Give me a moment.

From the moment the Prime Minister took office, she has ignored the closeness of the referendum vote and has pursued the hardest form of Brexit, driving division instead of cohesion. She has ignored the British people, British businesses, the British public sector and the national health service, and now, in another clear act of putting party before country, she has chosen an early election. We must not buy the nonsense that she needs a mandate to deliver Brexit; the Labour party has given her that mandate. She is acting upon the narrow majority of the 2016 referendum.

Will the hon. Gentleman give way?

Tim Farron Portrait Tim Farron
- Hansard - - - Excerpts

Not for the moment.

Let us all be very honest and clear about this: the Prime Minister has chosen this election because she looked across the Dispatch Box and could not resist the temptation of doing the political equivalent of taking candy from a baby, and facing this Labour party in a general election. She expects a coronation, not a contest. That is why the Liberal Democrats relish the challenge of a general election.

I do not, and I tell the hon. Gentleman this: I am very proud to have gone through the Aye Lobby in the coalition Government when the Liberal Democrats introduced gay marriage and equal marriage, and, indeed, did not go as far as they should have in recognising transgender rights. There is much more to be done, and if we campaign in this election, as we will, for an open, tolerant, united society, we will need to make sure we are not in any way complacent about lesbian, gay, bisexual and transgender rights, and not just here, but in other parts of the world, particularly given what is going on in Chechnya at the moment.

Will the hon. Gentleman give way?

Tim Farron Portrait Tim Farron
- Hansard - - - Excerpts

I will not, as other Members wish to speak. I am flattered that so many Members wish to know my views. I will put myself up for a leaders debate with the right hon. Member for Moray (Angus Robertson), the Leader of the Opposition and others, even if the Prime Minister does not do so, and people will have more of a chance to scrutinise me then.

Last June’s referendum was a vote to start the process and it gave a mandate to the Prime Minister to negotiate Brexit, but it did not give her a mandate to enact any old deal at the end of the process.

T8. What steps is the Minister’s Department taking to maximise opportunities for UK industry through cross-Government procurement? Does he have any early sense of how the new procurement guidelines are bedding down?

Ben Gummer Portrait Ben Gummer
- Hansard - - - Excerpts

My hon. Friend is right to point out that it was this Government who introduced new guidance to make sure that we could support the UK steel industry wherever possible. That has been well received by the industry, and I hope to be able to write to my hon. Friend quite shortly with the results of where we have got so far.

I can assure the hon. Gentleman that we want to ensure that debates that take place in this House are as informed as possible. There is, of course, a wide variety of pieces of work being undertaken, not just by Government, in relation to the implications of leaving the European Union in different sectors and different parts of the United Kingdom.

Tom Pursglove Portrait Tom Pursglove (Corby) (Con)
- Hansard - -

My right hon. Friend was absolutely right to stress that we are not leaving Europe. Indeed, would she confirm that when we leave the European Union, we will continue to play a full and active part in the Council of Europe, working together on the basis of friendship and co-operation, not political union?

Baroness May of Maidenhead Portrait The Prime Minister
- Hansard - - - Excerpts

Yes, my hon. Friend is absolutely right. The UK will be continuing to play its role in the Council of Europe. I want us to continue to have a good relationship with the member states in the EU and with the EU itself—I think that is in all our interests.

As I indicated earlier, I raised with the deputy crown prince of Saudi Arabia the importance of ensuring that any allegations are properly investigated. I reiterate the point I made earlier that we have a relationship with Saudi Arabia across a number of issues. The relationship we have with it in dealing with terrorism is important, because it helps to keep the streets of Britain safe.

My constituents and I are enormously encouraged by the international interest shown in signing free trade deals with the UK. Did the G20 discussions confirm my suspicion that interest in doing exactly that is only going to grow? Does my right hon. Friend agree that it is the particular responsibility of every Member of this House to shout from the rooftops for jobs and investment in this country? My constituents’ jobs are, frankly, not a matter of dogma.

Baroness May of Maidenhead Portrait The Prime Minister
- Hansard - - - Excerpts

My hon. Friend has spoken very well on this issue. I confirm that what was very welcome was the way in which a number of countries were coming up to me throughout the summit to say that they wanted to be sitting down and talking to the UK about trade deals. As he says, this is not a matter of dogma; it is a matter of jobs and people’s security. It is a matter of the prosperity of this country.

As I have said, the report is very good, and it is critical for everyone to work together. The Scottish Parliament now has more devolved powers specifically to address the problems of gender equality, which, of course, includes any disadvantage for women.

10. What assessment he has made of the future prospects for the steel industry in Scotland.

Anna Soubry Portrait The Minister for Small Business, Industry and Enterprise (Anna Soubry)

I was delighted to be present at the Dalzell plant in April for the handover of that plant and Clydebridge from Tata to the Liberty Group. I think that if we continue the excellent process of working together, the prospects for the steel industry in Scotland must be good, and I am going to be positive about its future.

Tom Pursglove Portrait Tom Pursglove

I thank the Minister for that encouraging answer. What discussions is she having with the First Minister and with other Departments to ensure that the Scottish steel industry receives all the help and support that it needs?

Anna Soubry Portrait Anna Soubry
- Hansard - - - Excerpts

We work together hand in glove, which I think is very important. It is also important to note that the Steel Council, which the Government established, contains a number of representatives of both the Scottish and the Welsh Governments. Together, we can ensure that throughout the United Kingdom we have a strong and sustainable steel industry.

In terms of reaching out to businesses in different sectors, my right hon. Friend the Business Secretary will be doing that. He is holding a large meeting tomorrow with businesses, and I will be doing the same later in the week. I am certainly happy to look at some of the interests that the hon. Lady has mentioned. In terms of the answer I gave on the rights of EU workers, they will continue until we leave the organisation, and if I have heard correctly what those who want us to leave have said, the rights of those who are already here—students and workers—will be protected.

Q4. During President Obama’s recent visit, was the Prime Minister able to talk to him about the Chinese dumping of steel and the robust action he has been able to take in the United States to address it, including introducing tariffs of 288%? If so, was his advice, “Keep backing British steel, increase the tariffs and tell the Chinese to go to the back of the line”?

Lord Cameron of Chipping Norton Portrait The Prime Minister
- Hansard - - - Excerpts

I did discuss this issue with President Obama, and both the US and the European Union have taken action against Chinese dumping. If you look at the figures, the excess capacity in China is around 25 times higher than the UK’s entire production. The anti-dumping tariffs we have produced in the EU have been very effective and, in some categories, have reduced Chinese exports by as much as 98%. So my hon. Friend should not believe some of the figures put around that the EU action does not work; it does work, and if we were outside the EU we might be subject to those tariffs ourselves.

The Secretary of State was asked—

1. If he will estimate the contribution of golf to the economy in Scotland in the last 12 months.

David Mundell Portrait The Secretary of State for Scotland (David Mundell)
- Hansard - - - Excerpts

May I begin by expressing the solidarity of the people of Scotland with the people of Belgium at this difficult time? Our thoughts, prayers and condolences go to the families and friends of all those who were killed and, indeed, everyone caught up in yesterday’s horrific events.

Golf makes a huge contribution to Scotland’s economy. Independent analysis in 2013 showed that the game contributes more than £1 billion in revenues and supports some 20,000 jobs. There are almost 600 golf courses across the country, generating annual revenues of £582 million.

Tom Pursglove Portrait Tom Pursglove

I thank the Secretary of State for his answer, and I very much share his sentiments of solidarity towards the people of Belgium at this very difficult time.

Given the success that my right hon. Friend talks about in relation to golf in Scotland, what steps is he taking to try to secure further investment in this very important industry for Scotland?

David Mundell Portrait David Mundell
- Hansard - - - Excerpts

One new opportunity to support golf and young people in golf arose in last week’s Budget: the sugar tax element of the Budget will see investment in sport in schools in the wider UK. I hope the Scottish Government will follow through on that and use those funds to develop sport in schools, including golf—a very popular sport, as I have said. This year, we also have the opportunity to present Scotland’s golfing merits to the wider world during the British Open at Royal Troon. It will be a showcase for the world of Scotland’s golfing opportunities.

I will want to address all those issues when I go to Northern Ireland. Already the reform of the common fisheries policy has led to some improvement, but there is more to be done. On the rules that manufacturers face, I have set out how we will cut bureaucracy. The documents also address directly the problem between the Republic of Ireland and Northern Ireland of sham marriages and people trying to get round our immigration controls, but we now need to carry them into force.

Tom Pursglove Portrait Tom Pursglove (Corby) (Con)

The Prime Minister is trying his best to renegotiate our position, but would he not agree that the reforms, as they stand, do nothing to make the immigration system in this country fairer to people, regardless of where in the world they come from?

Lord Cameron of Chipping Norton Portrait The Prime Minister
- Hansard - - - Excerpts

I think they do make it fairer. As I explained in the statement, it has for years been frustrating that we cannot apply some of the rules for British citizens marrying foreign nationals to EU citizens marrying foreign nationals. The agreement opens the way to ensuring that we can. All sorts of sham marriages, fraudsters, criminals and others who have been getting round our immigration controls will no longer be able to do so.

Does it not remain the case that by focusing our efforts in the region and by helping in those areas, we can help 20 people for every one person we bring to Britain? Is that not the most effective way for the British people to help those who find themselves in such difficult situations?

Lord Cameron of Chipping Norton Portrait The Prime Minister
- Hansard - - - Excerpts

My hon. Friend is absolutely right. The figures speak for themselves. We said we would take 20,000 people from the camps, do 1,000 by Christmas and get on with it. Thanks to the excellent work of the Under-Secretary of State for Refugees, we have fulfilled our pledge. If we look at the resettlement and relocation schemes that the EU spent a lot of time discussing, so far they have not amounted to as many as the 1,000 people that we have helped. I am sure that they will over time, but my point is that Britain is a country that prides itself on signing agreements, implementing them and doing the things that are set out in those agreements. That is exactly what we have done with Syrian refugees.
