Commons ChamberI have enjoyed throughout this Parliament the exchanges I have had with the hon. Gentleman on this matter, and the direction of travel he indicates is one that we are very much seeking to take. The recent leadership and management survey shows that on all leadership and management criteria we have improved our score over that of the civil service generally, and on nine out of 10 such criteria we have improved our score on last year’s. There have been some uncertainties, for example, on the security services, and we have done the right thing in bringing those in hand. That has reduced uncertainty and is very much in line with what he wishes. I am sure that in the next Parliament the Commission will continue in that direction.
Does my right hon. Friend agree that one of the best ways in which Members of this House could show their appreciation for their staff and ensure the security of their employment is by using our facilities much more heavily than they do?
I entirely agree with my right hon. Friend and salute all he has done with his Committee to make that a realistic possibility.

Commons ChamberMay I say in all humility to the hon. Gentleman that the facts simply do not bear out his assertions? For example, sickness absence, which in most businesses is an extremely good measure of the morale of the work force, is at its lowest since we began recording in 2008-09. May I also say that the Finance and Services Committee at its meeting this week received the quarterly out-turn for the third quarter, and a number of the major Departments that operate Member services have budget left to spend and are likely not to use their budgets in-year? That is a result of effective delivery of services and there is no absence of money for parliamentary scrutiny.
Does my hon. Friend accept that the decision of the House to change its sitting hours has had a negative impact on catering, access to the Palace for constituency parties, and the ready availability of meeting rooms for the many groups that seek them?
My right hon. Friend makes an extremely valid point. He, as Chair of the Administration Committee, has done a great deal of work with his Committee on this matter to ensure that the services provided are of the highest quality and, wherever possible, open to our constituents as well as to Members.

Gentleman will have seen, the first ever written statement from the representative of the Commission was made on Tuesday last, announcing the contract for an outside company to consider options for the future of the building. It would be preferable to wait until those conclusions, delivered professionally, allow us to make a proper judgment.
Does my hon. Friend agree that there will be a beneficial impact on the costs of running the House if we could so arrange our affairs that there was a greater intensive use of the facilities by both Members and staff?
I am very grateful to my right hon. Friend, who chairs the Administration Committee so ably. He makes a very valid point.

Commons ChamberWe are certainly seeking to reduce the cost wherever possible, but there have been changes in the way we operate that make turnover more difficult. I point out that the key gross profit, or kitchen profit, made by the House’s outlets is fully comparable to what we would expect to find in industry. It is the other costs, caused largely by our sitting arrangements and the staffing required for that, that put us over into subsidy. That is the area currently being tackled by the business improvement plan.
Should we not always think of the 12,000 or more passholders beyond the number of Members of Parliament, most of whom are on lower salaries, and consider that it is perfectly in order to have an element of subsidy? Those passholders include journalists who work in the House. Therefore, in trying to be prudent about bringing down the cost of the catering service, we should bear in mind that in many places of work it is quite normal to have an element of subsidy.
My right hon. Friend makes a valuable point. It is worth noting that the gross profit, or kitchen profit, made in the dining rooms is at the high end of the scale and extremely comparable to high street restaurants. The subsidy is needed far more in the canteens, which are enjoyed by passholders on far more modest salaries.

Commons ChamberI could not agree more with the hon. Lady. I miss BBC Radio Highland and Moray Firth Radio when I am down here in the south, and would greatly value the opportunity to receive them. There are significant technological difficulties, one of which relates to how the parliamentary estate is configured. I can assure her, however, that her point was well made and well taken. We will continue to see what can be done.
Does my hon. Friend agree that it is important to move as fast as we possibly can with full digitalisation, which not only provides the benefits that have been described but enables information about facilities in this House to be better known to all our colleagues?
I could not agree more with my right hon. Friend, whose Administration Committee is doing a great deal of work in this area. One opportunity will come when, in the next two or three years, we move towards the whole concept of cloud computing. That will offer a whole range of possibilities that currently are not technologically possible. We need to keep our eye on this ball and move it forward.

The right hon. Gentleman is absolutely spot on. Indeed, as somebody who flies north and back again every week, I have seen the improvements as people work out how things should operate and make small suggestions about the way they are handled. To take one example, I more often than not go via Gatwick. The way Gatwick’s security has improved—from the absolutely ghastly experience of five years ago to the relatively painless experience of today—is an object lesson. There has been some careful capital expenditure on the right kit, but most of all good management. That point has been taken on board, and it is precisely what the Serjeant at Arms and other members of the management are considering. All suggestions are gratefully received. The House management wishes to get people through as quickly as is consistent with decent security.
Will my hon. Friend refrain at this stage from ruling out the possibility of reintroducing a cabin to provide a separate entry, which was a possibility on which my hon. Friend the Member for Suffolk Coastal (Dr Coffey) poured cold water? As I understand it, the Commission has embraced the idea of mini-tours through Westminster Hall, which would be the way of handling those people, quite apart from any other easing of capacity that it would provide.
