It is important that we put those access to banking standards in place and that there are alternative arrangements in place, which we have encouraged people to take up, to ensure that they are able to access the banking facilities they need.

Q9. The Yorkshire Post is this weekend taking the unprecedented step of calling on the Secretary of State for Transport to resign, accusing him of repeatedly betraying our region over rail. Electrification is nowhere to be seen, trains are routinely overcrowded and delayed, and wheelchair users are left stranded when access lifts are broken or locked—all set against record ticket prices. Can the Prime Minister explain to passengers in Yorkshire when they will see a rail service that is truly capable of delivering the northern powerhouse?

We are putting record investment into rail across the country and that includes investment in rail in the north. We are supporting Transport for the North, which is coming forward with proposals for the north. This Government recognise not just the importance of infrastructure but the importance of infrastructure across the whole of the country.

I am happy to confirm that. My right hon. Friend the Home Secretary is already considering what further counter-terrorism powers may be needed.

Since my election I have spent a great deal of time campaigning for more protections for emergency services workers, and it is particularly disappointing that we are now having to reflect on how we can keep them safe from nerve agents. I welcome the Prime Minister’s statement, which made it clear that what was particularly reckless about this attack was the decision to use a nerve agent that would inevitably put at risk members of the public, as well as our emergency services and NHS workers who would have to respond. I welcome the news that she will put that at the forefront of the meeting that she is due to have this week, and will put the seriousness of the risk presented to police and NHS workers in particular at the forefront of the robust measures that are now needed.

The hon. Lady has raised a very important point about our emergency services. We have already, in recent years, had a further look at the framework within which they operate and the sort of incidents to which they might need to respond, but we will of course continue to keep this under review.

I am happy to confirm to my hon. Friend, as I did a little earlier, that we will be leaving the European Union on 29 March 2019 and that we will be negotiating a smooth and orderly process, so that people can carry on living their lives and conducting their business with confidence about that and about the future relationship that we will negotiate with the EU.

Last week, I understand that the Fisheries Minister, who was representing the Government at the annual Fisheries Council in Brussels, was recalled to Westminster as early as Tuesday to take part in the votes on the European Union (Withdrawal) Bill. I am incredibly concerned that this Government prioritise seeking to deny Parliament a final vote on the Brexit deal over representing our fishing interests in Europe, missing crucial talks on sea bass and Celtic sea cod. Can the Prime Minister confirm that that was the case and will she explain who took over as the UK’s lead negotiator in those vital discussions?

There are many occasions in this House when Members on the hon. Lady’s Benches, and indeed sometimes on my Benches, stand up and promote the primacy of this House and of Parliament. As Members of Parliament, obviously, we have a responsibility to be here in this House, although my hon. Friend the Minister balanced the requirements of being able both to represent the United Kingdom and to be present in this House.
