I did not note many questions in the hon. Lady’s speech, but I am grateful for her strong support for the clause. There have been some worries in the sector about the financial burden on charities as a result of the clause. Overall, we estimate the cost to the charity sector to be about £1 million over 10 years, which is marginal compared with the benefits of greater transparency about how charities will safeguard the public from poor practices. That is a very positive investment.
Having sat through sittings of the Select Committee on Public Administration and Constitutional Affairs and listened to stories of misery from various people, and seen the rapid reaction of the Government on this issue, I would like to pay a little credit to both the Government and the Opposition. They have worked closely together to produce what is a very effective response to the malpractice of various of our charities and what, I hope, will go far in securing the greater confidence that the public have the right to have in our charitable sector.

It is very kind of my hon. Friend to make those comments. It is true that the Opposition have worked effectively in the other place and, indeed, in this place. I deliberately set up the Etherington review as an all-party review because I wanted every party to be involved and to have a stake in ensuring we get this right. By and large, the Etherington review, all of whose terms I have accepted, has proved to have produced a very effective report, and we need to get on with implementing all parts of it.

Public Bill CommitteesIt is a pleasure to serve under your chairmanship, Mrs Main. Like many hon. Members who have spoken, I have experience in the voluntary sector. I have been the chief executive of a small national charity, a senior manager in a medium-sized national charity and a trustee of local and national charities. I continue to be a patron of a number of local charities, although I will spare the Committee a list of all of them. I do not think that, as a patron, I will come under the scope of the Bill, but as a trustee I certainly have cause for concern.
As has been said, it is important that the public have confidence in the vibrant voluntary sector throughout the UK. It is worth stating that, considering the professionalism of the work that takes place in the sector as a whole, the public should have that confidence. In a week where there has been some unhelpful and, I would argue, misleading coverage about the quality of charities and the way in which donors’ money is spent, it is worth repeating that case, because there is a lot of mischief-making going on. It is important to have in place the right regulatory framework to give the public confidence, but whenever we pass legislation in this place we should ask ourselves what problem we are trying to solve; whether the approach we are considering would be effective; and, most importantly, whether the legislation is proportionate. The measures in clause 1 fail many of those tests.
The hon. Gentleman rightly raises the question of proportionality. I would merely argue that one must not forget that the charitable sector enjoys a huge benefit from the state; after all, the tax break is a state subsidy. I do not think any of us—certainly not the hon. Gentleman himself—would challenge the importance of that state subsidy, but although it is hugely welcome and important to the sector, it imposes a burden. The charitable sector must account for its actions in exactly the same way as other organisations that receive benefit from the state should do. The clause is one element in ensuring that that happens.
I am grateful to the hon. Gentleman for making those points. It is absolutely right that charities benefit, particularly from gift aid. As an avid, although somewhat despondent, viewer of “The X Factor”, I notice that the Chancellor has generously waived VAT on the winner’s single, which I am sure we will all be rushing to buy.
Kids Company is one of the charities that sadly did make it in to the newspapers and on to our TV screens and it has been debated in the House. It is an example of why the public’s trust is so vital. The Bill demonstrates the importance of having an effective charity regulator and strengthening the powers of the Charity Commission to protect charities from abuse. Clause 1 focuses in particular on trusts and trustees and the issue of warnings. That is the right and appropriate thing to do. We will move later to the additional powers to spend and to remove trustees. In doing so, it is important that we recognise that deliberate wrongdoing is rare. It may be unlikely that the new powers are used many times, but let us hope that they are not.
My hon. Friend is making a powerful case. Does she agree that having the powers on the statute book is part of the persuasion that allows them not to be used?
Absolutely. I was about to say that it is important that we have the powers to protect and safeguard charities and their reputations and to maintain the trust of the public, on whose generosity they depend. That also helps trustees, who usually do their job out of the goodness of their hearts, often for a cause that is close to their hearts. They deserve that trust, respect and support.
It is understandable that the mention of additional powers can raise concerns. It is important to ensure that smaller charities are not disproportionately affected. I do not believe they will be, but that is something to be mindful of. It is equally important to reassure the public that charities are more accountable and, in particular, that large charities are transparent about their fundraising and their activities.
In conclusion, in our drive to maintain and strengthen public trust in charities, we should be mindful that the Bill is helping, not hindering. I therefore support it and hope that clause 1 will stand part of the Bill.

I have sat in the Chamber all day listening to this debate and I remember a debate I heard in this place when I was somewhere else. I was sitting in a forward operating base waiting to go to war in 2003. When many people in this place were talking about it, I was preparing for it. I remember vividly the fear in my heart and in those of the men and women with whom I had the honour to serve. I remember the nervousness, and I feel it again here today. Again, we are making a similar decision and I feel that burden heavily, but I know the courage with which the men and women who will be asked to serve will serve and I know that the Prime Minister’s case is right, honourable and true. That is why I am supporting him.
This is an enormously sad moment for me. I grew up as a young journalist in Lebanon, spending my holidays in Syria. I know the country well and I love the people dearly. They gave me a kindness that no one else showed and they gave me warmth and the richness of their culture and history. It has been the most extraordinary sorrow for me to watch the destruction of Damascus, Aleppo, Homs and Hama, to see the Christians driven from Maaloula, and to see friends of mine, priests and monks, driven from their monasteries and murdered. I know who is doing it. We know who is doing it. Yes, it is the so-called Islamic State, this twisted perversion of Islam that is to Islam what fascism is to nationalism and what communism is to socialism.
This vile Stalinist death cult, this dreadful regime, must, I am sorry to say, be stopped. Sadly, the only way to stop it is not through talks. These are people and this is a group who do not wish to speak to us. They have defined us clearly in their theology as infidels. They have taken the readings of Muhammad Abd al-Wahhab and have interpreted them for the modern age. They have defined us as people who must die or convert. I will do neither; I will fight.
It is not enough for us to look at Syria today and wish for peace. It is not enough for us to stand here and hope for it. We must fight for it. When our friends were attacked, as they were in France—here I declare a close interest as my wife is French—when we see our friends injured and murdered and when they ask for our help, we must think not only of what is the right thing to do for them but of what is the right thing to do for us. Militarily, and for very good reasons, we keep armed forces that are too small. They are too small in technical terms, because our armed forces are not limited to our own planes, our own men and our own ships.
My hon. Friend is making his point incredibly powerfully, and it will resonate across the House. Does he agree that that is the important reason why we must build an international coalition? No one country can defeat ISIS. We need international western and Muslim resolve against these people.
I agree entirely with my hon. Friend. He is absolutely right; our defences do not start at Dover. They include the Emiratis, alongside whom I was proud to serve. They include the Kuwaitis, the Bahrainis, the French and the Estonians. They include so many of our allies. Our defence is their defence and, similarly, their defence is ours. We must stand with the French today; they may need to stand with us tomorrow.
This is not just about bombing, about which people have spoken a lot; it is about territory. Denying territory to the enemy and degrading their capabilities through air attack is an essential part of warfare. I have heard so much about military strategy here from armchair generals. May I say to the academic generals that even academics need universities in which to associate and places in which to meet? So too do terrorists: they need space, land and freedom of movement. That is what they have now and that is what we must deny them.
I say again that it is not enough to wish for peace—we must fight for it. As Ibn Khaldun said when he wrote his histories of the 13th and 14th centuries and “The Muqaddimah”, history does come round, and one day I am sure we will all be pleased to see the middle east regaining its rightful position as the heart of light in the region—as a centre of science, excellence and innovation. But today it is our duty to stand with those who strive for it and fight those who would destroy it. We must stand today against ISIS and with the Government.

Commons ChamberI have said before that I think the right hon. Gentleman speaks with great clarity about this issue: about ISIL, the threat it poses and its own responsibility for its actions, rather than believing it is somehow a reaction to what we do. On what Britain can bring in terms of statecraft and resources, he will have seen the decision we have taken about our Foreign and Commonwealth Office and aid budgets. I think we have the ability to bring countries together, to play a big role in what is needed diplomatically, and to have a large wallet at the end of the process not just to look after refugees, vital though that is, but to help to rebuild the country once the war is over.
The right hon. Member for Wolverhampton South East (Mr McFadden) spoke correctly when he said that those in ISIS are absolutely responsible for their actions. Will my right hon. Friend the Prime Minister make a few comments on the fact that their actions are not simply an add-on? The attacks in Paris are not an add-on to their strategy. They are a core part of their theology. They are a vile, satanic death cult and they must be stopped.
My hon. Friend has considerable military experience and understanding of these issues. It is a core part of ISIL’s strategy not simply to build a so-called caliphate across Iraq and Syria, but to plan external attacks from that caliphate, as we have seen in Ankara, Beirut and Paris and the attacks we have thwarted in London. It is a core part of what it does.

Commons ChamberThere are so many lessons that we need to draw from recent conflicts that it is not possible to set them all out at the Dispatch Box now, but let me take one. One of the mistakes that was made in Iraq was the sense that the entire state and establishment had to be dismantled after the invasion of Iraq. That left a vacuum that has now been well documented. In saying that we believe that Assad cannot play a part in the long-term government of Syria, we are not saying that all the institutions of the Syrian state have to be dismantled. Indeed, quite the opposite. It will be very important to have a transitional plan so that Syria has a state and institutions. They need to be institutions that can represent all the country, but it should not be part of our plan to dismantle them in a year-zero approach. That would not work and we must learn the lesson from the past.
My right hon. Friend made some welcome comments about the deployability of a division in the imminent future. As he looks across the Opposition Benches, will he comment on the importance of allies and friends at times like this? What France is looking for now is an ally in its time of need, and what our friends in the middle east are looking for is our commitment to our allies around the world.
My hon. Friend, who has great experience of these things, makes a very important point. Britain and France have been allies for so long, our militaries are so close, and our intelligence and security co-operation is so deep that it would be very disappointing for the French and for us if we had to say that we simply could not join them in helping them out, because helping them out is helping us out. As far as I am concerned an attack on Paris is an attack on us. It is an attack on our way of life—an attack on our values. Standing outside the Bataclan theatre this morning, you feel that with every sense of your being: this was an attack on the values we all hold dear. He is also right that the countries in the region that look to Britain for defence, support and protection will be concerned if we do not go to the aid of our closest neighbour and one of our oldest partners. That would raise questions about our reliability. That is one of the many considerations that everyone in this House should take into account when we come to this.

Commons ChamberYes, we can and we do. We help them with their capacity in terms of fingerprinting and sorting people. Part of the problem with the Schengen system is that people who come to Greece and Italy then transit onwards, rather than doing what they ought to do, which is to provide their details so that they can make their asylum applications in the first country they arrive in. We are helping with that, as it is part of the problem that Schengen is coping with at the moment.
I welcome my right hon. Friend’s comments on the generosity of the British people through the aid budget. It is extremely welcome that, as the second biggest donor, we are finally getting recognised for the efforts that we have made alongside the Turks, the Lebanese, the Jordanians and the Iraqis. May I urge him to work with our regional NATO partners in the area to enable them to do more, not only financially but militarily? They are capable, and they have the necessary troops and weapons to do more.
I certainly look carefully at what my hon. Friend says. I think that today we are talking about the humanitarian response; the issues he raises are perhaps for later.
