular services that he spoke about or the consular services that I am sure all Members have used, even in the dead of night, to assist constituents in difficulty, they do a tremendous job, as do our staff in our offices. Although I am not anticipating further examples in business questions, it is nice to hear that occasionally.
After my constituent CarolAnn suffered a stroke, her husband updated the Department for Work and Pensions about her condition, which then issued a letter stating that her benefit was going to migrate to Social Security Scotland in May. Since then, it has done absolutely nothing to try to address her needs given her current condition, trying to palm her off to Social Security Scotland, even though it is the DWP’s responsibility until May. Can the Leader of the House outline what the Government will do to make sure that the DWP treats cases with care and dignity until they migrate to Social Security Scotland?
As always, I will be happy to look at any case that the hon. Gentleman has not been able to resolve by other means. It is true that Scotland will be looking after more welfare services. I am pleased that it is taking up the powers that have been available to it for some time, but if any Member is having difficulty getting their situation resolved, I will be happy to assist them.

Commons ChamberMy constituent was diagnosed and treated for spinal cancer, but she has been left with some mobility issues. In her words, she has been fighting the Department for Work and Pensions for four years on her claim for incapacity employment and support allowance. My office made an inquiry to the MPs’ hotline on 31 January. There should be a 15-day turnaround time for a response, but despite my office chasing this up on 23 February, 7 March, 14 March and 16 March, we still do not have a response on my constituent’s case. So may I get a statement on what we can do to get a resolution to this and an analysis of the wider performance of the DWP?

Commons ChamberI thank the right hon. Gentleman for his question on a very important matter. I will ensure that the Security Minister has heard his concerns. He is overseeing the strengthening of the architecture in government to identify what is going on behind particular deals. I do not have details of the case that the right hon. Gentleman raises, but he will know that in recent years we have strengthened capacity in government to spot what is going on and to ensure that everyone is wide-eyed about it. I will raise this case with the Security Minister.
My constituent Andrew Barbour is a policeman who suffers with dyslexia. The Child Maintenance Service did not implement the reasonable adjustments that he requested, and sent him a letter that he could not comprehend. He telephoned the CMS and was told not to increase his payments. That information was wrong and led to his ex-partner getting a court order for a wage deduction, causing him not only embarrassment but a breakdown in the relationship. He has now lost access to his kids. He got an apology letter from the CMS, but it was in the wrong format and the envelope was addressed to the “blind man”, causing him further embarrassment when a kind-hearted and diligent postman knocked on his door and offered him assistance. When will the Government get a grip of the CMS, and when will my constituent get the support that he deserves from that organisation?
I am always happy to help the hon. Gentleman with individual cases that he raises, as I have done in the past, and I would be happy to help on this issue as well. It is important that people who have a disability and need particular support and accessible information get that. That is good practice and it is what we expect all agencies to do. If he would like to give me the details of that case, I will raise it.

Commons ChamberAgain, I shall certainly add the hon. Lady’s name to my letter over to the Department concerned. A lot of this is about giving hon. Members detailed information about the many and quite complicated schemes, so that they can help their constituents and we can also best identify those people who may not have got what they are entitled to at the moment. Of course, we want to future-proof homes and make them as energy-efficient as possible. She will know about the schemes the Government have put forward for improving standards and insulating homes. Again, her local authority ought to have a plan for the particular housing stock that needs such attention.
A constituent of mine, Keith, was born in the United States, but was brought to the UK by his British parents at 15 months old, and he has lived, worked and retired in the UK as a British citizen. So imagine his horror when he was opening a new bank account, and the bank told him he might be liable to pay taxes in the United States. If he does not provide the bank with a certificate that costs over £2,000, it will report him to HMRC. I am all for clamping down on tax avoidance, but can we have a Government statement on why UK banks are so beholden to the United States and on what steps the Government are taking to protect law-abiding British taxpayers?

Commons ChamberI thank the hon. Gentleman for raising that important issue. Let me also declare an interest in that I was a director of Diabetes UK, a great organisation that does fantastic work. As he says, people with long-term conditions encounter all sorts of additional complications and situations. I shall certainly ensure that the Secretary of State is aware of the concerns that he has raised, but this also points to the immense importance of community care, specialist diabetes nurses and experts in the field, and I know that Diabetes UK also wants to ensure that the pipeline of people going into those specialisms remains strong.
My constituent Susan left her partner following domestic abuse. She correctly updated the Department for Work and Pensions with all her new details, but the DWP then tried to put her next cost of living payment into the now closed joint bank account. When she inquired about the missing payment, it turned out that for some reason the DWP’s solution had been to pay the money to her ex instead, so she has not received it. May we have a ministerial statement explaining how the Government will better manage payments to victims of domestic abuse, and—importantly—confirming that Susan will get the money she deserves and needs in order to live?
I am sorry to hear about that situation. This is one of the reasons we have our offices and, as constituency MPs, we are there to help people facing such issues. If the hon. Gentleman wants to pass me the details of the case, I will do what I have done before and raise it immediately with the DWP to ensure that his constituent’s liquidity is not suffering. I will also ensure that the Secretary of State has heard about the case, so he can assure himself that it is a one-off and is not happening to other people in similar circumstances.

I shall write to the Department for Business, Energy and Industrial Strategy this afternoon and ask it to get in touch with the hon. Lady’s office to advise on whether there is anything we can do to assist. I hope that her constituents have a good Christmas.
The Home Office admits that it is working outside the 60-day service standard for family reunion applications, but the situation is actually so bad that my Syrian constituent, Ahmed, has been waiting 10 months for a decision for his family. They have already fled Syria to Istanbul, where they have been subjected to racism, and Ahmed is further worried given last month’s terrorist incident in the city. Will the Leader of the House advise us on what is being done to resolve the backlog of family reunion applications, and can my constituent’s case finally be expedited after his 10-month wait?
I am sorry to hear about that case. Every year, about 5,000 such cases are processed successfully, with those people being reunited with their families. As I said, the Home Office is now offering a one-to-one service. If the hon. Gentleman has had difficulty in accessing it, my office would be happy to facilitate that.

Commons ChamberI thank my hon. Friend for giving me the opportunity to thank Scunthorpe litter pickers. It sounds like they do an amazing job. Her question is timely, as Monday was International Volunteer Day. I think the last debate we held on this issue was round about May, so it is perhaps time for one and she knows how to apply.
Last week, the Leader of the House used the trope about how powerful the Scottish Parliament is, but the reality is that it is not even the most powerful devolved Parliament in the United Kingdom. Energy except for nuclear, pensions and even the Union are devolved to the Northern Ireland Assembly. If those powers can be devolved to Northern Ireland, why not Scotland?
The SNP has done its best not to take up the powers given to it. I remember, at the Department for Work and Pensions, my frustration when it had powers to act on welfare. It would rather criticise the Westminster Government than take the responsibility and power offered to it, and actually do its own thing. I wonder why that is. It is because the SNP wants power, but it does not want to be held responsible or accountable for delivering services. I am afraid the people of Scotland are finding it out on that.

Commons ChamberMy right hon. Friend the Prime Minister did not have to be dragged kicking and screaming to the conference of the parties. Labour Prime Ministers were not dragged kicking and screaming to COP, because all bar one of them did not attend at all, so I am not going to apologise for my right hon. Friend’s attendance at the summit. What he is also concerned about is our very real issues at home, which I know are his prime focus and care. All those issues, from the health service to the cost of living, are what he is focused on.
My constituent has had to flee domestic abuse and has three children with significant health problems, so her life can be stressful at times. The Department for Work and Pensions recently advised her that it was transitioning one of her sons from the disability living allowance to the child disability payment, but for two universal credit assessment periods in a row she lost the payments despite updating her UC journal. It was only my office’s intervention that stopped her losing her payments for a third month in a row. Can we have a Government statement on how the DWP will resolve what appears to be a systemic failure in legacy benefit transitions and stop it happening to many others?
I thank the hon. Gentleman for raising that case. With regard to the systems and how they can be improved, he will know that the next Work and Pensions questions will be on 5 December. If his constituent is still in difficulties and the situation has not been resolved, and if the hon. Gentleman gives the details to my office, I will raise the case on his behalf with the Department. It is important that we ensure that what is already a very stressful time for families is not made more stressful because of glitches in such systems. I would be very happy to help him with the case.

The Chancellor will be making a statement about that shortly, but I thank my hon. Friend for getting his views on the record today.
My constituent Linda suffers from vestibular ear disease, deafness and vertigo, and she has associated mobility issues. She was awarded the standard personal independence payment rate for 10 years, but she cannot get the mobility element, which would contribute to a mobility car, because she is above state pension age. Can we have a Government statement outlining why pensioners are not deemed worthy of a mobility car to allow them to get out and about, and whether the Government will consider a change of policy?

Commons ChamberThe hon. Gentleman will be more familiar than most with what my party has done to improve the welfare system. We are the party that has introduced the triple lock and ensured that we have a modern welfare system, and the amount of benefits going to particular groups—we mentioned those with mental health issues earlier—is vastly improved from when we took office. I point him to our record, with which he will be very familiar, because he helped us deliver some of it. He should wait for 31 October.
A constituent contacted me about the high income child benefit charge. Because he now earns more than £50,000 a year, he is liable to start paying that charge. He is not trying to get more money for himself, but he has contacted me because he sees how profoundly unfair the system is at the moment because it is based on one person earning over £50,000 triggering the charge. That means that a household where a single parent earns more than £50,000 pays the charge, but a household where two people earn £50,000 each, making a combined income of £100,000, gets the full child benefit payments. Will the Government provide a statement about a review into how this system operates? Can payments be calculated on the basis of joint household income, rather than one person’s income triggering the charge? That could even be done on a revenue-neutral basis, covering a black hole in the Government’s finances.
I will certainly write to the Department with the hon. Gentleman’s suggestion. Of course, the Scottish Government will also have powers relating to welfare if they wish to do anything in the meantime.

Commons ChamberThat was a particularly shocking incident. Natural fires are a tragedy in themselves, but it is very depressing when they are preventable and caused by such events. The Government are ensuring that disposable barbecues are safe and include clear instructions for use, but there is clearly a lack of awareness about what might happen. I thank my hon. Friend for raising awareness of that issue today. I know she will continue to do so, and I am happy to raise the matter with the relevant Department.
Keepmoat Homes built a new housing estate in my constituency, offering people dream homes. However, many constituents have had snagging issues that they have struggled to resolve. There was actually a land grab by Keepmoat, with some gardens being smaller than was shown in the title deeds of the houses purchased, and general upkeep of the estate is poor; it is strewn with weeds, and general maintenance is lacking. Adjacent land still owned by Keepmoat is effectively a wasteland. Keepmoat Homes keeps fobbing off my office and promising to get back to us, but it never does—of course it is making more money building houses elsewhere. May we have a statement from the Leader of the House about how we can hold those so-called reputable companies to account and make them fulfil their promises?
The hon. Gentleman has certainly raised awareness of the conduct of that company on the Floor of the House, and he has done his constituents a service in the process. As he will know, he will perhaps be able to secure an Adjournment debate further to discuss what that business is and is not doing.

Commons ChamberI beg to move an amendment, to leave out from “House” to end and add
“welcomes the UK-EU Trade and Cooperation Agreement, and recognises the enormous opportunities for Scotland’s economy.”.
Forty-eight years ago, the UK joined the European Economic Community, a concept built by giants. Its founding vision was based on peace and economic prosperity and much good came of it—economic, social and political—but over the years it evolved into something altogether different. Those who campaigned for Brexit did not do so because they objected to the benefits of being in the EU—the free flow of goods, shared security co-operation, ease of travel or reciprocal benefits. What they objected to was the price of those things.
Some objected that the situation prevented developing deeper co-operation with other nations, or that it supported protectionism that held developing nations back, or that it facilitated misery and suffering for refugees and economics, or that it undermined NATO, or frustrated our service economy. Some resented our inability to control our own laws, our own immigration policies or further border controls. Some were concerned about being tied to the eurozone in any way or to the European Court, others about the immense costs of membership and the lack of accountability, political and fiscal. Some wanted us to have our own fishing, agriculture and environment policy, and to realise our ambitions to promote trade for a prosperous and peaceful world.
The negotiations that preceded us leaving the EU and in the run-up to the transition period ending were complex, but our aims can be summarised in three sentences. We wanted to keep the good bits. We wanted to lose the bad bits. We wanted to maximise the possible opportunities for every part of the UK. The post-negotiation scorecard shows that we did well. Under the deal reached with the EU, people in Scotland, as well as all UK nationals, will be able to benefit from a wide range of social security rights when travelling, working and living in the EU, including access to an uprated state pension and to reciprocal healthcare arrangements.
Has the right hon. Lady asked the fishermen and the seafood industry how they would mark the scorecard? Also, does she think it is acceptable that the Fisheries Minister, the Under-Secretary of State for Environment, Food and Rural Affairs, the hon. Member for Banbury (Victoria Prentis), said she did not read the details of the deal because she was involved in a nativity play at her local school? Surely as Fisheries Minister she should have known exactly what was in that deal?
If we are talking about scorecards, a policy of handing back coastal waters to Scottish fishermen will win every time over handing back their new quotas to the EU. I am very happy to be judged on that basis.
The trade and co-operation agreement allows the UK to take full advantage of the opportunities available to us as an independent trading nation and strike trade deals with other partners around the world. We have started to use those new-found freedoms. We now have a points-based immigration system, which is open to the whole world and the talent that is out there, and can be tailored to our needs. Following the comments from the hon. Member for Glasgow Central (Alison Thewliss), I hope she will be supporting the Home Secretary’s initiative to establish safe routes for refugees fleeing conflict areas, rather than them having to rely on people traffickers.
The Agriculture Act 2020, which replaces the EU’s bureaucratic common agricultural policy, transforms how we support farmers. The Fisheries Act 2020 enables us to control who fishes in our waters. We have launched our new global human rights sanctions regime. There is the UK-Japan comprehensive economic partnership agreement, and we are replacing overly bureaucratic EU structural funds with the new UK shared prosperity fund.
Brexit was an event, but now there is a process. From outside the EU, we can develop, refine and build our relationship with the EU and its member states for the benefit of all our citizens. The noble Lord Frost and I, and all members of the Government, will be working day and night to address the remaining and future issues for businesses, and to listen to their needs and ambitions. We take those issues incredibly seriously. We will resolve the problems, some of which the hon. Lady touched on.

I can give my hon. Friend those assurances. Clearly, fish is one of the sticking points. The negotiating team are obviously working very hard, but it is a sticking point because we will not compromise on these issues. I have to say, in a former life I was coastal communities Minister and, having visited his constituency and discussed the potential that is there for the renaissance of that industry, I think that is a prize worth holding out for.
The Government spend goodness knows how much money on radio adverts and newspaper adverts telling businesses to be ready for 1 January. A business in my constituency—a nursery that imports plants from Europe—wants to be ready to continue importing, but the C1800 form for handling freight imports is not available on the Government website so it does not know what inspection arrangements will be. Are there any inspection agents for plants? Where will inspections take place? Nobody knows what the conditions in road haulage will be for outgoing goods. Can the Minister tell me what I can tell my constituent about how his business can continue to trade successfully from 1 January, because it is not apparent from anything I have seen?
I am sure that the hon. Gentleman has done his homework and done his best to help his constituent. I do not know whether he has used the toolkit that was sent to his casework team on, I think, 26 November—[Interruption.] Okay. That will give contact details for him to get in touch with officials who are standing ready to talk to businesses to give them the bespoke advice that many of them will need. If he wishes to pass the details of the company to me after this, I will ensure that the relevant official can speak to them—I mean this very genuinely; I am not trying to get one over on him. We are making every effort to ensure that all Members of the House have the information that they need if people need further help than what is on gov.uk and the webinars and so forth that are going on. We want to ensure that every business is supported in these efforts and, if he passes me the details, I will ensure that his constituent is.

Commons ChamberIt is a pleasure to respond to this Opposition day debate, not least because it affords me the opportunity to pay tribute to UK and, in particular, Scottish businesses, which have been so resilient and creative during these unprecedented times. It is not just that we want the economy to recover and that we want to beat coronavirus; it is that we can only defeat coronavirus, and whatever might follow it, if the economy recovers. Without businesses and the tax revenue that they generate, we will not have an NHS or a care system, or room for manoeuvre at the Treasury. I want to thank all those businesses for what they have endured and for all the efforts they are taking to keep going. I am sure the whole House would agree with that.
One moment, please. I should also like to genuinely and sincerely congratulate the right hon. Member for Ross, Skye and Lochaber (Ian Blackford) and his party on having a policy on the transition period, which is more than the official Opposition have managed to do to date.
In the time I have, I want to touch on some of the very understandable issues that concern hard-pressed businesses about next year and about how the Government are helping to mitigate the economic effects of coronavirus and to prepare for when we will take back control of our borders and leave the single market and the customs union. These will bring significant changes, and also opportunities, for which we all need to prepare, which is why we have already undertaken a series of measures to help businesses and individuals to get ready for the end of the transition period, whatever the circumstances are.
Before I do that, however, I want to put this debate in context. I wonder what the right hon. Member for Ross, Skye and Lochaber thinks the odds are of the Government extending the transition period. How likely does he think it is that we would do that, given that its end date is enshrined in law; given that the Government of the UK were elected on a mandate not to extend the transition period; given that the deadline for asking for an extension to the transition period has passed; given that doing so would simply prolong the negotiations and bring uncertainty for our businesses; given that it would hinder our economic recovery; given that an extension would see us paying more to the EU, which is not a good idea; given that we would have to back EU laws and decisions that we had no say in designing, which is an even worse idea; and given that the legislative and economic flexibility that we need to respond to coronavirus would not be possible? What are the chances of the Government doing that? What are the chances of this Opposition day debate succeeding or having any influence? I suggest none.
The Government have been very clear multiple times that we will not extend the transition period. Some might argue that it is not only undesirable to do so but now impossible, so why are we having an Opposition day debate on this issue, on this particular topic, and not on, say, rewards for health and care staff, not on investment in Scottish infrastructure, and not on food standards or Scottish farmers, which my hon. Friend the Member for Berwickshire, Roxburgh and Selkirk (John Lamont) debated recently? Why are we having this debate in a week when key negotiations are ramping up and David Frost is going into bat for Scotland’s interests—[Laughter.] I am sure that Scottish fishermen do not appreciate Members laughing. Why not have a debate on issues that might strengthen his hand in negotiation? Why not hold a debate on fishing or, indeed, on any practical or tangible issues that Scottish MPs on these Benches have been talking about at every single opportunity they have been given to stand up for their constituents. Why pick this issue? Why pick the issue of the transition period? Sadly, it is because the purpose of this debate is not to influence or secure change, or even to suggest any further practical measures that could help business. There was no mention in the right hon. Gentleman’s speech of the phased approach, the Goods Vehicle Movement Service, or Treasury schemes. No, this Opposition day debate is designed to do what Scottish nationalists always try to do, which is, sadly, to further divide, to sow seeds of doubt, to undermine confidence and to highlight differences right at the moment when everyone should be pulling and working together. Stirring up division is clearly something that SNP Members enjoy, and I have never understood those motivations in politics. Even if that is what floats your boat, to do it now, when we should be maximising the benefits and focusing on those benefits for the whole of the United Kingdom and for the sake of all our citizens, is truly amazing. It shows, sadly, that SNP Members, and anyone else supporting them today, will have learned nothing from the past few years.
The sizeable majority that this Government enjoy is, in very great part, down to the fact that the people of this country want to move forward. They want to look to the future, not unpick the past, and they respect democracy. This Opposition day debate is simply an attempt to undermine and prevent an instruction given to this Government by the people of the United Kingdom. The right hon. Gentleman and his colleagues wish to return to division, to chaos, to paralysis, which is what pushing out the deadline for negotiations would do. The motion does not focus on anything practical in the report. That is not surprising really as that report was written prior to the announcement on the phased border and the border operating model. None the less, it is the SNP’s debate today, so, despite the fact that events and people have moved on, I will focus on the issues that those Members have raised.
I thank the Minister for giving way and ending her lecture, telling us what we should be thinking about. If we are talking about division, a lot is predicated on what she said about control of our borders, ending free movement and controlling immigration. Earlier she talked about business resilience. Can she tell me how ending free movement will help businesses, how it will help the fruit and vegetable growers who already cannot get people to do their work? Can she explain what good that will do for the economy and what it will do for food exports, when we have a reliance on EU vets?
I have been through the detail of the report mentioned in the motion and looked at each sector that it focuses on and mentions. We have not just brought through schemes that help to support business and to mitigate the changes that are going to have to be brought in. The Treasury has also introduced schemes in the wake of coronavirus, and I will come on to that. However, I want to address—

Commons ChamberI do agree with my hon. Friend. It is vital that we get a move on with this; it is in the interests of the UK and the EU that we do so. The EU must accept that we are a sovereign equal in the negotiations; I think we will then make some progress. In fairness to the Opposition, even though they are campaigning on a transition period, they have not quite adopted that as their policy—I suspect because they know it would be crazy to extend it.
Scotland has important trading links with Northern Ireland, but Stena Line is really struggling because of covid-19. The Minister keeps talking about certainty; so that we can look forward with certainty, will she be the first Minister to explain how the invisible border between Northern Ireland and Ireland is going to be maintained? What technology has been invented and will be deployed in time for the end of the transition period? How will she ensure that that does not affect the movement of goods and people between Scotland and Northern Ireland?
The hon. Gentleman raises some important points. We will soon be able to talk in depth about border operations. I am not able to do that today, but he will not have long to wait.

Commons ChamberThe Government have no plans to devolve functions of the Department for International Development to the devolved Administrations, but we are giving people in all parts of the UK more control over how aid money is spent.
Given the reported comments about the Secretary of State’s attitude to UNESCO, the UK Government’s confused position shows their real attitude to aid spending. Given that Scotland wants to remain part of UNESCO, should she not devolve aid spending to Scotland so that we can make our own decisions?
In line with the answer that the Minister of State, Department for International Development, my hon. Friend the Member for West Worcestershire (Harriett Baldwin), gave some moments ago, the Government’s position on UNESCO has not changed, nor has mine. We continue to monitor the quality of the multilaterals that we work with. I have funded new projects with UNESCO, looking particularly at data on education, and we will continue to do that.

Commons ChamberWe have a huge number of programmes that are supporting those people in particular—not just the short-term needs of shelter, food and so forth, but education, jobs and livelihoods. Those individuals have some unique needs that have not been addressed to date with as much focus by the international community, and the setting up of a panel to consider those needs and what more we can do to help in similar situations will be a big step forward.

Commons ChamberI will move on to the other points that the hon. Member for Livingston has raised. Quite rightly, she touched on what Departments can do through their policies to encourage good practice, and to encourage other countries to take health and safety as seriously as we do. In my Department, which is responsible for the Health and Safety Executive, considerable opportunities come with the HSE’s ambition to export its good practice, and that is important. I will certainly ask my counterparts at the Department for Business, Energy and Industrial Strategy to write to the hon. Lady about specifically how it is developing its energy strategy to take into account the very valid points that she raises.
On the matter of regeneration for affected communities, I may be in danger of agreeing with the hon. Member for Bolsover (Mr Skinner). One thing that was not done well in the past was securing the regeneration of areas where industries on which entire communities had depended were collapsing. Where that happens, swift intervention and investment are required.
One of the privileges of my first ministerial post in the Department for Communities and Local Government was working with local enterprise partnerships on getting particular investment into such areas. Part of the recipe for success in rebuilding those areas was mining heritage. Many projects, whether they were about creating business parks around energy or creating a tourist offer, would come back to an area’s mining heritage. That ties in very well with the important points that the hon. Lady has made about heritage. We need to remember that heritage and give it the status that it should have as part of our nation’s history. I will also ask the Department for Communities and Local Government to write to the hon. Lady to update her on the specifics of the growth funding that has gone into former coal mining areas.
Just before the Minister closes, she may be aware that the UK Government pulled funding from the Coalfields Community Trust, although the Scottish Government still provide funding in Scotland. Is that not something that the Government should look at? My final point is about mineworkers who have survived. She may be aware that the Government take 50% of the annual returns from the mineworkers’ pension pot, and I suggest that the Government should reconsider that as well.
The hon. Gentleman refers to the trust, which was closed and wound up. However, other sources of funding were made available through the usual growth funding channels, and much of that funding has been directed into the communities that we are discussing. I know that, because I was at the Department looking at how those funds had been allocated. Whether we are talking about mining or other industries that are not providing the necessary support to communities across the UK, we need to have a strong plan and vision for those communities and what will replace those industries. We should not leave people without that.

Commons ChamberI pay tribute to all my hon. Friend’s constituents who work to protect our country against cyber-attacks, which are indeed growing. We have increased spending in this area to £2.5 billion, and as 80% of cyber-attacks are preventable by some extremely simple, straightforward good practice, a lot of that investment will be going to protect British businesses and private individuals in that respect.
T3. The strategic defence and security review supposedly included £12 billion of additional expenditure on equipment, but with £16 billion extra allocated for nuclear submarines, massive cuts have been made elsewhere to support that. A written answer referred me to the defence equipment plan, but it has insufficient detail on the changes, so will the Minister commit to providing further clarity on the changes within the 2015 SDSR?
