The right hon. Gentleman talks about accepting the court’s decision and paying for that. When asked how Labour would pay for the increase if it was put in place, I understand that the Labour shadow Health Secretary said today, “Err, we’ve not outlined that yet.” That just sums up the Labour party and the Labour party leadership. After the result in Copeland last week, the hon. Member for Lancaster and Fleetwood (Cat Smith) summed up the by-election result by saying that it was an “incredible result” for the Labour party. I think that word describes the right hon. Gentleman’s leadership: incredible.

Q3. On Monday, I chaired a seminar at the Royal Society looking at the priorities for the science community as we start our Brexit negotiations, and a report of the meeting will be launched here in Parliament on 21 March. While I of course understand that the Prime Minister may be too busy to attend, will she meet me once the report is published so that I can present to her in person the collective concerns of the science community, particularly those around collaboration and people?

I thank my hon. Friend for raising that important issue, which he is right to raise. We want the UK to be the go-to place for innovators and investors across the world, and we want to secure the best possible outcomes for the UK research base as we leave the European Union. Indeed, one of the objectives that I set out for our negotiations with the European Union relates to science and research. We already are a leading destination for science and innovation, and we would welcome an agreement to continue to collaborate with our European partners. I am interested in what my hon. Friend has said, and I am sure that that report will be looked at carefully by my right hon. Friend the Secretary of State for Exiting the European Union.

Will the Prime Minister confirm for me and the House that the vast majority of the cost involved will be invested in jobs, skills and businesses in this country over many decades? This is an investment in our own security. It is not about outsourcing, but about keeping things safe at home.

The tax to which the hon. Gentleman refers was of course due from activities under a Labour Government. It was never paid under a Labour Government, but it has been delivered under this Conservative Government.

T9. Again this year, many tens of thousands of young people will benefit from the National Citizen Service programme. However, there are still too many young people who have never been introduced to the programme or had the opportunity to “Say yes” to NCS. Will my right hon. Friend work with colleagues from across the House to make sure that every young person has the opportunity to understand this project and can sign up for this summer’s programmes?

As my hon. Friend puts it, NCS is a fantastic opportunity for young people. It massively expanded during the last Parliament, and we have ambitious plans to make sure that every young person who wants to do so can benefit from NCS, which does so much to inspire and enrich people’s lives.

I hope that that will not be necessary. I think we should try to respect the territorial integrity of those countries. There are many countries around the world that manage to hold together despite having ethnic and religious differences within them. It would be a slight counsel of despair to believe that we have to end up with a Sunnistan, a Shi’astan and a Kurdistan. We should try to do what those countries want, which is to help to bring them together.

May I offer my right hon. Friend my complete support for the approach that he is taking? I hear what he says about the use of British ground troops, but the situation can change rapidly in conflicts. If it was in our military interests to deploy a limited number of ground troops, would he do that, and would he be required to come back to the House to gain our approval for such a deployment?

I have said what I have said about ground troops, and I do not propose to change that. The motion needs to set out clearly what I am seeking the House’s permission to do. I would want that to be relatively clear and constrained; I would not want people to believe that some sort of mission creep was taking place. I am very happy to listen to people’s views on what the motion should have in it.

I am very grateful to the hon. Gentleman for raising this issue. I understand that the Defence Secretary is looking at the matter. As I have said, since putting the military covenant into law, we have tried every year to make progress, whether it is on the issue of widows or of other groups that have been disadvantaged in some way. I am happy to go away and look at the point that he makes.

Q9. The Royal Society has identified a need for 1 million scientists, engineers and tech professionals by 2020. One way to bridge the skills gap is through an increase in high-quality apprenticeships, such as those delivered by PROCAT, the Prospects College of Advanced Technology, in Basildon. However, for every one place available, 20 people apply. Will my right hon. Friend redouble his efforts to meet our commitment to 3 million new apprenticeships?

My hon. Friend is right that the 3 million target is essential, and I believe that we can achieve it. To go back to the question asked by the right hon. Member for Slough (Fiona Mactaggart), one way we can achieve that is by making sure that more of our young people have the qualifications necessary to apply for an apprenticeship. Many firms find that lots of people apply, but when we knock out the people who do not have a qualification in English or maths the number comes right down. I am delighted to announce today that my hon. Friend the Member for Stratford-on-Avon (Nadhim Zahawi) will take the place of my hon. Friend the Member for Watford (Richard Harrington), who has moved on to other things, as my adviser on apprenticeships to help me ensure that businesses deliver on this agenda.

With your indulgence, Mr Speaker, may I first congratulate the hon. Member for Wigan (Lisa Nandy) on the birth of her son in May? I am sure that it is the reason for her absence today, as she normally shadows me.

More than 135,000 young people have benefited from the National Citizen Service in recent years. In 2015, more young people than ever will have the opportunity to take part. I have written to all Northern Irish and English MPs encouraging them to visit an NCS programme near them this summer.

I have seen at first hand how the NCS programme can give young people greater confidence, help them work in their community and build long-lasting relationships. Will my hon. Friend confirm that the Government will continue to back the NCS into the future, so that we can give increasing numbers of young people the skills they need to get on in life?

My hon. Friend is absolutely right in his assessment, which is why I am delighted that more than 1,100 people took part in his constituency and the surrounding area last year and why I am committed to continuing the rapid expansion of the programme. He will be pleased to hear that 92% of participants say that the NCS helped them to develop useful skills for the future and 76% feel more confident about getting a job in the future.

We worked very hard to get the strongest possible language on climate change. As I said to my hon. Friend the Member for South Dorset (Richard Drax), having set Britain on a path of low-carbon electricity and having reduced our carbon emissions, we want other countries to do this as well. We did not achieve all we wanted in the communiqué, but it was pretty strong stuff.

In terms of decarbonising electricity, I repeat what I said. What is happening in Germany at the moment is that because it has reduced its nuclear programme it is actually burning more, rather than less, coal. Our strategy is to reinvest in the nuclear industry and go on investing in renewables, and have gas plants constructed too. Over time, that will require carbon capture and storage. The pragmatic thing to do is to promote that technology and commit to full decarbonisation only when we know we can bring it about.

One way to deliver on our climate change target and boost our economy is through the development of new technologies. Will my right hon. Friend therefore commit to supporting our UK science community, fight for an increase in funding around the Cabinet table and pledge to aim to spend the same percentage of GDP on research and development as our European partners?

My hon. Friend has made a very good bid for the public spending round. We have looked very carefully at this in the past and recognise that science is an important part of enhancing the growth, production, productivity and potential of the United Kingdom.
