Commons ChamberMr Deputy Speaker, I am not sure whether your reiteration just before I stood up to speak, that you hope that anybody who wants to withdraw will do so, was a hint. When I put in to speak in the debate, I had intended to speak on a new clause that has not been selected, but after looking at the other amendments and new clauses, there is one aspect that I want to speak on briefly.
I apologise to those Members of the House who were on the Committee, because I can see that there was quite an exchange on these matters in Committee, but I want to pick up on an issue that was raised by the hon. Member for Aberdeen South (Stephen Flynn), who talked about the need for a mission and, in a sense, to restrict this organisation’s mission. He spoke particularly about climate change, which I know is a key issue. I was the Prime Minister who put the 2050 net zero emissions target into legislation, and the UK can be very proud of having been the first major country to do that.
An enormous amount of work needs to be done to ensure that we can take the decisions individually, as businesses and as a Government that will lead to net zero. Part of that will be about research, but as my hon. Friend the Member for North East Bedfordshire (Richard Fuller) said, there are enormous numbers of people out there doing research and companies looking for products to sell that will help to get us to that position. It seems to me that we should not restrict the mission of ARIA. It is important to give this organisation the freedom to look widely. I say that not just in a blue skies thinking way, but also because I had some interaction with the American equivalent of ARIA, on which ARIA is based, when I was Home Secretary because it was doing some really interesting research and innovative work on issues of security.
In evidence to the Committee, Professor Bond suggested that ARIA should be about
“radical innovation, which is different from grand missions and grand challenges.”––[Official Report, Advanced Research and Invention Agency Public Bill Committee, 14 April 2021; c. 20, Q16.]
That reference to “grand challenges” was, I am sure, a reference to the modern industrial strategy, sadly now cast aside, which set out grand challenges but also set out the aim for the UK to be the most innovative economy, and ARIA can have a real impact in that area.
The challenge for ARIA is that it needs to be truly innovative, it needs to have blue skies thinking and it needs to be doing what other people are not doing, but it has to have a purpose in doing that. What I hope we will not see is an organisation where lots of scientists and people get together, think lots of wild thoughts, enjoy talking about them and possibly publish a few papers, but at the end of the day, there is no practical difference to people’s lives as a result of that. The aim of this is to do that innovative thinking but, in due course, for that innovative thinking—whether it is taken up by other scientists, business or whoever—to lead to a real improvement in people’s lives.
I agree with the line that the right hon. Lady is taking, but she is missing out one really important factor in achieving the desirable objectives she has listed, which is that ARIA must be prepared to fail on a number of occasions and take high risks. Does she agree with that?
I do agree with that. Indeed, at the risk of scratching a sore for the Government, I would add that the modern industrial strategy made the point that, in terms of Government support for different areas of research and development, we must be willing to see some fail, because we cannot possibly know from the beginning everything that will be a success. That is important, but of course, I hope that ARIA will not be an organisation for which everything fails. It has to be prepared to have some failures, but obviously what we want to see is some really positive work coming out of this that can be of real benefit.

Commons ChamberI thank my right hon. Friend for reminding the House that something like 80% of Members of this House stood on a manifesto to leave the European Union, to deliver on the vote of the referendum, and I hope all Members will recall that when they come to the meaningful vote. He is right about the concerns expressed in relation to the backstop, and I recognise those concerns. That is why we have been looking at alternative arrangements that could be put in place, and we will continue to work on those.
I think we should celebrate the largest democratic vote in our history and be determined to implement leaving the European Union, but I have to say that after two and a half years, I am disappointed that the Prime Minister has come back not with a deal but with the preconditions for a negotiation, and expects the House to vote on it. The fact is that the European Commission, the European Parliament and the other 27 countries are more satisfied than this House is with what the Prime Minister has proposed to them. I do not believe from what the Prime Minister has said so far that she is guaranteeing the future sovereignty of this country. To take just one example, she talks about regulatory alignment. That means we will not be able to adjust our regulations and laws to enable our industries—biological and agricultural industries—to benefit from our independence.

Commons ChamberOne of the important points about negotiation is that we keep our hands as free as possible. We do want to ensure that we take business with us. As I have said, there are a number of ways in which we are discussing the future arrangements with business. The implementation period is important, and I hope that we can get on to discuss that as early as possible with the European Union, but we do need to maintain a degree of flexibility in our negotiating positions.
By having not yet sat down to talk about trade, the European Commission has shown that its priorities are the integrationist European project and punishing this country for having the temerity to choose to govern ourselves. That does not bode well for any deal. Can the Prime Minister tell us what balance of resources is going into contingencies in the event of no deal compared with the amount of resources going into the negotiations?
We are doing the work that is necessary to ensure that we are prepared for whatever outcome emerges from the negotiations. The hon. Gentleman is right: there have been a number of speeches recently that suggest a more integrationist approach for the EU in future. I am clear that it is important that we are that self-governing nation and that we get that good deal with the European Union because it is in the economic interests of both sides.

Commons ChamberI am not saying that. I suggest to my hon. Friend that I have been very clear about this matter. The Government have negotiated with the European Commission, and with other member states, a package of measures for us to opt back in to. We believe that those law and order measures are necessary for ensuring that our law enforcement agencies have the tools that they need to catch criminals and to deal with matters of justice, which is why we have put before the House legislative measures that will enable United Kingdom law to accord with that package of 35 measures.
The Home Secretary has dug herself into a hole. She will not allow the House to decide on the very important issue of the European arrest warrant. Why does she not simply support the procedural motion so that she can go away, have a think, and then come back and allow the House to vote on whether it wants to enter into the European arrest warrant or not?
The House said absolutely clearly that it wanted to debate the European arrest warrant, and we have been debating the European arrest warrant. I am very happy to speak about the issue, and I am sure that other Members wish to speak about it as well. I understand that, if the Question put by the right hon. Member for Normanton, Pontefract and Castleford is agreed to, the debate will be ended in relation to the European arrest warrant, and the debate will be ended in relation to the regulations.

Commons ChamberI am appalled that the Home Secretary set up a pilot at Manchester airport and did not know she had done so. That is extraordinary. Will she now answer without any ambiguity the question that has been asked four or five times: did information come from those pilot schemes into her or any other Minister’s office in the Home Office—yes or no?
As I have made clear, an evaluation of the pilot was going to take place at the end of the study, so that we could look at how it was operating and whether it was doing what it was expected to do. As I said in my statement, a decision was taken in the middle of September to extend the pilot until November in order to ensure that there was a fuller period of time to make the evaluation.

Commons ChamberThe right hon. Lady is right that ID cards did not stop the bombing in Madrid, but does she accept that ID cards in Spain allowed the bombers to be traced from the fingerprints on the Atocha bombs?
The point that I am making is a simple one. The last Labour Government claimed that this would be—[Interruption.] A shadow Minister on the Front Bench says, “No. we didn’t.” As I had not said what I was going to say the Government had claimed, I suggest that she is being a little premature, or perhaps she is learning the ways of opposition rather earlier than some of her colleagues.
Many claims were made at various times about what the Government said. One of them was that the purpose of ID cards was to keep this country safe. The examples that I gave show that ID cards do not keep this country safe and are an intrusion into civil liberties. The imposition of an enormously expensive system, which will be a target for computer hackers, might result in greater identity fraud and would not make us safer, cannot be justified.
There is one other objection to such an extension of the state’s surveillance powers, and it is one that Labour never understood: it is unBritish. We are a freedom-loving people, and we recognise that intrusive government does not enhance our well-being or safety. In 2004 the Mayor of London promised to eat his ID card in front of
“whatever emanation of the state has demanded that I produce it.”
I will not endorse civil disobedience, but Boris Johnson was expressing in his own inimitable way a discomfort even stronger than the discomfort to be had from eating an ID card. It is a discomfort born of a very healthy and British revulsion towards bossy, interfering, prying, wasteful and bullying Government. The coalition Government are determined to do things differently.
I pay tribute to all those who have campaigned so vigorously for the abolition of ID cards. They include N02ID, Liberty, and the parties that make up the coalition Government. I am also grateful that Members in other parts of the House, including Labour Members, as indicated earlier, have had the integrity to speak out and vote against the issue and, in the case of Labour Members, against those on their Front Bench. Indeed, Labour Members may even find that voting for the abolition of ID cards curries favour with the next leader of their party although, with the notable exception of the hon. Member for Hackney North and Stoke Newington (Ms Abbott), none of the leadership candidates appears to have taken an interest in civil liberties.
Let me read to the House what the hon. Lady said during her impassioned speech against the Identity Cards Bill in 2005:
“As the evening has worn on, the Government Whips have subjected several of my colleagues to their usual rough-hew methods of persuasion. However, I say to colleagues in the closing minutes of the debate that voting against the Bill would be far from betraying our Government or going against Labour principles, because we would be doing the Government a great service. The more the public hear of the Bill, the less they like it, so the sooner it is stopped in its tracks, the better.”—[Official Report, 28 June 2005; Vol. 435, c. 1248-9.]
I could not agree more.
I urge Members in all parts of the House to vote with their conscience, and to show their constituents that they stand for freedom, sound expenditure and common sense. The case for ID cards has not been made and will not be. It is an extension of state power that we cannot, in any sense, afford. I commend the Bill to the House.
