Commons ChamberWhere did those people go and what did they do? I will take no lectures from Labour Front Benchers about the appeasement of terrorists, whether it is in Northern Ireland or Aleppo. I am glad that what has been shared from the Labour Front Bench has not been reflected in what has been said by the honest, decent and caring individuals who sit behind it. We recognise how serious this matter is.
The Foreign Secretary and the Defence Secretary have a big job to do in considering how we, as a country, can appropriately and responsibly deal with Russia. It is an age-old saying that, “Mine enemy’s enemy is my friend.” Here, that is turned on its head, because in the case of Russia, mine enemy’s enemy is my enemy. It is as stark as that. Russia is moving nuclear weapons to Kaliningrad. It has sorties day after day, whether in the Baltic sea, the Black sea or the North sea, in contravention of NATO. Having shot down a Russian jet a number of months ago, Turkey, a NATO ally, signed a deal with Russia just yesterday. What is the NATO view of that? How will Turkey’s future engagement be affected when our ally is signing a trade deal for gas and a deal for military intelligence with Russia?
Those are huge questions, yet the immediate consideration must be the people of Aleppo. The ICC has been mentioned, and there is concern about whether Russia is a member. My understanding is that Russia has signed, but has not ratified membership of the ICC. I am keen to hear from the Foreign Secretary whether that is an impediment to progress. Last night the BBC was suggesting that, given the nature of previous prosecutions focused on African states, there is the ability to pursue the French option to pursue the Russian state, but there is no will to do so.
Given that Russia is a key part of this conflict and the problems faced by the people in Aleppo, it has been suggested today that we impose trade sanctions, take people to the ICC and impose no-fly zones. Does my hon. Friend accept that that will need huge political will, as we will be taking action against a country that thinks that it can do what it wants?
I do entirely—it will. Reports at the weekend have suggested that Russia is succeeding in the electromagnetic war. It is succeeding in jamming signals and removing the cover and support for Syrian rebel fighters, meaning that it can attack them. It is succeeding in drone strikes, and is operating those strikes in a way that we do not. Russia is succeeding comprehensively. Is a no-fly zone an easy option? No, it is not, but if it is the right option for the people of Syria and the wider region, this party will not be found wanting; it never has been when it comes to support for the security of the Province and this country, or internationally.
I hope that the Foreign Secretary can give us some reassurances. The task ahead is not an easy one, but I hope he understands from the tenor of debate in this Chamber and from all the positive contributions he has heard that the resolve is there, that there is the will to do the right thing and that, as a country and as individual representatives, we need to be counted.

Commons ChamberThe fact that this order has been brought before the House today indicates the radical steps that had to be taken to rescue the Northern Ireland Assembly from financial and political collapse. Let us be in no doubt about this: the Northern Ireland Assembly faced collapse because of the attitude of those who, despite all the protestations that legislation on matters devolved to Northern Ireland should be dealt with by the Northern Ireland Assembly, took a totally irresponsible view and blocked the Assembly’s ability to make decisions. That plunged the Assembly into financial crisis.
It is less than a year since the welfare reform legislation went through the House of Commons. Although the matter had been devolved to Northern Ireland, it was always assumed that the legislation passed in this place would be reflected in the legislation passed in Northern Ireland. The bill was being paid through the AME payments that came to the Northern Ireland economy—in other words, it was money that was paid on demand. If unemployment went up, we did not have to find the money from the block grant; it came centrally from the Exchequer. If there was a change in the number of claimants for a benefit, the money was automatically made available.
Of course, there was opposition to some of the welfare reform measures—indeed, my party voted against a number of them—but once they had been through the House of Commons the stark choice for the Assembly was between deviating from those measures and paying for the deviation, and complying with them and ensuring that payments to the Northern Ireland expenditure block continued. There were some who, because of their minority position in the Assembly—the SDLP led the charge—wanted to have it both ways. They wanted to ensure that the budget in Northern Ireland was not put into jeopardy, but at the same time, like Pontius Pilate, they wanted to wash their hands of what was happening and say, “By the way, the consequences of welfare reform are nothing to do with us, because we voted against it. It was all those other parties that voted it through.” That was the position that we faced because of the political structures in Northern Ireland.
The hon. Member for South Down (Ms Ritchie) suggested that attempts were made to reach consensus with other parties in Northern Ireland. Can my hon. Friend recall any proposal that was made to build consensus and overcome the significant hurdle that he has just outlined, which was that we could either deviate from the welfare reform measures or follow them?
That was the problem. In his short intervention, my hon. Friend did not have the opportunity to explain what happened. We were not delighted that the powers were taken away from us, but because of the use of the petition of concern by the SDLP and others, the ability to bring legislation forward was blocked. We then faced a situation in which we could not bring forward our own bespoke Northern Ireland legislation because of the block.

Commons ChamberI thank my right hon. Friend the Member for Belfast North (Mr Dodds) for the way he started the debate. He set out the DUP’s case while also speaking for other parties across the devolved Administrations.
As many have said, we all come to this debate with different views. I welcome the fact that the Government have afforded the UK people a referendum, although I differ from some in my reasons for wanting it. Some want to cement even more firmly the relationship between the UK and the EU, while others, such as myself, want to break down the walls of the prison in which we have been held for the last 40-odd years. In that time, we have been robbed of our money, our fishing grounds have been violated, our farmers have been destroyed and the EU Court of Justice has run over the rights of victims while upholding those of terrorists. We want a referendum for many reasons. At least we now have one.
The Minister said that the referendum would be an exercise in democracy. If so, as many have said, its terms must reflect the views of all those taking part. Despite coming from different angles, parties across the three devolved Administrations have united in saying that 23 June is not the appropriate date, for all the reasons given. The word “respect” has been used time and again. We need respect not just for the Administrations but for the millions of UK citizens they represent, who will want to engage in this exercise in democracy on a fair basis.
There is already a view that the debate has been contaminated and that this exercise is not being conducted in the most democratic way. The Prime Minister and other Ministers who support our membership are free to wander the country, go on the airwaves and express their views, while Cabinet Ministers who hold a contrary view are bound and gagged. That does not indicate a level playing field. Hardly have the scare stories passed the Prime Minister’s lips before they are dismissed by the very people he claims will do terrible things to the UK. We were told yesterday that we would have immigrant camps on our own shores. No sooner had he said that than the French Government dismissed it.
My hon. Friend is making a great contribution. Does he agree that the Government’s chief fear is that, were we to have another summer of the migrant crisis before the referendum, they could lose the vote?
Several Members have said that already. The Government have tried to perpetuate these scare stories, but they do not have enough to last them until September. The danger is that there are not scare stories, but scary facts and events in the pipeline that could influence the referendum. Again that might be one reason for the decision to have an earlier referendum. The Minister rightly said that no date had been set and that he was not in the job of giving clues. It was the first time I had heard anybody in the House admit to making a clueless speech. Those were his own words. He said he would not be giving any clues about when the referendum would be held.
