The hon. Lady talked about historical Home Office funding of groups linked with extremism, an issue identified by Sir William in his landmark report. I was appalled when I read that Prevent had historically funded groups that have legitimised extremism or has worked with groups whose values totally contradict our own. That is not a proper use of public money, it undermines Prevent’s objectives and it is potentially a threat to national security. I will ensure that that never happens again. As a result of that issue identified in the report, we are running a full-scale audit of all counter-extremism funding arrangements and we will immediately terminate all agreements that fall below our standards. We are working closely with the Commission for Countering Extremism to ensure that we strengthen our oversight and vetting procedures to ensure that taxpayers’ money always goes to the right groups.

I welcome the Home Secretary’s statement and her strong leadership on this issue. The additional measures taken by the Ministry of Justice earlier this year to crack down on the activities of terrorist prisoners were very welcome. Is she able to provide an update on any assessments the Home Office, in conjunction with the MOJ, has completed on the success of those measures so far?

The Prevent duty applies to those working in the prison estate. Sir William identified a particular concern relating to the threat of radicalism and terrorism occurring and evolving within the prison estate, which is why he made a recommendation. I am pleased that we have made significant progress on rolling out the terrorism risks behaviour profile, which will now enable prison officers to have better training so that they can better spot, and are more confident and knowledgeable about, the signs of radicalisation, extremism and terrorism within the prison estate and are thereafter empowered to take steps to mitigate and eliminate that risk.

I cannot get into details that relate to operational independence and decisions made by the agencies in live investigations, but what I would say is that I expect all agencies and law enforcement organisations to use the full breadth of powers that we have afforded them.

The current situation, whereby tens of thousands of young men are arriving in small boats on our shores—primarily young men from unstable parts of the world—is frankly an accident waiting to happen. Does the Home Secretary agree that the British people expect our borders to be robustly enforced, and that is just as important when it comes to defending our nation from terrorism as it is for anything else?

A strong border is critical to counter-terrorism. The Contest 2023 strategy clearly sets that out. In the Nationality and Borders Act 2022, the Government revised schedule 7 to the Terrorism Act 2000, expanding powers to prevent illegal entry, including via small boats. Our migration and border system provides a critical opportunity to identify and manage individuals and goods that pose a terrorist concern. That is why rigour and robustness in our borders is essential for national security.

Despite the Government’s efforts to free up the time of frontline police officers by reducing the amount of bureaucracy and paperwork, which takes up more and more of their time, officers often say to me that this increases year on year and so reduces the amount of time they can spend on the beat. What steps are the Government taking to cut out the paperwork and free up frontline time to keep our communities safe?

My hon. Friend raises a very good point. One of the big programmes of work that I am leading at the Home Office relates to freeing up police time and reducing bureaucracy, so that police officers are unencumbered to fight crime and respond to the public’s priorities. That is why we have announced changes to the way police officers will interact with health partners when it comes to mental health incidents. We are reforming the Home Office counting rules, which will save thousands of hours in avoiding duplicative or unnecessary recording of crime. We have a programme of reform to help to empower the police so that they can better respond to the priorities that the British people have.

The new sites that are being rolled out will obviously meet all the requisite standards for accommodation for asylum seekers. The asylum seekers will be provided with the necessary support—health and otherwise—so that they are appropriately supported. That is our legal duty, and we will comply with it.

We are still accepting the majority of asylum claims from a number of safe countries, in stark contrast with many other European nations, which reject a far higher proportion of claims from those same countries. While we all want to reduce the asylum case backlog, does the Home Secretary agree that that must be done properly and that we cannot merely accept claims in a cynical attempt to drive down that backlog quickly?

My hon. Friend is absolutely right. Unlike the Opposition, we will not grant an amnesty to people in our system. It is important that all cases are considered on their individual merits, but that we take a robust approach to applications that makes it clear that, if someone comes here illegally, they will be detained, removed and not entitled to a life in the UK.

I encourage the hon. Gentleman to keep in mind the global and indeed European dimension to this problem. Other EU nations are grappling with unprecedented levels of illegal migration. Some countries are saying they are going to stop accommodating people and instead let them abscond willingly. Some countries are accommodating migrants in sports halls and inappropriate accommodation. This is a global challenge and we have to take measures to deal with it.

This Parliament and this nation must be sovereign when it comes to controlling our borders. It is completely unacceptable that a foreign court can seek to inhibit the wishes of the elected Government of the day. Although I strongly welcome the measures outlined by the Home Secretary, what assurances can she give to the House that these new measures, and indeed our Rwandan policy, can be implemented without interference from foreign judges?

My hon. Friend is right to highlight concerns about the process to which we have been subject from Strasbourg. That is why there is a clause in the Bill relating to rule 39, and we will be closely specifying the details of what we are going to propose. In the meantime, I greatly welcome the vindication by the High Court of our Rwandan partnership in December. We now proceed to the Appeal Court and we wait to see what the courts and their justices decide.

As I have said—and I will reiterate it again and again—I am very grateful for the brilliant response from the emergency services, the authorities and everyone at Western Jet Foil and Manston, yesterday and subsequently, in dealing with this incident. We are making sure that they are well supported. We will need more staff because of the increased numbers—I am not going to mislead the hon. Member on that—but we are trying to make arrangements to ensure that they are supported so they are not overburdened.

May I welcome the Home Secretary back to her rightful place on the Front Bench? She has the support of the millions of Britons who are just hoping that one day we may finally get a grip on the small boats crisis. The Home Affairs Committee has been told that between 1% and 2% of the entire male population of Albania—10,000 men—have arrived in the UK in the past year. Why on earth are we accepting asylum claims from Albania when countries such as Germany and Sweden do not?

We have to ensure that our asylum laws are fit for purpose. Some great achievements have been secured by the passage of the Nationality and Borders Act 2022 and they are going to be operationalised in due course. However, my hon. Friend is right: we need to change our laws to ensure that people are not abusing our legal framework.

The data, to which we now have unprecedented access, shows that when it comes to recovery from covid and court backlogs, the CPS in Wales and the local criminal justice board have performed exceptionally well. Huge resources have been put into court recovery, which is why the magistrates court backlog in the CPS Wales area was the first to recover from the impact of covid, with live caseload numbers falling to below pre-covid levels in December 2021.

I successfully personally presented a case at the Court of Appeal, sitting at Cardiff Crown court, which resulted in an increase from 13 years to 20 years and seven months, with an extended licence period of five years,. in the prison sentence given to Stephen Gibbs for an attempted murder. I was delighted and honoured to be in court in Wales.

We are united in our combined efforts, across Government, to improve performance for victims and increase the number of successful rape cases that go through our courts. Since we published our rape review action plan, there has been a steady increase in the number of rape charges, prosecutions and convictions quarter on quarter. We are closing the gap between complaints and convictions. Most notably, the number of convictions for rape offences is up by 27% on the number in 2019.

In Lancashire, our brilliant police and crime commissioner, Andrew Snowden, is funding a variety of projects to reduce the number of rape and serious sexual offences. They include dedicated specialist support services for victims, and Operation Night Guardian, which focuses on the night economy. How is the CPS in Lancashire working alongside our police and crime commissioner to improve the rates of conviction for these abhorrent crimes?

I am pleased to report that CPS North West is in an Operation Soteria area. Operation Soteria, which was introduced recently under this Government, is an ambitious joint police and CPS programme of work to transform the way in which rape prosecutions are handled. It will provide a renewed focus on investigating the suspect rather than the victim, and will ultimately create a new operating model for the investigation and prosecution of rape. We are pleased to be seeing the green shoots of progress nationally: the number of rape convictions has increased by 29% compared with the last quarter pre-covid.

Since the beginning of 2021, thanks to the referrals made by the Solicitor General and by me, sentences have been increased in more than 100 cases. Recently, I personally argued the case of Stephen Gibbs in the Court of Appeal sitting in Cardiff. I welcomed the decision to increase his sentence for attempted murder from 13 years to 20 years and seven months.

I acknowledge the argument that my hon. Friend makes very energetically. She knows that the unduly lenient sentence scheme is reserved for specific offences in which the offender’s culpability is particularly high. There are no immediate plans to extend the coverage of the scheme, but I am pleased that the Police, Crime, Sentencing and Courts Bill, which is currently going through Parliament, will allow us to take extensive action on road traffic offences, including by increasing the maximum penalty for causing death by careless driving while under the influence of drink or drugs to life imprisonment.

The Attorney General will be aware of the horrendous case of my constituent Debbie Leitch, who died at the hands of her mother Elaine Clarke, who has since been sentenced to nine years and seven months in prison for her appalling actions. Will my right hon. and learned Friend meet me and my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart), following our recent letter, to discuss the case with a view to considering whether the sentence is unduly lenient?

It is indeed a tragic case and I extend my sympathies to all those who knew and loved Debbie. I thank my hon. Friend and my hon. Friend the Member for Hastings and Rye (Sally-Ann Hart) for bringing the case to the attention of the Law Officers. My hon. and learned Friend the Solicitor General has reviewed the sentence imposed with the utmost care and decided to refer it to the Court of Appeal. It is now a matter for the Court to decide whether to increase the sentence.

Happy new year, Mr Speaker. May I begin by congratulating the right hon. Member for Islington South and Finsbury (Emily Thornberry) on her new role? She is familiar with the position of shadow Attorney General. I look forward to working with her in the future. The Government committed to improving performance across the criminal justice system in the spending review. For example, funding for the Crown Prosecution Service will increase by more than £80 million a year by 2025, which will be used to drive improvements in the prosecution of rape cases and to help to tackle the court backlog.

The Government will not rest until we have improved public safety. The recruitment of 20,000 new police officers will cut crime and get criminals off our streets. My hon. Friend will be pleased to know that there are more than 300 new police officers in Lancashire, his own region, all working to keep our community safe. Of course, the success of those extra police officers will depend on corresponding increases throughout our criminal justice system, so that we have enough resources to deal with the increased workload created. That is why I am pleased that the CPS has recruited more than 300 more prosecutors since 2019, thanks to the Government’s funding.

This was a tragic incident and it was appalling, frankly, that Belly Mujinga was abused for doing her job at Victoria station. My thoughts are with her friends and her family. British Transport police did conduct an investigation following reports that a man claiming to have covid-19 coughed and spat at Ms Mujinga and a colleague. Their investigation found no evidence that an offence had occurred of that type.
