Commons ChamberYes, we have offered extra resources to the Chilcot inquiry in case they are needed. We now have a timetable for a timetable for the release of the inquiry, and Sir John will write to the Prime Minister by 3 November to set out that timetable.
We all know that the inquiry is independent, and we are not asking that the Cabinet Office interfere in the processes of the inquiry, but the budget and the timetable are within the Secretary of State’s remit. Does he not accept that this never-ending budget and this completely indefinite timetable are beginning to undermine public confidence in the outcome of the inquiry? When he speaks to Sir John, will he ensure that there is a firm timetable for the report and a firm figure for the final budget of the inquiry?
We now have that commitment to a timetable by early November, but crucially we want to ensure that the inquiry is effective, is completed and can be published as soon as possible. We do not want resources to stand in the way of that happening.

Commons ChamberAbsolutely, that can happen. We can use aid money for building capacity in those countries. Once people are able to return to their homes, it can be used to do just that.
Most fair-minded people in this country will not regard the Prime Minister’s proposal as a proper response to the situation. Taking in and giving sanctuary to 4,000 people a year over the next five years when we are in the midst of the largest global refugee crisis since the second world war is woefully inadequate. We should be ashamed that we are not doing more. Furthermore, the distinction between people in the refugee camps and those already in Europe is quite spurious. There have been references to the little boy who was washed up on the shores of Turkey. What if that little boy had not drowned, and his parents had applied to this country for refuge and sanctuary? Would we have said that our doors were closed to them?
First, I do not agree with the hon. Gentleman. I think that 20,000 is the right response; it is a good response that everyone can now get behind and work with. Those people who have made it already to Europe are in many cases in a far better and much safer situation than the people still stuck in Syria or stuck in the refugee camps, which is why it is those people whom our effort will be directed towards.

Commons ChamberThere is no consensus on what the solution should be. The Barnett formula has been in place for some time. In future, however, more than 50% of funding will come from Scottish taxes rather than from the block grant, and the Barnett formula will therefore become less important over time.
The Government are very keen to focus on public spending, but not so keen to talk about tax contributions. People in Scotland have paid more, on average, for more than three decades. Will the Secretary of State confirm that the public expenditure cuts in Scotland, on top of the tax credit cuts for working people, will mean that the poorest in those communities will suffer the most? Given that Scotland has rejected the Secretary of State’s austerity programme, when will he give the Scottish Parliament powers to choose a different path?
We are giving the Scottish Parliament the powers to follow a different route. Perhaps it is time the SNP explained how it would use those powers, rather than constantly complaining about wanting more powers. On hurting the poorest, full fiscal autonomy, which would cost the Scottish people £10 billion a year, would hurt the poorest in Scotland.

Commons ChamberYes, my right hon. Friend is absolutely right about that. I am glad to say that we see a pattern of local authorities in many parts of the country doing what she describes and working with civil society partners to reach those people who might not otherwise be reached by more formal means to persuade them to register.
I think that we can all agree that electoral registration is desirable and that one factor that will affect that is the degree of faith and confidence that people have in our electoral system. One measure that could enhance that is the ability of people to recall their Member of Parliament in between elections. When will the Minister bring into force the remaining provisions of the Recall of MPs Act 2015?
The hon. Gentleman has indulged in what might be called an elastic interpretation of the question on the Order Paper. But just as I have been indulgent of him, I feel sure that the Minister will be similarly indulgent.
