This morning I have spoken to Sir Kim Darroch. I have told him that it is a matter of great regret that he has felt it necessary to leave his position as ambassador in Washington. The whole Cabinet rightly gave its full support to Sir Kim on Tuesday. Sir Kim has given a lifetime of service to the United Kingdom, and we owe him an enormous debt of gratitude. Good government depends on public servants being able to give full and frank advice, and I want all our public servants to have the confidence to be able to do that. I hope that the House will reflect on the importance of defending our values and principles, particularly when they are under pressure.

The whole House will want to join me in sending our deepest sympathies to the family and friends of Tammy Minshall, the student paramedic who was killed in a traffic accident last week while on duty. This is a reminder of the members of all our emergency services who risk their lives each day on our behalf.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

First, I associate myself with the comments regarding the tragic accident last week.

I am pleased to see the Prime Minister is wearing green. I hope it is not merely a greenwash, as I welcome the Government legislating for net zero by 2050. Before they did that, when the target was weaker, the Committee on Climate Change had already reported that they would miss their target, and today it says that the

“policy ambition and implementation now fall well short of what is required”.

Targets are helpful, but what we need is policies that actually deliver. Clearly the Prime Minister wants to leave a climate legacy, so will she bring forward the ban on diesel and petrol cars from 2040 to 2030 or sooner, and when will she end her Government’s opposition to cheap onshore wind power?

In fact, we have an excellent record on dealing with climate change as a Government. We outperformed on our first and second carbon budgets, from 2008 to 2017; we are on track to meet the third, and the latest projections suggest that we are on track to deliver more than 90% of our required performance for the fourth and fifth carbon budgets; and we are the first major economy to legislate for net zero emissions by 2050. The UK is leading the world on climate change; I want other countries to follow our example.

What will happen is that the withdrawal agreement Bill will be published and the draft workers’ rights Bill will be published, and we will see them progressing in tandem.

The Prime Minister has repeatedly talked about having a democratic mandate. However, the Information Commissioner’s Office found repeated data breaches in Cambridge Analytica’s work for Vote Leave, and Chris Wylie, the Cambridge Analytica whistleblower, said:

“if we allow cheating in our democratic process …what about next time? What about the time after that? This is a breach of the law. This is cheating…this is an irreversible change to the constitutional settlement of this country.”

Does the Prime Minister not really need a democratic mandate for this withdrawal agreement, considering how tampered with and damaged the campaign was in the last referendum?

I give my hon. Friend the assurance that as far as I am concerned we are leaving on 29 March 2019, and that is what this Government are working towards. My hon. Friend will be aware that some voices around the Chamber would prefer us not to leave on 29 March 2019—[Interruption.] I hear the odd yes from Labour Members on that—but I am clear that we will be leaving on 29 March 2019.

The Prime Minister said in her statement:

“The EU said that the choice was binary—Norway or Canada—but the political declaration recognises that there is a spectrum”.

I would like to hear what the Prime Minister’s spectrum is. Bearing in mind the range of views across the House, that spectrum should surely keep all the options open; otherwise, this political declaration is already past its sell-by date.

Actually, the document makes clear what that spectrum is. As I have referred to on other occasions in response to questions, there is a balance between checks and controls and the acceptance of rules and regulations.

I agree. It is important for both sides to work as hard as we can to get a good deal. As I have always said, a deal that is good for the UK will also be good for the EU.

I did not realise until today that the Prime Minister is an Eagles fan. In her announcement, she said that the backstop could last as long as 2021. She has put her country into Hotel California: we can check out anytime we like, but we can never leave. When is she going to put workers, businesses and consumers first and, at the very least, look at a customs union between the United Kingdom and the EU?
