Commons ChamberThe performance of universal credit during this crisis has been one of the truly stand-out successful parts of the Government’s response to the pandemic. The fact that our welfare system did not topple over in the way that some had predicted is to the enormous credit of the whole DWP organisation, and not least of the Under-Secretary of State for Work and Pensions, my hon. Friend the Member for Colchester (Will Quince), who has spoken from the Front Bench today. When it comes to the totality of our financial response to covid-19, I would challenge anyone to point to another country where there has been such an extensive range of support to protect families’ incomes. The measures that the Chancellor has put in place are historic and effective, and the evidence shows that they have reduced the impact of the crisis on those on the lowest incomes, with the poorest working households protected the most.
I appreciate that the kind of extra spending we have seen in the past year is beyond the capability of almost any Government to lock in permanently, but the question for us right now is whether the end of March this year—just 10 weeks away—is the right moment to begin unwinding this support, and specifically to remove the extra support for universal credit claimants. I do not believe that this is the right moment. I have been clear about the importance of the £20 per week uplift in supporting family incomes right at the bottom of the income scale. It is made an enormous difference to those who sadly lost their jobs during this crisis, but also to all those on the lowest wages who carried on working throughout the pandemic. We forget that more than a third of all universal credit claimants are working: they are the workers we support.
The truth is that the labour market is a horrible place for many people right now. Opportunities for people to find new work, increase their hours, boost their earnings and improve their family finances have been massively curtailed by the economic impact of the public health emergency, and that is the context for this discussion about cutting back the £20 a week uplift. That is why I believe the uplift is so important right now, and why I believe it must be extended for a further 12 months. I am not blind to the public expenditure pressures facing the Chancellor, and I have no qualms about defending difficult decisions when they are based on a clear plan with clear justifications, but the truth is that I do not believe we have such a plan right now. There is no decision yet, even with the proposed change being less than 12 weeks away.
People need certainty about their family finances for the coming year, so I find myself in agreement with the motion before the House tonight. I want to see the Chancellor commit to a further extension to the uplift, to 12 months, to enable us to put the pandemic well and truly behind us and to provide an opportunity for economic activity to pick up and for labour market opportunities to improve. I hope that the Chancellor and the Prime Minister are listening.

Commons ChamberWe have long expressed our deeply held concerns about the de-stabilising activity of the Islamic Revolutionary Guard Corps. I take into consideration the points my hon. Friend makes about its activity, but the UK Government do not routinely comment on organisations that they may proscribe. The proscription list is regularly reviewed and we will always take situations on the ground into consideration when we update it.
My right hon. Friend will be aware that the UN special co-ordinator for the middle east peace process recently praised the way the Israeli Government and the Palestinian Authority have been working together to tackle covid-19. Does he agree that that kind of practical co-operation—the building of trust and meeting shared challenges head on—is the way that peace will get built in the region? Will he step up his efforts to encourage genuine negotiations based on the two-state solution?
In conversations I have had with both representatives of the Israeli Government and the Palestinian Authority I have praised the way they have worked together on this matter. I absolutely agree with my right hon. Friend that international co-operation is the way that we, as the international community, will fight it. As the Prime Minister said at the coronavirus global response international pledging conference he co-hosted in May, the race for a vaccine is not a competition between countries, but the most urgent shared endeavour of our lifetime. If the attitudes we bring into fighting this disease can be more broadly applied, I think the world would be a better place.

Commons ChamberAs the hon. Gentleman knows, we frankly speak far too often—virtually on a weekly basis —to ensure a cross-party approach to pensions policy. He is right that automatic enrolment was conceived under a Labour Government, implemented under the coalition and brought forward by the Conservatives. I accept that 8% is not enough going forward, but we await the 2017 review, the implementation of that review and further discussions on an ongoing basis.
This Government need to demonstrate that they stand on the side of self-employed people. Given that millions of self-employed people are not saving enough for their retirement, what update can the Minister provide the House on the incentives and encouragement we are providing for self-employed people to pay into a pension?

The hon. Gentleman raises a pertinent point. I am looking at that very issue. I would be happy to meet him to discuss it further; it does concern me. On his first point, I will always put disadvantaged and vulnerable residents at the forefront of my mind in any decision making that I undertake while in this role.
The Minister is exactly right in the careful, pragmatic approach that he is taking to roll-out; it is what responsible Ministers do. However, may I encourage my hon. Friend to follow his instincts and, in his discussions with the Treasury, make the case for improving universal credit? The truth is that if we are to improve this good policy further, it will require resource.
I thank my right hon. Friend for his helpful question and for all the work that he did while at the Department. He, like me, believes that work should always pay, and that we need a welfare system that helps people into work. My mind is full of ideas on how we can improve universal credit, and if he would like to help me in persuading the Treasury to get behind those, I would very much welcome that.

Commons ChamberTrapping families in welfare year after year, which was a key feature of the last Labour Government’s welfare policy, never got anybody out of poverty. Does the Minister agree that the surest foundation on which to build a true anti-poverty strategy is to have an expanding workforce and increasing incentives for people to work?
My right hon. Friend is absolutely right. The Institute for Fiscal Studies slammed Labour’s pledge to scrap universal credit as uncosted and
“unwise…expensive, disruptive and unnecessary.”
We believe that work should always pay. We need a welfare system that helps people into work, supports those who need help and is fair for everyone who pays for it. Let us remember that no Labour Government have ever left office with unemployment lower than when they started.
As I said earlier, no one has to wait five weeks for their first payment. People are able to get their initial payment on day one, repayable over 12 months—16 months as of next year. We have the two-week roll-on of housing benefit and a further two-week roll-on of additional benefits starting next year. I am considering other measures we might take, all of which will require Treasury approval, but I am happy to meet the right hon. Gentleman to discuss any ideas he has.
My right hon. Friend is right to point to the creation of the shared prosperity fund. Discussion is ongoing within the Government. I know that the Wales Office is already engaged in conversation; we will engage in due course, once we have got through the initial design internally.
