It is an honour to serve under your chairmanship, Mr Davies. I am delighted to have co-sponsored the debate with my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger), and I congratulate him on securing it on Commonwealth Day.
As a member of the Commonwealth Parliamentary Association, I appreciate the importance of the interconnected nature of the Commonwealth and the need to keep and strengthen the strong cultural, trade and diplomatic relationships between the countries of the Commonwealth. I am looking forward to strengthening our sporting ties this summer, when we will welcome people from across the Commonwealth to Staffordshire, particularly the west midlands, for the Commonwealth games. I welcome the Minister to her place. I know that she shares my enthusiasm for the games, as the mountain-biking event will take place in Cannock Chase forest, which borders our two Staffordshire constituencies.
I am honoured to have been appointed as the Prime Minister’s trade envoy to Kenya, one of the leading Commonwealth nations in east Africa. The close Commonwealth connections between the UK and Kenya mean that it is one of the first countries that the UK has done a trade deal with in this area following our exit from the European Union. I was pleased to be at the signing of the UK-Kenya economic partnership agreement, which I believe will provide continuity for UK businesses and help to create more jobs, both at home and abroad. From my recent visits to Kenya to meet British businesses working in east Africa and Kenyan Government Ministers, the importance of this trade agreement for our mutual prosperity is very clear. Such trade deals are being replicated across the Commonwealth, increasing economic prosperity for all Commonwealth citizens.
Like my hon. Friend the Member for Bridgwater and West Somerset, I attended the Commonwealth service at Westminster Abbey yesterday with the Prime Minister and the royal family. I sat alongside a number of African MPs who were here this week in London to attend the Westminster Seminar. I was struck by how united the Commonwealth is in its aims for the future and how immense the potential is to tackle the great global challenges we all face, including one of the biggest threats to our current way of life: climate change.
I attended the COP26 summit last year in Glasgow to meet with parliamentarians from around the world who are all so dedicated to delivering sustainable development goals and looking at ways to promote international conservation. It was clear from talking to those MPs that there is international will to tackle climate change. In particular, there were strong commitments from Commonwealth nations. I welcomed the Glasgow Climate Pact, which includes a plan to phase down the use of unabated coal power, as well as the Global Methane Pledge, which was signed by over 100 countries, committing at the summit to cutting their methane emissions by 30%. These steps will lower greenhouse gas emissions and help to reduce the use of fossil fuels, which ultimately will help us tackle climate change.
As ever, it is vital that these agreements are what make a real difference on the ground. I note that the COP26 President, my right hon. Friend the Member for Reading West (Alok Sharma), recently said at COP26,
“This is our last hope…Our best chance of building a brighter future.”
I welcome the fact that he retains the COP presidency until November this year, so that we can continue to make progress on tackling climate change. I believe this is a real opportunity to build on the plans to reach net zero by 2050; as a global Britain, we should continue to use the COP presidency as a platform to protect our planet further.
Climate change and damage to the environment are occurring now as I speak here in Parliament. In the last minute alone, we have lost 30 football pitches of forest and at present, over 1 million species are facing extinction. Those are staggering figures. The reality is that climate change is not just about statistics or abstract concepts of temperature modelling: it impacts the lives of people every day living in the Commonwealth. Sadly, it is only set to get worse in the future if we do not work together to tackle it.
I am sure that, like me, many Members saw Tuvalu’s Foreign Minister Simon Kofe’s very emotive speech at COP26. He said, “We are sinking.” The camera then panned behind him to show that the island where he was standing was actually under water. As they say, a picture really does speak a thousand words. Climate change and rising sea levels are a problem not just for Tuvalu but for British overseas territories and other countries throughout the Commonwealth.
Also at COP26, the UK launched the Clean Green initiative to help developing countries take advantage of green technology and grow their economies sustainably. That included a doubling of UK-aid-funded green investments to more than £3 billion over five years. It provides new guarantees to support clean infrastructure projects in the Commonwealth and throughout the developing world.
One of the obvious opportunities for renewable energy is in east Africa with solar. Let us face it: Africa has a lot more sun than we do in London. On my first visit to Kenya as trade envoy last year, I saw first hand the transformative impact that renewables can have in Africa. I toured east Africa’s largest solar plant—Malindi—which was built by the British firm Globeleq using $32 million of financing from CDC Group, now British International Investment. The plant’s 157 solar panels began powering a clean energy transition earlier this year. That is a great example of where the UK-Kenya economic partnership is already delivering clean, green infrastructure on the ground in Kenya today and is the type of collaboration I would like to see replicated across the Commonwealth.
We have also seen deforestation throughout the Commonwealth; sadly, it is exacerbating climate change. As the chair of the sub-committee on the work of the Independent Commission for Aid Impact, I have recently held an inquiry on international climate finance and how UK aid is used for halting deforestation and preventing irreversible biodiversity loss. We had a recent oral evidence session with Lord Goldsmith as the Minister for the environment at the FCDO. I asked the Minister how the Government see the role of tackling deforestation and protecting biodiversity, specifically in relation to reducing poverty. I was pleased to hear the Minister say that the Government are now actively looking for nature-based solutions when planning Official Development Assistance-funded projects.
Tackling deforestation and planting trees is one of the areas where the Commonwealth is leading the world. The Queen’s Commonwealth Canopy, launched at the Commonwealth Heads of Government meeting in 2015, is an excellent example of how all Commonwealth countries are collaborating to make a difference to our planet. This is a flagship international conservation project and comprises millions of trees, from the Maldives to Malawi, from St Lucia to Singapore. It will eventually link Commonwealth nations across the globe, which demonstrates the power of the Commonwealth working together for the common good.
The project is also being replicated here in Great Britain. Earlier this month, I was delighted to plant my first tree for the platinum jubilee at Flash Ley Community Primary School in my Stafford constituency. Not only will that fruit tree teach local children about caring for the environment, but it also forms part of the Queen’s Green Canopy, which aims to encourage every community throughout the United Kingdom to plant trees to mark Her Majesty’s 70th year on the throne and expand the tree canopy in the Commonwealth. I encourage all my colleagues to do the same and especially the Minister, as my next-door neighbour in Staffordshire.
In conclusion, I applaud the efforts of all countries in the Commonwealth that are aiming to create a sustainable future that is more green. The Queen, as the Head of the Commonwealth, said it best in her recent Commonwealth statement. She said we must:
“endeavour to ensure the Commonwealth remains an influential force for good in our world for many generations to come.”
I absolutely agree.

I beg to move,
That this House has considered the funding of the Westminster Foundation for Democracy.
This debate gives us all a remarkable opportunity to focus on a small and sometimes underknown organisation, the Westminster Foundation for Democracy, which for 30 years has played a distinguished role in standing up for and representing our values on a global stage.
I must declare an interest as the current Chair of the Westminster Foundation for Democracy. Today I will discuss with colleagues here in Westminster Hall, some of whom are governors of the organisation, the Westminster Foundation for Democracy, which I will call the WFD for short, including why we were created, what our aims are, whether we are succeeding, and what we can contribute that matters to the taxpayers who fund us, to the Foreign, Commonwealth and Development Office, to whom we answer, to other organisations that fund us and, perhaps above all, to the nations and peoples of the world, who we exist to serve.
I believe this is a good moment to ask these exam-type questions of ourselves in public, not just because this year is our 30th anniversary and no organisation has a right to exist forever; not just because the delay in confirmation of our funding this year has caused us to question every activity, programme, office and pound of expenditure; and not even because of the events in Ukraine, where I am delighted to say that our two staff members, Halyna and Marina, are now safe, far from the Ukrainian Parliament, where they had been working to bolster and sustain Ukrainian democracy, in a project with partners that is financed by the United States Agency for International Development—USAID.
It is even more fundamental to examine the UK commitment to open societies and the WFD’s contribution because, I suggest, democracy is in recession. That is the issue of our time, the challenge for our Government for a generation and perhaps longer to come, and the cause on which our children and grandchildren may later judge us. Moreover, it is not simply about one side winning and the other side losing, or even about a rise or fall in the various democracy indices, although the latest reading, from The Economist index, is dire; it is certainly the worst for 15 years and arguably for even longer. I believe that it is about something more invidious and longer-term—a view among the young in particular that democracy is no longer assumed to be the best solution and the best form of governance, and that other, more efficient, models might exist.
If Churchill’s maxim that “Democracy is a terrible thing, but I cannot think of a better way of governing” is still true—it is a maxim that the WFD holds close to its heart—then we, like every generation, must remake the case for democracy and against the authoritarian range of alternatives. Right now, we may be tempted to remember that time and time again, authoritarian regimes have few easy ways of replacing leaders who pass their sell-by dates, stop listening to their people or surrender to imperialist fantasies. However, we also need to keep asking this question: how do we keep our systems, processes and use of technology up to date, relevant and effective?
That is where the work that the UK does to help open societies abroad matters hugely. There is, of course, Margaret Thatcher’s great observation that
“democracies do not go to war with each other,”
which is never more valid than today in Ukraine. There is also the hard truth that democracies are fragile plants that need much tending and, untended, decline—first gradually and then, like all gardens, suddenly very rapidly.
I note my hon. Friend’s concerns about delays in funding from the Foreign Office. I have to say that I saw first-hand the excellent work done by the Westminster Foundation for Democracy when I attended its training workshop in Ghana for female politicians across Africa. So, does he agree that the Foreign Office must continue to fund that vital work, to help strengthen open societies and democracies around the world?
I am grateful to my hon. Friend. She makes a very good point and her own work in Africa, which she continues today in her guise as the Prime Minister’s trade envoy in Kenya, absolutely confirms the point that she makes: in every continent in the world, there are countries in which sustaining this fragile plant is incredibly important. We should not be complacent about that in our own country, or across the pond in North America, either.
In this gardening analogy, the WFD is the constant gardener. We are there for the long term, and our projects need time to succeed. Let me give one example. I have seen our programmes in action in four of the countries in which our western Balkans project operates. I have no doubt that in all of them the project has been a success and great value for money. Were we to abandon the project in less than a month’s time when its funding expires, it would be another setback for open societies in the western Balkans. Yet that is precisely the risk, because the funding for the project, which comes from the conflict, stability and security fund—that is, the Cabinet Office—has not yet been decided. The work that the WFD has been able to do there, improving Parliament structures and scrutiny, helping more women into political leadership positions and so—this is the crucial aspect—reducing corruption, which is the scourge of faith in Government, is really important work, done indirectly by Her Majesty’s Government to help nations across the oceans.
Today, every organisation—barring a civil war or invasion—needs certainty in which to operate. During the pandemic, the Government provided that certainty for both businesses and the self-employed. It is therefore extraordinary that, having declared an end to the pandemic, and with departmental budgets agreed with the Treasury some time ago, until 6 o’clock yesterday evening I could not have told this debate what the WFD budget would be in less than a month’s time. Our outstanding chief executive Anthony Smith is here today, and we have roughly 100 staff in many countries around the world, and there are the rest of the governors, both political and non-political. For us to have to say in a board meeting last week that we could not sign off on a budget—only an indicative operational plan—is not an acceptable way for a non-departmental Government body to operate. It was with great relief, therefore, that I took the call last night from the office of the Secretary of State for Foreign, Commonwealth and Development Affairs, my right hon. Friend the Member for South West Norfolk (Elizabeth Truss), for the verbal confirmation of our core funding for 2022-23. I look forward to the written confirmation as soon as possible.
However, I stress that that does not resolve everything, for many of our projects are funded through official development assistance by individual missions. The western Balkans project, pooled by five embassies, is a good example of that. They still do not know what their allocations are. The good news on core funding enables us to complete a budget and a restructure with much greater certainty, and enables us to decide the party political programmes that are arguably the unique feature of the WFD, but it does not mean that all our programmes, or the jobs of the staff delivering them, are secured. I am sure that the Minister will recognise that I speak for many heads of mission and diplomats when I say that, for an organisation well-versed in understatement, the words “frustrating” and “disappointing” are polite ways of describing widespread feelings. I hope that we never have to slog through such agonising budget treacle for so long ever again.
Let me come back to the core purposes of the WFD and our constant reinvention. Our work cannot prevent rogue states from invading others, whether in Myanmar or Ukraine, but we do have the relationships, mentoring and knowledge such that, when freedom returns, we can help those societies to work better. For example, we have an understanding of what is not working in Bosnia and Herzegovina, and beyond. Western democracies want to know why the youth is voting with its feet to leave across the west Balkans, and were they to show the resolve in helping unblock these impediments to more open societies, it would reduce the tensions in that region that exist now and could yet lead to a new round of violence.
All Governments need the tools to help deliver what they believe in. This great country of ours believes powerfully in open societies and democracy—the values on which all of us were elected. Even after temporarily reducing our development spending to 0.5% of gross national income, we still spend over £10 billion a year, the vast majority of which goes on large, multilateral organisations, delivering important work through Save the Children, Oxfam and so on. In that enormous pond of development expenditure, the WFD is but a tiny drop—£6.5 million of core funding this year. However, we do answer to those values and the choice to stand up for them, as outlined in the Queen’s Speech and the integrated review paper that the Government wrote last year, which I still believe to be a very good definition of strategic choices that defend our interests.

It is a pleasure to serve under your chairmanship, Mrs Murray. I congratulate the hon. Member for North East Fife (Wendy Chamberlain) on securing this important debate on global vaccine access.
I start by thanking the healthcare workers, NHS staff and volunteers who have helped Britain to have one of the most successful coronavirus vaccination programmes in the world. I also pay tribute to our scientists who have worked to develop coronavirus vaccines, and thank the Government for funding this vaccine development. I was grateful to receive my vaccines at the Kingston Centre and St George’s Hospital in Stafford, and I was delighted to hear that over 2.5 million vaccines were given in the west midlands in December alone. Seeing the vaccine roll-out in my own Stafford constituency has made me passionate about the need for global vaccine access.
Britain has always been at the forefront of global healthcare. The efforts of consecutive British Governments and the generosity of the British public has helped to eliminate many diseases globally. Britain was a founding member of GAVI, the Vaccine Alliance, and this Government are continuing to champion access to vaccines.
As Chair of the International Development Sub-Committee, I welcomed the Independent Commission for Aid Impact’s recent information note on GAVI that highlighted the need to establish worldwide vaccination programmes for dangerous diseases, such as polio, as well as rolling out coronavirus vaccinations. In September, I met with GAVI at its headquarters in Geneva, to discuss the coronavirus vaccine roll-out, and to ensure that the poorest and most marginalised communities in the world are not left behind.
I welcome that Britain is one of the most generous donors to GAVI, pledging £1.65 billion from 2020 to 2025. During the height of the pandemic in June 2020, Britain led the hosting of the GAVI replenishment conference, and I was pleased that fundraising target the was exceeded, with world leaders pledging $8.8 billion. That was a crucial step in tackling the coronavirus pandemic, which, as we know from experience, shows that vaccines do work in protecting us from infectious illnesses.
Polio provides another example of how vaccines can be used to tackle terrible diseases. In 1988, over 70 million people worldwide were infected with polio, and more than 350,000 people developed paralytic polio. The Government’s generous financial support for the Global Polio Eradication Initiative meant that 2018 saw only 33 cases of polio worldwide. That represents millions of people being saved from the perils of polio by one simple vaccine. That is a real example of how vaccination programmes do work, and why we must follow this model and continue to provide global access to vaccines in order to end the coronavirus pandemic.
Will the hon. Member give way?
I will not take interventions at the moment. As vice-chair of the all-party parliamentary group for Africa, and having visited numerous health programmes across eastern, southern and western Africa, I have seen at first hand the devasting impact that diseases can have on people already living in challenging circumstances. I welcome the recent breakthrough with the malaria vaccine which, like the coronavirus vaccine, has the potential to make a real difference throughout the developing world.
I repeatedly raised the importance of COVAX with the then Foreign Secretary, my right hon. Friend the Member for Esher and Walton (Dominic Raab), and have done so again with other Foreign Office Ministers, including raising the issue in the Chamber and in International Development Committee evidence sessions. I welcome that Britain took the lead regarding COVAX when hosting the G7 last summer, committing the UK to providing 80 million vaccine doses and helping to secure commitments to COVAX of nearly $10 billion from other developed countries. The Government should be commended for meeting their ambitious target to donate 30 million vaccines to COVAX by the end of 2021.
On my visits to Kenya, as trade envoy, I have seen at first hand the difference these COVAX vaccines have made. On my most recent visit in November, I went to the Kenyatta University Hospital and met with Kenyan doctors and healthcare professionals. This hospital in Nairobi works in partnership with the University of Manchester in order to improve healthcare treatments and tackle infectious diseases. The British also developed the Oxford AstraZeneca vaccine, which has helped to save lives and improve the life chances of people living in Kenya; I am pleased this has been replicated across the Commonwealth, with over 2.5 billion doses being used in over 170 countries. At the G7 the Prime Minister said that we need a plan to vaccinate the world. If we want a definitive end to this pandemic, then I agree with him.

As I have said before, the Prime Minister, the Foreign Secretary and the Government as a whole take the plight of children around the world incredibly seriously. That is why we are so committed to education, particularly of girls, which has been prioritised in our planning of this process.
I have visited many successful UK aid-funded programmes, so I am disappointed by the proposed cuts to our aid budget. The Minister has confirmed that economic development is a priority for the Foreign Secretary, so does he agree that in order to help countries trade out of poverty and to deliver a truly global Britain, we must continue to fund aid for trade ODA programmes that help the poorest people in the world and enhance our mutual prosperity.
Although humanitarian issues will always remain a priority, the Government have ensured that we still spend some ODA money on the resilience and strengthening of the underlying economies of a number of countries around the world, addressing the very point that my hon. Friend makes.

It is a pleasure to speak in this debate under your chairmanship, Mr Paisley. I commend my hon. Friend the Member for Bridgwater and West Somerset (Mr Liddell-Grainger) for securing this important and timely debate, as Commonwealth Day was last week and the Commonwealth Heads of Government Meeting 2021 is due to be held in Kigali, in Rwanda, this summer.
CHOGM, in my view, is an excellent opportunity for the UK to lead by example in the Commonwealth, including by raising the importance of girls’ education, international conservation and women in trade, all of which should be critical to the Government’s global Britain agenda. I welcome the Prime Minister’s ambition that all girls should receive 12 years of quality education, and I commend the Government for the work they are doing on the SheTrades programme throughout the Commonwealth. I was honoured to have been appointed as the Prime Minister’s trade envoy to Kenya, and I am particularly pleased that, in this role, I am able to work with such a crucial Commonwealth country, and to connect with its citizens.
Let me start by recognising the devastating impact that the coronavirus pandemic has had, and not just on my constituency of Stafford but throughout the Commonwealth. According to a recent report from the OECD, covid-19 has now pushed the number of people living in extreme poverty in Africa to over 1 billion. The immense scale of the challenges that lie ahead demand collaboration across the Commonwealth, and I am determined to ensure that our countries work hand in hand so that, together, we can build back better, stronger and greener than ever.
At the end of last year, I attended the signing of the UK-Kenya economic partnership agreement, where we were fortunate enough to host Cabinet Secretary Maina, in person, at the Foreign Office. This new trade deal between Kenya and the UK ensures that, as the UK forges a new path outside the European Union, businesses in Kenya— such as those selling tea, coffee, food and flowers—can continue to enjoy duty-free access to the UK market, supporting jobs and livelihoods in both our countries. Trade deals such as this have now been replicated with countries throughout the Commonwealth, and much of this, I believe, is due to the strong existing diplomatic ties that the UK has with our Commonwealth partners.
I was also pleased to attend the Africa investment conference in January, where it was clear to me that the Government remain absolutely committed to the Commonwealth and to delivering a global Britain agenda. At the inaugural UK-Africa investment summit just last year, which was hosted by the Prime Minister, I was pleased to see deals facilitated that totalled more than £6.5 billion and spanned sectors from infrastructure to retail, technology and energy.
In November, I also attended the UK-Kenya economic development forum, which was also attended by the UK’s Africa Minister, who is here with us today. I was pleased that the UK announced so much funding for trade and investment opportunities, which really showed the Government’s commitment to this region.
Last month, I hosted my first virtual visits to Kenya, where I saw at first hand the aim of this year’s Commonwealth Day, which is a theme of delivering a common future. I first met the UK-backed TradeMark East Africa to see the excellent work that it is doing to improve trade infrastructure and improve the goods flow for British businesses. I also held discussions with the Kenyan Insurance Regulatory Authority about how it is increasing financial inclusion, particularly in rural Kenya. I also visited the Durham School, which I commend as the first British school to open in east Africa, to see this international school’s partnership with the UK in transforming education opportunities for children in Nairobi.
Finally, to coincide with International Women’s Day, I held a roundtable with the British Chamber of Commerce on female businesses in Kenya. We had a very interesting discussion about inclusive leadership, supporting SMEs and how to get more women involved in businesses.
I was reminded of the connections between the Commonwealth and my constituency when I spoke with the executive director of General Electric in east Africa, as many of my constituents are employed in its Stafford-based facility, and it is of course exporting generators to these less developed countries, creating jobs both at home and abroad. It is very clear to me that increasing trade can lead to business opportunities across the Commonwealth, from Kenya to Stafford, helping both to build back better. The Queen said in her Commonwealth message last week:
“Looking forward, relationships with others across the Commonwealth will remain important as we strive to deliver a common future that is sustainable and more secure”.
For me, that is the key message. Our Commonwealth community is immensely valuable and we must continue to increase trade for the UK, and throughout the Commonwealth.

Commons ChamberWe are very concerned by the recent UN report on human rights and accountability in Sri Lanka. As I have said previously, we have made our concerns about the human rights situation clear. The Foreign Secretary has confirmed that the United Kingdom would lead a new resolution on post-conflict reconciliation, accountability and human rights.
The UK will use its G7 presidency this year to advance equitable access to safe and effective vaccines through widespread international co-operation.
Having visited the Kingston vaccination centre recently, I have seen first-hand the fantastic work that our healthcare workers are doing to vaccinate my Stafford constituents, but in order to fully defeat covid-19 we must vaccinate people around the world. During my virtual visit to Kenya last week, there was much excitement about the upcoming delivery of some covid-19 vaccines. Does my right hon. Friend agree that it is essential that we not only allow countries to access our surplus capacity via COVAX but donate vaccines to the poorest countries in the world?
I pay tribute to my hon. Friend for the great work she is doing locally but also for raising the issue of international access to the vaccine. She will know that the UK has contributed £548 million to COVAX AMC, which is the international mechanism that will secure over 1 billion doses. In relation to her virtual Kenya visit, the roll-out of the first deliveries under COVAX has now begun in Ghana and Côte d'Ivoire, and by the end of June, in 92 of these poorer countries, we want to see all the vulnerable receiving their vaccines. That is global Britain as a force for good.

Commons ChamberI am very proud to co-sponsor this debate on the United Nations International Day of Education, and I congratulate my hon. Friend the Member for West Worcestershire (Harriett Baldwin) on securing this important debate.
First, I welcome the important steps that the Government have taken to support education in the United Kingdom and throughout the world. In his first speech as Prime Minister, my right hon. Friend committed to ensuring that all girls receive 12 years of quality education, and that is something with which I fully agree. The Prime Minister also announced £515 million to help get more than 12 million children into school in some of the poorest countries in the world. This week, I took part in an evidence session as a member of the International Development Committee, and I was very pleased to hear the Foreign Secretary reiterate the Government’s intention to continue to use UK aid to support girls’ education. It is an important step in ensuring a better, more prosperous and fairer future for all of us.
This week, I have also been part of the United Kingdom’s delegation to the Council of Europe. From discussions with our European partners on the Committee on Migration, Refugees and Displaced Persons, on which I sit, it is clear to me that we must continue to work together to tackle the issues that cause people to become displaced. It is also a matter that many of my constituents take a keen interest in, through groups such as Stafford Welcomes Refugees. It is important to remember that when children have sadly been displaced, they must still continue to be educated. That has never been more clear to me than when I visited the Malala school in Lebanon with Save the Children. Malala herself is a leading example of how education can transform people’s lives, and I was honoured to visit the school to see at first hand how UK aid is being used to educate displaced Syrian girls. The school will help to ensure that a generation of girls is not being lost, thanks to the education they are receiving from British teachers. In the future, they will be able to return to Syria and become its future teachers and doctors.
That point is why it is critical that this summer the UK and Kenya are due to host the Global Partnership for Education replenishment summit. The GPE has a shared commitment to ending the world’s learning crisis and is the largest global fund dedicated to transforming education in lower-income countries. Since 2015, the UK has supported more than 15.5 million children overseas to gain a decent education. With the UK set to hold that key summit this year and host the G7 in 2021, there has never been a better time for us to champion education. We should use our role in global Britain to ensure that the UN sustainable development goal on quality education is always achieved.

Commons ChamberThe wonderful thing about this job is that when I travel abroad, I realise the high esteem in which we in the United Kingdom are held, not just for our democracy and our way of life, but for the contribution we make. I hear that from both sides of the aisle in the United States, and there is lots of talk from President-elect Biden about the renewed approach to multilateralism. I have heard it in the calls I have made, from Dr Tedros, from David Malpass at the World Bank, and indeed from António Guterres. If the hon. Gentleman encourages me to look at the United Kingdom in the way that others do, I would point him to the Ipsos Mori surveys carried out by the British Council, which showed that particularly among young people around the world, we are rated as the most attractive country, with the highest trust—alongside Canada—in our institutions.
As a long-term supporter of our global Britain agenda, of which aid is a key part, I am deeply concerned by yesterday’s announcement that we will not be keeping to 0.7% next year. I appreciate the difficult economic decisions this Government have had to make because of the coronavirus pandemic, but given that the 0.7% target is also a manifesto commitment, can my right hon. Friend confirm to me that this fall to 0.5% is only temporary? I also note that the Government have said we will return to 0.7%

What exactly does that mean, and can my right hon. Friend set out the steps that the Government will take to return us to that aid target?
I pay tribute to my hon. Friend for the enormous expertise and experience she brings to the House from the development sphere. I can confirm that it will be temporary and, as I have already said, it is done as a matter of necessity and with regret. She asks what steps we will take. The most important thing is that we will need to see the impact of the virus on the economy and then on the public finances. We have come through what is effectively a second wave. We need to shore up against that. The measures the Government have announced aim to do that.
We are hopeful about a vaccine for next year, but we have to be cautious because we are not there yet. I am afraid there is an inherent degree of uncertainty about the situation, which is why we are in the position of not being able to rely just on the limited derogation written into the legislation which allows an ex post facto, if you like, derogation, having inadvertently missed the target. That is not the position we are in. We will, as I said, do it as soon as the fiscal conditions allow.

Commons ChamberI must say that I agree with almost every word that friend the hon. Member for Rotherham (Sarah Champion) has shared with the House. There are very few who could praise the Department for International Development as highly as I have, not just here but when I first came into contact with DFID in a meaningful sense when I was the adviser to the governor of Helmand. From 2006 to 2007, I had the great privilege of working alongside some of the UK’s most effective foreign policy experts in DFID, delivering marketplaces, roads and opportunities for individuals to turn away from a drugs economy and towards a prosperity that would have, one hoped, led to a real change in that country. It was one of the great privileges of my life. Those experts, however, were not just working in the pursuit of the alleviation of poverty; they were working in Britain’s national interest.
Here, I will pick up on some of the words used by the hon. Member for Rotherham. She specifically and rightly said that these actions are in Britain’s national interest. Defending the people of Sierra Leone—this is particularly close to the heart of the Minister for the Middle East and North Africa, my right hon. Friend the Member for Braintree (James Cleverly), whose family hail from there—is absolutely in our national interest. Furthering the work my right hon. Friend the Member for Sutton Coldfield (Mr Mitchell) pursued when he was Secretary of State is directly in Britain’s national interest. That is why, although I appreciate the concerns my right hon. Friend has, I think that merging British foreign policy and our national interest with our aid Department can be done to the promotion of both. As long as we maintain the culture, we will do better.
I agree with my hon. Friend, but does he agree with me that it is vital the UK aid budget, as it is funded by the British taxpayer, is properly scrutinised in Parliament?
I will answer that with just a few words. Tax is money taken by force. It must be scrutinised by this House to ensure it is being spent appropriately and correctly. That is why I am passionate in defending ICAI, and my hon. Friend chairs the International Development Committee’s Sub-Committee on the Work of the ICAI so effectively.

I begin by congratulating the Prime Minister on launching the UN climate summit in London today. I had the pleasure of working with Sir David Attenborough last year on tackling plastic pollution, and I am delighted that such a revered conservationist has today supported the Government and the UK’s role as a world leader in tackling climate change. I welcome the call this morning for international action to achieve global net zero emissions. I also thank the hon. Member for Nottingham East (Nadia Whittome) for securing today’s debate on the important subject of climate justice.
In my view, the science is clear: if we continue to pump greenhouse gases into the atmosphere, climate change will continue to get worse and temperatures will continue to rise, along with associated impacts and risks—particularly severe and frequent extreme weather, including flooding, which affects my constituency of Stafford. To avoid the worst impacts of climate change, we need to stop adding to the greenhouse gases in the atmosphere. I was pleased that in 2008, the UK passed the Climate Change Act with huge cross-party consensus, becoming the first country in the world to set a legally binding target for reducing greenhouse gas emissions. I am also pleased that the target is now to achieve an 80% reduction in those gases by 2050 from their 1990 levels. The Government should be congratulated on their support for, and investment in, clean energy since 2010.
Reducing the impact of climate change is a matter of great interest to my constituents. We are currently having a public consultation across Stafford borough, through which residents, businesses and organisations have the opportunity to give their views on the draft climate change strategy produced by Stafford Borough Council. This follows the council’s declaration of a climate change emergency last year, with a commitment to be carbon neutral by 2040.
I am very pleased to hear about what is going on in the hon. Lady’s local authority; a similar approach has been taken by Hounslow council, and I congratulate it on having done so. Does she agree that not only should everybody participate in those opportunities where they are available, and that the House should send out that message, but that where local authorities are not taking those steps, they should be strongly encouraged to do so by the Government?
I absolutely agree with the hon. Lady. I congratulate Stafford Borough Council on having been recognised as one of the leaders in our region by a Friends of the Earth survey of local authorities, showing that it has done a huge amount on this issue. I also draw attention to the city’s successful introduction of a number of initiatives to reduce carbon emissions, as well as the number of plans for the future that the council has introduced, such as installing solar panels on the roof of our civic centre and attempting to reduce energy consumption in our county council buildings.
I am pleased that last year, the UK became the first major economy to legislate for net zero by 2050. By having declared net emission goals, Britain is a front runner, along with a number of other countries including Norway, Iceland, Sweden, Costa Rica, France and New Zealand. I was also pleased that this morning, the Government announced that we will be moving away from petrol and diesel vehicles, bringing the phase-out date forward by five years—from 2040 to 2035—or earlier, if a faster transition is feasible. Of course, that must be subject to consultation. We should also consider including hybrids for the first time.
The Government should continue to work with all sectors of industry to accelerate the roll-out of zero-emission vehicles, helping to deliver green jobs in the UK, including in my constituency of Stafford.
As somebody who has had an electric vehicle for a few years, I can attest to how incredible they are. However, there continue to be issues with easy access to vehicle charging, as well as the costs of the vehicles themselves. Does the hon. Lady agree that, if there is to be the roll-out we want, prices need to come down and the industry needs to do more to ensure that electric vehicles are affordable for ordinary families across the country?
The hon. Lady makes a good point. In my constituency, it is hard for someone with an electric vehicle to find a charging point, so I am encouraging the borough council to roll them out across the constituency.
Climate change is a global challenge that affects us all, not just within our national borders in the UK but around the world. It makes us vulnerable to the impact that rising temperatures are having on the weather, food production and water resources. As climate extremes worsen, the world’s poorest countries and communities will be most affected. I agree with some of the points made earlier by the hon. Member for Nottingham East.
I acknowledge the work of UK aid, which has helped more than 47 million people to cope with and adapt to the effects of climate change and natural disasters. I am proud of the Government’s commitment to spend 0.7% of our gross national income on overseas development assistance. We must ensure that our aid is congruent with the goals of the Paris agreement.
I will give a few examples to show how the Department for International Development makes a real difference on environmental issues. UK aid works with the Met Office to provide communities in developing countries with state-of-the-art weather information. In Uganda, it helps urban planners to identify the impacts of long-term climate change on urban water, sanitation and hygiene systems.
Cutting-edge British research has identified the fact that the Sahel faces three times more mega-storms, some of which are the size of England, than previously. I am proud that British scientists are working with city planners and officials in Burkina Faso to help to decide where hospitals and schools should be built and to protect them from future disasters. UK aid has provided 17 million people with improved access to clean energy, which should be commended and, I hope, continued by the Government.
I encourage the Government to continue to invest in clean green technology, to preserve our natural habitats, and to take measures to improve resilience to climate change. I am pleased that today, the Prime Minister reinforced his commitment to tackle climate change and biodiversity simultaneously, recognising the important role of restoring our natural habitat.
Hosting COP26 will be a major opportunity for the UK and nations across the globe to step up the fight against climate change. Five years on from the Paris agreement, it is a fantastic opportunity to build on our world-leading net zero target and push for international progress to tackle climate change. I am pleased that the Government have set out an ambitious 2050 net zero target. We must also remember that, last year, the UK went coal-free for 18 days, which is a record. The UK has also pledged to phase out unabated coal completely by 2025. We must use COP as a springboard to expand the Powering Past Coal Alliance and to urge others to join us in pledging net zero emissions. There is no greater responsibility than protecting our planet and that mission should be central to the Government.
The UK has a proud record of tackling climate change. We should raise our ambition this year to enable a greener future for all our children. I welcome the fact that today marks the kick-off of a year of climate action, with events taking place in all four nations of the UK. I encourage fellow hon. Members, businesses and charities to participate in the run-up to the upcoming summit in November.
